I. PROGRAM OBJECTIVES

The Korean Govemment Scholarship Program is desígned to provide higher education in Korea for intemational

students with the aim of promoting intemational exchange in education, as well as mutual fhendshíp amongst the

participating countries.

O The Embassy Track applicants must submit their application documents to the Embassy of the Republic of

Korea in their respectivo home countries. Please see Appendix B for the list of Korean Embassies.

O Refer to the section VI for the detaíls on the application procedure.

O The quota allocation is decided based on the mutual agreements between Korea and the countries above.

O Among the assigned 400 candidates, 14 are reserved for the overseas Korean adoptees from 12 countries,

O Appiicants who decide to apply for the scholarship through the university track must sid^mit their applications

to the designated Korean universities, listed in the section III.

O Refer to the section VI for the details on the application procedure.

O Among the total of 260 candidates, 195 will be selected from ali eligible fields of study.

O Ali appiicants in the University Track must choose "General" as the type of application on the application

form. (Refer to Form 1.)

O Additional 65 are reserved for the regional university appiicants in the fíeld of Natural Science and

Engineering from selected countries. Refer to the table above for the available countries. Ref^ to the table in

the section III for the list of available regional universities

3. 2017 KGSP Research Program: 10 Candidates

O Appiicants for the Research Program must apply through the designated Korean universities, listed in the

section III.

IV. ELIGIBÍLITV

I. Nationality

O Appiicants and their parents must hold foreign citizenship.

O Korean citizens, including those who hold dual citizenship, are NOT eligible to apply.

O Appiicants and their parents who had previousiy held Korean citizenship must submit the document of the

renunciation of their Korean citizenship.

O Appiicants must be under 40 years of age as of September 1,2017 (bom after September 1, 1977).

O An appiicant who qualifies ALL conditions bclow is eligible to apply as long as he or she is under 45 years of

age as of September I, 2017 (bom after September l, 1972):

He or she must be woricing as a professor at the time of appiying; and

He or she is a citizen of one of the countríes below.

3. Degree Requirements

O Appiicants must hold a Bachelor's or Master"s degree as of August 31, 2017.

A Bachelors degree, or a diploma equivalent to a Bachelor^s degree, is required for a Master's program

appiicant.

A Master's degree, or a diploma equivalent to a Master's degree, is required for a Doctoral program

appiicant.

O The Research FYogram appiicants must hold a degree, or a diploma equivalent to or higher than a Master's

degree as ofAugust3l, 2017.

Postdoctoral Research Program: A Doctoral degree, or a diploma equivalent to a Doctoral degree, is

required.

Professor Exchange Program: A Master^s degree, or a diploma equivalent to or higher than a Master's

degree, is required.

O An Appiicant who is expected to obtain the official diploma by August 31, 2017 must submit a certificate of

expected degree at the time of appiying. The official diploma must be submitted as soon as it is issued.

O Appiicants who have completed a Bachelor's, Master's or Doctoral degree in Korea are NOT eligible to apply.

This restriction does not apply for Overseas Korean Adoptee appiicants.

o Appiicants who have been enrolled at Korean universities as exchange students are elígible to apply.

O A former KGSP scholar who graduated or are expected to graduate as of August 31, 2017 ís eligible to apply

under die following conditions:

He/ she is allowed to apply only via Embassy Track; and

The re-appHcation is allowed only once.

O Appiicants must maintain a grade point average (OPA) higher than any ONE of the fòllowings:

- 2.64 on a 4.0 scale;

- 2.80 on a 4.3 scale;

- 2.91 on a 4.5 scale;

- 3.23 on a 5.0 scale; or

Score percentiie: 80%

O Please refer to the Appendix A for the GPA conversion table.

O Any applications with a GPA below the threshold above will be automatically disqualifíed and discarded.

O It is required to submit an official document issued by the applicant's alma mater describing the university's

evaluation system as well as the app)icant's academic achievement in any ONE of the following cases:

- An applicant's transcript does not include information on GPA, marks or score percentiie; or

- The grades on an plicant s transcript are difficult to be converted into any one of the GPA criteria

mentioned above.

- Proficiency in Korean; TOPIK (Test of Profíciency in Korean)

Proficiency in English: TOEFL, TOEIC, or lELTS Academic (TOEFL ITPs are not acceptable.)

O Appiicants in the field of natural science, technology, and engineering might be given preferencc.

O Appiicants for the majors under the Industrial Professíonals Training Project of the govemment of Korea

might be given preference.

O The fòculty members at a higher education institution from countries that receive Korea's OfRcial

Development Assistance (ODA) might be given preferencc.

O Descendants of the Korean War veterans receive additional 5% of the total marks during the selection revicws.

O Appiicants must be in good health, both mentally and physically, to stay in Korea for an extended period of

time.

O Appiicants must submit the Personal Medicai Assessment, or Form 6, at the time of applying.

O Ali appiicants who pass the 2"^ round of selection must submit the results of the Comprehensive Medicai

Examination conducted by a licensed physician or a doctor.

O Ali of the following persons will be disqualified and their scholarships will be canceled:

- Appiicants who are lested positive on drugs; and

Appiicants with serious health concems to an extent that they are unable to pursue their studies for an

extended period of time in Korea.

O Appiicants with disability who meet the above criteria are eligible to apply.

6. Restrictions

O Those who had withdrew from the scholarship after being selected as KGSP scholars in previous years are

NOT eligible to apply.

7. Preferred Qualities

O Appiicants with certified scorcs on their proficiency in Korean or in English might be given preferencc. Some

examples include the following:

2. Notes for Ali Appiicants

O Ali appiication documents must be either in Korean or in English.

O Documents in any other languages must be accompanied by a complete Korean or English translatíon,

authenticated by the issuing institutíon or notarized by a notaiy public.

O Submitted documents will not be retumed to the applícants.

O Appiication documents must be presented in their original forms.

O The appiication documents must be submitted in the order of the checklíst on the fírst page of the appiication

form. Each required document must be numbered and labeled on the top right comer as the following.

O In case of submitting photocopied documents, appiicants MUST have the copies notarized or apostiüed

and then submit the notarized or apostilled copies.

O For any documents that cannot be reissued, appiicants are advised to submit notarized or apostilled copies of

the original.

O Applications that contain incompleto or forged documents will be disqualífíed and discarded.

O An applicant who ís expected to graduate by August 31, 2017 must submit a certifícate of expected degree in

place of the diploma at the time of applying. The offícial diploma must be submitted by August 31, 2017.

O The recommendation letters must be written by two different recommenders, who can give assessment on the

applicant's academic abilities.

O Appiicants must get scaled recommendation letters from their recommenders. Letters with broken seals at the

time of applying will be considered invalid.

O As for the submission of the published papers and awards, appiicants are allowed to submit photocopies.

O The proof of citizenship must be the govemment-issued documents. Examples include, but are not limited to,

the followings:

- A birth certifícate issued by the govemment of the applicant's country;

- A certifícate of family registration issued by the govemment of the applicant's country; or

- Passport copies of the applicant and parents.

O The scores of the language profíciency test must be valid at the time of applying.

3. Embassy Track Appiication

O Appiicants must submit ONE set of original appiication and THREE sets of photocopies. identical to the

original set.

O For sealed documents, such as offícial transcripts and recommendation letters, appiicants must submit 4

identical documents, each sealed in a separate envelope.

4. University Track Appiication

O Appiicants must submit ONE original appiication documents.

5. Research Program Appiication

O Appiicants must submit ONE original appiication documents.

VI. APPLICATION PROCEDURE

I. How to Apply

O Applicants must apply for the Korean Govemment Scholarship Program cither through thc Korean Embassy

in their homc countiy or one of the selected universities.

O Offices accepting appiications

- 116 Embassies of the Republic of Korea: At some embassíes, the Korean Education Center or theKorean Cultural Center is the department in charge of accepting and reviewing the KGSP appiications.Contacting the embassy to inquire on the department in charge is strongly recommended.65 Universities in Korea

O The application submitted to more than ONE office above, will be automatically disqualifíed and discarded.

O Those who apply as overseas Korean adoptees must apply through the Korean Embassy in their home

countries. Only those from the selected 12 countries are eligible to apply under this option.

O KGSP alumni are eligible to apply through the Embassy Track only.

O Applicants from China must submit their appiications to the China Scholarship Council, in accordance with

the agreement between the govemment of Korea and the govemment of China.

O Applicants from the Czech Republic must submit their appiications to the Ministry of Education of the

Czech Republic, in accordance with the agreement between thc govemment of Korea and the govemment of

the Czech Republic.

2. Deadline of Application Submission

O The deadiines are set by the Korean Embassies and universities that accept appiications.

O Applicants must check the deadline of the embassy or of the university by contacting them directly.

O Please refer to the foilowing:

3. Fields of Study and University Choice

(1) Embassy Track

O Applicants must choose THREE desired universities as well as fields of study out of the 66 universities

listed above in section III.

O Appiications that pass the 2"^ round of selection wilI be reviewed by the universities for admission.

(Please refer to "4. Selection Procedure" below.)

(2) University Track

O Applicants must choose ONE desired university out of the 66 universities listed above in section III.

(3) For the list of available universities and degree programs, please refer to the "University Information" file,

announced along with the guidelines.

4. Selection Procedure

I" Round of Selection

Appiications are submitted either to the Korean Embassies or to the designatedumversities in Korea. The embassies and universities select the successful

candidates among the plicants in the Ist round of selection. The appiications ofthe successful candidates will then be forwarded to NIIED.

2 Round of SelectionThe NIIED Selection Committee selects the successful candidates among thosewho pass the I st round.

O Comprehensive Medicai Examination

Among the successful candidates who have passed the 2nd round, the appiicationsof those who applied through the Korean Embassies will be reviewed byuniversities for admission. Successful candidates must get admission fi-om at leastone of the universities.

5. Selection Criteria; Comprehensive Evaluation

O The appiications will be reviewed by a selection committee at each round.

O The selection committees will consider many elements in selecting successful candidates. Examples include,

but are not limited to, the foilowing:

- transcript;~ the letter of self-introduction;

The maximum amount is 500,000 KRW for degrees in Liberal Arts and Social Science and 800,000

This specia! funding is available for KGSP scholars with leveis 5 and 6 on TOPIK.

It is offered for the KGSP scholars who retum to their home countries after completing their degree

coursework under the scholarship.

VIII. PERIOD OF SCHOLARSHIP

1. Masters Degree Program: 3 Years (September 1, 2017 -August 31, 2020)

3. Research Program: 6 Months (September 1, 2017 — February 28, 2018)

4. Important Notes on the Scholarship Period.

O The scholarship period for the degree program cannot and will not be extended.

O The scholarship period for the language program will not affect the scholarship period for the degree program.

For example, even if a scholar takes 6 months of the language program instead of 1 year, the period that the

KGSP covers for his/her degree program will remain intact (2 years for Master's degree and 3 years for

Doctoral degrees).

O KGSP scholars with advanced TOPIK leveis (Leveis 5 and 6)

Those who have the advanced leveis at the time of applying will be exerapt from the 1-year Korean

language program. The exempt period will be deducted from the total scholarship period, down to 2

years for Master's degrees and to 3 years for Doctoral degrees.

Those who achieve the advanced leveis on TOPIK within the first 6 months of the language program will

be exempt from the Korean language program and must start their degree programs in the following

semester. The exempt period will be deducted from the total scholarship period, down to 2.5 years for

Master's degrees and 3.5 years for Doctoral degrees.

IX. KOREAN LANGUAGE PROGRAM

O Ali scholars, unless exempt, must take the l-year Korean language program at language institutions assigned

by NIIED.

O Exemption of the Korean language program

The KGSP scholars with advanced leveis (5 & 6) on TOPIK at the time of applying will be exempt from

the language program and must start their degree programs upon arriving in Korea.

The KGSP scholars who achieve advanced leveis on TOPIK within the first 6 months of their language

program, will be exempt from it in the following semester and must start their degree programs.

A valid TOPIK certifícate must be submitted to NIIED.

O When assigning the language institution, NllED considers the following:

The language institution is not located in the same city as the scholar's degree university; and

- The language institution offers a variety of opportunities for the scholars to leam different local cultures

of Korea.

O The language institution for successful KGSP scholars will be announced along with the final results.

O Note that the assigned language institution cannot and will not be changed.

O The KGSP scholars in the Korean language program must live on-campus at the language institutions.

- Most rooms of the university dormitories are shared with roommates.

- Living with family members is strictly forbidden.

- Scholars with TOPIK levei 3 or higher are eligible to live off-campus.

O Prerequisites to complete the language program

The KGSP scholars must obtain at least levei 3 on TOPIK by the end of the 1-year Korean language

program, in order to be able to proceed to their degree programs.

X. OTHER IMPORTANT NOTES

l. Medicai Insurance

O Universities and language institutions will purchase medicai insurance plans on behalf of the KGSP scholars.

O The insurance plan will be effective after the designated dates of amval.

O The medicai fees incurred throughout the scholarship period will be reimbursed by the insurance corapany.

KGSP scholars must pay for the hospital fees first and submit the receipt to the insurance company

The insurance company will reftmd part of the fees. It is the KGSP scholars' responsibility to check the

insurance terms and policies, which will be given through the universities and language institutions.

2. Scholarship Withdrawal or Cancelation

O The KGSP scholars who forfeit and withdraw from the scholarship will NOT receive the retuming flight

tickets or the Scholarship Completion Grants.

O The KGSP scholars who forfeit and withdraw from the scholarship within the first 3 months after the entry to

Korea MUST retum the scholarship fees that they have received duríng the mentioned period. It will include

the airfare of the entry ticket to Korea, the settlement allowance, monthly allowance, medicai insurance fees,
