I. ASEM BACKGROUND

The Asia-Europe Meeting (ASEM) is an informal process of dialogue

and cooperation bringing together the 28 European Union member states, 2 otherEuropean countries, and the European Union with 21 Asian countries and theASEAN Secretariat. The ASEM dialogue addresses political, economic and culturalissues, with the objective of strengthening the relationship between our tworegions, in a spirit of mutual respect and equal partnership.

The main purposes of the ASEM Seminar on Nuclear Safety are to initiatediscussions on nuclear safety within ASEM, and to foster Asia-Europe capacity-building and cooperation in this area.The first ASEM Seminar entitled, "National, Regional and International NuclearEmergency Preparedness and Response", was held in Singapore in June 2012.The second Seminar was hosted by Lithuania, dealing with “InternationalInstruments for Ensuring Nuclear Safety”.The third Seminar was convened in Yogyakarta, and was focused on thetheme, “Effective, Transparent and Sustainable Nuclear Safety Infrastructure”.3

II. 4TH ASEM SEMINAR ON NUCLEAR SAFETY

Topic: Knowledge management to enhance nuclear safety

The main objectives were

(i) to provide a forum for discussions on nuclear safety and(ii) to foster Asia-Europe capacity-building and co-operation in nuclear safety.

It was proposed to share information on national and regional Nuclear SafetyKnowledge management programs, particularly in- Human resources development,- Education and training,- Knowledge management and knowledge networking in all the nuclear safety

related issues such as construction, operation and decommissioning of nuclearfacilities; spent fuel and radioactive waste management; transport ofradioactive material; etc

III. TOPICS AND DISCUSSIONS

The presentations showed national and international programmes oncapacity building. The IAEA is giving support and active involvementthrough the networks established for nuclear education and training innuclear safety and security. The IAEA technical cooperation programmeshave shown to be essential in this area.

Experiences and actions taken by regulatory bodies were shown withrespect to methods and projects towards the standardization andharmonization of regulation.

The international framework provides for continuous improvement throughco-operation and peer reviews, which are closely interlinked and are seenas a set of necessary characteristics of an effective regulator, as thispromotes an environment of continuous learning to maintain competenceand credibility.

At the national level, a sustainable approach should include the necessary KMactions to ensure that every actor having a significant role in the nationalnuclear programs infrastructure acquires, preserves and improves itscorporate and individual knowledge.

Motivation of young people to get involved in nuclear engineering wassuggested to be improved by the definition of an objective indicator toassess knowledge management. These indicators are not jet defined andthey could help in the systematic assessment of competencies and needs.This process of assessment needs to be coherent with the managementsystems inside the organizations.

IV. CONCLUSIONS OF THE SEMINAR

The relevance of the elaboration and having available national strategicapproaches to education and training in a variety of disciplines coveringaspects of nuclear safety, nuclear security, emergency planning, etc. wasunderlined.

The establishment of international networks helps ensure sustainable nuclearsafety and security by acting as a resource base to facilitate national training.Networking in this sense cannot be seen only in a geographical sense, but ofkind of organizations: regulators, agencies, technical support organizations(TSO)…

The provision of technical support services can be obtained by this networkingas a way for the exchange of information, experience and knowledge.Different experiences, competences and needs at the individual, organizationaland national levels exist. Countries with limited technical infrastructure areembarking on nuclear power programmes and networking constitutes aprocedure to bring together international knowledge. A point of interest is theexchange of personnel, exporting the knowledge, through internationalcooperation, networking and organizations. This is provided also by trainingand education. An example of areas for exchanging knowledge is the capacity inAsia in the construction of installations and on the other hand, the capacity inEurope on decommissioning.

Each agent has a role in providing for knowledge, training and educationinternational organizations (IAEA, EC...), regulatory organizations, utilities,universities,…. A key role on this has been pointed to universities, together withtechnical support organizations. 8

In KM, some elements needed that have been mentioned are tutoring,networking… In this context, the role of documentation, society of knowledge,international exchange, etc. was highlighted. Every actor presented part of thewhole spectrum. A marked aspect has been how the information related to KMcan be centralized by all the actors and covered through the interregionalcooperation.

Emergency preparedness and response (EP&R) was prominent during thediscussions. In this respect, Knowledge Management is critical in a situationwhere emergencies are very rare but response needs to be timely andeffective. The feasibility study on ASEAN regional cooperation on EP&R hascreated a framework to enhance arrangements and capabilities. A coherentstrategy and Action Plan have been established and agreed, but its success willdepend on strong commitment and ownership by ASEAN.

KM regarding the organizational level, is an element, part of the managementsystem of the organization.

Areas out of the scope of the seminar that need enhancing Knowledge areradiation protection areas or nuclear applications not related to nuclearpower. In this last one, the system is well established. For other areas such asmedical applications, KM exchange is needed
