ItalyNumber 1 market in the continentkeeps growing. As announced in previous editions, this year it isexpected the authorization of self-service refueling as well as multi-fuel dispensers, two key elements for the market. The II World Fair of NGV, Biogas andHydrogen continues to move forward, and it will be held in Turinon September 25-27. With the promotion of Consorzio NGV Systemand organized by NGVCommunications Group, the industry’s response is outstanding:the initial pavilion was fully sold,adding 1,500 m2. The meeting hasFiat Group as Sponsor Gold, and theSilver Sponsors are GTT -GruppoTorinesi Trasporti-, Landi Renzo,Safe and Torino Metano. The official endorsement was alsoreceived (by means of their highestauthorities) from the PiedmontRegion, Province of Turin, City ofTurin and the Turin PolytechnicInstitute (University of theAutomobile).

The II World Fair takes place at atime when efforts are being made tobegin considering NGV as a regularfuel instead of alternative.

BelgiumThe Society for the Inter CommunalTransport of Brussels announcedsome new investments and policiesin which a plan to buy 70 NG busesin 2008 is included. Those busesare expected to be delivered in2009.

The United KingdomSince February 2003, the Transportfor London (TfL) imposed a“Congestion Charging” scheme tovehicles operators in the centralarea of London. In February 2007,the charging zone was extended toWestwards. The charging fee isapplicable for vehicles being parkedor driven in the congestion chargingzone between 7am-6pm fromMonday to Friday. The currentcharge is £8-£10 for private vehicleoperators and £7/vehicle for fleetvehicles registered at Fleet account.NGVs are eligible for 100% discounton the charging fee.

NGV news The NetherlandsAnother CNG station was opened inthe country during mid February2008, in Hengelo city. The goal toinstall 50 stations this year wasagain confirmed trough press mediaby CNGNet,a co-operation betweendutCH4 and Ballast Nedam.Municipalities are expected to support this endeavor towards theachievement of better air quality andenergy uses. Utrecht Province plansto give 0% loans to NG fuelling station investors , in which 2,4 MEuro funding is available.

TurkeyAnkara city is building one moreCNG station which construction willbe completed this year. More refuelling amenities are expected tocome although no deadline and target were fixed yet. By December2007, Turkey had over 2,500 NGVsand 5 operating stations. That isequal to 0.03% of the world’s totalNGV and 0.04% of the total fuellingstations. The GVR global statisticsrecorded 7,941,966 NGVs and12,667 stations for December2007 (as per data on 20-02-2008).

Come annunciate nelle edizioni precedenti, quest’anno siaspetta l’autorizzazione per lestazioni di rifornimento self-servicenonché per i distributori multicombustibili, due elementi chiave per il mercato. La II Fiera Mondiale dei veicoli a gasnaturale, biogas e idrogeno è in pienipreparativi e si terrà a Torino dal 25al 27 settembre. intercomunale di Bruxelles ha annunciato alcuni nuovi investimentie politiche che includono l’acquisto di70 autobus a metano nel 2008. Gli autobus dovrebbero essere consegnati nel 2009.

Regno UnitoDal febbraio 2003, la società deitrasporti di Londra (TfL) ha impostouno schema di “tassa di congestione” a carico degli utenti diveicoli nell’area centrale di Londra.Nel febbraio 2007 la zona è stataampliata a Westwards. La tassadeve essere pagata dai veicoli cheentrano nella zona di congestione trale 7 di mattina e le 6 di sera, dallunedì al venerdì. La tassa attualeammonta a £8-£10 per i veicoli privati e £7 per i veicoli appartenentia un parco macchine registrati cometali. I veicoli a metano godono di unariduzione del 100% sulla tassa.

OlandaUn’ulteriore stazione di rifornimentodi metano è stata aperta nel mesedi febbraio 2008, nella città diHengelo. I media hanno di nuovo confermatol’obiettivo di installare 50 stazioni daparte di CNGNet, una cooperazionetra dutCH4 e Ballast Nedam. Ci si aspetta un sostegno da partedelle municipalità a favore del raggiungimento di una qualità dell’aria e di un uso delle energiemigliori. La Provincia di Utrecht prevede dioffrire prestiti allo 0% a coloro cheintendono investire in stazioni dirifornimento di metano, da un fondopari a un ammontare di 2,4 milionidi Euro.

TurchiaAd Ankara si sta costruendo un’altrastazione di rifornimento di metano,che dovrebbe essere terminataancora quest’anno. Si aspettano ulteriori strutture di rifornimento,anche se non sono stati fissati obiettivi e scadenze. Alla fine di dicembre 2007 la Turchiacontava oltre 2,500 veicoli a gasnaturale e 5 stazioni operative. Ciò èpari allo 0.03% del numero totale diveicoli a metano nel mondo e allo0.04% del numero totale di stazioni. Per dicembre 2007, le statisticheglobali di GVR contavano 7,941,966veicoli a metano e 12,667 stazionidi rifornimento (in data20.02.2008).

Эти изменения существенноповлияют на газомоторный рынок в целом.Подготовка ко второй международнойгазомоторной ярмарке набирает обороты.Она пройдет с 25 по 27 сентября в Турине. Продвижением и организацией ярмаркизанимаются Consorzio NGV System и NGVCommunications Group. Если вы на рабочей неделе (с понедельникапо пятницу) проехали или припарковались воблагаемой пошлиной зоне с 7 утра до 6вечера, то придется заплатить: 8 – 10фунтов стерлингов за частный транспорт и7 фунтов за машину, стоящую на балансепредприятия. При этом владельцы газовыхдвигателей получают стопроцентную скидку.

НидерландыЕще одну АГНКС открыли в серединефевраля 2008 г. в городе Хенгело.Намерение построить в этом году 50 новыхстанций еще раз подтвердила пресс-службаCNG Net, совместного предприятия dut CH4и Ballast Nedam. Такие грандиозные планыдолжен поддержать муниципалитет – новыеАНГКС помогут повысить качество воздухаи снизят затраты на топливо. В провинцииУтрехт (это в центральной частиНидерландов) планируют предоставлятьбеспроцентный кредит для инвестиций вАГНКС. Для этого необходимо почти два споловиной миллиона евро.

ТурцияВ Анкаре строят еще одну АГНКС. Работыдолжны закончить в этом году. Ожидаетсястроительство еще несколькихзаправочных станций, но когда и где онипоявятся, не определено. В декабре 2007 г.в Турции было две с половиной тысячитранспортных средств, работающих наприродном газе. Их обслуживали пятьзаправочных станций. Если сравнить смировой статистикой, то это 0,03%мирового газомоторного парка и 0,04% отобщего числа заправок. Всего по планетеездят 7 941 966 автомобилей, автобусов игрузовиков на природном газе.

NiederlandeMitte Februar wurde in diesem Land inder Stadt Hengelo eine weitereErdgastankstelle eröffnet. CNGNet, eineArbeitsgruppe, die in Zusammenarbeitzwischen dutCH4 und Ballast Nedamgeschaffen wurde, hat der Pressebestätigt, dass dieses Jahr 50Tankstellen erstellt werden sollen. Vonden Stadtbehörden wird erwartet, dasssie diese Bestrebungen für dieVerbesserung der Luftqualität und derEnergieverwendung unterstützen. DieProvinz Utrecht sieht vor, den Investorenfür Erdgastankstellen Anleihen von 0% zuvergeben und hält dafür 2,4 M Euro zurVerfügung.

TürkeiDie Stadt Ankara baut eine weitereErdgas-Tankstelle, die dieses Jahr fertigwird. Weitere Tankmöglichkeiten sindvorgesehen, auch wenn bis jetzt nochkeine Termine und genaue Zahlen vor-liegen. La 2ème Foire Mondialedes NGVs, du Biogaz et del’Hydrogène se met en place et auralieu à Turin en septembre du 25 au27 . Avec le soutien de ConsorzioNGV System et l’organisation de NGVCommunications Group, la réponse del’industrie est remarquable : le pavil-lon initial a été complètement louéd’où une extension de 1.500 m2.Cette manifestation a comme sponsord’or le Fiat Group et comme sponsorsd’argent GTT-Gruppo TorinesiTransporti, Landi Renzo, Safe etTorino Metano. BelgiqueLa Société Intercommunale du Transportde Bruxelles annonce de nouveauxinvestissements et une nouvelle politiqueen 2008, dans laquelle l’achat de 70nouveaux bus au gaz est prévu. Cesbus seront livrés en 2009.

Royaume UniDepuis février 2003, le TransportLondonien (TfL) impose une Taxe deCongestion aux conducteurs devéhicules dans la zone centrale deLondres. BelgiëDe Maatschappij voor gemeentelijktransport in Brussel heeft nieuweinvesteringen en gedragslijnenaangekondigd, waaronder een planom 70 NG-bussen aan te schaffen in2008. Deze bussen worden geleverdin 2009, zo wordt verwacht.

Het Verenigd KoninkrijkSinds februari 2003 heeft hetTransport for London (TfL) een “verstoppingsbelasting” schema voorvoertuigbestuurders opgelegd in hetcentrale gedeelte van London. In februari 2007 werd de belastingzôneuitgebreid naar het westen. Debelasting is van toepassing voorvoertuigen die staan geparkeerd ofrijden in deze zône tussen 7.00 uur‘s ochtends en 18.00 uur‘s avondsvan maandag tot vrijdag. De huidigeaanslag is £8-£10 voor private voertuigen en £7,-/voertuig voorbedrijfsvoertuigen die geregistreerd zijn bij Fleet account.NGV’s komen in aanmerking voor100% korting op deze belasting.

NederlandEen ander CNG-station werd geopendin het land in medio februari 2008 inHengelo. Het doel, 50 stations teopenenen dit jaar, werd opnieuwbevestigd via persmedia doorCNGNet, een samenwerkingsverbandtussen dutCH4 en Ballast Nedam.Van gemeenten wordt verwacht datze deze poging zullen steunen om zoeen betere luchtkwaliteit te vekrijgenen een beter gebruik van energie. Deprovincie Utrecht is van plan,rentevrije leningen te verstrekken aanNG-tankstations investeerders, waarbij er 2,4 miljoen euro terbeschikking staat.

TurkijeDe stad Ankara bouwt er een CNG-station bij dat dit jaar afgebouwd zalzijn. Meer tankvoorzieningen wordenverwacht hoewel er geen deadline ofdoelen zijn vastgesteld. In december2007 waren er in Turkije 2.500NGV’s en 5 werkende stations. Dat is gelijk aan 0,03% van hetwereldtotaal aan NGV en 0,04% vanhet totaal aantal aan tankstations.De GVR wereldstatistieken registreerden 7.941.966 NGV’s en12.677 stations in december 2007(bekend gemaakt op 20-02-2008)

OBD II compliance of natural gas vehicles canbe achieved by demonstrating that theMalfunction Indicator Light (MIL) will be illuminated when a fault is detected which willcause the emissions when operating on CNGto exceed 1.5 times the applicable emissionsstandard for the vehicle. There are 120diagnostic trouble codes and 10 major monitors in a typical OBD II monitoring system, of which at least 5 of the major monitors are affected by switching to naturalgas operation, including fuel trim, oxygen sensor, misfire, and catalyst monitors.The OBD II emissions performance on naturalgas for each of the monitors must be shownto comply with fault detection thresholds of1.5 times the applicable emissions standards.The OBD II monitoring system has, of course,been designed for gasoline operation, andcomprises sophisticated monitors whichdetect adverse behavior in the primaryengine management system.

The gasoline monitor fault detection thresholds have been set up by the vehiclemanufacturer based on a correlationbetween the monitoring strategy designed todetect faults, and the emissions performancewhen the fault is detected by the monitor.That same correlation will not necessarilyexist when the vehicle runs on CNG. When the vehicle is operated on CNG usingunaltered gasoline thresholds, then when afault code is set during CNG operation, theemissions may be greater or less than therequired value of 1.5 times the emissions

standard. For example, when the MIL is illuminated as a result of a fault detected byone of the monitors while the vehicle is running on natural gas, the emissions may be2.5 times the emissions standard when theMIL is illuminated, and the vehicle will not bein compliance with OBD II regulations.

Ideally, when the vehicle operates on naturalgas, the gasoline monitor thresholds shouldbe recalibrated for natural gas operation, butthis involves an expensive test programdesigned so that faults are progressivelyinduced in the CNG system until the emissions reach 1.5 times the emissionsstandard, at which point the MIL is set to illuminate. Not only is this an expensiveundertaking for an aftermarket converter, buthe would generally be unable to change theMIL thresholds to comply with the 1.5 timesemission malfunction criteria. A recently completed research project wasundertaken to investigate to what extent theemissions would be out of compliance if thegasoline monitor thresholds were used without recalibration. The NGV converter,perhaps, is being forced to carry out anexpensive test program without good reason..

Since neither the US EPA or CARB had anyknowledge of the OBD II performance when avehicle was converted to run on natural gasand the gasoline monitoring system was simply used without alteration, a major testprogram was initiated, supported by theCalifornia South Coast Air Quality ManagementDistrict, (SQUAMD), the New York State EnergyR & D Authority (NYSERDA), and NaturalResources Canada. The participants includeda number of representative aftermarket NGVconverters, two test laboratories, and programmanagement was provided by Alex LawsonAssociates Inc. as a consultant to the CanadianNatural Gas Vehicle Alliance.

The objective of the program was to developan understanding of the OBD II performance oftypical aftermarket NGV conversions. TheOBD II system is designed to detect faultswhich cause the emissions to exceed 1.5times the emissions standard. Therefore, theprogram was designed so that a fault was progressively induced, during CNG operation,for each monitor, until the MIL was illuminated,as determined by the gasoline threshold settings. At that point the emissions weremeasured to compare them against therequired malfunction criteria. For bi-fuel vehicles, threshold performance could be compared directly between CNG and gasoline.Test were run on bi-fuel vehicles certified onCNG to the same emissions standards asgasoline, and on dedicated CNG vehicles certified on CNG to much lower emissionsstandards than on gasoline. The study therefore covered different CNG conversiontechnologies, different OEM vehicles, bi-fuel anddedicated CNG conversions, and different levels of certification stringency.

The results of these tests will be reported indetail in a paper to be presented atNGV2008 3 – 5 June in Rio de Janiero,together with the test methods employed.

The following general conclusions werereached by the study: Provided that the certification level remains the same as thebase gasoline vehicle, the gasoline monitorswill generally detect faults with an NGV, atemissions levels below the malfunction criteria set by the OBD regulations. Whenthe certification level on CNG is more stringent than the base gasoline vehicle, thenthe threshold levels may have to be resetfrom the gasoline settings.

For cases where it is desired to certify anNGV to a more stringent level than gasoline,the technology now exists for some NGV converters to access the OEM computer tomake appropriate changes to the originalthreshold levels in order to reach OBD II compliance. A brief description of thisapproach will be provided in the paper.

Tell us please about the currentNGV situation in Spain Natural Gas Vehicles sales areincreasing and will increase furtherwith the main municipalities requiringthat newly acquired vehicles forurban freight be powered by naturalgas.

Which are the challenges to a bigger development of natural gasas transport fuel?A better infrastructure of refuelingstations, including both CNG andLNG. Country and local administrations should be investing inthe development of the natural gasdistribution and refuelling network inSpain for automotive purposes. Evenfor urban customers with captivefleets it is of key importance to haveat least a critical mass of refuelingstations in a city. In the case of long-distance logistic operators, it is

absolutely indispensable to have refueling stations in their route.

There are voices talking about theformation of a Spanish NGVAssociation. Could you confirmthis and give details?Iveco, together with Gas Natural andother partners are working nowactively to found and promote aSpanish Association for Natural GasVehicles. It is still, however, a work inprogress and more details will beprovided when the association isfinally founded.

Iveco is a leading Company in theIberic market. Which NGVs areyou offering? Are there new projects ahead? Iveco can offer today the widestrange of CNG vehicles, from theDaily CNG, with an engine power of136 HP and maximum weights from3,5 to 6,5 tons to the Stralis CNGwith an engine power of 272 HP andmaximum weights from 18 to 26ton in two and three axle configurations. Additionally, Irisbus,part of the Iveco group, includes intheir product portfolio the

CNG-powered urban buses Citelisand Europolis and a Daily-derivedminibus.

Projects in development include newCNG engines, LNG-powered trucks,CNG hybrids and much more.

Anything else to say?In Spain, Natural Gas has not beenconsidered an automotive fuel untilthe end of 2005. In order to catchup with other European countries itis prioritary that country and localadministrations take actions promoting CNG vehicle purchasesand development of the refuellingstation network.

Schweinfurt, 6 February2008 – At the International AutoSalon in Geneva from 6 to 16March, BRA GmbH presented withits partners PGO Automobiles andgasmobil the world premiere of aroadster with methane turbo engine,which runs on natural gas or biogas.The PGO Cévennes Turbo-CNG is asoon to be series study with a rangeof 450 kilometres and a perform-ance of 150 hp with a weight of980 kilos. This permits accelerationfrom 0 to 100 km/h in 6.5 seconds. The CO2 emission amountsto roughly 118 g/km. If only biogasis used, the car can be run CO2-neutral. Fine dust and soot areno topic for the PGO CévennesTurbo-CNG anyway, and the naturalgas roadster also beats conventionally run sports cars interms of nitrous oxides emitted.“With this we have achieved a newmilestone for eco-friendly vehicles.For the first time, performance, aesthetics and ecology are united inone automobile,” says MathiasBraune, Head of Development at theBavarian innovative force BRA. He isconvinced “the PGO Cevennes Turbo-CNG will be a true highlight inthe more sensibly styled range ofCNG vehicles”.

With an average consumption of onlyaround 4.6 kg per 100 kilometres,driving with natural gas can also befun from a financial point of view.Given a current average price ofroughly 83 cents per kilogramme,the route Hamburg-Munich can becovered for less than 30 euros.There are approximately 30 naturalgas refuelling stations along thisroute and about 770 at the momentin all of Germany. Supply is alsosecured among our European neighbours. For example, there arearound 90 in Austria, almost 100 inSwitzerland and in Italy over 600refuelling stations with natural gas orbiogas.

In Germany, already over 60,000vehicles are on the road driven by

eco-friendly fuels.Italy comes in first in Europe withover 430,000 vehicles – and thereare already 7.5 million worldwide.The Schweinfurt-based firm BRAGmbH is already accepting advanceorders for the PGO Cévennes Turbo-CNG for Germany. Dependingon the response, the partners BRAand PGO will decide on when theeco-friendly roadster will be producedin series. The declared objective ofthe project partners is to offer thethrifty sports car for a price ofaround 48,000 euros.

recorded a global increase of 6 Mvehicles, with an annual growth rateof 18% that forecasts that the worldNGVs population will be of 12.5 Mby 2010). This means a daily savingof 1.5 M oil barrels, over 30 trillionm3 of additional sales yearly, whatasks for the setting-up of thousandsof new fuel outlets. This situation isalso determined by the strong

encouragement given by OEMs whenproducing NGVs –all types, LDVs andHDVs (industrial vehicles and buses)-by providing users with quality andconfidence in the sector.

EuropeWith an average annual rate of11%, by the end 2007 there weresome 750,000 NGVs and approximately 2,420 methane refuelling stations in operation; inrelation to the end of 2006, there

are 75,000 new vehicles and other105 supplying centers.The European Community, which inthe past inserted NGVs in its program,is introducing rules –environmentalones as well, such as CO2 emissionslimit, with fines on vehicle manufacturersin case of nonobservance- aimed atstimulating its use.

AsiaWith nearly 3.3 M NGVs and morethan 4,499 refuelling stations in 24countries –out of which, some 2.7M vehicles and over 2,800 stationsare clustered in the first 4 countries:Pakistan, Iran, India and China- Asiahas surpassed the 40$ threshold ofthe world market.

Although some issues are emergingin several countries regarding gassupply infrastructure, which will certainly be solved, the initiativesalready announced and the ones tobe allow describing Asia as the mostthriving market nowadays.

2 & 3- The companies’ individual commitment to individual markets isusually different and depends on considerations and events beyondthe possibility of immediate purchaseorders. The efforts made by various

firms are obviously focused on thosecountries and markets “with largestNGVs population and/or increase”–markets that appear in the segment’sstatistics- but hard work may also betargeted on diverse directions, onthe basis of forecasts, information,parameters and impressions resulting from subjective inquiries tobe differently interpreted by eachcompany.

This whole business wealth is thesource of future development, coming from “propaedeutic” marketresearch and tests through theemployment of significant resourcesboth in terms of energy and means,due to generally long maturity termsof concrete conditions for the effective opening of a market.

1- Globally CNG is growing and newcountries are constantly joining theNGV world. Countries everywhereare looking to CNG as the only current and realistic alternative fuelthat can reduce their oil consumption,and provide cleaner air. Countrieswith aggressive policies are seeing a

huge increase in conversions and theuse of CNG as a fuel.Parts of Europe are seeing very highgrowth rates and conversion to CNGis gaining momentum. Asia will continue to be a growthmarket where the greatest volume ofnew stations will be installed.

2- Compac is active throughout Asiain such counties as Pakistan, India,Bangladesh, Malaysia, China,Myanmar and Thailand. We are alsoworking on opportunities in a numberof other markets as they develop.

3- We are active in most ofEuropean markets, both directly andthrough our extensive distributionpartner network. We have dispensers throughout WesternEurope that have been working successfully for many years, and thisnumber will continue to grow. Wehave many dispensers in Poland andthe Czech Republic, as well as alocal manufacturer of dispensers inBulgaria, using Compac technologymodules. Safety and quality is veryimportant and the right Europeanapprovals is crucial. Our dispenserscan be used anywhere - we haveATEX for Compac electrical components and PED for ourhydraulics.

4- Compac is unique in that we areboth a technology company, and adispenser manufacturer. This givesthe customer the extra benefit ofbuying a dispenser with all components designed, manufactured, assembled and testedby Compac. Our experience of 25years in designing and manufacturingCNG meters and valves has led toour current world class range ofproducts. Compac engineers have designedthe KG80 Coriolis Mass Flow Meterto be part of an integrated designwith our dispenser electronics. Allour valves are stainless steel andprovide high flow rates for car andbus filling applications. Our CNGsolenoid is very high flow, and itsdual stage design allows for preciseshutoff in preset applications.

1- World: thanks to different drivers(oil prices over 100 USD and environmental issues) all countriesare investing in alternative fuels suchas CNG, LPG and alcohol.Europe: the growth trend it almostlinear, it seems that Scandinaviaarea is working al lot with Biogas,Spain and France are opening theCNG market to public fleets. More and more municipalities areconverting their fleets into CNG dueto the fact that buses are contributing a lot to cities pollution.Asia: this market is the most exciting one. Thailand, India, Iran areinvesting a lot both for political, environmental and price reasons,the growth trend is exponential andmost of operators are focusing inthese areas.

2- We are focusing in two big

markets: Middle East and India area.We believe that 50-60 % of theAsian market will be concentrated inthese areas.

3- Get is working hard to enter theItalian, Bulgarian and Scandinavianmarkets, for sure these are the bestmarkets also for the future. Thechanging ideology in the people,caused by the continue growing ofthe fuel prices, make people startlooking with more attention to thenew fuels, such as natural gas. In Europe one of the key reasons toswitch into CNG is also the possibilityto refuel the car without the operatorassistance, in fact many countriesare allowing or in progress toauthorize self service also for CNG.

1- CNG has become a real alternative energy to oil sinceduring the last two years price for crude oil hasincreased more than 30 %. In Europe the market hasreacted with cost money saving potential and CNG hasdistinguished environmental advantages. China forinstance had an oil price raise of nearly 35 % in the lasttwo years. CNG is between 35 % - 41 % cheaper thanpremium gasoline.We think, that people in the near future will considermuch more how economic and how far they can drivewith a full tank than they do today.

The prospect of expansionof the different internationalmarkets is optimum. CNGis tomorrow’s fuel, awaitingthe day after tomorrow’sfuel, that will be renewableresources with hydrogen inthe first place, explainedAspro Board members.Hydrogen will be, in additionto the Auto transportationenergy, the support forwind and solar energy.Therefore CNG is a completely consistent steptowards renewable energies,which in 15 or 20 yearsare going to be used in ahigh percentage.
