Minutes of the Annual General Meeting of the York-Sunbury Historical Society held at 7:00pm on April 19, 2012 at Old Government House. It was agreed prior to the meeting that the presentation by Brad Gaunce would be held before the Annual General Meeting. While the AV equipment for the presentation was set up Richard Phillips read the President’s Report on behalf of Fred White. (The complete text of the President’s Report appears on p. 8-9 of the 2011 Annual Report).

Richard Phillips, Past President, in the absence of Fred White, President, called the meeting to order at 8:20pm. 1. Approval of the Minutes of the 2011 Annual General Meeting. Doug Wright indicated the changes mentioned in item 9 would be presented later in the meeting. Motion: moved by Bill Acheson, seconded by Doug Wright that the minutes of the April 2011 Annual General Meeting be approved. CARRIED. 2. Report of the President: previously read. 3. Report of the Treasurer: Bill Acheson read the written report and commented on the financial statements, adding that after the audit the Federal Auditor could find no discrepancy in the Society’s figures. Bill explained the Federal Auditor required the Society’s by-laws be amended to create a dissolution clause and a clause declaring that no member can receive a monetary benefit from the Society. Certified copies of these amendments must be forwarded to the CRA following the AGM. (The complete text of the Treasurer’s Report appears on p. 10-11 of the 2011 Annual Report and the Financial Statements following the green dividing sheet at the end of the Report). Motion: moved by Bill Acheson, seconded by Janette Blue that the York-Sunbury Historical Society accept the Treasurer’s Report and Financial Statements. CARRIED. Motion: moved the Doug Wright, seconded by Barbara Gill that the Treasurer receive a vote of thanks from the Society. CARRIED UNANIMOUSLY. Revenue Canada indicated that amendments to the by-laws must be made at the AGM but the YSHS by-laws require that notice of any changes to the by-laws must be forwarded to members, either by mail or electronically, 30 days before the AGM. After discussion members decided that a statement in the minutes indicating that the changes required by Revenue Canada were in the works would be an acceptable indication of good faith.

Motion: moved by Doug Wright, seconded by Bill Acheson that a committee be struck to create two motions to present to the membership that deal with the concerns raised by Revenue Canada and provide the required 30 days notice to the membership of by-law amendments. CARRIED. 4. Report of the Nominating Committee: Richard Phillips reviewed the Nominating Committee Report, presenting the proposed slate of Officers and Board Members for 2012-2913. (The complete text of the Nominating Committee Report appears on p.12 of the 2011 Annual Report). Richard Phillips called three times for additional nominations from the floor. There were none. Motion: moved by Janette Blue, seconded by David Dickson that nominations cease and the presented slate of officers and board members be accepted. CARRIED. 5. Committee Reports: NOTE: a complete list of all Committee members of all Committees appears on p.25 of the 2011 Annual Report. a) Report of the Exhibits Committee: Richard Phillips presented the written report. (The complete text of the report appears on p. 13-14 of the 2011 Annual Report). b) Report of the Collections Committee: Brian Hallett read the written report and thanked all the Committee members for their hard work. e) Report of the Program Committee: Barbara Gill presented the report of the Program Committee and thanked all involved for their hard work. Gary Campbell commented on the written report. (The complete text of the report appears on p.20 of the 2011 Annual Report). h) Report of the Executive Director: Richard Phillips referred members to the written report on p.21-22 of the 2011 Annual report, prepared by Ruth Murgatroyd. Motion: moved by Janette Blue, seconded by Doug Wright that the membership accept the committee reports. CARRIED. 6. Other Business: Doug Wright proposed two amendments to the by-laws: Section 10: the words “and the Treasurer” be added after “Past President” Section 11: add the words “with the exception of the Treasurer”. Members raised the point that although Doug Wright had given notice of these amendments at the 2011 Annual General Meeting and this notification appeared in the minutes, the by-laws required that 30 days notification be given to the membership by mail or electronic means and the minutes were not available to the membership until the 2012 Annual General Meeting. Members also indicated that the by-laws allowed for the President and Executive to take interim measures to address the issue in the interim. Doug Wright withdrew the motion with the intention of presenting the matter at the 2013 Annual General Meeting and observing the notification requirements of the by-laws. PRESIDENT’S REPORT Introduction: Finishing my second year as President and perhaps starting my third and final year, I wish to acknowledge the privilege I have in working with the approximately 70 qualified and dedicated volunteers who serve as Board, Committee Members or project workers; all supported by our Executive Director’s exceptional work in coordinating and resourcing our initiatives.

Provincial officials have told me that our mix of museum and administrative skills are exceptional and is unequaled in non-government historical societies and museums throughout the province. Despite having a minimal budget, volunteers fulfill most of the professional and technical functions normally performed by paid staff at a larger and better funded museums and historical societies. This year we began phase 1 of a Strategic Planning Initiative which resulted in our identification of key priority and longer term issues that contribute to our success and the grouping of the issues by function so our future work would be most effective and efficient. We also refined our mission statement without making major changes. We finished the preparatory work of establishing the activities that will help us continue our success and carry us forward for the next 5-10 years. We will continue to develop this plan in 2013. We are fortunate that we are all working as a team, and my major job is to coordinate the teams (committees) and other volunteers. The individual reports will detail the many accomplishments and large amount of work being done in our designated ‘work teams’, which is a better term to reflect how our ‘committees’ perform. I will summarize our year from a few summary points of topics that may not be covered by the Committee reports, or that I wish to highlight. Employment and Financials: The Society & Museum issued 10 T4 type slips, with employment payments of approximately $80,000, plus various contractors being paid for work on our exhibits, electrical, building repairs, graphic arts, etc. We spent over $150,000 in total expenditures. Our major funders are the City of Fredericton with $23,000 in base funding and the Province of New Brunswick with $15,000 in base funding, (plus special project funding). For an economic argument on the value of expenditures, we have provided the province and city with an 8-10 fold level of expenditures on their investment and the employment of more than 10 people from the community. In addition, our payroll and sales tax payments for the year are approximately $12,000. Our Exhibits and the Visitor Experience are now at the best they have been in the last 10 years and our visitor numbers are stable with increases each year, despite other heritage sites having major drops in numbers. We provide an authentic quality visitor experience with 12 major themes that reflect our

peoples’ history of Central New Brunswick. The 18 minute orientation video that provides the history of central New Brunswick continues to be popular and effective. Our Exhibit Committee & Curator Robert McNeil is in the process of installing the Maugerville exhibit that celebrates the 250 year history and anniversary of that ‘Planter’ settlement, with $10,000 in special funding from the Province of New Brunswick’s Exhibit Program. To install this exhibit other exhibits have to be moved or removed as all available exhibit space in now completely filled. The Exhibits volunteers now have to engage in multi-year exhibit location planning to do their work. Our Publications Committee also engages in multi-year planning as it takes over a year to turn out each edition of our Officers Quarters magazine. Committee Chair, Virginia Bjerklund, includes two editors among the volunteers and they are now working on the 2013 and 2014 publications. We have continued our successful monthly lecture program series under Chair, Dr. Barbara Gill and her committee, which besides servicing our membership and the public with a valuable and informative historic program opportunity, which also provides a resource for our publishing, artefact collecting and visitor activities. The War of 1812 celebrations have enabled us to build two related exhibits with the financial assistance of the Province of New Brunswick, the Federal Government Commemorative Fund and the City of Fredericton; one for our Museum and one for travel. The travelling exhibit will have been seen by over 50,000 people before the end of 2013. We provided a marvelous trophy for the winners of the RCR snowshoe competition. The Society was greatly served by the hard and skillful work of Board Member, Dr. Gary Campbell in representing us and the accuracy of history at all the many planning and activity organization meetings for the War of 1812 celebrations. The St. John River Society took the lead for the celebrations and has done an excellent job. Our role has been as a participant in the planning and delivery of activities. Our Collections Committee, Chaired by Brian Hallett, continues to serve a major role as we are continuously having people wanting to donate items. We have to be judicious in our acceptance of items for space and historical reasons, which is only one job of the Committee members. They continue to work on the cataloguing and de-accessioning of artefacts.

Interns: University of New Brunswick, Arts 3000 Intern, James Kitchen was my first formal situation where a student worked with the Society & Museum for seven hours per week on our assigned War of 1812 project. With the submission of project reports, the student receives a full university credit. For 2012-13, we have three Intern Students doing Administrative Archival Cataloguing & De-accessioning; a Community Memories Exhibit based on our Central New Brunswick Health History exhibit; and an Historical Education project. The students are exceptional and we hope to be able to continue the program. We are working hard and smart on the historical

and administrative projects and getting enjoyment and satisfaction with what is being accomplished. I invite others who have a worthwhile activity to give me a call, and we can discuss how you can join our team. Respectfully submitted, Fred White, President

TREASURER’S REPORT We have enjoyed a relatively comfortable financial year in 2012. While our expenses exceeded our budgeted expenditures, we raised several additional revenues to offset those costs, and ended the year with a smaller deficit than we had forecast last November. The downside is that, for a second year, we do have a deficit and this is reflected in our declining reserves. Let’s look at a few basic figures. On the revenue side all our basic revenue streams – city and provincial grants, Canada Student grants, museum revenues, parking and endowment income – all met or exceeded our Budgeted figures. These revenues are crucial since they are unrestricted and allow us to meet the basic needs of the Society’s museum and programmes. In addition, we received designated grants from the city, the province, and the national government in support of

exhibits and collections. On the expenditure side, we went considerably over budget on activities, were over budget on wages and benefits and were under budget on general operations. I would draw your attention to several specific items on the Income Statement. In four cases, extra budgetary funds were raised to allow further expenditures on projects already undertaken. On line 29 (Fundraising), funds were raised to offset the $1,485 deficit incurred in the War of 1812 Exhibit (line 40). In another case, the Board applied for and received a grant (line 17) to offset the costs of a multi-week planning exercise charged under Society Expense (line 52). In a third case, the museum’s summer programmes (line 26) raised funds well beyond Budget in order to offset additional costs for Education (line46). In another case, the Board accepted a donation of Austrian crystal. Funds were subsequently raised to offset costs associated with processing acquisition of the collection. The result is found in the Collections account (line 39), and in the Receipted Donations (line 33). In one case, we were unable to get an offset. Each year we go into competitions for summer university students. The federal or provincial government covers about 75-85% of the cost of these programmes. We normally budget for five students: if we are lucky and get more, as happened last year, then we are in a deficit position as you see on line 83. In a final salary case, the Board awarded a bonus to the Executive Director for 2013, but made the payment in December 2012. Hence the over expenditure on line 80. Finally, let’s look at the Balance Sheet at the very end of the AGM Report. Our assets as of December 31 included more than $22,000 in cash, which is needed to carry us over until revenues pick up in the spring of 2013. If we turn to the Equity accounts, you see the impact of the 2012 deficit on our Operating Fund – it has fallen by more than $1,400. Most of the retained earnings and the trust funds are invested in GICs. The endowment funds are invested in a long term GIC and the others in a couple of shorter term GICs. The income from these, seen on line 31, is used by the Society for operational purposes. Respectfully submitted, Bill Acheson, Treasurer

The War of 1812 travelling exhibit, curated by Bob Dallison, was launched at City Hall in March 2012. Present was the Deputy Mayor and members of the provincial government, York Sunbury Historical Society (YSHS) and community. The exhibit has received great praise and it continues on its journey throughout the province and Quebec. (MLA), members of the YSHS, members of the Gregg Centre for Military Studies and community. We were fortunate to have the assistance of a University of New Brunswick Intern, James Kitchen, who aided in all aspects of the construction and development of both the War of 1812 exhibits. On July 1st, the FRM launched a travelling Jubilee exhibit created in partnership with the Monarchist League – New Brunswick Branch. Curated by Barry MacKenzie, this exhibit has been travelling throughout the province and spent some time in Maine. The official Society opening was held in mid-July and was opened by His Honour, Lieutenant Governor Graydon Nicholas, our Patron and Kate Rogers, City Councillor. The opening was held on the balcony and was very well attended and received. In August, the FRM launched Reverend Canon David Staples’

pre- confederation exhibit of English, American and Canadian artefacts. Robyn Gillis, using the text provided by the Reverend Staples, designed the accompanying booklet, which is available for purchase at the museum. The reception was intimate and well attended. In October, the Exhibitions Committee submitted a grant application to the provincial Department of Heritage to celebrate the 250th anniversary of Maugerville and the arrival of the New England Planters. The exhibit is being curated by Bob McNeil is scheduled to launch in early summer. Vanessa Quiring, University of New Brunswick Intern, worked diligently on our virtual medical exhibit. This exhibit is an extension of Bill Acheson’s in-house exhibit. She has researched and incorporated several new narratives, artefacts and images in her submission Community Memories in Ottawa. I would like to acknowledge the dedicated efforts of the volunteers and students who have worked on the exhibits. Their diligence and talents were an essential part of our success in 2012. They include: Kate Dixon, Ian Malcolm, Simon Murgatroyd, Robyn Gillis, James Kitchen, Vanessa Quiring, Julie Gagnon, Raphael Lambert, Alexandra Fox and Elspeth Burris. REPORT OF THE COLLECTIONS COMMITTEE We continue to acquire records and artefacts at a steady rate again this past year and I am happy to report that we have made noteworthy progress in processing these records and artefacts to make them accessible. I speak not only of our recent acquisitions but also of our backlog of past acquisitions that needed to be brought under control.

A large collection of material gathered by Eugene Campbell relating to Central New Brunswick was acquired which consists mainly of photos and he also donated cameras used by several generations of the Campbell family. Other acquisitions included the donation of slides showing the effects of the building of the Mactaquac Dam from the Grant family; Hartt Boot & Shoe Co. artefacts donated by Peter Pacey; another donation of Kelly family material consisting primarily of post cards, Stanley Fair prize ribbons and two swords; post cards from Mary Murch; and wartime records relating to Gerald Hanson. More information on our acquisitions in 2012 is available on page20. Our summer students, Kate Dixon and Ian Malcolm, along with volunteers, made excellent progress on processing these acquisitions. Substantial processing of acquisitions prior to 2012 was done as well including the Swarovski, Amelia Ward, Marie Chavannes, and Hoyt Family collections. For more complete information I invite you to review the “Artefact Job Log” that Kate and Ian prepared, along with their reports, of the summer’s work. The Mactaquac Dam (Series 121), Gerald Hanson (Series 132), and Amelia Ward (Series 126) collections have already been incorporated into our records at the Provincial Archives (MC300). Also, records from Eugene Campbell (Series 130) and the Kelly Family (Series 93) have been incorporated, although further records from these collections, and others, will be incorporated as soon as they are readied. Since the fall of 2011, work on incorporating into MC 300 the vast number of records that we transferred to the Archives has progressed steadily. The template of MC300 has been expanded and developed so that we can readily fit future acquisitions into the holdings that the Archives look after for us. Our planning now is that when we are processing archival records we incorporate into MC300 and assign the archival numbers immediately, which will result in a more simplified accessioning process. Late in 2012, my work shifted emphasis to dealing with the print material that the Society collected in the beginning decades. We are now inventorying these items (a most substantial collection) as thoroughly as possible to have unwanted items ready for deaccessioning and review by the Board and interested members. Turning to the artefact holdings, our recent acquisitions are nearly all accessioned, numbered, catalogued and put away in storage. This unfortunately does not apply to our vast backlog that continues to grow. Janice Allen-Scott of the Heritage Branch reviewed our more than 6,000 entries

into Virtual Collections, which is the software package for cataloguing. She met with the Collections Committee in late 2012, expressed her satisfaction with our input to date, and made plans in 2013 to review and provide instruction on future cataloguing into Virtual Collections. This will include making changes necessary for the cataloguing of archival records collections. I might state at this point that funding for our collections work over the last few years has come entirely from the Heritage Branch grant, which is provisional on inputting catalogued records into the Artifact Canada data base. Again, this year we prepared our entries and I invite you to review them on page 20 of this Annual Report. Of course, having our entries in this website goes a long way in promoting our holdings. The Executive Director organized and supervised the maintenance of the storage areas on the third floor and attic for our artefact holdings and the accessioning and processing areas on the third floor for our incoming holdings. Steady and remarkable progress was made throughout the year in this regard by summer staff, volunteers, etc. With regard to the archival records, I can report that by the end of 2012 almost all of our records at the Archives are now accessible for research. This is a major break-through as the records transferred since the early 1980’s, when the early MC 300 inventory came into being, were not incorporated into MC 300 and therefore, for all intents and purposes inaccessible, are now incorporated into MC 300. Once again, I report that the 2012 collections were immediately made part of MC 300 and our plan is to transfer, box and describe the archival records into MC 300 immediately at the conclusion of our accessioning and processing work. There have been a number of other important happenings with our holdings. First there was the appraisal of the Swarovski Crystal collection donated by Ken and Joan Maybee done by Owen Fowler at a value of $23,000. Planning began in 2012 to accession these fragile items and prepare them for exhibit. Secondly, the restoration of the Maliseet cap by the Canadian Conservation Institute and its return to the Fredericton Region Museum. Thirdly, the promotion of the Exa Marie Chavannes wedding dress (one of a number of our holdings that we promoted this past year). Fourthly, and disappointedly, the deaccessioning and transfer of firefighting artefacts to the Fredericton Fire Department. An increasing activity on our collections was the emphasis of 2012 and I would like to thank all the volunteers, summer students, student interns, contract staff, Committee members, etc. for their help. Although risking omitting some names, the following people did contribute including Kate Dixon, Ian Malcolm, Lauren Cudmore, Elspeth Burris, Perry Dykens, Raphael Lambert, Vadini Mahabir, Olena Vdovyna, Samira Torabi, Gary Campbell, et al. Our budget restraints preclude the hiring of a full time Curator to assist the Executive Director in supervising the work to provide adequate control over our collection. The growing strain on our Executive Director and the Committee indicates the need to recruit more volunteer help to manage our holdings and, although this will increase the strain in the near future, we hope that it will level out in the more distant future. As of 31 December 2012, the YSHS had 151 members, including 54 Life members, 56 Individual members and 16 Family members. We are delighted to have 24 new members in 2012 and look forward to the opportunity to get to know them at future programs and events. As the Society grows, so does its ability to fulfill its mission, serve the community and reach a wider audience. This is possible through the volunteer efforts of our members, the strong leadership of the Board of Directors and the hard work of its Committees. A membership in the society not only gives you access to a dynamic community museum, but also to a rich publishing program, an informative lecture series and opportunities to meet people who share a passion for the history of the Fredericton region as well as New Brunswick. Many of our members are active researchers who dedicate a tremendous amount of energy to the preservation of the history of our community. We are grateful for their work and commitment. It is with pleasure that I welcome our new Life Members: Jill Fiander, Allen Hubbard and Peggy Scott. We greatly appreciate our YSHS members and I am confident that the society will continue to grow. REPORT OF THE PUBLICATION COMMITTEE So far this year one Officers' Quarters has been published with the theme of "Rural Life", under the editorship of Elaine Mercer. Elaine has one more issue, expected out around mid-May, 2013, on the subject of "The War of 1812". She is then retiring as she is moving to Ontario in the near future. We wish her happiness in her new life and thank her for her expertise and dedication in the production of recent Spring and Summer editions. The Fall and Winter Officers' Quarters on the subject of "Education" is expected shortly. Vincent Erickson, editor of two yearly issues for some time and then of one, will also be retiring from this role in the Society, after the current production is completed. REPORT OF THE HONOURS & AWARDS COMMITTEE The York Sunbury Historical Society announced the recipients of the 2012 Martha J. Harvey Awards of Distinction in December and they were recognized at the Society of the Christmas luncheon. The annual awards honour outstanding contributions to the field of history in central New Brunswick. The award recipients were selected based on their commitment to central New Brunswick’s history and were presented to Brian Hallett and Eleanor Stillwell. Brian was chosen for his dedication to the society’s archival collection and research on the history of Douglas. REPORT OF THE WAR OF 1812 COMMITTEE This has been an exciting year for the commemoration of the bicentennial of the War of 1812. The first activity was held at the New Brunswick Museum on 18 June 2012. This event marked both the 200th anniversary of the declaration of war and the unveiling of the restored regimental colour of the 104th (New Brunswick) Regiment of Foot. The next milestone occurred in September 2012 when the Royal New Brunswick Regiment was designated to perpetuate the 104th

Regiment. The Royal New Brunswick Regiment received the 104th battle honour NIAGARA and a new theatre honour “DEFENCE OF CANADA – 1812-1815 – DÉFENSE DU CANADA”. The Royal New Brunswick Regiment was also designated to perpetuate the New Brunswick Fencibles and many of the local militia units that helped to defend New Brunswick during the war. However, the key activities revolved around commemorating the epic march of the 104th (New Brunswick) Regiment of Foot. The St. John River Society took the lead as the umbrella organization for over twenty community groups including the York-Sunbury Historical Society. The first event was to have happened in Saint John on 9 February 2013. This would have commemorated the departure of the companies from Saint John for Fredericton. Unfortunately, it had to be cancelled due to a Nor’easter that blew in. My understanding is that this event will be rescheduled, likely in late March. The Provincial commemoration happened in Fredericton on 16 February. This was the 200th anniversary of the departure of the first company of the 104th for Kingston, Ontario. A number of dignitaries took part, including the Lieutenant-Governor, the Premier and Minister Keith Ashfield. For the Society, the highlight was the competition for the 104th Trophy. This trophy, which was last been competed for during the 150th anniversary, was competed for by subunits of the 1st Battalion of the Royal New Brunswick Regiment. They raced in four person teams from the St. Francis of Assisi Church in Lincoln to the pedestrian bridge in Fredericton that had been recently named the “New Brunswick’s 104th Regiment of Foot footbridge”. The competition was won by the Recce Platoon of B Company. The replica trophy was awarded to them by His Honour, Graydon Nichols and Fred White, our President. As special “thank you” goes out to Mark Magee of Magee Jewellers and Paul Inman who helped to create the wonderful replica trophy. The original is a museum artefact and could not be awarded. The Fredericton Region Museum was open to the public that day and also served as the “Green Room” for the VIPs, etc. The commemoration of the march has continued up the St. John River with events being held in Woodstock, Florenceville-Bristol, Perth-Andover, Grand Falls, Edmundston and Cabano, Qubec. turned over the replica of the regimental colour, which had been carried from Fredericton, to the Museum of the Voltigeurs de Quebec that is arranging for military units to carry it to the Ontario border. Once there, the St. Lawrence War of 1812 Bicentennial Alliance will arrange for Ontario reserve units to carry it to Kingston, Ontario where it will arrive on 12 April 2013, 200 years to the day when the Flank Companies of the 104th arrived there.

The next events will be a series of Military Family picnics that will be held this summer. The idea is to recognize the soldiers who returned to New Brunswick after the war and their descendants. There is also a federal initiative to mark the graves of veterans of the War of 1812 and we hope to work this into the picnics if possible. This series of events will mark the end of the active commemoration of the bicentennial of the War of 1812 in New Brunswick. Some legacy projects, such as marking the veterans’ graves, will continue. REPORT FROM THE EXECUTIVE DIRECTOR The YSHS and FRM enjoyed another successful year in 2012, despite the continuing challenge to tourism posed by a sluggish economy. The FRM had 7,112 visitors, a 3% increase over 2011. In addition, the FRM’s educational programs continued to see an increase in the number of youth participants, and a large number of volunteers devoted their time to the museum. To raise community awareness, the FRM continued to

participate in the “Summer in the City” radio advertising campaign with three members of the Central River Valley Heritage Attractions Zone combined with brochures and web initiatives. The museum also collaborated with Science East to have a presence at the annual FredKid Fair where we can interact with over a thousand local families. Spencer Murgatroyd opened a tea room at the museum for a second year. The young entrepreneur sparked interest in the memoirs of Loyalist girl Hannah Ingraham after learning about the Ingraham Family from the Loyalists of Fredericton exhibit at the museum. She served tea to patrons dressed as Loyalist, Hannah Ingraham. She baked cookies at M&T Deli and served them with a selection of teas. In July, Spencer hosted a tea party with the Lieutenant Governor of New Brunswick, his aide-de-camp and chauffeur. She promoted her business using posters and flyers and was the subject of several newspapers articles and a CBC Kids national campaign to have the museum recognized as Canada’s “funnest” place. Jordan Francis (“Camp Rock 2,” “Connor Undercover“) and his film crew visited Spencer at the museum. They shared a cup of tea and a tour. The visit aired in November on CBC. Downtown Fredericton Inc. granted $500 towards our Annual Open House. Held on August 19th, activities included a book sale, a raffle sale, a cataloguing activity on the third floor, a children’s craft and a performance by local band Margo Margo. Free cookies and juice were provided for museum guests in the Old Summer Kitchen, and Hannah's Tea Place was open on the balcony. Staff decorated the interior and the exterior of the building with balloons and signs. Sidewalk chalk was used to advertise and draw people into the museum and a "MUSEUM OPEN HOUSE" banner was hung from the balcony. We had 301 visitors throughout the day making this our most successful Open House since we started the annual event five years ago. Thank you to Tim Fox and Elizabeth A. Smith who donated prizes to the Open House raffle draw. Goose Lane hosted two book launches at the museum. In September, John Boyko launched “Bennett: The Rebel Who Challenged and Changed a Nation” and in November, Bruce MacNab launched “The Metamorphosis: The Apprenticeship of Harry Houdini”.

We are participating in a geocoin trail program with the Friends of the 104th. Brian MacDonald (MLA), Wanda Hughes (St. John River Society) and Randall Haslett (program organizer) gave opening presentations at the museum on November 27th. The trail consists of over 30 geocaches that relate to the history of the March of the 104th. Participants have to find 15 to earn a custom designed geocoin.

As always, I am excited about the coming year! The FRM will be celebrating the 250th anniversary of Maugerville and we will continue to make upgrades to our collection storage areas to improve access and care of the thousands of objects and records that we hold in trust for the people of New Brunswick. I would like to thank our wonderful staff, volunteers, committee members and the members of the Board for their contributions in 2012. Our success is in large measure due to their hard work. As always, we are indebted to the financial support that we receive from all three levels of government, our supporters and donors and community granting agencies without which we simply would not be able to operate a museum and create amazing exhibit, incredible programs and publications. In short, the FRM was able to continue expanding its programs and collections in 2012, as well as pursue initiatives to make the museum even more appealing to members of the broader community. The members of the Board, the committees and our volunteers are looking forward to continued success in 2013. He was a tremendous help to the museum as we launched our War of 1812 exhibits in March and May. In the Fall, we welcomed Lauren Cudmore (Archival Project Assistant Intern), Vanessa Quiring (Virtual Exhibits Intern) and Alexandra Rossiter (Education Assistant Intern) as they dedicated seven hours a week to their projects.

In the Spring, the Board of Directors determined that the museum would benefit from having a part-time Education Coordinator dedicated to museum programming during the off-seasons. We hired Lisa Borgald-Sharpe. Lisa has worked diligently with Elspeth and Alexandra to connect with community organizations and develop education programs. Their efforts tripled youth program participation. The FRM used three summer student grants to fill its staffing needs for 2012. Using Young Canada Works grants, we hired Elspeth Burris as our Summer Education Manager, Ian Malcolm returned as our Artefact Cataloguer and Robyn Gillis was our Museum Operations Coordinator. We hired Julie Goguen as the Visitor Services Officer and Kate Dixon returned as our Collections Assistant using SEED/PEP grants. Alexandra Fox was our Development Officer with a Canada Summer Jobs grant and Raphael Lambert our YMCA exchange student. Fred White and I attended two volunteer recruitment fairs in the Fall. The University of New Brunswick held one on October 3rd in the Student Union Building and St. Thomas University held one on November 21st in the James Dunn Building. It was a great opportunity to network with students, university representatives and other volunteer organizations.

Elspeth continued her employment in the Fall to assist with Fall hours and to supervise Perry Dykens in the re-organization of three storage rooms on the third floor. Linda Bartlett kept us clean and Deborah Williams continues to do our bookkeeping. Both Alexandra Rossiter and Elspeth Burris have been accepted as education students for the upcoming academic year. Kate Dixon has completed her first year in the Algonquin College museum program in Ottawa. I would like to thank the museum staff, interns, co-op students and volunteers for helping to create a vibrant community museum. Ruth Murgatroyd, Executive Director MUSEUM TOURS & PROGRAMS The FRM continues to cooperate with education institutions to offer workshops, talks and tours at the museum using both exhibits and collections storage areas as learning tools. The number of tours has shown a 12% decrease compared to the previous year but workshop related programs tripled. In 2012, tours represented 18% of our museum patrons, 21% in 2011 and 15% in 2010.

Our first programs were held in February with a Sparks troupe and an Air Cadets group. In April, we had two groups of Brownies, a Pathfinders group and a Travel Media Association of Canada familiarization tour. In May and we had several teachers tour the museum as part of their development program. In June, the museum hosted 664 students and chaperones from various schools and organizations in the Fredericton area, throughout New Brunswick and from Quebec. Schools included Montgomery Elementary School, Stanley Elementary School, Dalhousie Middle School, Jacquet River High School, Garden Creek Elementary School, Royal Road Elementary School, New Brunswick Community College, Ecole Ste-Ursule, Mothers Care Daycare, Hartland Community School, Parkstreet Elementary School, Keswick

Ridge School, Bliss Carman Middle School, George Street Middle School and an adult French language group. Hartland Community School requested a walking tour of downtown Fredericton, which includes a graveyard activity at the Old Burial Ground. The walking tour is a great addition to the school programs that the museum offers. “Themed Afternoons” were organized throughout the summer; they took place every Tuesday and Thursday. Each “Themed Afternoon” program involved giving the children a short history lesson about the topic, based on the museum’s exhibits, doing activity sheets as well as a related craft and/or activity. A “Royal Tea Party” was held in honour of the Queen’s Diamond Jubilee in August. It featured Jay Remer, the Etiquette Guy, who taught the children about the Jubilee, a lesson in proper tea etiquette, and how to properly curtsey and bow. We served tea and scones, and a fruit tray, and the children made their own edible tea cups. In September, the museum had a United Kingdom Tourism Writers group familiarization tour and another United Kingdom Tourism Writers group had a luncheon on the balcony and a tour of the Loyalist exhibit. We hosted Harvest Jazz and Blues workshops in the museum on their kid’s day. They included music workshops and the science of sound with Science East. The New Brunswick Craft College Native Arts students toured the Native exhibit as part of their research. L’Ecole Ste-Anne hosted a downtown scavenger hunt involving the FRM with 240 attendees. Tourism writers toured the museum in October and Alexandra Rossiter started a history book club. The book club explores history through children history themed fiction novels using the exhibits to illustrate the story. A George Street Middle school class dropped by to work on a project with their teacher and a Brownie group worked on a heritage badge. At the end of the month, the FRM offered Jubilee programming to 292 Girl Guides and their leaders during their “Guiding to the Beat” program. The group included all levels of Girl Guides (Sparks, Brownies, Girl Guides, Pathfinders and Rangers). In November, a group of Girl Guides who missed the “Guiding to the Beat” program requested the Jubilee program. A Boy Scout Cub group completed their heritage badge work just before the cold settled into the museum.

MEDIA 2012 was a tremendous year for media coverage for the museum with articles on the front page of the Daily Gleaner and brunswickan, an interview on CBC’s evening news, an interview on Information Morning radio and interviews on a Saint John/Moncton radio program. This is partly because of Bob Dallison’s work with the War of 1812 exhibits, the progress that the students have made working in the collection and Spencer Murgatroyd’s efforts to promote “Hannah’s Place”.

The City of Fredericton Tourism department hosted several tours and a luncheon with travel writers at the FRM. As a result, we were included in two tourism publications: Halifax’s “Soar Magazine” (distributed via the Halifax International Airport) and Good Times Magazine. The museum and society placed several ads in community notice listings for events and participated in radio advertising in partnership with several museums in Fredericton area. Spencer was the subject of a segment in “CBC’s Cross Country Fun Hunt” children’s program that aired on November 9th, again in December and again in 2013. She promoted the museum as a fun place to a national audience collecting online votes. She made the top 20 list and then the top 10 list by soliciting the help of her Facebook friends, community partners, hanging posters, handing out flyers and by wearing a t-shirt to school to promote the program. Ultimately, Prince Edward Island won the fun designation but Spencer did a great job promoting the museum. Thank you, Spencer!

ONLINE MEDIA Thank you to Red Cow Technologies for the continued support. They provide the museum with a simple to use website. During 2012, the museum continued to use Facebook to connect with a wider audience. The Facebook page has over 500 followers and several photo albums that contain pictures of museum events, collections, exhibits and activities. The FRM has a Facebook group for volunteer management where our volunteer needs are posted. The group provides a space on Facebook where it is easy to communicate with several people at once. To date, the museum has had 2,672 tweets on its Twitter account, “@FredMuseum”. The account is followed by 695 users and follows 308 feeds. The YSHS blog had an average of 104 visitors a day in 2011 and 125 per day in 2012. The FRM blog had an average of 17 visitors a day in 2011 and 41 per day in 2012. The FRM has 14 uploads on YouTube including videos of several exhibit opening presentations. The FRM uses Pinterest to promote history and the museum collection on the web. Pinterest is a pinboard-style photo-sharing site where users create theme-based image collections called ‘pinboards’. Users can browse images and ‘pin’ ones they enjoy to their own pinboards. The FRM has 11 boards and 356 pins. Our most popular pin is an early 20th-century postcard from our collection titled “A Pleasant Burden”.

BUILDING NOTES The Fire Department Education Coordinator, Cameron Dunn, visited the museum with an Intern to review the site before the summer season. Cameron gives a fire extinguisher training session each spring with the summer students. We do this because the museum does not have a sprinkler system and if there were a fire, we would have to use the extinguishers to contain it. The security camera installed in the War of 1812 exhibit included an upgrade for our overall camera system. The older cameras installed in the museum were upgraded to colour, a higher resolution and a wider angle. The Department of Supply and Service repaired the balcony replacing the floor and repointing the stonework. They know how much we love the balcony and we are grateful that they undertook the enormous project. 2012 NEWSLETTERS

By-Laws of the

York-Sunbury Historical Society Inc.

1. The name of the Society is the York-Sunbury Historical Society Inc. 2. The objects of the Society are:

(a) To collect, preserve and interpret historical data, records and objects relating to the history of the Province of New Brunswick, and in particular that of York and Sunbury Counties;

(b) To establish, maintain and operate a public museum in Fredericton for the housing, care, preservation

and display of historical objects and records; (c) To acquire by way of grant, gift, purchase, bequest, devise or otherwise, real and personal property to

the realisation of the objects of the Society; (d) To buy, own, hold, lease, mortgage, sell and convey such real property and other material or services

as may be necessary or desirable in order to carry out the objects of the Society. 3. The head office of the Society shall be in the city of Fredericton, New Brunswick. 4. (1) A Member of the Society shall be a person in one of the following categories:

(a) Life Members shall be those persons who have paid a fee, as prescribed by resolution of the Society's Board of Directors and this fee shall entitle them to be such a Member for the term of their natural lives;

(b) Regular Members shall be those persons who have paid the annual membership fee, as prescribed by

resolution of the Society's Board of Directors; (c) Honorary Members shall be those persons who, for a set term, have been appointed by a resolution of

the Society's Board of Directors for rendering distinguished service in promoting the aims and purposes of the Society, and for that term shall not be assessed annual membership fees;

(d) Sustaining Members shall be those persons who contribute or exceed an annual fee, as prescribed by

resolution of the Society's Board of Directors.

(2) A Society Patron shall be an organization or corporate entity that in any fiscal year contributes or exceeds a fee as prescribed by resolution of the Society's Board of directors.

5. (1) Membership fees, where applicable, are due and payable on the first day of January in each year; (2) In order to be eligible to vote at a special or general meeting of the Society membership fees must be paid up at

least sixty days prior to that meeting; (3) New Members paying prescribed fees after 1 September in any year shall also be entitled to the privileges of

membership for the next ensuing calendar year. 6. Subject to section 5, each person who is a Member shall be entitled to:

(a) Vote at a general or special meeting of the Society; (b) Be a candidate for any office on the Society's Board of Directors; (c) Serve on any Committee of the Board. 7. The Board of Directors shall comprise: (a) Twelve persons. (b) Subject to section 13, vacancies on the Board shall by election, be filled annually at a general meeting of the

Society. . (c) Board members shall be elected in such a manner that allows for: four members with three year terms, four

members with two year terms and four members with one year terms. 8. (a)The Officers of the Society that are to be elected annually from the Board members at the annual general

meeting of the Society are: (i) President (ii) First Vice President (iii) Second Vice President

(iv) Secretary (v) Treasurer

(b) The retiring President shall assume the office of Past President and shall hold that office until the next President retires from office, and that position shall be an Officer of the Society. The Past President shall not also hold any other position as a n Officer of the Society as listed in Section 8 (a).

9. In conformity with section 5, all candidates for office or membership on the Board shall have paid the prescribed membership fees.

10. No person shall serve on the Board for more than nine consecutive years, except the Past President who may

when serving in that position. 11. No person shall serve in any one of the Officers positions for more than three consecutive years. 12. A Board member who fails to attend three consecutive meetings without due cause or notice shall be deemed to

have retired from the Board. 13. A vacancy occurring on the Board or any of its Officer positions occurring after an annual general meeting may:

(a) Be filled by resolution of the Board for a term to conclude at the next annual general meeting of the Society; (b) Such resolution of the Board shall require a two-thirds vote of a quorum of the Board at a duly constituted meeting of the Board;

14. The Board shall be and constitute the Directors of the Society for the purposes of the Companies Act and shall have the full power and authority vested in corporate directors by law.

15. (1) The Board may, subject to the Companies Act, employ and fix the compensation of such employees as may be

required for the proper operation of the Society.

(2) The President shall be the member of the Board to whom the Manager, and other employees at the discretion

of the Board, shall report and the President shall be responsible to the Board for the performance of those employees.

(3) Subject to Section 19, should the President be unable to fulfill the obligations as described in section 15(2) the

Board shall appoint a member to fulfill those duties and obligations. (4) The Board shall be responsible for establishing the duties, personnel policies and operating policies for

employees. (5) The Board shall be responsible for establishing policies and operating procedures for the Society's Museum. (6) The Board shall be responsible for establishing policies and procedures relating to all expenditures of the

Society. (7) The Board must authorize all acquisitions, disposals or loans of items documents or artefacts to or from the

Society's collection. (8) The Board may employ personnel, including a Society Manager, it deems necessary for the effective operation

of its facilities and activities. 16. When a member of the Board is the successful applicant for any paid position in the Society the person shall resign

from the Board prior to assuming that position. 17. The Executive Committee of the Board shall be the Officers as provided for in section 8(a) and 8(b). 18. The Executive Committee shall carry on the regular management of the Society in between meetings of the Board

and shall be accountable to the Board. 19. DUTIES (1) The President shall:

(a) Preside at all meetings of the Executive Committee, Board, General and Special meetings of the Society; (b) At all meetings specified in (a), vote only when a deciding vote is required; (c) Be an ex-officio member, as a full voting member, of all standing and other committees of the Society, except as otherwise provided for in these by-laws; (d) Be counted in the quorum for all meetings.

(2) In the absence of the President, the First Vice President shall assume all the duties of President assigned by these By-laws or by resolution of the Board. (3) In the absence of the President and First Vice President, the Second Vice President shall assume all the duties of the President and First Vice President assigned by By-Law or by resolution of the Board. (4) The Secretary shall:

(a) Keep all minutes of the Society, Board and Executive meetings; (b) Conduct all necessary correspondence of the Society; (c) Maintain a register of all Society, Board, Officers and committee members; (d) Notify appropriate members of the date, time, place and agenda for general and special meetings of the Society, Board and Executive Committee; (f) File with government authorities such documents as may be required by law to be filed; (g) Have custody of the seal of the Society.

(5) The Treasurer shall: (a) Receive and have custody of all Society monies;

(b) Deposit such monies in a chartered bank or Credit Union in one or more accounts as decided by the Board; (c) Pay by cheque in a timely manner, with the appropriate co-signer, all bills and indebtedness of the Society; (d) Keep such financial records as may be appropriate and acceptable for audit or financial review. (e) Issue all certificates of receipt for charitable donations.

20. Where the immediate Past President cannot serve in any capacity provided for in these by-laws the Board shall elect another Society Member to serve in that capacity.

21. (1) All cheques or financial instruments shall be signed by the President and the Treasurer. In the event that either

the President or Treasurer is absent or unable to perform their duties the First Vice President is authorized to sign as an alternate.

(2) The Board may authorize additional signing officers in the event that one or more of the authorized signing

officers is or will be absent or unable to perform their duties. (3) The President and the Secretary shall have the authority to affix the seal of the Society to any documents. (4) No person or Committee shall expend funds in excess of that in the approved budget without prior approval of

the Board. 22. Conflict of Interest Every Board member who has direct or indirect interests in any contract or transaction to which the Society is or is

to be a party, shall declare interest in such and shall not be present at any meeting held to discuss or vote on such matters.

23. The financial accounts and books of the Society shall be audited or financially reviewed annually by a suitable

person or persons recommended by the Board and approved at the annual general meeting. Such audit or financial review shall be presented at the next subsequent annual general meeting.

24. Any Member may inspect the books and records of the Society by applying in writing to the Executive Committee.

The Executive shall determine the time, place and format of the records to be reviewed. 25. (a) In addition to the Executive, the following committees shall be the standing committees of the Society: (i) Programs (ii) Exhibits (iii) Finance (iv) Nominating (v) Collections (vi) Publications (b) Excepting the Nominating committee, all committees are committees of the Board and shall be responsible to

the Board and report to the Board. 26. Additional committees may be established by resolution of the Board. Such committees shall be ad hoc and shall

expire when their mandate is completed or when disbanded by the Board. 27. Each standing committee may have in its possession such monies as approved by the Board for incidental expenses

and such expenses are to be part of their approved budget and properly accounted for to the Finance Committee. 28. Nominating Committee

(1) Nominating committee shall constitute three members, namely:

(a) The Past President who shall chair the Nominating committee; (b) At the first Board meeting following the annual general meeting, the Board shall appoint a member from the Board; (c) At the first Board meeting following the annual general meeting the Board shall appoint a member from the Society who is not a member of the Board.

(2) The Nominating committee shall prepare and submit to the next annual general meeting a proposed slate of officers and required Board members, as otherwise provided for in these by-laws. (3) Subject to Section 8 (b), members of the Nominating Committee shall not be eligible for nomination to a position as an Officer of the Society.

29. The Publications committee shall be responsible for all publications of the Society, including books, pamphlets and

brochures excepting publicity materials, and the Society's newsletter and other duties that may be assigned to it by the Board.

30. The Collections committee shall provide advice to the Board on all matters relating to the Society's collection

including but not limited to care and conservation, budget matters and other duties as may be assigned to it by the Board. The Manager shall be an ex-officio member of this committee.

31. Finance Committee

(1) The Finance committee shall be chaired by the First Vice President and shall comprise the Treasurer and one other Member appointed by the Board who is not a member of the Board.

(2) The Finance Committee shall, prior to the next fiscal year, receive a proposed budget from each standing committee, estimate the potential revenue and prepare a consolidated budget for all activities of the Society which is to be submitted to the Board for its consideration and approval;

(3) Make proposals to the Board concerning the investment of Society funds; (4) Be responsible for reporting to the Board as required on the financial affairs of the Society and other duties as

may be assigned to it by the Board; (5) The Finance committee shall separate capital funds or trust funds of the Society from ordinary revenue. The

capital funds or trust funds are to be invested only in a class of securities acceptable for the investment of trust funds in New Brunswick;

(6) Only 90% of the revenue generated from capital or trust funds may be considered by the Finance committee as

ordinary revenue in the preparation of the annual Society budget. Any other use of the capital or trust funds must be approved by resolution at a general or special meeting of the Society.

32. The Program committee shall be responsible for all recommendations to the Board relating to planning, direction

and implementation of a program of meetings and activities designed to foster a level of interest and participation of Society Members, in addition to any duties that may be assigned to it by the Board.

33. The Exhibits committee shall be responsible for all recommendations to the Board relating to the planning and

direction of all the Society's exhibits, including budget matters, and any other duties that may be assigned to it by the Board. The Manager shall be an ex-officio member of the committee.

34. The President shall appoint all chairs of standing committees not otherwise provided for in these by-laws. Where a

committee chair is absent or otherwise unable to perform the duties of the chair the President may appoint an acting chair or a new chair.

35. Unless otherwise provided for in these by-laws the Board shall appoint members of all committees. The committee

chairs shall recommend to the Board all prospective committee members for their respective committees. 36. All committees, excepting the Nominating committee are committees of the Board and shall be accountable to and

report to the Board. 37. All meetings of the Society shall be conducted according to Bourinot's Rules of Order. 38. Annual General or Special Meetings

(1) The annual general meeting of the Society or any special meeting of the Society shall be held in the city of Fredericton at a date and place determined by the Board but no later than the last day of April.

(2) The notice of the annual general meeting or any special meeting of the Society shall be mailed to or provided

by electronic means to Members not less than thirty days prior to the date of the meeting. (3) At every annual general meeting, in addition to other business that may be transacted, the report of the

President, the financial review or audit of the financial statement for the past fiscal year, the appointment of

person or persons to conduct the yearly audit or financial review and the reports of the standing committees shall be presented.

(4) With respect to election of officers or Board members at the annual general meeting, Members may submit,

from the floor, nominations for Officers or Board members. Nominations must be accompanied by the nominee's willingness to serve in that capacity. If the nominee is absent, willingness to serve must be provided by the nominee, in writing, at the time of nomination.

(5) In conformity with section 5, thirty percent of the Members of the Society or 20 Members , whichever is less,

shall constitute a quorum at an annual general or special meeting of the Society. 39. Special general meetings of the Society shall be held at such times as the Board deems necessary. Special

meetings shall also be called by the President when in receipt of a written request for such a meeting and signed by ten Members of the Society who shall, in their request, state the nature of the business they wish to discuss. If special resolutions are to be considered at such a meeting, the full text shall be included in the notice of meeting.

40. Regular meetings of the Board shall be held at least six times per year or other such time as determined by the

Board or the Executive committee. Scheduled meetings as decided by the Board and recorded in the minutes provided to Board members shall constitute notice of meeting. Ten days notice must be provided for all other meetings called unless all members consent to such a meeting. A quorum is a majority of the members of the Board.

41. Meetings of the Executive shall be called by the President when warranted or when two members of the Executive

request such a meeting. A quorum for any meeting is a majority of the members of the committee. 42. The borrowing powers of the Society may be exercised by the Board up to a maximum of one hundred dollars for

each Member in good standing. Amounts in excess of this total shall require a resolution of the Society at a general or special meeting.

43. The authority to execute contracts, deeds, bills of exchange and other contractual items on behalf of the Society

shall be vested in the Board subject to limitations of the Companies Act. 44. The fiscal year of the Society shall commence on the first day of January and end on the thirty-first day of

December in each year. 45. The Society may appoint an Honorary President. 46. The Board may appoint Honorary Directors for a yearly term who, when called upon, provide advice and counsel to

the Board. 47. These by-laws may be amended by special resolution at an annual general meeting or at a special meeting of the

Society. Written notice giving the full text of the proposed changes must be deposited by mail or electronic means to each Member eligible to vote at such meeting at least thirty days prior to such meeting.

48. These by-laws, after being ratified by a resolution of the Society at an Annual General Meeting, shall take effect

immediately after that meeting. Where there are inconsistencies in the transition year from the old by-laws to these new by-laws, the Board may, by resolution, enact special provisions to remedy these inconsistencies.

Postcards from the Past! By Ian Malcolm In 2012, the Fredericton Region Museum was lucky enough to get donation that shows the personal life of a New Brunswick family almost 100 years ago! Miss Amelia Sara Ward (1896-1987) was born in Burton, New Brunswick, and lived most of her life in nearby Oromocto. Her family owned ‘Stocker’s Hotel’ in Oromocto, and it was there that she met her husband, Mr. William Blair de Lacolle, a resident of Québec. De Lacolle worked as a railroad engineer, and travelled frequently between Québec, Halifax and rural New Brunswick for his work. Amelia’s cards were graciously donated to the museum by her granddaughter, Sylvie Duquette

of Lacolle, Québec. They were sent our way because of their historical link of Oromocto. The postcards in this collection date between 1910 and 1918, from several correspondences. Amelia was one of the younger children in a large household (around twenty siblings), and postcards were one of the few ways such a large and far-flung family could stay in contact. …And of course, there are some ‘steamier’ romantic messages between Amelia and her husband – 1914 style, of course.
