FPSO Petrobrás
Guara B.V. ("Guara") and Tupi B.V. ("Tupi") issued a tender with 4 lots of oil & gas processing,
compression and power generation modules for 6 identical Floating Production, Storage and Off-loading
(FPSO) vessels. Guara and Tupi have been recently founded in 2010 and established to organize the
construction of the FPSOs. Guara shall be owner of 1 FPSO, Tupi shall be owner of 5 FPSOs. Total
contract value: USD 860 Mio
There will be an option for 2 further FPSOs to be placed by Petrobras within 18 months from contract
signature.
Consortium Ferrostaal/Tomé (Brazilian construction company): won the bid for lot 4 in July/2012.
A FPSO unit is a floating vessel used by the offshore industry for the processing of hydrocarbons and for
storage of oil. The FPSO vessels for this project are designed to process hydrocarbons produced from
deep subsea templates in the Tupi and Guara field, process them and to store the oil, so that it can be off-
loaded onto a tanker. FPSOs are preferred in frontier offshore regions as they are easy to install, and do
not require a local pipeline infrastructure to export oil.
The overall project includes more lots than mentioned herein, but those are not part of the tender issued.

Ferrostaal do Brasil –
Some Local Challenges
Challenges
- Local content: All upstream projects
performed in Brazil (in the oil & gas
are must have a high local content;
- Complex local regulations (labor,
environmental, tax);
- High local competition – skilled and
experienced companies;
- Aggressive EPC contract conditions
(high penalties); and
- Good previous relationship with
customer required.
Best alternatives:
- Selection of
strong and
reliable local
partner
(engineering and
construction);
- Qualified local FS
set-up
- Selection of
qualified local
support from third
parties
