tion of the above-nflfcmed Association for tie purpose of bringing to toe notice of tie Honourable Minister of Transport some of tie problems and difficulties expe-

their requirments.

I regret to say that on account of my heavy pro- Rev. Tsiabangu, ) fessional duties and the fact that I h*ve had to be

down to Cape Town twice since the present sitting of Parliament at official invitation and on other Important public errands, I find it Impossible to be present.

I propose, taerefore, wlti your permission, to put briefly in writing some of tie vle»*l wls -i to nave putforward on beialf of toe Association.

I must state at tie outset, ionourable Sir, that

members of toe Association appreciate fully the rubber problems occassioned by a state of war. They know that war requirements must take precedent over private and civil requirements. They, however, most respectfully request that they should receive their small supplies which similar services to their own are receiving.

It would appear fra* ih#£remfctiary{s(lven me that there Is great delay in the disposal of applications for re­treads and other tyre requirements. So great has been the delay in certain cases of applications for retreadstnat by the time the application was disposed of the casings had become so worn out tiat they were uselfss for anytiing.

Toey state tiat tiey do enjoy tie privilege of an open permit for tyres wiici otoer fleets of buses and taxis doing similar work enjoy.

They most respectfully request the Honourable the Minister to recommend them to the Controlling Boards for the enjoyment of this privilege.

I would like to add, Sir , that apart from the aspect of this being a means of earning a livelihood for members of the Association there is a more important aspect that is the needs of the large section of

Although 1 su ^ested tiat the aspect of tie taxis(P .T .O .)

being a means of earning a livelihood for its owner «as not as important as the service to the community, i t is very im­portant to tne members of the families who depend on the road-worthiness and ability of these vehicles to bring In In­come for tne family and especially when we consider that at tne outbreak: of tne war tne strengtn of tiie Association was about 200 but now It oas been reduced ti between 125 and 150 w.oico means tiat many families are left without a source

of income.

The officials of the Association have seen both tne Ru­

bber Controller and tie National Transport Board. Boto bodies received them sympathetically but there seemed to be difficul­ties of which we are not clear which have l?d the members of the Association to appeal to the Honourable Minister as a last resort.

I would, therefore, pray the Honourable Minister to see his way clear to grant the requeste of the members of the Asso­ciation. Suco a deed will bring relief not only to the members
