Current StudyXcel Energy has developed a comprehensive planning process, integrating public outreach and community meetings at key milestones. A Community Working Group (CWG) has also been established—comprised of local citizens with diverse community interests—to work with the project team throughout the planning studies. The CWG began meeting in November 2019 and has held two meetings to date.
Additionally, the company has hosted two public open houses (in November 2019 and January 2020) for community members to:
• Learn more about the project need and components.• Understand and participate in the planning approach and identification of alternative transmission line
routes.• Review the target area for siting the new Eaton-area substation.• Understand planning criteria as well as siting constraints, considerations and opportunities.• Receive ongoing updates on the study and review a network of preliminary transmission line route

We’re Listening to the CommunityThe project team has received approximately 265 comments from community members. Project questions and concerns have centered primarily on:
• Individual properties and operations• Public health and safety• Views of the facilities• Proximity to residences• Audible noise levels in the area of the facilities• Environmental issues such as wildlife, water resources, historic propertiesIn addition, commenters have raised questions about the need for the project, offering suggestions for routing the transmission lines.
These comments provide valuable insight from the community, providing an important local perspective and voice to help minimize or mitigate potential effects. Xcel Energy will continue to solicit comments as we continue the planning process.

BACKGROUNDXcel Energy’s Northern Colorado Area Plan will modernize the electric system by building a more robust and resilient power grid to serve Weld County. The current system has been strained, causing reliability issues and power outages. This phase of the Northern Colorado Area Plan will address these issues by building a new substation, improving two existing substations, and replacing the existing 44 kilovolt (kV) transmission infrastructure with new, higher-voltage (115 kV and 230 kV) transmission lines between Ault and northern Greeley.

Project status and next stepsThe process has allowed the team to narrow the number of route alternatives focusing on issues specific to each route, identifying complete routes connected to four viable sites for the new Eaton-area substation and providing a systematic rationale for comparing the routes.
After the next series of Community Working Group and open house meetings, Xcel Energy will select and announce the preferred transmission line route alternative(s) this summer. The company anticipates filing an application with Weld County in September 2020. Upon receiving land use approvals for the project, the land acquisition team will begin negotiating agreements with landowners.
The map provided in this newsletter shows preliminary substation sites and transmission line route alternatives.
Upcoming Events: Join us at the upcoming Virtual Open HouseChallenges caused by the COVID-19 pandemic have prompted extra measures to ensure we adhere to social distancing guidelines and avoid large in-person gatherings. Given those needs, we will host our third Open House virtually. The virtual open house meetings will be conducted in both English and Spanish on the dates and times shown below:
