Public Consultation of proposal Term of Reference for study of Environmental impact
Timor Resources Oil & Gas Drilling, Covalima
1. Proponent: Timor Resources Pty Ltd (“Timor Resources”)
2. Site of the proposed project: A maximum of Five Sites are proposed within the Covalima District. The exact
locations are subject to approval from the Government of Timor Leste and operational considerations.
Maps are attached in Annex I.
3. The above-mentioned proponent would like to implement a minimum of drilling one Oil & Gas Well in at least
three of the above Sites. Each Well would require a temporary site of approximately one hectare; a longer-term
arrangement for a smaller area would be subject to the results of drilling.
4. Timor Resources wishes to construct a drilling pad on the locations as per the description stated above. This
may, subject to the final agreed location, require access roads and other temporary sites to accommodate
the activities. These other activities may include, but are not restricted to, camps, equipment yards, pipeline
rights-of-way, vehicle parking and site offices. The operation will be conducted on a 24 hour / 7 day per
week basis and will comply with all regulations as determined by the Government of Timor Leste. The
operation will also require the movement of heavy vehicle along the access routes and public roads. The
duration of the project at any one site is not expected to exceed 2 months but will be subject to the results of
the drilling and operational factors.
5. As per Decree Law no. 5/2011, the proposed project is classified as Category A and must follow an environmental
evaluation process, as specified in the Law.
6. The Terms of Reference for this study must be approved by the Environmental Authority prior to the elaboration
and submission of the Environmental Impact Statement to the proposed project.
7. The draft Terms of Reference was submitted to the Environmental Authority and is now available for public
comment.
