Next month, the Department of Energy (DOE) will unveil its plan to award

"transferable credits" for "early voluntary" greenhouse gas reductions.

CEI has long warned that such credits will corrupt the politics of energy

policy,y~creating the institutional framework and lobbying incentives for

energy rationing. Inthe attached paper, CEIlyexplains- again -~YwhyDOE has

no legal authority to award credits.
