Context• Brazil: Federal Republic with 27 states
More than 5500 cities
Population: 200 million
• Public Health System: SUS (Unified Health System)
• SUS has as main features: Gratuity, Universality, Integrality and
Decentralization of management
• Ministry of Health provides financial programs to improve the
SUS structure for all over country
• There is a national list of medical equipment (RENEM) to
hospitals and health centers apply for funding of new
acquisitions
• The request occurs by means of project proposals submitted by
health institutions containing the identification of the
equipment with technical specifications and required values
• Ministry of Health is responsible for the analysis of price
compatibility and specification of each device to approve the
financial transfers

Problem• Sprayed Information - The information needed to support the analysis were collected and
filed in a individual way (difficulty to share with other analysts)
• Unproductive Process - Due to the high number of project proposals increasing each year,
this process consume an excessive time
Objectives
• Receiving information in advance and a spontaneous way from suppliers and create a
central bench of technical and economic information (effective sharing)
MethodsEstablishing a program (PROCOT) with some incentives to the participating companies:
1- Opportunity of conducting technical presentations at Ministry of Health
2- Possibility of conducting equipment demonstration
during technical visits in reference hospitals
3- Disclosure of companies names and contact information in the medical equipment
information system (SIGEM) with free access by internet (www.fns.saude.gov.br/sigem)
PROCOT also consists of a centralized system with specific databases of information, such
as prices, brochures, studies and data of supplier companies, separated by year and linked by
the nomenclature of equipment

Examples of Information: technical specification, infrastructure plans, prices,
brochures and studies
Results
• The number of information received continuously, had a meaningful increase
• After validation, the files are archived in a central database where all technical analysts
have the same access to consult and feed more information
• Increasing the speed of the analysis of project proposals
• As all technical analysts had access to the same information, the subjective factor of
analysis decreased meaningfully
• More than 60 presentations and visits providing free access on technic-economic
information updates to around 50 analysts about several equipment
• The number of investment proposals approved increased meaningfully, as well as the speed
of issuing the authorization for release of funds
