aparecieron capacidades ociosas en el sector el®ctrico, lo que aument· a¼n m§s los costos de generaci·n.

En los a¶os ochenta, los precios de los combustibles f·siles bajaron ostensiblemente, disminu- yendo las presiones de costo. A pesar de esto, aparecieron nuevas presiones de costo. Primero, el.crecimiento de la tasa de inter®s: en un sector con uso intensivo de capital como ®ste, aument· fuertemente el costo de la deuda de las inversiones pasadas. Segundo, las tecnolog²as de gran escala que promet²an grandes reduc- ciones de costo, como la nuclear, tuvieron la resistencia del p¼blico y de los costos crecientes, revelando las primeras se¶ales de que las econo- m²as de escala en el sector el®ctrico se estaban agotando (16). Tercero, la cuesti·n ambiental comenz· a volverse un elemento importante en la pol²tica energ®tica; inicialmente el problema se lo concibi· como local (particularmente en el caso de las centrales nucleares), pero r§pidamente la cuesti·n ambiental se volvi· problema regional (lluvias §cidas) y progresivamente se viene globali- zando (efecto invernadero).

En los pa²ses desarrollados, las primeras se¶ales de cambio aparecieron al comienzo de los a¶os setenta, con ocasi·n del brutal aumento del precio del petr·leo que, por primera vez luego de tres d®cadas, provoc· un incremento en los costos de la electricidad generada en termoel®ctricas. Sus conse- cuencias no fueron percibidas de inmediato por el sector el®ctrico de estos pa²ses; las previsiones de la demanda de electricidad siguieron las tendencias del consumo anterior y subestimaron fuertemente el consumo real (8). 2.1 El Contexto de los Pa²ses Desarrollados

que ocurrieron diversas modificaciones tecnol·gicas que redujeron los costos en forma sustancial; las interconexiones de sistemas el®c- tricos aislados permit²a reducir la capacidad instalada por KWh ge- nerado; el consumo de electricidad crec²a a tasas elevadas y sostenidas; se obtuvieron significativas econo- m²as de escala y las tasas de inter®s eran relativamente bajas. Esas condiciones permitieron que la oferta creciera r§pidamente con costos decrecientes.

Poco a poco, un nuevo con- senso est§ surgiendo entre los analistas energ®ticos: al final de los a¶os setenta, la trayectoria del sector el®ctrico en el mundo pas· por un punto de inflexi·n. A partir de los a¶os cincuenta hasta fines de los setenta, el sector el®ctrico vivi· un largo per²odo de progreso, considerado por muchos como su ®poca de oro (12). Este per²odo se carac- teriz· por un "c²rculo virtuoso" en

2. EL NUEVO CONTEXTO DEL SECTOR ELECTRICO

Este trabajo procura analizar tales casos. En la primera parte analizamos las profundas modificaciones del contexto del sector el®ctrico, tanto en los pa²ses desarrollados como en el Brasil. Estas modificaciones requieren cambios en las estructuras del sector, as² como en sus metodolog²as de planificaci·n. En la segunda parte analizamos algunos aspectos metodol·gicos que necesitan ser revisados para adecuar la planificaci·n del sector el®ctrico al nuevo contexto. Cabe destacar que estamos conscientes de la dificultad de disociar las reformas estructurales de las metodol·gicas; s² as² lo hacemos, se debe especialmente al espacio que disponemos para este art²culo.

3. METODOLOGIA ACTUAL: LIMITES E IMPLICACIONES PARA LA PLANIFICACION

llevar a cabo una profunda revisi·n de la estructura institucional del sector el®ctrico brasile¶o, particularmente en la estructura de regulaci·n de las actividades de las concesionarias.

Esta din§mica dej· sin estructura la situaci·n financiera del sector el®ctrico brasile¶o. El ren- dimiento sobre sus activos cay· por debajo de la remuneraci·n legal, reduciendo su capacidad de auto- financiamiento. Al pobre desempe¶o econ·mico del sector, se sum· el deterioro de las cuentas externas del pa²s para eliminar efectivamente los planes de expansi·n del sector y la capacidad de movilizar finan- ciamientos para una recuperaci·n. Actualmente, la prioridad del sector el®ctrico brasile¶o es recuperar la capacidad de financiamiento (1). Sin embargo, esta prioridad no puede ser perseguida fuera del contexto de la din§mica de innovaciones tecno- l·gicas que vienen ocurriendo en los pa²ses desarrollados. No puede olvidar tampoco la necesidad de

vista entre el sector el®ctrico y los cogeneradores en prospectiva, que seconcretiza en el debate sobre tarifas y condiciones contractuales.

Por otro lado, el sistema el®ctrico brasile¶o presenta p®rdidas de transmisi·n y distribuci·n relativamente elevadas; en parte, esto es consecuencia de las extensas lineas de transmisi·n, que totalizan cerca de 130 mil kil·metros, a lo que debemos a¶adir las conexiones clandestinas, que aparecen como p®rdidas de distribuci·n. Un indicio de esta importancia est§ en la discrepancia entre los datos del IBGE y la ELETROBRAS sobre la tasa de electrificaci·n de las residencias. Seg¼n sus investigaciones, la IBGE consigna cerca de 20 puntos porcen- tuales m§s, con relaci·n a la ELE- TRO BRAS. Adicionalmente, el desempe¶o del sistema fue perju- dicado por los problemas financieros sectoriales, con la postergaci·n o cancelaci·n de inversiones necesarias y el menor mantenimiento.

Finalmente, es necesario con- siderar la eficiencia econ·mico- financiera de las empresas del sector; las medidas se deben en parte al aumento de los ingresos y principalmente a la reducci·n de costos. En cuanto al primero, se deber²a resolver el problema de las conexiones clandestinas, as² como solucionar el problema del atraso de los pagos por parte' de los grandes consumidores industriales, y eliminar tarifas subsidiadas para industrias con uso intensivo de electricidad, como la del aluminio. Sobre la reducci·n de costos, en las actuales circunstancias, este es un tema de importancia crucial para el sector, sin olvidar que existen obst§culos importantes que tienen que ser enfrentados: el oligopolio de. abastecedores de equipos y de firmas de ingenier²a es quiz§, entre otros, el m§s dif²cil de resolver (el propio grado de endeu- damiento del sector limita mucho el campo de acci·n). Un segundo aspecto a discutir es el tema de la eficiencia.

La eficiencia en el sector el®ctrico tiene muchas acepciones y cubre muchos aspectos: se refiere con m§s frecuencia a la eficiencia en la utilizaci·n y normalmente se so- breentiende ese concepto cuando se habla de conservaci·n. Pero antes vimos otro aspecto: la ineficiencia generada por una recesi·n, que tiene que ver b§sicamente con el crecimiento lento del parque de repuestos. Ambos aspectos tienen en com¼n (y con tendencia a la electrificaci·n) al hecho de referirse a la demanda y responder a medidas sobre ella.

Existen otras acepciones de eficiencia que tiene implicaciones distintas; as², el "manejo de carga" busca reducir las variaciones de horarios y de estaciones de la carga del sistema, con el prop·sito de mejorar la eficiencia de este ¼ltimo. Esto permite reducir el exceso de demanda y evidentemente las inversiones necesarias para suministrarla. Aunque normalmente se act¼e sobre la demanda (a trav®s de tarifas hora- estaciones y contratos especiales para grandes cargas) para alcanzar tal objetivo, es factible mejorar el factor de carga del sistema a trav®s de medidas sobre la oferta. Por ejemplo, utilizar m§s ampliamente la capacidad de cogeneraci·n del sector ca¶icultor (por lo menos en el sureste) aumentar²a de 2 a 3 GW durante la estaci·n seca; esto permitir²a una mejor utilizaci·n de las hidroel®ctricas convencionales, aumentando la disponibilidad de agua. Este c§lculo es muy con- servador, porque no toma en cuenta el potencial de cogeneraci·n en otros sectores industriales; una pol²tica agresiva de cogeneraci·n podr²a reducir en algunos g²gawans m§s las necesidades de inversi·n de las concesionarias. Es necesario se¶alar que esto requiere solucionar antes varios impedimentos, uno de los cuales es la diferencia de puntos de


La falta de una separaci·n clara entre los impactos de las acciones de Pol²tica de Conservaci·n y del contexto macroecon·mico en la evoluci·n del mercado deja ver dos deficiencias de la actual metodolog²a de previsi·n, a m§s de que ambas desperdician el potencial del m®todo de usos finales. y del m®todo de escenarios: la primera, como ya anotamos, es no haber considerado los factores de electrificaci·n vinculados al efecto-renta y a la difusi·n de nuevas tecnolog²as centradas en el uso de la electricidad, as² como del tratamiento de pol²ticas conservadoras como un instrumento de acci·n, al mis- mo nivel que el Programa de Obras.

La segunda es el tratamiento de la ²ncertidumbre, que exponemos a continuaci·n. La atenci·n prestada al "m®todo de escenarios" por ambos Planes no tiene un resultado concreto: al contrario, luego de discutir los factores de incertidumbre, recaen en un ¼nico escenario y una ¼nica pol²tica. De esta forma, se olvida la verdadera contribuci·n de los m®todos de escenarios que ofrecen la posibilidad de analizar sistem§ti- camente alternativas y contingencias, a fin de construir una estrategia flexible y robusta. Para ser justos, cabe admitir que el sector el®ctrico brasile¶o no ha ca²do en este olvido; son raras las organizaciones que utilizan correctamente las t®cnicas de escenarios y m§s raras todav²a las que publican sus estudios. Sin embargo', el trato dado a la incertidumbre por ambos Planes implica atribuir a la previsron un car§cter casi determinante; esta actitud podr²a justificarse en circunstancias de bajo riesgo, pero este no es, de ning¼n modo, el caso. ²ntegramente por las concesionarias. El sector vive una crisis financiera sin precedentes y de la cual parece no haber una salida f§cil ni r§pida, tanto m§s que los costos tienden a aumentar de aqu² en adelante. El papel del Estado es hoy el blanco de los cuestionam²entos.

El esquema de la planificaci·n debe ser modificado de manera que tenga en cuenta las restricciones del financiamiento estatal y darle una orientaci·n en procura de la eficiencia. En este proceso son fundamentales algunas nociones. Primero, que las restricciones deben ser colocadas en t®rminos de niveles m§ximos y m²nimos de inversi·n, abriendo espacio para negociaci·n a un nivel adecuado. Segundo, que el financiamiento de las inversiones no se limite a la potencialidad de movili- zaci·n de recursos de las concesionarias. Tercero, el mercado no debe considerarse un dato ex·geno, haci®ndose necesario incorporar una pol²tica de demanda para la planificaci·n del sector. Cuarto, que es necesario reducir costos de inversi·n y elevar los ingresos, eliminando las tarifas subsidiarias y los incum- plimientos.

En s²ntesis, la metodolog²a de la planificaci·n del sector debe tener una l·gica distinta. Las previsiones de la demanda deben ser hechas en forma sectorial y diferenciadamente, seg¼n las disponibilidades de financiamiento del Estado y de los sectores privados.

Third, the environmental question emerged as an important factor in energy policy; the problem was ini- tially conceived as local (particularly in the case of nuclear power plants) but quickly became a regional problem (acid rain) and is gradually turn- ing into a global issue (the green- house effect).

Rising cost pressures led to the increase in power tariffs and generated incentives for energy conservat²on. These incentives were reinforced by important technological changes, particularly in the realm of microelectronics (monitoring and control), that reinforced price stim- uli (14). In developed countries, cost and tariff pressures were another factor far change in the perception of the consumer's role in the power sector. Consumers expressed their dissatisfaction with the cost of service delivered, both residential and industrial, because they viewed themselves as victirns of a monopoly that charged constantly increasing tariffs far the same service.

Finally, a new form of politi- cal philosophy called "neoliberal- ism" emerged in the eighties. This new philosophy exerted irs initial impact in English-speaking countries; however, its influence is growing as much in developed as in developing countries. In the power

In developed countries, the fust signs of change appeared at the beg²nning of the seventies, as a result of the abrupt increase in petroleum prices, wh²ch far the first time in three decades brought about an increase in the cost of electricity generated by thermopower. The con- sequences were not immediately felt in the power sectors of these countries; the forecasts for electric²ty demand followed previous consumer trends and strongly underestimated actual demand (8). Because the con- struction of power stations was based on optim²stic demands, idle capacities soon appeared in the power sector, raising generation costs even h²gher.

In the e²ghties, fossil fuel prices ostensibly lowered, decreasing cost pressures. In spite of this, new cost pressures arose. First, the growth of interest rates: in a capital- intensive sector such as this, the debt cost of past investments grew sharply. Second, large-scale technologies that promoted large cost reductions, such as nuclear technology, were faced with growing public and price resistance, revealing the first signs that scale econom²es in the power sector were disappearing (16).

2.1 The Situation of Developed Countries


A new consensus is gradually emerging among energy analysts: at the end of the seventies, the path taken by the electric power sectors of the world went through a point of inflection. From the fifties to the end of the seventies, the power sector experienced a long period of progress, cons²dered by many to be its golden era (12). This period was characterized by a "virtuous circle", in which diverse technological changes occurred that substantially reduced costs: the ²nterconnections between remote power systems reduced the installed capacity per KWh generated; electricity consumption grew steadily; significant scale savings were obtained; and interest rates were relatively Iow. The greatest methodological difficulties are related to the economic and financia! context; the planning sequence pursued by the sector implicitly presupposes that financial restrict²ons are of a sec- ondary nature, which may affect the schedule of projects and the risk of nonsupply, leaving basic alternatives and the sector' s structure intact. As we saw earlier, these assumptions lose their value. On the other hand, these are the constraints that sectoral planning must urgently cope with in coming years and that threaten its own institutional structure. Under such condttions, the planning scheme needs to be modified. If constraints are very great, the changes ²nduced in the works program cease to be marginal, invalidating the second sequential planning stage. It is therefore necessary to place such constraints at the beginning of the process.

Regarding such constraints, two aspects must be considered. First, constraint must not be con- fused with a rigid limit; objectively, these restrictions are arranged in terms of minimum and m§ximum levels of investment. The sector should find the necessary financing for its expansion plan, within the investment parameters set by the govemment. Second, there is a fun- damental difference with respect to the previous situation: it cannot be assumed "a priori" that the power demand will be met in its totality by expanding the capacity of concession-holding utilities. The power sector must incorporate the expansion of self-production and independent production into ²ts planning process, adding supply capacity to the expansion planned by the concessionaires. Moreover, this requires the incorpo- ration of a demand policy into sector planning. It should be borne in mind that planning logic can no longer be sequential: the market is no longer an exogenous factor.

An indication of this importance l²es in the discrepancy between the IBGE and ELETROBRAS data on the electrification rate of households. According to their research, IBGE assigns about 20 percentage points more than does ELETROBRAS. In addition, the system 's performance was damaged by the sector's financia! problems, with the postpone- ment or cancellation of needed investments and less maintenance.

Finally, it is necessary to consider the economic and financia! efficiency of the sector's corn- panies; the measures partially stern from the rise in incomes and, main- ly, cost reduction. Concerning the first, the problem of clandestine connections must be resolved, as well as the problem of payment arrears on the part of large industrial consumers, and subsidized tariffs for power-intensive industries, such as aluminum, should be elimi- nated. Concerning cost reduction, under present circumstances, this is a crucial theme for the sector, keep- ing in mind that there exist significant obstacles that must be over- come: the monopoly of equipment suppliers and engineering firms is probably, among others, the most difficult to resolve (the sector's high debt greatly constrains the field of action). However, this problern must be faced, as it has frequently led to a rise in construc- tion costs. In the event that sector planning does not include these measures among its priorities, the nationalization policy of equipment and technological development itself, pursued since ELETRO- BRAS' incept²on (1), will remain trapped by financia! difficulties.

Efficiency in the electric power sector has many meanings and covers many aspects: efficiency in use is most often referred to and Ŀ this is usually what is understood when we speak of conservation. But beforehand we saw another aspect: the inefficiency generated by a recession which basically has to do with slow growth in the stock of spare parts. Both aspects have in common (with a trend towards electrification) the tendency to refer to demand and respond to measures on them.

There are other meanings of efficiency that have distinct implica- ti on s: thus, "load management" seeks to reduce hourly and seasonal variations of the system's load, in order to improve the latter's efficiency. This enables excess demand to be reduced and, evidently, the investments needed to supply it. Although actions usually are focused on demand (through hourly-seasonal tariffs and special contracts for large loads) to achieve such an objective, it is f easible to improve the system' s load factor through supply measures. Por example, the wider use of the cogeneration capacity of the sugar- cane-growing sector (at Ieast in the southeast) would increase from 2 to 3 GW during the dry season. This would enable more efficient use of conventional hydropower, increasing the availability of water. This estimate is very conservative, because it does not take into account the cogeneration potential in other industrial sectors; an aggressive cogeneration policy could reduce by various additional gigawatts the investment needs of concession- holding utilities. It should be pointed out that, for this, various obstacles need to be resolved, one of which is the difference between the power sector' s point of view and that of prospective cogenerators, as expressed in the debate over tariffs and contract conditions.
