    INTRODUCTION

    Motorizationof small fishing craft hascontributed considerably to fisheriesdevelopment inthe Bay of Bengal region over the

    last few decades. In Indonesia. Thailand andBangladesh the most common enginesby far for small fishingcraft, are the5 - 15 hp range of multipurpose diesel engines used for water pumps, generators, power tillers and small tractors. Theadvantagesof thistype of engine, compared withthe specially marinized diesel engine,is thelow cost and easy availabilityof both engines and spareparis.

    Two methods for the installationof these engines havebeen developed andwidely introduced.

    The conventional inboard installation, where the propellershall is fittedthrough thekeel structure,is usedin boats operatingfrom harbours or sheltered beaches.

    In the longtail installation, the engine Sits on top of thetransom andthe propeller shaftgoes through a long tube to thepropeller.

    These two methods of installations are, however, notsuitablefor boats that haveto land on surf-beaten beaches.

    The Bayof Bengal Programme (BOBP) undertooka project fordevelopment of beachlandingcraftand theirpropulsionsystemsinIndia and Shri Lanka in 1979. Themain challenge wastodevelop a propulsionsystemthatcould be fitted to a variety ofair-cooled and water-cooled diesel engines that were available locally, provide goodmanoeuvrability when crossingthe surf,permit rapid retraction of thepropellerandtherudder andbe strong enoughto withstandboth the impact when landingon thebeach and the rough handling by users.

    Only outboard motors had previously proved satisfactory for surf crossing, but, exceptin the case of small craft, this solutionhadeconomic limitations due to its high operatingcost andthe short service life of the motor Further, outboard motorshavetobe imported fromJapan, Australia, Europe or the USA, while the multipurposekerosene ordiesel engines are now manu-factured,or assembled, inmany developing countries.

    Thismanual describes thefinalversion of the liftable propulsion systemdeveloped by BOBPandcalledthe BOBDRIVE. TheB0B Drivehas undergonelong-termtrialsinIndia andShriLanka andbeen found tobe acceptableto fishermen operating fromopensurf beaches andfrom shallowwateroutlets. Avariety of fishingcraft, from FRPbeachlanding craftandplywoodcanoesin India to narrow outrigger canoes in Shri Lanka, have beenfitted with the BOBDrive and it hasworked satisfactorilyin allof them.

    Thismanualis intended tobe used by skilledmechanics insmall workshops having a lathe and welding equipment It shouldalsobe of interest toengine manufacturers,boat builders,teachersinlisheries training institutes andextension workers in small-scale fisheries.

    The projects for development of fishing craft, including liftable propulsion systems for beachlanding and negotiatingshallowwater outlets,were sponsored by the Bay of Bengal Programmes project Small-Scale Fisherfolk Communities inthe BayofBengal (GCP/RASI118/MUL). Theywere executed by national fisheries institutionsand BOBP in cooperation with engine

    manufacturers and dealers, boatyards, engineering workshops andfishedolk.

    The Bay ofBengal Programme(BOBP)is a multiagencyregional fisheriesprogramme whichcovers seven countries aroundtheBayof Bengal - Bangladesh, India, Indonesia, Malaysia, Maldives, ShriLanka andThailand. The Programmeplaysa catalylicandconsultative role: itdevelops, demonstratesand promotes new technologies, methodologiesandideasto helpimprovetheconditions ofsmall-scale lisherfolk communitiesinmembercountries. The BOBPis sponsoredbythe governmentsof Denmark,Sweden and theUnited Kingdom,andalso by UNDP(United Nations Development Programme)andAGFUND (ArabGulf FundforUnitedNations Development Organizations). Themainexecuting agencyis the FAO (Food and Agriculture Organization ofthe United Nations).

    This manual,prepared by O.Gulbrandsen, NavalArchitect Consultani, andMr M.R. Andersen, SmallCraft Specialist, BOBP,isthe result of the workdone byBOBP staff,Varuna Construction & Design, Madras, fisheries officers andall those who wereinvolved inthe developmentandtrials of theBOB Drive. It hasnot been cleared bytheGovernments concerned or the FAO.
