CIDADE, UM DRAMA NO TEMPO Uma reflexão organizada, sobre factores temporais, no desenho da cidade
É um lugar-comum dizermos que o tempo de hoje é demasiado rápido: os tempos que correm são
velozes, "dromocráticos", o tempo falta e foge. A evolução tecnológica iniciada no séc. XIX imprimiu um
ritmo galopante que desde então comanda a vida quotidiana. Contraditório ou múltiplo, o sentido do
tempo na sociedade contemporânea compõe-se de distintas temporalidades que se entrelaçam, tempos e
espaços que se interpenetram como fluidos de temporalidades quotidianas. Como dar conta e
descodificar esse entrelaçamento? Pretendemos deste trabalho, uma reflexão organizada, para obter
uma nova perspectiva deste assunto.
O tempo será o nosso ponto de vista perante a cidade e a sociedade contemporânea, com a intuição de
que ela é plena de distintas noções e processos, que necessitamos entender.
O ponto de partida do trabalho: a cidade actual, confrontada e condicionada por fenómenos
contemporâneos como a compressão espaço-tempo ou a globalização. O TEMPO é aqui, factor crucial.
Quer seja ligado a fenómenos globais e "genéricos", como a competitividade global, as exigências da
sociedade de consumo (turismo, lazer...), a pressão do desenvolvimento económico; ou quando em
causa está um bocado de cidade com características históricas, sujeita às suas próprias especificidades,
com a crescente monumentalização e sacralização do património. Mesmo nestes casos, o
reconhecimento da necessidade de mudança é irrecusável: a existência de inúmeras pressões nesse
sentido, impossíveis de contornar (económicas, sociais, culturais administrativas, etc) mas também a
própria constatação da decadência e da degradação (in extremis do desaparecimento), consequência da
desadequação da cidade às necessidades actuais.
Mas se a contemporaneidade está tão "cheia de tempo", como se reflecte o tempo na cidade? Onde
está? Como interage com as outras variáveis urbanas? Que fenómenos desencadeia? Como se moldam
ou são moldadas as cidades actuais ao passar do tempo? São as cidades actuais objectos ou seres
“atemporais”, perdidas num calendário inexistente? E qual a importância e influência do tempo no
projecto urbano? Na forma de vermos e projectarmos a cidade? De nos relacionarmos com ela? De
construirmos o seu futuro?
É este o objecto desta dissertação, propomo-nos abordar do ponto de vista reflexivo e analítico, alguma
da complexidade teórica inerente aos conceitos de cidade e de tempo, através de algumas manifestações
dessa complexidade e tendo como objectivo a sua clarificação teórica.

No primeiro capítulo - "A Temática do Tempo - Problemas, Conceitos e Hipóteses" - de base
primordialmente teórica e epistemológica, constrói-se o campo de conceitos e relações que nos permitem
avaliar o tempo na cidade.
Começamos por situar o problema, esclarecendo o que é o tempo: de que falamos quando nos referimos
ao tempo? fazendo um primeiro enquadramento teórico. Não existindo nenhuma disciplina que se
dedique a estudo do Tempo, a tarefa de o definirmos obriga-nos a recorrer a várias áreas do
conhecimento, recolhendo de algumas das ciências fundamentais: Ciências Exactas, Filosofia,
Sociologia, Antropologia, História, Economia Política..., reflexões parciais sobre a natureza do tempo.
Isto fazendo sempre que possível ligações para a problemática da cidade, a partir da revisão de literatura
mais pertinente em cada área. Estas primeiras abordagens à temática do tempo, mostram-nos
genericamente a sua amplitude, as diferentes formas como as ciências fundamentais se aproximam e se
debruçam sobre o tema.
Partindo daqui aproximamo-nos depois à cidade contemporânea pela teoria, fazendo a desagregação do
problema em "componentes", contextualizando a questão do urbano e do projecto e contribuindo sempre
para o levantamento de conceitos inerentes ao tempo.
Partindo de uma abordagem ao pensamento teórico paradigmático (recente) sobre a cidade,
procuramos encontrar as manifestações e características da actualidade urbana, assim como as suas
relações com a questão temporal.
Se é hoje evidente à observação que a cidade que conhecíamos mudou, de que forma estas alterações
se reflectem no pensamento sobre a cidade? Se consideramos o pensamento como uma forma de
construção de realidades, pela ordenação da experiência, de que formas a experiência da
contemporaneidade é apreendida e constrói (ou pode construir) uma teoria urbana? Através de pequenas
resenhas sobre a problematização do tempo na produção teórica de autores que propõem modelos,
destacamos assuntos considerados chave para a questão temporal:
� A cidade "mutante", Archigram (1961) (1969)
� A cidade da memória, Aldo Rossi (1966)
� A cidade "comunicativa", Robert Venturi (1966) (1972)
� Os Não-Lugares na Cidade - Marc Augé (1992)
� A cidade genérica, Rem Koolhaas (1995)
� A sociedade de rede, Manuel Castells (1996-97)
� O renascer da cidade compacta, Richard Rogers (1997) (1999) (2005)
� A metápole e o novo urbanismo, François Ascher (1995) (2001)
� A cidade do espaço público e da cidadania, Jordi Borja (2003)

Os modelos do pensamento paradigmático reflectem a contemporaneidade, revelam, por exemplo, como
se gera a instabilidade na cidade, efeito das inovações tecnológicas, da reorganização espacial, de uma
mudança nas relações sociais, etc. Dentro de uma vasta problemática, detectámos três linhas ou
tendências, que alteram os paradigmas tradicionais da cidade frente às quais se desenvolvem os novos
modelos:
a. Uma tendência crescente de individualização na experiência quotidiana, o aparecimento de
novos estilos de vida.
b. O crescimento exponencial da cidade, a sua diluição no território, a perca de referências
tradicionais frente à complexidade e indeterminação.
c. Uma tendência para a mobilidade, a necessidade de mais rapidez, flexibilidade e novas
conexões físicas ou virtuais.
É a partir deste "desdobramento" da problemática, que fazemos a proposta de um elenco (ou uma
relação) das várias vertentes em que o tempo se manifesta como factor na cidade, numa relação próxima
com a vivência e o quotidiano - nos seus processos, nas suas relações e interacções - e com a
intervenção no seu desenho. A sistematização leva-nos a identificar várias dimensões/categorias das
manifestações temporais:
� O sentido do tempo e a experiência da Cidade
� A expressão do efémero
� A Organização do tempo na vida urbana e o tempo cíclico
� Integração e Partilha do tempo
� Tempo Histórico - memória, conservação e mudança
� Ciclo da vida e valor - a sua interacção no edificado
� Mutação: Mudança, continuidade e adaptabilidade
� Substituição e mudança incremental
� Espaço-tempo, Movimento e Velocidade
� Deslocação e sentido de pertença
� Os edifícios e a duração - programas do transitório e do flexível
� O Processo Participativo e a noção de Tempo Público, como matriz emergente
Podemos dizer que o tempo juntamente com o espaço, formam a estrutura com a qual organizamos a
nossa experiência. A necessidade de integrarmos todas estas variáveis na nossa representação da
cidade e acomodar a amplitude actual do tempo, pode ter como objectivo primordial a construção, pela
integração de todos os factores, de um "tempo público". É o sentido de partilha do tempo - onde o
processo e a duração têm tanta importância como a forma, onde o processo de "construção" faz parte do
seu significado - que associada à partilha do espaço, permite que as pessoas vivam conscientes da
precedência comum e da vivência conjunta do agora.

Noutro ponto de vista, se hoje o factor tempo tem de ser cada vez mais valorizado na compreensão do
fenómeno de crescimento e mudança do urbano contemporâneo, ele também é determinante nas novas
condições para a regulação e para o desenho da forma urbana. Interessa-nos agora perceber como é
que essas forças/expressões são representadas no modo de fazer a cidade. As "estratégias de desenho"
dependerão das noções de temporalidade: os seus aspectos mais certos (provavelmente mais
permanentes e estruturantes), e os mais incertos (talvez mais fugazes e oportunistas).
Assim , desenvolvenos a problemática apoiamdo-nos em autores com Lynch, Choay, Secchi e Portas: a
necessidade de incorporar os factores temporais na prática profissional do projecto urbano é parte da
sua realidade teórico-prática. Tal poderá passar por encontrar novas formas de intervenção que permitam
gerir as mudanças ocorridas nas vivências da cidade, envolvendo uma variedade de estratégias que
dependendo do contexto das intervenções, as associam a novas capacidades - a resposta à necessidade
de aprender a "ver e a gerir" o tempo, de incorporar o imprevisível, a resposta à necessidade de reajuste,
através, por exemplo, de metodologias de aprendizagem, do "feed-back da experiência", de trabalhar com
"cenários" ou de questionar/gerir os programas.
No âmbito do que se designa hoje por “projecto urbano, o tempo é cada vez mais valorizado não só na
compreensão do fenómeno de crescimento e mudança do urbano contemporâneo, mas também no
"desenho de estratégias", nas novas condições para a sua regulação e para o seu desenho, como
processo de transformação e interacção entre projectos de distintos actores. Nas escalas e
procedimentos do “projecto urbano” o factor tempo é considerado já como determinante da própria
construção e sustentação das identidades, agora vistas num plano de interactividade, de uma identidade
projectada.
A partir da procura de uma definição conceptual para o tempo, encontramos noções transversais aos
diferentes contextos - além da Mobilidade, a Identidade e o Processo parecem ser a chave para uma
compreensão da relação entre tempo e espaço nas questões da Arquitectura e do Projecto Urbano.
Assim, numa tentativa de sistematizar e representar uma possível relação e organização das temáticas
urbanas de matriz temporal, destacamos três vertentes:
� A identidade tanto abarca a relação com o passado mais consolidado, resultado de uma
acumulação e agregação de memórias transformadas em discurso; como nos ajuda a enquadrar
e a projectar em situações de construção de um futuro incerto. Ela implica uma sucessiva
reconstrução e “negociação”, não é estática nem eterna – a construção de identidade é
também um projecto, um processo temporal.
� É precisamente numa cidade que é feita de novas relações que ganham importância os
processos. O processo inclui o plano e o projecto, a proposta de caminhos que reduzam as

margens de incerteza na acção; a organização social do espaço, a relação entre os actores
urbanos, etc. O processo, ele próprio não é apenas uma coisa que está à nossa frente e que se
lê, mas um algo que é resultado de acções e reacções, que se processa no tempo e no
espaço.
� É também fácil encontrarmos no movimento a sua componente temporal: são muitos os
fenómenos associados ao movimento: os transportes, a mobilidade, a acessibilidade. O sistema
e as infra-estruturas ganham cada vez mais importância. As trocas, os fluxos, os intercâmbios
são uma constante e as redes em que se apoiam os sistemas podem constituir algumas vezes
uma "alternativa" ou uma substituição das tradicionais relações sociais e urbanas. O movimento
é inerente à cidade alargada, mais que fazer parte dela, é ele que a estrutura e a define; e o
tempo é a dimensão que o mede.
O panorama actual é em tudo complexo e só podemos aprofundar o conhecimento com bases de rigor
crítico: a cidade é um sistema de relações e de interdependências tão intrincado que não aceita
monólogos, nem visões redutoras. Vimos assim que o tempo influi em variadas partes da vida e do
projecto urbano: não está só implicado no contexto de incerteza e de procura característica do projecto;
manifesta-se nas formas urbanas, nos processos e nas relações entre actores, nas relações sociais e
físicas, nos programas e planos, nas utilizações e apropriações, nos movimentos e nos fluxos, nos
discursos que legitimam ou questionam o pensamento sobre a cidade contemporânea.
O segundo capítulo - "O Domínio Do Tempo Em Três Episódios No Caso Da Baixa De Lisboa, 1988-
2008" apresenta um olhar reflexivo sobre uma das zonas históricas mais importantes de Lisboa, a partir
das intervenções/propostas/planos e o seu imaginário temporal, que foram sendo produzidas nos últimos
20 anos.
A problemática do tempo na Baixa Pombalina pode ser abordada de muitas e diferentes formas. Se por
um lado há a questão da degradação do património (como reabilitar, e para que usos reabilitar?), por
outro quer-se um centro vivo e activo (as dúvidas estão nas maneiras de o atingir), fonte de actividade e
produtor de riquezas. Incompatíveis ou não, a estas duas questões que evidenciam factores de
temporalidade, juntam-se ainda as novas necessidades actuais de transportes, novos níveis de conforto,
novos hábitos de encontro que desafiam um tecido urbano desenhado com outros propósitos.
Face ao tema do trabalho, escolhemos analisar 3 episódios do contexto recente dos últimos 20 anos que,
no campo do projecto urbano, marcaram a intervenção teórica e prática na Baixa e no Chiado:
� O incêndio e o Plano de Revitalização do Chiado
� Proposta de Classificação da Baixa Pombalina a Património Mundial da UNESCO

� Proposta de Revitalização da Baixa-Chiado
Da análise destes episódios pretendemos construir um retrato das diferentes manifestações temporais e
os seus efeitos na transformação dos últimos 20 anos da Baixa Pombalina. Tendo como ponto de partida
as anteriormente identificadas matrizes temporais da Identidade e do Processo, tentaremos estabelecer
relações e identificar disposições que tenham constituído os modelos de intervenção no ambiente urbano.
Demos especial atenção aos discursos, mais que a uma análise espacial e formal dos lugares que eles
"constroem", porque interessa-nos perceber como construímos um discurso sobre a evolução e a
transformação da cidade - a representação da realidade, a sua legitimação acrítica, a relação entre
fundamentação teórica e os resultados práticos, etc.
O incêndio do Chiado provocou inúmeras reacções em vários âmbitos, como resultado de uma forte
necessidade de voltar a viver aquele local. Mas as consequências imediatas do incêndio não se limitam
ao debate centrado nos escombros. A importância do incêndio para a tomada de consciência e discussão
das problemáticas da reabilitação e particularmente dos centros históricos foi indesmentível. Da mesma
forma, permitiu levar à praça pública as políticas de intervenção (ou sua ausência) em Lisboa. Surge
assim como a oportunidade de inverter o cenário anterior. Não só como uma possibilidade de intervir no
centro histórico, com meios e ferramentas que antes não existiam (ou não estavam disponíveis), mas
principalmente como um exemplo de uma forma diferente de intervir.
No caso da reconstrução do Chiado, as fortes condicionantes políticas, sociais e culturais ditadas pelo
contexto resultante do incêndio (seus antecedentes e sucedentes quadros políticos), "encaminharam" a
tomada de decisões na reconstrução. A necessidade de dar resposta a uma quantidade considerável de
agentes, levou a uma primazia da política na decisão à concentração de contactos e dos procedimentos
da operação no Gabinete de Reconstrução do Chiado e à fundamentação do desenho na figura de Siza
Vieira.
O ponto de forte identidade que constituía o Chiado na cidade, foi também uma condicionante forte da
intervenção, sobretudo num plano estético. Com o avançar do processo, a inicial interacção dum discurso
profissional com um discurso “comum” sobre a memória, parece ter-se perdido: O discurso nostálgico
comum sobre o Chiado prende-se sobretudo com os cafés, as lojas de roupa, as livrarias, as tertúlias, os
hábitos e experiências quotidianas das pessoas. Ora o plano, e principalmente o desenvolvimento do
processo de reconstrução, não contemplaram ou contemplaram ineficazmente estes factores: tratou-se
de uma operação fortemente centrada numa "perícia" técnica, estética, no desenho (e no funcionamento
de um mercado"topo de gama"). A aceitação da incapacidade de recuperar e projectar este "imaginário"
da comunidade, simultaneamente do ponto de vista material, e do ponto de vista comercial, mas

sobretudo afectivo, emocional, simbólico numa identidade de projecto, deixou também em aberto uma
possibilidade, para um outro processo.
Num âmbito geral, parece-nos que a intervenção foi centrada numa reconstrução “prudente” que
repusesse, de forma “consensual”, a matriz formal do edificado, mas que não contemplou na definição de
objectivos mais amplos, com medidas para os por em prática (controlo do solo, programação dos usos,
do papel dos actores…) Não se podendo falar de uma estratégia, isto é, do domínio das condições para
atingir, através de acções "desencadeadoras" objcetivos mais largos com uma relação forte Programa-
Projecto, nomeadamente nos efeitos da regeneração dos tecidos não afectados pelo incêndio, num
processo de regeneração mais alargada (a Baixa).
No caso da Proposta de Classificação, sendo este um processo de uma reflexão sobre o valor do bem
a classificar, os procedimentos e as medidas estão apontados para esse facto, reduzindo a abrangência e
os factores integrantes do processo. De forma a produzir resultados mais expressivos, parece-nos que
um processo de classificação poderia incluir uma maior reflexão e envolvimento da comunidade e dos
actores presentes, como estratégia para assegurar uma melhor protecção e sustentabilidade do bem em
questão, com o consequente desenho de um modelo de gestão da mudança.
Por outro lado algumas das questões elementares do processo de Classificação parecem apagadas,
talvez por receio de que a sua explicitação pudesse afectar negativamente o objectivo central (obter a
classificação):
� A compreensão das razões estruturais da situação actual: um centro desabitado,
desadequado aos usos a que estava habituado, sem uma visão clara da estratégia para
inverter esta tendência;
� A previsão de consequências da atribuição da “marca” património mundial: excessos do
turismo, transformação do património num parque temático, a gestão de uma "cidade-
património", uma nova monofuncionalidade.
� A convicção sobre qual a mais valia a obter com a classificação. Será uma classificação da
UNESCO uma maior garantia de autenticidade e imutabilidade? Ou trata-se só de um selo,
um carimbo, um galhardete para ostentar nas insígnias da cidade?
Finalmente ficam lacunas no esclarecimento sobre qual o efeito da Classificação? As consequências
deste processo no bem patrimonial não são claras. As exigências de manutenção da integridade e
autenticidade em níveis altos, com inúmeras protecções legislativas e regulamentares, a definição de
rígidas regras de intervenção, podem criar uma Baixa Pombalina fossilizada e cristalizada num modelo
que já não serve as exigências actuais.

A proposta de classificação da Baixa Pombalina como Património Mundial da UNESCO entregue em
Setembro de 2005, não produziu nem efeitos práticos no terreno nem fomentou a criação de novas
iniciativas ou estratégias para fomentar a revitalização da zona.
No caso do Plano de Revitalização da Baixa-Chiado, a elaboração de um plano de acção para a Baixa
Pombalina representa uma mudança na forma de agir até então, acentuando a preocupação com o
domínio processual e estratégico, na procura de parceiros com sinergias e no desenvolvimento de acções
em várias direcções. Mas a inversão das tendências de desertificação e degradação dependem
sobretudo da capacidade da intervenção de gerar novas sinergias.
A proposta de revitalização da Baixa-Chiado introduz uma mudança na maneira de olhar a zona mas
também na forma de intervir na mesma. Por um lado a constatação do estado de decadência actual mas
também a compreensão do processo de decadência do centro, das suas causas e das potencialidades de
transformação do mesmo. Da mesma forma, incorpora um discurso sobre o passado que se distancia da
nostalgia que habitualmente é condutora de um processo de “reposição” de um estado “original” ou
“autêntico”…
Por outro lado a definição de medidas e políticas em várias áreas (não se limitando à protecção do
património ou à reabilitação do edificado) consciente que a revitalização da cidade não é um processo do
domínio exclusivo da arquitectura ou da construção, englobando políticas sociais, económicas e culturais.
Podemos também identificar a adopção de modelos mais genéricos de dinamização das cidades como o
centro comercial a céu aberto ou o centro histórico turístico, no contexto de uma atenção dada à
viabilidade de Programas e Usos. Ou um modelo de gestão envolvente de actores relevantes e
instituições parceiras no processo de investimento e de decisão. E a incorporação de lógicas de
competitividade, atractividade e de marketing urbano na gestão da cidade.
Numa perspectiva de continuidade do plano seria importante saber:
� Quais os instrumentos e as medidas necessárias para que ocorra um inversão nos padrões
de utilização da Baixa? Com que incentivos se atraem novas funções e novos utilizadores
para uma zona central?
� De que forma poderá o plano e estrutura institucional por ele criada, gerir a necessidades de
reajustes condicionados por mudanças no contexto económico e governativo, mantendo a
coerência da intervenção?

Concluindo, parece-nos para o propósito do nosso estudo, que a principal característica desta proposta
consiste na sua configuração como um plano estratégico: uma visão, definindo objectivos, estratégias e
projectos desencadeadores, considerando que a cidade é um produto dinâmico, um projecto aberto,
passível de ser desenvolvida em cooperação entre a administração pública, instituições locais, o sector
privado e a sociedade civil.
Concluindo, no âmbito do caso de estudo, vimos com os episódios apresentados, evidenciam uma
variedade de situações e discursos distintos com consequências para a presença de matrizes temporais:
� O caso da reconstrução do Chiado é marcado por uma relação emotiva entre a memória (e a
sua representação) e as possibilidades de um processo de reconstrução. Prolongada no tempo,
a intervenção integra factores económicos e sociais, para além da óbvia reconstrução física.
� Na proposta de classificação, a temática é a protecção do bem a classificar, o documento
contempla uma reflexão sobre questões de valorização, de monitorização e conservação do
património, numa lógica de autenticidade e longevidade.
� A Proposta de Revitalização apresenta uma visão multifacetada do que pode ser um modelo de
intervenção da Baixa, marcada por uma abordagem estratégica e global.
No último capítulo reflectimos sobre os resultados generalizáveis do estudo de caso, apontado algumas
condições relativas aos objectivos do trabalho e formulando possíveis desenvolvimentos e aplicações.
Quando pensamos na cidade numa óptica de transformação (seja do ponto de vista do crescimento ou da
revitalização como neste caso) necessitamos que a condução da mudança - o processo - se faça de
modo a incluir todas as fases e intervenientes e assegurar as condições necessárias à "viabilidade" da
mesma. Da mesma forma quando olhamos para a cidade, como o repositório das nossas memórias e
sonhos - a identidade - necessitamos que ela suporte e conduza as alterações que o tempo lhe vai
imprimindo, em direcção a uma nova identidade, partilhada de alguma forma, como desejo ou desígnio.
Fundamental para a forma como olhamos a cidade é considerarmo-la como um sistema, e não como uma
soma de partes isoladas e autónomas. Se é certo que muito da intervenção na Baixa terá de passar por
uma reflexão dedicada às particularidades da zona, não podemos ignorar a interligação e a articulação
num raciocínio estratégico e abrangente, a uma escala espacial e temporal mais vasta, na perspectiva de
uma identidade mais alargada (metropolitana), essencial para a definição de um papel coerente e
integrado da Baixa, na estrutura urbana envolvente.

Confirmámos neste trabalho, o modo como a cidade - a sua vivência, a sua construção, gestão, mutação
- é hoje o resultado de um processo onde a matriz temporal tem cada vez mais importância. Tentámos
fazer do tempo o nosso ponto de vista, um objecto de reflexão: para compreender a cidade; para
enquadrar ou perceber algumas das consequências das opções que fazemos e do que construímos; para
a fazer (e refazer); para construirmos os espaços para a vida no nosso tempo, necessitamos de entender
os nossos próprios “sonhos” e mitos, ou paradigmas profissionais.
O futuro da cidade é uma construção, complexa e múltipla, onde a participação e a comunicação são
duas ferramentas essenciais. Na forma como as coisas evoluem e transformam na cidade - as dinâmicas,
as pressões, as condicionantes, - representam processos interactivos, interdependentes. Mais do que
uma série de retratos estáticos, de categorias compartimentadas, a experiência e a transformação do
urbano é uma contínua construção e reconstrução no tempo.
Da importância potencial dos resultados obtidos, para a "construção" de uma consciência mais alargada
da complexidade da cidade, destacamos uma abordagem do tema tempo na cidade, transversal a várias
áreas do conhecimento. Sendo assim o que podemos (e devemos?) continuar a querer saber sobre
o tempo? Manter esta pergunta "activa" será a primeira linha de aplicação.
Em alguma das temáticas identificadas deixamos a referência da possibilidade de alguns
desenvolvimentos futuros:
� Na temática do processo, encontramos a possibilidade do desenvolvimento de um estudo mais
aprofundado das substâncias e dos actores intervenientes no processo urbano, tentando
identificar a existência ou não de modelos ou procedimentos-tipo, de conexões e interacções,
fazendo por exemplo uma relação dos "componentes" e dos factores que determinam o seu
relacionamento no Projecto Urbano. Partindo da análise de casos concretos onde o processo
tenha sido condicionante, poder-se-ia tentar sistematizar o conhecimento recolhido das
experiências tidas.
� No caso da identidade, destacamos a sua componente processual associando-a a conceitos
como a reciclagem, a mutação, a transformação. Seria útil abordar a temática da identidade,
tantas vezes associada à manutenção, conservação ou imobilidade de valores e de simbolismos,
enquadrando-a num contexto de mudança de usos ou de populações. Começando a olhar a
transformação não planeada, o que as pessoas transformam por si, com novas apropriações e
novos significados – por exemplo identificando os "novos agentes transformadores" e relacioná-
los com outros testemunhos, de outras gerações e actores para as quais o território representa
outras identidades.

� No campo do movimento (ou melhor, articulando as três matrizes temporais), destacamos a
temática da cidade alargada, o suburbano (ou metropolitano) emergente em que os factores
temporais actuam de forma mais aberta e em que a transformação é a regra, poderia ser um
objecto de estudo útil, fazendo o contraponto à realidade das centralidades históricas.
Protagonista no tema do crescimento e na mutação da cidade, a periferia cumpre hoje também
algumas funções de centralidade. Seria interessante perceber qual o papel da identidade, do
processo e do movimento, na afirmação e na construção da cidade alargada que parece dominar
o contexto urbano actual, pode ter o apoio desta ferramenta.
Voltando a um dos objectivos iniciais do trabalho, à questão do saber profissional estar afastado das
questões temporais, podemos argumentar agora que se trata de um paradoxo. A cidade é uma figura
temporal. O que fazemos, como profissionais é olhar para as cidades, talvez tentando vê-las no passado,
no presente e no futuro, num só olhar, tendo de reconhecer e exprimir um número infinito de
experiências, umas que já não existem, outras que ainda não foram. Negar as suas expressões
temporais é recusar a sua essência: é nela que reconhecemos as nossas memórias, que construímos a
nossa vida e que projectamos os nossos sonhos.

CITY, A DRAMA IN TIME An organized reflection, about time factors, on urban design
It´s a common-place to say that today, time is to rapid: times are running to fast, “dromocratic”, time is
lacking and escaping. The technologic evolution initiated in the XIXth century forced a blazing rhythm that
since then commands the daily life. Contradictory or multiple, the sense of time in the contemporary
society is made of distinct temporalities that weave in each other, times and space that permeate like
fluids of daily temporalities. How to manage and decode that weaving? The aim of this work is an
organized reflection, to obtain a new perspective on the subject.
Time will be our viewing point on the contemporary city and society, with the feeling that it’s full of distinct
notions and processes that we need to understand.
Our starting point: today's city is confronted and conditioned by contemporary phenomena such as space-
time compression or globalization. Time is here a crucial factor. Either connected with global and generic
phenomenon, as global competitiveness, the demands of the mass consuming society, or the pressure of
economic development; or when the issue is the city historical character subject to specific features such
as increasing monumental and sacralized heritage. Even in these scenarios, the recognition of the need
for change is irrefutable: the inescapable pressures (economic, social, cultural administrative, etc.) and the
very fact of decadence and degradation (in extremis the disappearance) are a result of the mismatch of
the city present shape before the current needs.
But if contemporarity is so “full of time”, how does time reflects itself in the city? Where is it? How does it
interact with other urban variables? What phenomenons does it trigger? How are today´s cities molded to
the passing of time? Are today´s cities objects or “atemopral” beings, lost in an inexistent calendar? And
what’s the influence of time upon the urban design? On the way we see and design the city? On the way
we connect with it? In the way we build its future?
This is the matter of this work, we propose a reflexive and analytic approach on the theoric complexity
intrinsic to the concepts of city and time, trough some manifestations of that complexity, having as a goal
its theoric clarification.
The first chapter – “The Thematic of Time – Problems, Concepts and Hypothesis” – is a theoric and
epistimologic base, in which we build the field of concepts and relations that allow us to assess time in the
city.

We start to locate the problem, explaining what time is: what we talk about when we refer to time, doing a
first theoric framing. In the case of the inexistence of a area of study dedicated to Time, this task of
defining it obliges us to recur to several knowledge areas, collecting from some of the fundamental
sciences: Exact Sciences, Philosophy, Sociology, Anthropology, History and Political Economy, partial
reflections about the nature of time, making whenever it is possible a connection to the city problematic,
selecting in each case the most relevant literature. These first approaches, show us simply their range, the
different ways in which fundamental sciences approach and study time as a subject.
Aproaching now to the theory of the contemporary city, we divide the problem in “components”, reflecting
on the urban question and contributing to the adding of concepts inherent of time.
Starting on an overlook on the theoric paradigmatic thinking about the (recent) city, we can find
manifestations and characteristics of today’s urban complexity, as its relations with the temporal question.
If today it’s clear to observation that the city we knew has changed, in which ways do these changings
reflect on the thinking about the city? If we consider thinking as a way of constructing realities, sorting
experience, in which ways is the experience of the comtemporanity captured and how does it construct (or
can construct) a urban theory? Throughout small reviews about the problem of time in the theoric
production of authors that propose models, we highlight key-subjects in the temporal issue:
� The “mutant” city, Archigram (1961) (1969)
� The city of memory, Aldo Rossi (1966)
� The city of communication, Robert Venturi (1966) (1972)
� The non-places in the city - Marc Augé (1992)
� The generic city, Rem Koolhaas (1995)
� The network society, Manuel Castells (1996-97)
� The reborn of the compact city, Richard Rogers (1997) (1999) (2005)
� The metapolis and the new urbanism, François Ascher (1995) (2001)
� The city of public space and citizenship, Jordi Borja (2003)
The models of the paradigmatic thinking reflect comtemporanity, reveal how instability is generated in the
city, the effect of the technological innovations, of the spatial reorganization, of the swift in the social
relations, etc. Within a vast problematic, we have detected three lines of development, that change the
traditional paradigms of the city, thus contributing with new models:
a. An increasing tendency to the individualization in the daily experience and the appearance of new
lifestyles.
b. The exponential growth of the city, its dilution in the territory, the lost of traditional references due
to complexity and indetermination.

c. A tendency to mobility, a need to be more rapid, more flexible and have new physical or virtual
connections
From the “opening” of this problematic, we propose a list of the several aspects in which time manifests as
a factor in the city, in a close relation with the living and daily practices: in its processes, in its relations and
interactions, and its influence on the design. A systematic approach leads us to identify several
dimensions/categories of temporal manifestations:
� The sense of time and the experience of the city
� The expression of the ephemeral
� The organization of time in urban life and ciclical time
� Integrattion and the sharing of time
� Historic time – memory, consevation anda change
� Life and value cycles
� Mutation: change, continuity and adapatability
� Substituon and incremental change
� Space-time, movement and velocity
� Displace and the sense of belonging
� The building and the duration – programes of transitory and flexible
� The participative process and the notion of public time, as a rising matrix
Time together with space, form a structure with which we organize our experience. The need to integrate
all these variables in our perception of the city and accommodate the present range of time, can have as
purpose the construction, by the integration of all the factors, of a “public time”. It’s the sense of sharing
time – where the process and duration have so much importance as shape; where the process of
“construction” is part of its meaning – that linked to the sharing of space, allows people to live conscient of
the common precedent.
If today the time factor has to be more and more valued in the understanding of the urban growth and
change phenomenon, it’s also conclusive in the new conditions for the regulation and for the design of
urban form. Now it’s interesting to understand how these forces/expressions are represented in the way of
making city. The “design strategies” will depend on the notions of temporality: their most certain aspects
(probably more permanent and structural) and the uncertain (probably quicker and depending on
opportunities).
Therefore, we develop the problematic supported by the authors as Lynch, Choay, Sechi, Portas. The
need to incorporate time factors in the professional practice of the urban design is part of its reality. To
achieve that we may have to find new ways of intervention that allow us to manage the change in the

living conditions of the city, involving a variety of strategies that depending on the context of the
interventions, associate them with the new capacities - the answer to the need to learn " to see and
manage" time, to incorporate the unexpected, the reply to the readjustment necessity, through for example
methodologies of learning, of " feed-back of experience" , to work with "scenarios" or to question/manage
the programs.
Within the scope of what is assigned today as “urban design”: time is more and more valued not only in
the understanding of the phenomenon of growth and change of the urban contemporary, but also in the
"design of strategies", in the new conditions for its regulation and its design, as a process of transformation
and interaction between projects of distinct actors. In the scales and procedures of the “urban design” the
factor time is already considered as determinative of the proper construction and sustentation of the
identities, now seen in a plan of interactivity, a projected identity.
From the search of a conceptual definition for time, we find transversal knowledge to the different contexts
- besides Mobility, Identity and Process seem to be the key for an understanding of the relation between
time and space in the questions of Architecture and the Urban Design. Thus in an attempt to systemize
and represent a possible relation and organization of the urban thematic of temporal matrix, we detach
three sources:
� the concept of identity here defined, not only contains the relation with a more consolidated past,
result of an accumulation and aggregation of memories transformed into speech; but it also helps
us to structure and to project in situations of construction of an uncertain future. It implies a
successive reconstruction and “negotiation”, it is neither static nor perpetual - an identity
construction is also a project, a temporal process.
� It’s precisely in a city that is made of new relations that the process gain importance. The
process includes the plan and project, the proposal of ways that reduce the edges of uncertainty
in the action; the social organization of the space, the relation between the urban actors. The
process, itself is not only something that is before us and that is read, but something that is the
result of shares and reactions, that is processed in time and space.
� It is also easy to find in movement its temporal component: there are many phenomenon
associated to movement: the transports, mobility, accessibility. The systems and the
infrastructures gain more and more importance. The exchanges, the flows, the interchanges are
a constant and the nets on which we support the systems can sometimes constitute an
"alternative" or a substitution of the traditional social and urban relations. The movement is
inherent to the city, more than to be part of it, it is it that structures and defines it; and time is the
dimension that measures it.

The current panorama is in all complex and we can only deepen the knowledge with bases of critical
severity: the city is an interdependence and reception system so intricate that not accepted monologues,
nor reducing vision. We have seen that time influences in varied parts of life and urban design: it is not
only implied in the context of uncertainty and in the characteristic search of urban project; it manifests itself
in the urban forms, the processes and the relations between actors, in the social and physical relations,
the programs and plans, the uses and appropriations, the movements and the flows, the speeches that
legitimize or question the thought about the contemporary city.
The second chapter - " The Domain Of the Time In Three Episodes In the case of the Baixa de
Lisboa, 1988-2008" presents a reflective look on one of the most important historical zones of Lisboa,
from the interventions/proposals/plans and its temporal imaginary, that have been being produced in the
last 20 years.
The problematic of time in the Baixa Pombalina Pombalina can be approached in many and different
forms. If on one hand there is the question of the degradation of the heritage (how to rehabilitate, and for
what uses to rehabilitate), on the other hand a live and active center is wanted (the doubts are in the ways
to reach it), source of activity and producer of wealth. Incompatible or not, to these two questions we still
add the present needs of transports, new levels of comfort, new habits of meeting that defy an urban fabric
drawn with other intentions. Face to the subject of the work, we have chosen to analyze 3 episodes of the
recent context of last the 20 years that, in the field of urban design, that have marked the theoretical and
practical intervention in the Baixa and Chiado:
� The fire and reconstruction plan of Chiado.
� The Unesco World heritage proposal for classification of Baixa Pombalina
� Revitalization of Baixa-Chiado proposal
With the analysis of these episodes we intend to construct a picture of the different temporal
manifestations and their effects on the transformation of last the 20 years of the Baixa Pombalina. Having
as starting point the previously identified temporal matrixes of the Identity and the Process, we will try to
establish relations and identify disposals that have constituted the models of intervention in the urban
environment. We gave special attention to the speeches, rather than to a space and formal analysis of the
places that they "build" , because we want to perceive how we construct a speech on the evolution and
transformation of the city - the representation of reality, its acritical legitimation, the practical relation
between theoretical bases and practical results, etc.
The fire provoked innumerable reactions in some scopes, as the result of a strong need to “come back to
live” the Chiado. But the immediate consequences of the fire are not limited to the debate centered in
rubbles. The importance of the fire for the taking of conscience and discussion of the problems of the

refurbishment and particularly of the historical centers was undeniable. In the same way, it allowed to take
to the public discussion the politics of intervention (or its absence) in Lisboa. It appears as well as the
chance to invert the previous scene. Not only as a possibility to intervine in the historical center, with ways
and tools that did not exist before (or they were not available), but mainly as an example of a different form
to intervine.
In the case of the reconstruction of Chiado, the strong political, social and cultural conditions dictated by
the context of the fire (its antecedents and following political cenarios), led to a taking of decisions in the
reconstruction. The necessity to give reply to a considerable amount of agents, led to the concentration of
contact and the procedures of the operation in the Cabinet of Reconstruction of the Chiado and to the
bases of design in the figure of Siza Vieira.
The strong identity place that Chiado represented in the city, was also a strong condition in the
intervention, over all in an aesthetic plan. With the advance of the process, the interaction of a
professional speech with “a common” speech on the memory, seems to have been lost: The common
nostalgic speech on the Chiado is “present” over all with the cafes, the clothes stores, the bookstores, the
“tertúlias”, the habits and daily experiences of people. The plan, and mainly the development of the
process of reconstruction, didn’t contemplate or contemplated these factors inefficaciously: it was an
operation strongly centered on a technical, aesthetic ability, on the design (and the functioning of “high
fashion” market).
The acceptance of the incapacity to recoup and project this "imaginary" of the community, simultaneously
through the material and the commercial point of view, but over all the emotional, symbolic point of view in
an identity of project, also left in open a possibility, for another process.
In a general scope, it seems to us that the intervention was centered in “a cautious” reconstruction that
restituted, in a “consensual” form, the formal matrix of the built form, but that did not contemplate in the
definition of ampler objectives, measures to put them in practice (control of the ground, programming of
the uses, the role of the actors…), if not being able to speak of a strategy, that is, in the domain of the
conditions to reach such objectives through several strategical actions, that is to imply itself in a strong
relation Program-Project, nominated in the effect of the regeneration of fabrics not affected by the fire, in
joint with a process of a widened regeneration (a Baixa).
In the case of the Proposal of Classification, being this a process of a reflection on the value of the
“object” to classify, the procedures and the measures are pointed to this fact, having reduced the range
and the integrant factors of the process. As to produce more expressive results, it seems to us that a

classification process could include a bigger reflection and involvement of the community and of the
actors, as a strategy to assure a better protection and support of the “object” in question, with the
consequent drawing of a model of management of change.
On the other hand some of the elementary questions of the process of Classification seem not too active,
perhaps for distrust that its awareness could affect in a negative way the central objective (to get the
classification):
� The understanding of the structural reasons of the current situation: an abandoned center,
improper to the aims it was used to, without a clear strategy to invert this tendency.
� The forecast of consequences of the attribution of the “brand” world heritage: excesses of
tourism, transformation of the heritage in a thematic park, the management of a "heritage-
city", a new mono-functionality.
� The uncertainty on the value of the classification. Will the classification of UNESCO be a
bigger guarantee of authenticity and immutability? Or is it only about a stamp, a mark, a
pennant to exhibit in the insignias of the city?
Finally there are gaps in the clarification about the effect of the Classification. The consequences of this
process in the heritage property are not clear. The requirements of maintenance of the integrity and
authenticity at high levels, with innumerable legislative and prescribed protections, the definition of rigid
rules of intervention, can create a fossilized and crystallized Baixa Pombalina in a model that does no
longer serves the present requirements.
The proposal of classification of the Baixa Pombalina as World Heritageof UNESCO delivered in
September 2005, did not produce neither practical effects in the land nor fomented the creation of new
initiatives or strategies to foment the regeneration of the zone.
In the case of the Plan of Regeneration of Baixa-Chiado, the elaboration of a plan of action for the Baixa
Pombalina represents a change in the form to act until then, accenting the concern with the procedural
and strategical domain, in the search of partners with synergies and in the development of actions in some
directions. But the inversion of the desertification trends and degradation over all depend above all on the
capacity of the intervention to generate new synergies.
The proposal introduces a change in the way to look at the zone but also in the form to intervene in it. On
the other hand the acceptance of the state of current decay, but also the understanding of the process of
decay of the center, its causes and its potentialities of transformation. In the same way, it incorporates a
speech on the past that distances itself of the nostalgia that habitually leads to a process of “replacement”
of an original” or “authentic” state “… On the other hand the definition of measures and politics in some

areas (not limiting to the protection of the heritage or the refurbishment of buildings) make us aware that
the regeneration of the city is not a process of the exclusive domain of the architecture or the construction,
including social, economic and cultural politics.
We can also identify the adoption of more generic models of dynamics of the cities as the open sky
shopping center or the tourist historical center, in the context of an attention given to the viability of
Programs and Uses. Or a model of involving management of excellent actors and institutions partners in
the process of decision and investment. And the incorporation of competitiveness logics, atractivity and
urban marketing in the management of the city.
In a perspective of continuity of the plan it would be important to known:
� Which instruments and measures are necessary so that it occurs an inversion in the patterns of
use of Baixa? With which incentives do we attract new functions and new users for a central
zone?
� In which way can the plan and the institutional structure created by it, be able to manage the
necessities of conditional readjustments for changes in the economic and governmental context,
keeping the coherence of the intervention?
Concluding, it seems to us that for the intention of our study, that the main characteristic of this proposal
consists of its configuration as a strategical plan: a vision, defining objectives, strategies and projects,
considering that the city is a dynamic product, an open project, possible of being developed in
coordination with public administration and cooperation with local institutions, the private sector and the
civil society.
Concluding, in the scope of our study case, we saw with the presented episodes, evidence of a distinct
variety of situations and speeches with consequences for the presence of temporal matrices:
� The case of the Chiado is marked by an emotional relation between the memory (and its
representation) and the possibilities of a reconstruction process. Drawn out in the time, the
intervention integrates economic and social factors, beyond the obvious physical reconstruction.
� In the Classification Proposal, the thematic is the protection of the “object” to classify, the
document contemplates a reflection on valuation questions, of monitoring and conservation of the
heritage, in a logic of authenticity and longevity.
� The Proposal of Regeneration presents a multifaceted vision of what can be a model of
intervention of the Baixa, marked by a strategical and global approach.

In the last chapter we reflect on the general results of the study case, pointing some of the conditions
linked to the objectives of the work and formulating some possibilities of development.
When we think about the city in a transformation optics (either how the point of view of the growth or the
regeneration as in this case) we need that the conduction of the change - the process – is made in order
to include all the intervening phases and to assure the necessary conditions to the "conclusion” of the
same one. In the same way when we look at the city, as the repository of our memories and dreams - the
identity - we need that it has supported and leads the alterations that the time prints in it, in direction to a
new identity, shared of some form, as desire or design.
Basic for the form as we look at the city is to consider it as a system, and not as an addition of isolated
and autonomous parts. If it is certain that much of the intervention in the Baixa will have to pass through a
dedicated reflection about the particularitities of the zone, we cannot ignore the interconnection and the
joint in a strategical and including thinking, at a vaster space and temporal scale, in the perspective of a
widened identity more (metropolitan), essential for the definition of a coherent and integrated paper of the
Baixa, in the involving urban structure.
We have confirmed in this work, the way as the city - its experience, its construction, management,
mutation - is today the result of a process where the temporal matrix more and more importance. We have
tried to make of the time our point of view, an object of reflection: to understand the city; to fit or to
perceive some of the consequences of the options that we have made and of what we have constructed;
to make (and to remake); to construct the spaces for the life in our time, we need to understand our proper
“professional dreams” and myths, or paradigms.
The future of the city is a construction, multiple and complex, where participation and communication are
two essential tools. In the way that things evolve and transform in the city - dynamics, pressures, and
conditions - they represent interactive and interdependent process. More than a series of static frames, of
closed categories, the experience and transformation of urban is a continuous construction and
reconstruction in time.
From the potential importance of the results, for the construction of a wider conscience of the complexity
of the city, we highlight the approach of time in the city, common to several knowing areas. In this case,
what can (and should) we continue to want to know about time? To keep this question "active" will be
the first line of application.
In some of the thematic analysed before, we identify the possibility of futures development:
� In the theme of process, we find the possibility of the development of a deeper study on the
subjects and the actors that intervene in the urban process, trying to identify the existence or not,

of models of typified procedures, of connections and interactions, doing a "list of components"
and factors that determine its relationship with Urban Design. Starting from the analysis of study
cases where the process has been important, we could try to systematize the knowledge
gathered.
� In the theme of identity, we highlight its processual component linking it to concepts as recycle,
mutation or transformation. It would be useful to approach this thematic, so many times
associated to conservation and immobility of values and symbolisms, framing it in a context of
change of uses and populations. Starting to look to unplanned transformation, what people
transform for their selves, with new meanings - identifying for example, "new transformation
agents" and link them to other testimonies, form other generations, with other representations of
place identity.
� In the theme of movement (or joining the three temporal matrixes) we highlight the theme of the
sprawl city, the emerging suburban (or the metropolitan) where the temporal factors act in a more
open way and where the transformation is a rule. This could be a useful object of study, doing the
balance to the reality of historic centralities. Leander in the theme of city's growing and mutation,
the periphery has today some functions of centrality. It could be interesting to understand what is
to role of identity, process and movement, in the construction of the sprawl city that appears to
dominate the present urban context, having this work as a tool.
Coming back to one of the initial objectives of the work, to the question of the professional knowing being
moved away from the secular questions, we can argue now that it is a paradox. The city is a temporal
figure. What we make, as professionals is to look at the cities, perhaps trying to see them in the past, the
present and the future, in an only looking at it, having to recognize and to state an infinite number of
experiences, some that no longer exist, others that have not yet been. To deny its secular expressions is
to refuse its essence: it is in it that we recognize our memories, that we construct our life and that we
project our dreams.
