Concurso de Ideias de Arquitetura “Sommer Pavilion”Respostas aos pedidos de esclarecimento
Conforme os Termos de Referência do Concurso, juntam-se as respostas, sistematizadas por
temas, aos pedidos de esclarecimento, colocados pelos interessados, dentro do prazo fixado no
calendário.
Termos de Referência/ Caderno de Encargos
P1: O concurso é aberto a Arquitectos ou empresas de Arquitectura estabelecidos noutros países
europeus, que não são membros da Ordem dos Arquitectos? Como é que as equipas devem ser
compostas, se podem ser constituídas por um arquiteto e estudantes como colaboradores, ou
são necessários outros técnicos projetistas?
R: A participação deve cumprir o disposto no ponto 7.1 f) dos Termos de Referência. A constituição da equipa deve cumprir o disposto no ponto 7.4 dos Termos de Referência.
P2: Sou arquiteto italiano inscrito na Ordem dos Arquitectos de Florença. Posso participar?
R: Sim, desde que cumpra o disposto no ponto 7.1 f) dos Termos de Referência.
P3: Quero incluir uma artista na minha equipa técnica. Como faço para a registar?
R: Os dados dos membros da equipa são preenchidos no momento em que se submete a proposta (passo 2 da submissão).
P4: Sou um arquiteto licenciado formado na Suíça. Como tenho a licenciatura feita na Suíça
(onde me encontro neste momento) gostaria de saber se para efeitos de participação as minhas
habilitações correspondem? Ou se para participar, é expressamente obrigatório o arquiteto estar
inscrito na Ordem dos Arquitectos?
R: Pode participar desde que cumpra o disposto no ponto 7.1 f) dos Termos de Referência. P5: Gostaria de saber em que idioma os textos nas pranchas do projeto devem estar? Português
ou inglês?
R: Conforme o ponto 8 dos Termos de Referência todos os elementos das propostas devem ser redigidos obrigatoriamente em bilingue (português e inglês).
P6: Sou estudante do curso de Arquitetura e Urbanismo na universidade Estácio De Sá, no Brasil.
Este concurso é aberto para estudantes de cursos de Arquitetura em outros países, no caso o
Brasil?
P7: Posso concorrer ao concurso sendo estudante de Arquitectura, ou preciso de estar inscrito
na Ordem dos Arquitectos?
R: Conforme ponto 7.5 dos Termos de Referência, as equipas poderão incluir estudantes enquanto colaboradores e não como autores das propostas.
P8: Sou arquitecta brasileira residente no Brasil, regularizada pela ordem de arquitetos do Brasil,
posso participar do concurso?
P9: Sou arquiteto urbanista registrado no CAU (Conselho de Arquitetura e Urbanismo) do Brasil
e gostaria de saber se há alguma possibilidade de participar do concurso não tendo uma
representação da OASRS.

R: De acordo com o ponto 7.3. dos Termos de Referência, as candidaturas devem ser coordenadas por um arquiteto com inscrição efetiva em vigor na Ordem dos Arquitectos ou em outra entidade congénere, desde que cumpra o disposto no ponto 7.1. Para os membros do CAU, estes devem-se inscrever na Ordem dos Arquitectos conforme o estipulado no Acordo de Cooperação entre o CAU e a OA, chamando a atenção para as Cláusulas Quarta e Quinta. No entanto, para efetuar a sua inscrição necessita ter uma prévia obtenção de reconhecimento ou equivalência do título académico.Em Portugal os processos de reconhecimento e equivalência de títulos académicos são de exclusiva responsabilidade das instituições de ensino superior, pelo que se recomenda o contacto com as referidas instituições, competentes para o devido esclarecimento. O reconhecimento do título académico é suficiente por si, no entanto, se optar pela realização de um processo equivalência, a equivalência do grau académico deverá ser relativa ao grau de Mestre em Arquitectura, realizado na sequência de um ciclo de estudos integrado, como é exigido aos nacionais de Portugal. Chama-se a atenção que a optar por equivalência, se esta for relativa ao grau de Licenciado, obtido após o 1.º ciclo de estudos conducente ao grau de Mestre, não é formação habilitante para inscrição na Ordem dos Arquitectos. Só após a obtenção do reconhecimento, ou equivalência, junto de uma instituição de ensino superior, o processo segue a tramitação descrita no referido Acordo de Cooperação entre o CAU e a OA. Se à data de entrega de propostas do concurso a situação não se encontrar regularizada junto da OA, a proposta será excluída por não cumprir os requisitos de participação.
P10: Relativamente ao ponto 7.4 dos Termos de Referência do Concurso, é possível concorrer-
se individualmente, isto é, concorrer apenas o "Arquiteto Coordenador" - autor da proposta? E a
equipa projetista ser definida após o resultado do concurso?
Ou é obrigatório concorrer-se sempre com mais alguém para além do "Arquiteto Coordenador"?
R: É possível concorrer individualmente. No entanto, e caso haja necessidade de uma equipa projetista constituída por técnicos necessários ao desenvolvimento do projeto, esta tem que ser definida em fase de concurso e não posteriormente.
P11: De acordo com os "termos de referencia nos pontos 7.1 aliena a) + ponto 7.3 + ponto 7.4,
pode o participante ser o mesmo arquiteto como arquiteto coordenador e também como o autor
do projeto de arquitetura?
R: Sim.
P12: E neste caso, de acordo com o ponto 7.6, pode a idade do arquiteto coordenador e autor
do projeto ser de 35 anos inclusive?
R: Sim, a média de idades indicada no ponto 7.6 é até 35 anos, inclusive.
P13: A média de idades do ponto 7.6 "inferior a 35 anos", refere-se à média dos autores do
projeto de arquitetura, ou à média de idades incluindo também os autores dos projetos das
especialidades?
R: Conforme pontos 7.4 e 7.6 dos Termos de Referência, a média de idades aplica-se a todos os autores indispensáveis ao desenvolvimento do projecto.
P14: Sobre o ponto 7.1 dos termos de Referência do concurso:
Para participar, não é necessário ser membro da OA, desde que seja membro de outra entidade
congénere de um país da União Europeia, como por exemplo Itália?
Para melhor clarificar considere-se o seguinte exemplo:
Seria possível a participação de uma equipa composta por 3 elementos estrangeiros,
coordenada por um dos elementos que detém uma licenciatura em arquitetura e Engenharia

(classe 4/S) em Itália sendo membro da Ordem dos Engenheiros de Varese, na secção A
'engenharia civil e ambiental’ (que de acordo com a Lei Italiana permite a conceção e gestão de
obra de qualquer edifício novo com exceção em intervenções em património classificado)?
R: Podem exercer em Portugal os profissionais de Estados-Membro da UE que legalmente exerçam a profissão de Arquiteto nos respetivos Estado de Origem, cumpridos outros requisitos relacionadas com a disciplina e formação habilitante. Em Itália podem exercer a profissão os profissionais inscritos na respetiva ordem profissional homóloga da Ordem dos Arquitectos: Ordine degli Architetti, Pianificatori, Paesaggisti e Conservatori. Assim, não é necessário o registo imediato na Ordem dos Arquitectos, os concorrentes deverão estar inscritos na Ordine degli Architetti, Pianificatori, Paesaggisti e Conservatori ou ter o direito à prestação de serviços no espaço da União Europeia, nomeadamente se a respetiva qualificação profissional estiver representada na notificação da Itália para o Anexo 5.7.1 da Directiva 2005/36/CE, pág. 55-61.
P15: São aceites equipas com autoria multidisciplinar? Ou seja, é possível ter um arquiteto e um
designer não arquiteto como autores da proposta?
R: Sim.
P16: Somos dois Arquitectos italianos inscritos na Ordem dos Arquitectos italiana, com atelier
estabelecido na Dinamarca. Devemos preencher o campo “N de Membro da Ordem” com um
dos nossos números?
R: Sim. O campo “N de Membro da Ordem” refere-se ao número de membro da respetiva Ordem Profissional.
P17: No ponto 7 alínea f) dos Termos de Referência, os profissionais de outro estado membro da União Europeia para participarem devem cumprir o�artigo 7.º do Estatuto da Ordem dos Arquitectos, que parece referir-se à possibilidade de se poder registar como membro extraordinário. Isto é mesmo necessário? R: Não é obrigatório mas é uma possibilidade.
P18: Na proposta de curadoria, é possível apresentar os artistas propostos ou se estes também
se devem manter anónimos?
R: Devem ser anónimos.
P19: No ponto 7.4 refere que "A equipa projetista será necessariamente constituída (...) por
técnicos autores indispensáveis ao desenvolvimento do projeto". Isto significa que serão
necessários projetos das diversas especialidades, assinados na altura da submissão do
concurso? Ou estes projetos poderão ser assinados por técnicos responsáveis após divulgação
dos resultados?
R: A equipa projetista, constituída pelos técnicos necessários ao desenvolvimento do projeto, será obrigatoriamente definida em fase de concurso.
P20: Na cláusula 4.ª, alínea 1, do Caderno de Encargos refere que para assistência técnica à
obra a Câmara Municipal de Cascais pagará ao vencedor do concurso um valor de €5.000. Este
valor acresce aos €15.000 do vencedor do concurso?
R: Sim.
P21: Só existe prémio para o 1º classificado, ou os 2º e 3º classificados também receberão algum
prémio?

R: Só existe prémio pecuniário para o 1º classificado. O júri reserva-se ao direito de atribuir menções honrosas sem valor pecuniário.
P22: Para inscrição no concurso basta cada um dos elementos registar-se no site
"http://encomenda.oasrs.org/" e proceder à submissão da proposta até à data limite ou é
necessária alguma inscrição prévia no concurso?
R: Basta o coordenador da proposta registar-se na plataforma de encomenda (http://encomenda.oasrs.org/) antes da submissão da mesma.
P23: Qual deverá ser o nome do ficheiro a ser submetido correspondente à imagem síntese?
R: Ao critério do concorrente, desde que não quebre o anonimato.
P24: Qual deverá ser o nome do ficheiro a ser submetido correspondente ao texto síntese?
P25: Qual deverá ser o formato do ficheiro a ser submetido correspondente ao texto síntese?
R: O texto síntese é preenchido diretamente num campo para o efeito na plataforma de encomenda.
P26: Em que suportes se prevê a aplicação do logotipo?
R: Conforme o ponto 11.1.2 dos Termos de Referência, o logotipo deverá constar do painel.
P27: No ponto 7.4 dos Termos de Referência diz que “A equipa projetista será necessariamente
constituída, para além do Arquiteto Coordenador, por técnicos autores indispensáveis ao
desenvolvimento do projeto”. Quer isto dizer que outros técnicos são obrigatórios participar na
equipa ou são membros exteriores? Têm que ser qualificados, por ex., arquitetos, engenheiros,
etc.?
R: A equipa deverá ser constituída pelos técnicos projetistas necessários ao desenvolvimento do projeto. Estes técnicos projetistas deverão ser profissionais qualificados.
Programa
P28: Está prevista alguma ligação à rede de água e eletricidade municipal, para utilização no
pavilhão durante o período expositivo?
R: Não é obrigatório incluir infra-estruturas. Contudo, é possível ligar à rede pública de água e electricidade municipal. Caso se opte por alguma destas soluções, os custos estimados de consumo devem ser apresentados e contabilizados dentro do orçamento global disponível indicado no Programa Preliminar (50.000,00€), considerando uma duração de 3 meses para a exibição do Sommer Pavilion.
P29: Existe alguma infraestrutura pública de água disponível para eventualmente ligar a instalação? E quanto a eletricidade? P30: Haverá energia elétrica para ser utilizada no pavilhão? P31: Poderá ser considerado o uso da rede pública de eletricidade? P32: É possível utilizar energia elétrica da rede da cidade no pavilhão, ou é possível utilizar um gerador de energia? P33: Será possível utilizar a água da rede de rega para utilização num circuito fechado dentro do pavilhão? P34: Poderá ser considerado o uso da rede pública de água? R: Ver resposta à P28.

P35: Quais os acessos a infraestruturas (eletricidade, água, esgoto)?
R: Ver anexo I.
P36: Quem fica responsável pela seleção de empreiteiro/equipa de montagem do pavilhão, a
Câmara ou o autor da proposta?
R: A Câmara Municipal de Cascais.
P37: É possível considerar trabalhos de fabricação manual externos e anteriores à construção in situ? Caso isto seja permitido, o tempo limite de 3 semanas para a construção inclui esta possibilidade? R: É possível incluir trabalhos de fabricação manual externos, desde que os limites de orçamento e prazo para obra sejam respeitados.
P38: No caso de o pavilhão ter que ser construído in situ, existe alguma restrição de materiais
ou técnicas construtivas?
R: Não.
P39: De modo a compreender melhor a quantidade de trabalho que poderá ser realizada num
período de 3 semanas, quantas pessoas estarão a trabalhar em obra na fase de construção?
R: Para dimensionar a quantidade de trabalho que poderá ser realizada num período de 3 semanas devem ser considerados os limites de orçamento e prazo.
P40: Existe alguma restrição sobre a altura máxima e metros quadrados máximos que a
intervenção pode alcançar?
R: Não. A solução de estabilidade é da responsabilidade do técnico autor de projecto.
P41: O custo dos trabalhos de recuperação da relva deve ser considerado como parte do
orçamento atribuído? R: Sim.
P42: Sobre os construtores que serão envolvidos durante 3 semanas na construção do projeto,
terá que ser a equipa vencedora a selecionar ou a organização já tem acordo com algum
construtor local?
R: A Câmara Municipal de Cascais será responsável pela construção.
P43: Gostaria de saber que tipo de escavação e fundação será possível fazer, dado o caráter
efêmero do pavilhão. R: Serão permitidas escavações pouco intrusivas e reversíveis, nas áreas em relva. A eficácia técnica da solução de estabilidade é da responsabilidade do autor do projecto.
P44: O Sommer Pavilion é destinado a um único edifício/espaço, ou existe a possibilidade de
existirem diversos espaços pelo jardim?
R: Ao critério do concorrente.
P45: Para o programa de curadoria, será necessário considerar alguma atividade já prevista pela
Câmara Municipal de Cascais? Ou poderemos nós, enquanto projetistas, prever e aconselhar
um programa de curadoria para o Sommer Pavilion?
R: Ao critério do concorrente.

P46: Obrigará o pavilhão um horário de funcionamento, logo uma abertura e um fecho?
P47: Utilização permanente (24horas/dia) ou irá cumprir um horário de funcionamento?
R: Não está previsto horário de funcionamento. A proposta deverá ser uma intervenção de carácter resiliente no espaço público, e suportar essa condição.
P48: Está prevista vigilância sobre a intervenção arquitetónica?
R: Não. A proposta deverá ser uma intervenção de carácter resiliente no espaço público, e suportar essa condição.
P49: Existe a possibilidade de staff para apoio a atividades propostas, relacionadas tanto com o
programa de curadoria como de manutenção e supervisionamento da intervenção?
R: Sim. A necessidade de considerar custos de staff, manutenção e/ou supervisionamento da construção deverá ser incluída no orçamento global disponível indicado no Programa Preliminar (50.000,00€), considerando uma duração de 3 meses para a exibição do Sommer Pavilion.
P50: O espaço de vendas pretende ser direcionado a produtos definidos pelos promotores desta
iniciativa?
Os participantes poderão apresentar uma proposta de espaço de vendas de outro cariz (por ex.:
produtos de artesanato enquadrados com o tema da proposta)?
R: Não é obrigatório incluir espaços de vendas, apenas ter em conta que ocorrem feiras ocasionais, independentes, no espaço público do jardim. Ao critério do concorrente.
P51: Se tivermos uma instalação interativa cuja participação do público gere algum tipo de
benefício (material ou monetário) poderá reverter a favor de uma instituição de solidariedade? O
nome da instituição de solidariedade pode ser mencionado na instalação?
R: Sim. Devem ser anónimos.
P52: Para garantir a estabilidade estrutural, gostaríamos de saber se é possível ancorar o
pavilhão ao solo (apenas áreas verdes) através de postes reversíveis.
R: Sim. A eficácia técnica da solução de estabilidade é da responsabilidade do autor do projecto.
P53: Gostávamos que nos informassem se existe algum impedimento à aceitação de uma
proposta elaborada por uma equipa de jovens arquitetos cuja média de idades é inferior a 35
anos, conforme regulamento de participação no concurso. Esta equipa faz parte de uma entidade
empregadora cuja média de idades é superior aos 35 ano exigidos, motivo pelo qual
questionamos se haverá algum impedimento na nossa participação, independentemente da
equipa participante no concurso respeitar o regulamento.
R: Conforme ponto 7.6 dos Termos de Referência, não existe qualquer impedimento.

Architectural competition of ideas “Sommer Pavilion” Answers to Clarification Requests
In accordance with the competition Tender Reference, here are the answers, systematized by themes, to the requests for clarification submitted by interested parties within the deadline fixed on the calendar.
Tender Reference / Contract Terms
Q1: Is the competition open to Architects or architecture companies established in other European
countries, who are not members of the Portuguese Architects Association? Does the teams can
be composed by an architect and students as collaborators, or is necessary other technicians?
A: The participation rules are explained in the point 7.1 f) of the Tender Reference document. For information about the team constitution see point 7.4 of the Tender Reference document.
Q2: I am an Italian architect, member of the Florence Architects Association. Can I participate?
A: Yes (see point 7.1 f) of the Tender Reference document).
Q3: I want to include an artist in my team. How can I register the artist?
A: The information about the team members are introduce during the proposal submission (step 2 of the electronic submission).
Q4: I am an architect with a swiss degree. Is that valid to participate? Or to participate it is obliged
to be member of the Portuguese Architects Association?
A: You can participate since you respect the point 7.1 f) of the Tender Reference document. Q5: In which language the documents should be written?
A: Every document must be written in both Portuguese and English.
Q6: I am an architecture student in Estácio De Sá University in Brazil. Is this competition open
to students of another countries?
Q7: I am an architecture student, can I participate or is it necessary to be a member of an
Architects Association?
A: The students can participate as collaborators and not as authors of the proposals (see point 7.5 of the Tender Reference document).
Q8: I am a Brazilian architect, member of the Brazilian Architects Association. Can I participate?
Q9: I am an architect member of the CAU (Conselho de Arquitetura e Urbanismo – Brasil) and I
would like to know if I can participate not having a representation of the Portuguese Architects
Association.
A: The proposals must be coordinated by an architect member of the Portuguese Architects Association or member of another Architects Association according to the point 7.1 of the Tender Reference document. For the CAU members, they should register in the Portuguese Architects Association according to the Cooperation Agreement between the CAU and OA. To register you must have a previous recognition or equivalence of your academic degree.

In Portugal, the recognition processes or equivalences of academic degrees are a responsibility of the higher education institutions, and in this sense, you should contact one of these institutions for a proper information. Only after the recognition or equivalence is obtained from a higher education institution, does the process follow the procedure described in the Cooperation Agreement between the CAU and OA. If at the time of the proposals deadline you do not have the situation regularized with OA, in case you submit the proposal it will be excluded for not comply with the participation requirements.
Q10: According to the point 7.4 of the Tender Reference document, is it possible to participate
individually as "Coordinator Architect"? And the project team be defined after the competition
results? Or is it mandatory to participate with someone other than the "Coordinator Architect"?
A: It is possible to participate individually. However, if other professionals are needed for the development of the project, this team must be defined during the competition and not after. Q11: According to the point 7.1 a) + 7.3 + 7.4 of the Tender Reference document, can the
coordinator architect be also the author of the architecture project?
A: Yes.
Q12: According to number 7.6 in Tender Reference, may the architect coordinator and author be
up to and including 35 years?
A: Yes, the average age of the authors indicated in number 7.6 in Tender Reference may be up to and including 35 years.
Q13: The average age indicated in number 7.6 TR refers to the authors of the architecture project
or to all team authors including also professionals from other areas?
A: According to numbers 7.4 and 7.6 in Tender Reference, the average age applies to all authors that are paramount to the development of the project.
P14: We would like to share some queries concerning the clause 7.1 in the rules of the competition
“Sommer Pavilion em Cascais”, copied here:
7.1. The following entities may submit proposals:
f) Professionals legally established on another European Union or European Economic Space
member state and which work in architectural or equivalent activities, able to permanently or
sporadically developing those activities within the Portuguese territory, under Service Provider
framework, according to article 7 of the Status of the Architects Association, approved by Decree
Law 176/98, dated 3 July, transcribed in Law 113/2015, dated 28 August (EOA);
First does this mean that, in order to participate, it is not necessary to be registered to a
Portuguese board of architects, but a board of another European country, like the Italy, is
accepted?
If so, with reference to the sentence '...which work in architectural or equivalent activities', do the
participants need to be registered only to the boards of architects or could they be registered also
to the board of civil and construction engineers, if that allows to design and manage the
construction of new buildings in the regulation of the country?
In order to be sure please refer to the specific example as follows:
Would it be allowed the participation of a team with three foreign members, coordinated by one
them, who holds a full degree in Architecture and Building Engineering (class 4/S) in Italy and is
a registered full member of the Board of Engineers of Varese, under section A 'civil and
environmental engineering' (which allows under Italian regulation to design and manage the
construction of any new building except of those dealing with listed heritage properties)?

A: All architects legally established on another European Union country can practice in Portugal since other requirements related to discipline and habilitation are fulfilled. In Italy, only professionals registered in Ordine degli Architetti, Pianificatori, Paesaggisti e Conservatori can practice architecture. Thus, it is not necessary to register immediately in the Portuguese Architects Association, competitors must be enrolled in the Ordine degli Architetti, Pianificatori, Paesaggisti and Conservatori or have the right to provide services within the European Union, in particular if their professional qualification is represented in the notification for Italy in the Directive 2005/36 / EC (Annex 5.7.1, p. 55-61).
Q15: Teams with a multidisciplinary authorship are accepted? Meaning, is it possible that an
architect and a designer be authors of the same proposal?
A: Yes.
Q16: We are 2 Italian architects who have an architectural office established in Denmark, Country
which has not a proper “Ordem”, but each of us are still members of the Italian Order of Architects.
How to make the online application working? Should we fill the field “N de Membro de Ordem”
with one of ours numbers?
A: Yes. The field “N de Membro da Ordem” refers to the individual member number of the respective professional association.
Q17: On the Tender reference, point 7, f), the European participants must refer to the article 7 of
the Status of the Architects Association, which seems to refer to the possibility to sign up as
Extraordinary Member. Is this really required?
A: It is not mandatory, but a possibility.
Q18: In the curatorial proposal is it possible to announce names of artists or they should be
anonymous as well?
A: Must be anonymous. Q19: According to the point 7.4 of the Tender Reference document, “The project team must
include (…) author technicians who will be Paramount to the development of the project”. Does
this mean that other projects besides architecture are needed at the time of the proposal
submission? Or, these projects can be assigned by the respective technicians after the results?
A: The project team, composed by all the technicians needed to the project development, must be defined at the time of the proposal submission.
Q20: In the Contract Terms, clause 4, point 1, refers that for the technical assistance to the
construction, the Cascais City Hall will pay the author of the winning idea € 5.000. Does this
amount is added to the € 15,000 of the winner of the competition?
A: Yes.
Q21: Is only a prize for the 1st place, or the 2nd and 3rd places also will receive a prize?
A: There is only a prize money for the 1st place. The Jury can also attribute honorable mentions without a prize money associated.
Q22: To register in the competition is only needed that all the team members make their personal
register in http://encomenda.oasrs.org/ and proceed to the proposal submission before the
deadline or is it necessary any previous inscription in the competition?

A: To submit the proposals is enough for the proposal coordinator to register in plataforma de encomenda (http://encomenda.oasrs.org/) before the deadline.
Q23: Which should be the name of the file regarding the synthetic image?
A: At the discretion of the competitor, although it must not break the anonymity.
Q24: Which should be the name of the file regarding the synthetic text?
Q25: Which should be the file format of the synthetic text?
A: the synthetic text is written directly in a field for the effect.
Q26: In which supports should be the proposal logo?
A: In the Synthetic Panel (see point 11.1.2 of the Tender Reference document).
Q27: In the Tender Reference, "7.4 The project must include, besides a Coordinator Architect,
author technicians who will be Paramount to the development of the project." Does that mean
that other technicians are compulsory to participate in the group or they are Exterior members?
Does they have to be officially qualified (like for example architect, engineer)?
A: The team will be composed by the professionals needed to development of the proposal. These technicians must be qualified professionals.

Q28: Is it expected any connection to public infrastructure of water or energy regarding the
exhibition period of the Sommer Pavilion?
A: It is not mandatory to include infrastructures. However, it is possible to connect to public infrastructure of water or energy. In case one opts for any of these solutions, estimated costs of consume should be presented and accounted for within the available budget indicated in Preliminary Programme (50.000,00€), considering a period of 3 months

for the pavilion realization?
A: No.
Q39: To have a better understanding about the quantity of work that can be made in three week’s
time, how many people will be working on the construction site in the assemblage/construction
phase? A: The quantity of work that can be made in three week’s time should be dimensioned considering the construction’s budget and time limit.
Q40: Is there any constraint about the maximum height and maximum square meters that the
pavilion can reach? A: No. Structural stability has to be guaranteed by the entitled project author. Q41: Should the grass recovery operation price be considered as part of the top budget assigned
to the procedure? A: Yes.
Q42: About the builders involved during the 3 weeks of construction, is it the winner office that
must find those or the organization has already an agreement with any local builder?
A: The Municipality of Cascais will be responsible for the construction. Q43: What kind of excavation and foundation will be possible to execute, given the ephemeral character of the Sommer Pavilion? A: Small and reversible excavations will be allowed in the grass areas. The technical effectiveness of the stability solution is responsibility of the entitled project author.
Q44: Is the Sommer Pavilion intended for a single building / space, or is it possible to have several spaces through the garden? A: At the discretion of the competitor.
Q45: For the curatorial program, will it be necessary to consider some activity already planned by the Municipality of Cascais? Or can we, as designers, anticipate and advise a curatorial program for the Sommer Pavilion? A: At the discretion of the competitor.

Pavilion exhibition.
Q50: Is the sales space intended to be targeted at products defined by the promoters of this
initiative?
Can the participants present a proposal for a sales space of another kind (for example,
handicraft products framed with the theme of the proposal)?
A: It is not mandatory to include sales spaces, only to take into account that occasional, independent fairs take place in the public space of the garden. At the discretion of the competitor.
Q51: If we have an interactive facility whose public participation generates some kind of benefit
(material or monetary) can it revert to a charity? Can the name of the charity be mentioned at the
facility?
A: Yes. They must be anonymous.
Q52: To guarantee structural stability we would like to know if it's possible to anchor the pavilion
to the ground (green areas only) through reversible posts.
A: Yes. Structural stability has to be guaranteed by the authors. Q53: We would like to know if there is any impediment to the acceptance of a proposal prepared
by a team of young architects whose average age is less than 35 years, according to the rules of
participation in the contest. This team is part of an employer whose average age exceeds 35
years, which is why we ask if there will be any impediment to our participation, regardless of
whether the team participating in the contest complies with the regulation.
