A Representação da Organização das Nações Unidas para a Educação, a Ciência e a

Cultura (UNESCO) no Brasil sempre manteve uma longa e produtiva relação com a

Universidade Católica de Pernambuco (UNICAP). Ao longo dessas quase duas décadas de

cooperação, este relacionamento evoluiu para novas atividades conjuntas e eventos a favor

de grupos vulneráveis com ênfase em uma abordagem de direitos humanos.

Batizada de Cátedra Dom Helder Camara de Direitos Humanos em homenagem ao saudoso

arcebispo falecido em 1999, a Cátedra UNESCO de direitos humanos da UNICAP não

apenas presta homenagem ao legado de Dom Helder como importante ativista contra

violações de direitos humanos e a injustiça social, mas também mantem vivo o espírito que

marcou sua luta contra a desigualdade em todas suas formas. Dom Helder, como bem

sabemos, foi grande expoente na luta contra a seca no nordeste brasileiro e denunciou as

graves violações de direitos humanos cometidas durante o período militar compreendido

entre 1964 e 1985. Hoje não seria exagero dizer que vários advogados ou militantes de

direitos humanos no Brasil talvez tenham se inspirado no exemplo inconteste da obra de

Dom Helder Camara.

Originalmente sediada na faculdade de direito da UNICAP, e atualmente sob

responsabilidade da Pró-reitoria Comunitária da UNICAP, a Cátedra tem sabido explorar

importantes sinergias que só o meio universitário é capaz de propiciar, envolvendo – entre

seus colaboradores – também alunos de comunicação social e jornalistas. A Cátedra tem

sido um exemplo em experiências inovadoras de direitos humanos, incluindo o caráter

multidisciplinar da sua Clínica de Direito envolvendo os demais cursos de graduação da

UNICAP. Os programas de alto nível da TV Direitos Humanos, o podcast Expressão Livre e

o clipping diário sobre notícias de direitos humanos compilado pela equipe da Cátedra são

hoje referências importantes para comunicadores e profissionais de jornalismo interessados

na agenda de direitos humanos no país.

Ao promover direitos humanos fundamentais no Brasil, como o direito à educação, à cultura

e à ciência, a UNESCO faz votos de seguir cooperando com a UNICAP em prol da inclusão

social e da construção de uma ampla e verdadeira cultura de paz e respeito aos direitos

humanos no país.

Este relatório apresenta as principais atividades desenvolvidas pela

Cátedra Dom Helder Camara de Direitos Humanos UNESCO/UNICAP, no ano de

2019. No entanto, este relatório não pretende fazer uma apresentação abrangente

das atividades que poderiam ser seguidas, na íntegra, no domínio público virtual

página: <http://www.unicap.br/catedradomhelder/. Uma das razões para a

elaboração deste relatório é o devido ao cumprimento de um dos acordos firmados

entre a Universidade Católica de Pernambuco e a UNESCO. É também uma forma

de “prestação de contas” à UNESCO, a Universidade e comunidade em geral, em

um esforço para justificar a razão de ser de nosso trabalho.

ATIVIDADE ORGANIZACIONAL

• Organizar e publicar os relatórios periódicos;

• Organizar e apoiar os eventos da Cátedra (reserva de auditório, envio de ofícios e

convites; liberação dos veículos ao estacionamento; reserva de hotel e agenda dos

veículos para transportar o palestrante; reserva de equipamentos audiovisuais);

• Transcrição das entrevistas da TV Direitos Humanos;

• Reuniões de equipe para planejamento, execução e avaliação;

• Elaboração de novas parcerias;

• Produção de conteúdos e publicação na página da Cátedra Dom Helder Camara -

PROJETO DE UMA CÁTEDRA DE PROGRAMA UNITWIN

O programa UNITWIN foi lançado em

1992, conforme resolução adotada

pela Conferência Geral da UNESCO

em sua 26ª sessão (1991) UNITWIN

é a abreviação para redes e parcerias

entre universidades (University

Educantion Twinning and Networking

Scheme). O Programa funciona via

criação de cátedra UNESCO que

também são denominados projetos

UNITWIN.

Este Programa da UNESCO é um

instrumento privilegiado para o

reforço das capacidades e para o

intercâmbio de conhecimentos dentro

de um espirito de solidariedade.

Assim promove a cooperação Norte-

Sul e Sul-Sul como estratégia para o

enriquecer as instituições. Os

principais participantes são

universidades e instituições de

pesquisa, em parceria com

numerosas ONGs de educação

superior, fundações e organizações

do setor público e privado.

O Programa UNITWIN oferece à

comunidade de educação superior a

possibilidade de se associar à ação

da UNESCO para alcançar os

objetivos da Agenda Global.

O Programa UNITWIN compreende

atividades de tratamento, de

pesquisa e de intercâmbio de

acadêmicos, oferecendo uma

plataforma para compartilhamento de

informações nas principais áreas de

competência da UNESCO. Seus

principais beneficiários são as

instituições de educação superior

nos países em desenvolvimento e

países em transição. A maioria dos

projetos é interdisciplinar e

Intersetorial, envolvendo todos os

setores do Programa da Sede da

UNESCO, em Paris, e em seus

escritórios regionais, institutos e

centros. As comissões nacionais

desempenham importante papel para

ajudar o Programa na promoção da

qualidade e avaliação do impacto.

A CÁTEDRA

A Cátedra de Direitos Humanos Dom

Helder Camara UNESCO/UNICAP foi

criada através da Resolução 001/2018,

com efeitos retroativos a 08 de outubro

de 2009, quando houve sua efetiva

instituição e início das atividades, sob a

coordenação do professor Jayme

Benvenuto. O documento ratifica todos

os atos praticados por ela, até então.

Em sua justificativa para criação da

Cátedra, a Universidade Católica de

Pernambuco considera que sentiu a

necessidade de ter um espaço para

promover pesquisas acadêmicas,

capacitação, informação e educação

no campo dos Direitos Humanos,

econômicos, sociais, culturais e

ambientais.

A mesma Resolução definiu a Cátedra

como um mecanismo interno de

Direitos Humanos, que integra várias

iniciativas na defesa da dignidade

humana. Por fim, a Resolução confere

à Cátedra as atribuições de promover

pesquisas acadêmicas, capacitação,

informação e educação no campo dos

Direitos Humanos, econômicos,

sociais, culturais e ambientais,

disseminando a Cultura de Paz através

do legado de Dom Helder Camara.

Atualmente, o professor Manoel

Moraes é o coordenador da Cátedra.

Nomeado através da Portaria

026/2018, seu nome foi aprovado pela

Unesco por cumprir os critérios

estabelecidos pelo órgão: reputação

acadêmica, capacidade e experiência

de promover cooperação em nível

nacional, regional e internacional e ser

capaz de mobilizar recursos dos

setores públicos e privado.

A Cátedra pode envolver diversos

atores, entre eles: o titular da cátedra,

professores, estudantes e

pesquisadores interessados em

estudos de pós-graduação ou

treinamento de alto nível e pesquisa na

cátedra.

Na Unicap, a Cátedra Dom Helder

Camara de Direitos Humanos

UNESCO/UNICAP vem construindo

parcerias e ampliando sua área de

atuação no sentido de cumprir seu

papel educativo na formação em

Direitos Humanos no Ensino Superior.

10 ANOS DA CÁTEDRA DOM HELDER

Os 76 anos da Católica foram

comemorados, neste sábado, numa

noite memorável, no Teatro de Santa

Isabel. O evento foi aberto com a

força da poesia de Antônio Marinho e

prosseguiu com apresentação de

dança afro, do Grupo de Capoeira

Chapéu de Couro, do Madrigal

Lindenbergh Pires e do MPB Unicap.

A cerimônia teve também

homenagem à chefe da Divisão de

Pessoal, Valdice Dantas; ao Plano

Centro Cidadão; aos 10 anos da

Cátedra Dom Helder Câmara (com

exibição do vídeo da UNESCO) e ao

professor Mario Chaves (In

memorian), autor do Hino do Galo da

Madrugada. Para reverenciá-lo, o

porta-estandarte do Clube de

Máscaras, Fernando Zacarias, fez

uma linda exibição do seu "balé". Ao

longo de todo o evento, a atriz

Hermila Guedes recitou poemas de

Dom Helder Camara.

Curso de Extensão Tópicos sobre

Direitos Humanos

A aula inaugural realizada no dia 07

de agosto, do curso de extensão

Tópicos sobre Direitos Humanos foi

marcada por um debate e

apresentação da turma. Chamou a

atenção o bom número de alunos:

31 ao todo. Um público bastante

variado formado por diversos perfis

profissionais, entre eles assessores

parlamentares, integrantes de

movimentos sociais, publicitários,

advogados, psicólogos, membros

de instituições religiosas e

estudantes de graduação

interessados em saber mais sobre o

tema.

A turma foi acolhida pelo

representante do Instituto Humanitas

Unicap (IHU), Carlos Vieira, e pelos

professores Manoel Moraes

(Coordenador da Cátedra de Direitos

Humanos Dom Helder Camara

UNESCO/UNICAP) e Kátia Pintor,

que compartilham o primeiro módulo

de Direitos Humanos e Cidadania. A

explanação inicial girou em torno de

conceitos relacionados a Estado-

Nação e Direitos Fundamentais.

“Com a Constituição, esse Estado-

Nação passa a ter responsabilidades

com a sociedade. Mas onde é que

surgem os Direitos Humanos? Com a

falência desse modelo de Estado

pós-Segunda Guerra Mundial por

conta do holocausto nazista”,

explicou Manoel Moraes.

Na sequência, os alunos se

apresentaram e participaram de um

debate a partir de uma dinâmica de

grupo no qual cada um expressou o

que sabe sobre o tema. O debate

movimentou a aula, que foi até às

22h. As vivências de cada um

também contribuíram para este

momento interativo.

Jacqueline Martins é advogada e

militante antirracista. Atualmente

ela participa do Movimento Justiça

por Mário Andrade, um jovem negro

que foi executado aos 14 anos por

policiais militares no bairro do Ibura

de Baixo, no Recife, em 2016. “A

minha agenda política, que é a

militância em razão do genocídio do

povo negro está dentro dessa pauta

dos Direitos Humanos. Este curso

traz uma reflexão para além do

arcabouço teórico, traz um estímulo

de construção de rede de

defensores, o que torna o curso

mais prático”.

Quem também desenvolve um

trabalho comunitário orientado

pelas práticas dos Direitos

Humanos é o estudante de

Psicologia Bruno Moreira da Silva,

co-pastor na I Igreja Batista nos

Bultrins, em Olinda. “A gente faz um

trabalho com adolescentes e

famílias e quero partilhar esse

conhecimento de Direitos

Humanos, por isso busquei por este

curso”.

PÓS-GRADUAÇÃO

• Acordo de cooperação firmado no

dia 10 de dezembro de 2018, entre a

Cátedra Dom Helder Camara de

Direitos Humanos, no âmbito da

Universidade Católica de Pernambuco

- UNICAP e o programa de Pós-

gradução de Direitos Humanos da

Universidade Federal de

Pernambuco – UFPE.

O objetivo do presente acordo é

possibilitar a participação institucional

de docentes e discentes do programa

de Pós-graduação scricto sensu \em

Direitos Humanos PPGDH, UFPE, no

programa TVDH, Universidade

Católica de Pernambuco, em temas

afins, em especial o resultado de

pesquisas realizadas no campo

interdisciplinar de conhecimento.

• Universidade apresentou proposta

de criação de Clínica de Direitos

Humanos vinculada aos programas

de pós-graduação da UNICAP. A

proposta da clínica permitirá o

acompanhamento e monitoramento da

efetivação dos Direitos Humanos no

Estado de Pernambuco e na Região

Nordeste, contribuindo para as

atividades de ensino, pesquisa e

extensão nos diversos centros

acadêmicos da UNICAP.

Com a presença do professor

James Cavallaro, professor da

Universidade de Stanford e ex-

Presidente da Comissão

Interamericana de Direitos

Humanos, reuniram-

se os professores Marcelo

Labanca (PPGD/REC), João Paulo

Allain Teixeira (PPGD/REC),

Manoel Moraes (CDHDH / PPGD /

REC / CÁTEDRA DOM HELDER

CAMARA DE DIREITOS

HUMANOS – UNESCO / UNICAP)

e a doutoranda Katherine Lages,

trabalhando na formatação do

projeto da Clínica. Cavallaro

participou da reunião inicial e está

contribuindo com a implementação

da Clínica a partir das suas

experiências nas clínicas de

Direitos Humanos das

Universidades de Harvard e de

Stanford. A proposta incorpora

também a experiência da

doutoranda Natalia Martinuzzi

Castilho que desenvolve

pesquisas na Universidade de

Paris-Nanterre (Paris-X) em

doutorado-sanduíche sobre os

cenários da educação clínica

jurídica no Brasil e na França.

O programa TVDH é um programa

de TV para Web realizado por

alunos do 4º período do curso de

Jornalismo, da disciplina

Jornalismo e Direitos Humanos,

ministrado pela professora Andrea

Trigueiro. A experiência de

Educação em Direitos Humanos

tem o objetivo de estimular a

produção de conteúdos

jornalísticos à luz dos Direitos

Humanos a fim de qualificar ainda

mais a formação dos estudantes de

Jornalismo à medida em que eles

têm acesso às temáticas e, ao

mesmo tempo, exercitam as

técnicas jornalísticas em suas

rotinas de produção.

No primeiro semestre de 2019,

foram produzidas 04 edições do

TVDH, com reportagens, quadros

fixos e entrevistas de estúdio. O

conteúdo é produzido pelos alunos

supervisionados pela professora. A

apresentação é do professor

Manoel Moraes e a direção é de

Andrea Trigueiro. Nos primeiros

quatros programas versaram entre

os seguintes temas: racismo,

assédio sexual, trabalho infantil,

Sínodo da Amazônia, LGBTFobia,

Segurança no transporte público,

Direitos à Cidade e Anistia, saúde

LGBT, descumprimento dos

direitos humanos e gordofobia.

Já no segundo semestre, 05 edições

foram produzidas pelos alunos a

partir dos temas: Direitos das

Mulheres, Direitos dos povos

indígenas, Direitos dos

Trabalhadores, Direitos Sexuais e

Reprodutivos das Mulheres,

Liberdade Religiosa, Direitos da

Criança e do Adolescente, Direitos

dos Povos Indígenas, Direitos das

Pessoas com Deficiência e pessoas

com deficiência.

Todos os programas foram

publicados no canal do Youtube da

Cátedra com divulgação nas redes

sociais do TVDH no Instagram e

Facebook.

O podcast Expressão Livre é

produzido através da parceria com

o curso de Jornalismo para

publicação em plataformas de

internete nas redes sociais. Foram

produzidos 10 episódios, com

cerca de uma hora de duração.

Ele é apresentado pelos

professores Andrea Trigueiro e

Manoel Moraes com a

participação dos alunos. O

objetivo é Educar para os Direitos

Humanos estudantes de

Jornalismo e o público em geral.

Além disso, em contato com essas

temáticas, os estudantes acabam

qualificando sua formação com

temas socialmente importantes.

Humanos. O material é produzido

diariamente e compartilhados em

Um missa foi realizada no dia 24/01/2019,

na Igreja das Fronteiras, bairro da Boa

Vista, no Recife, para marcar os 10 anos

de morte do advogado Manoel Mattos.

Várias entidades da sociedade civil

apoiaram a inciativa em memória do

militante de Direitos Humanos

assassinado por integrante de uma milícia

em Pitimbu, cidade do litoral da Paraibano

que faz fronteira com Pernambuco, após

fazer uma séria de denuncias contra

milicianos que atuavam na região.

A missa foi celebrada pelo padre Fábio

Potiguar, da Comissão de Justiça e Paz

da Arquidiocese de Olinda e Recife.

Segundo o Prof. Manoel Moraes,

Camara de Direitos Humanos

UNESCO/UNICAP, as denúncias de

Mattos apontando a atuação de grupos de

extermínio chegaram ao âmbito

internacional, na Comissão

Interamericana de Direitos Humanos, e na

criação da CPI do Narcotráfico e CPI da

Pistolagem.

Estivam presentes os familiares e amigos

de Manoel Mattos.

No último dia 27 de março aconteceu na

UNICAP reunião de trabalho com vistas ao

encaminhamento ao Reitor da

Universidade de proposta de criação de

clínica de Direitos Humanos vinculada aos

programas de pós graduação da UNICAP. A

proposta da clínica permitirá o

acompanhamento e monitoramento da

efetivação dos Direitos Humanos no Estado

de Pernambuco e na Região Nordeste,

contribuindo para as atividades de ensino,

pesquisa e extensão nos diversos centros

acadêmicos da UNICAP. Com a presença do

professor James Cavallaro, professor da

Universidade de Stanford e ex-Presidente da

Comissão Interamericana de Direitos

Humanos, reuniram-se os professores

Marcelo Labanca (PPGD/REC), João Paulo

Allain Teixeira (PPGD/REC), Manoel Moraes

(CDHDH / PPGD / REC / CÁTEDRA DOM

HELDER CAMARA DE DIREITOS

HUMANOS – UNESCO / UNICAP) e a

doutoranda Katherine Lages, trabalhando na

formatação do projeto da Clínica. Cavallaro

participou da reunião inicial e está

contribuindo com a implementação da Clínica

a partir das suas experiências nas clínicas de

Direitos Humanos das Universidades de

Harvard e de Stanford. A proposta incorpora

também a experiência da doutoranda Natalia

Martinuzzi Castilho que desenvolve pesquisas

na Universidade de Paris-Nanterre (Paris-X)

em doutorado sanduíche sobre os cenários

da educação clínica jurídica no Brasil e na

França.

A clínica atuará em articulação com a

University Network for Human Rights, rede

universitária global que congrega estudantes,

professores e clínicas de direitos humanos em

todo o mundo.

Na mesma ocasião aconteceu na UNICAP o

seminário "Anistia e Direitos

Humanos" atividade conjunta entre o Instituto

Humanitas UNICAP, Cátedra UNESCO Dom

Hélder Câmara de Direitos Humanos e o

Grupo de Pesquisas REC-Recife Estudos

Constitucionais. O evento contou com a

participação de Cavallaro e Nadejda Marques,

ativista em Direitos Humanos que lançou no

evento o seu livro "Nasci

Subversiva". Participaram também do evento

os professores João Paulo Allain Teixeira e

Manoel Moraes.

UNICAP CRIA CLÍNICA MULTIDISCIPLINAR DE DIREITOS HUMANOS

No período de 9 a 11 de abril do corrente,

foi realizado na Unicap discussões em torno

da política local de integração para

refugiados e migrantes. Com um simpósio e

10 oficinas abertas ao público, a Rede de

Capacitação e Refugiados e Migrantes

ofereceu treinamentos aos atores

envolvidos no acolhimento, integração e

interiorização de refugiados e migrantes em

Pernambuco.

Com a participação de integrantes de

comitês de refugiados e migrantes, comitês

de acolhida, grupos de trabalho sobre

empregabilidade, gestores e equipes de

abrigos, servidores públicos, organizações

da sociedade civil envolvidas com a

temática, estudantes e jornalistas.Simpósio - O Simpósio “Refugiados e

Migrantes em Pernambuco: como

Acolher e Integrar?" aconteceu no dia 10

de abril, com duas mesas de discussão.

A primeira abordou o contexto da Política

Nacional Migratória e de Refúgio,

discutindo aspectos históricos do Direito

do Trabalho e da gestão migratória em

nível local. Depois foram apresentadas

experiências locais de atenção a

migrantes e refugiados, com destaque

para informações sobre os fluxos

migratórios no Estado e as experiências

da Prefeitura de Recife (PE), da Casa de

Direito do Programa Pana da

Universidade Católica em Pernambuco

(UNICAP) e das Aldeias Infantis SOS.

Direitos e Acesso à Justiça”, “Gestão

Migratória em Nível Local”, “Direitos

Laborais, Migração e Prevenção ao

Trabalho Escravo e Tráfico de

Pessoas”, “Migração e Saúde Mental”,

“Migração e Administração de

Conflitos”, “Gênero, Direitos Humanos,

Migração e Rede de Proteção - Onde

eu me insiro?” e “Migração e Integração

Local”.

Atuação em rede – A Rede de

Capacitação a Refugiados e Migrantes

é composta pela Escola Superior do

Ministério Público da União (ESMPU), a

Procuradoria Federal dos Direitos do

Cidadão (PFDC), o Ministério Público

do Trabalho (MPT), o Alto Comissariado

das Nações Unidas para os Refugiados

(ACNUR), a Organização Internacional

para as Migrações (OIM), a Conectas

Direitos Humanos, o Instituto Migrações

e Direitos Humanos (IMDH), a

Defensoria Pública da União (DPU), o

Fundo de População das Nações

Unidas (UNFPA), a Missão Paz e o

Fundo das Nações Unidas para a

Infância (UNICEF).

Com o objetivo de reafirmar e

evidenciar os direitos dos povos

indígenas, a Cátedra Dom Helder

Camara de Direitos Humanos UNESCO

/ UNICAP e o Instituto Humanitas

Unicap, em parceria com a

Universidade Federal de Pernambuco

(UFPE) e a Universidade de

Pernambuco (UPE), promoveram, no

dia 30 de abril de 2019, a primeira dos

Escuta Povos Indígenas, no auditório

Dom Helder Camara. Na ocasião,

foram abordadas e debatidas as atuais

situações políticas, econômicas e

sociais referentes a esta população.

Fugindo dos moldes tradicionais dos

eventos acadêmicos, nos quais

especialistas e pesquisadores falam por

determinadas classes sociais, a

prioridade desse evento foi respeitar o

lugar de fala dos indígenas e escutar

seus anseios diante da atual conjuntura

política que os invisibilizam. Vânia

Fialho, professora de Antropologia da

UPE, acredita que a grande contribuição

do encontro foi justamente mudar os

papéis, atribuindo protagonismo aos

próprios índios. “O evento está

invertendo a lógica dos encontros que

acontecem relacionados aos povos

indígenas. A grande questão é que o

espaço é deles e para que possamos

ouvi-los, e não o contrário”, afirma

Vânia.

Ao longo de duas horas de encontro,

foram abordados diversos aspectos

referentes a como os povos indígenas

lutam pela questão do reconhecimento e

como se organizam, interna e

externamente, para lutar pelos objetivos e

direitos relacionados à demarcação

territorial, educação e saúde. Ana Maria

Sobrinho, professora e representante do

Povo Atikum, afirma que disseminar a sua

história para as instituições, como a

Universidade Católica de Pernambuco, é

uma questão de fortalecimento. “No final,

o objetivo da gente é um só: manter o

reconhecimento, sair de dentro da aldeia e

contar nossa história lá fora. A gente fica

muito fortalecido quando tem uma

instituição, como essa, interessada em

nos ouvir e nos compreender. É questão

de viver e reviver o que estava, de certa

forma, apenas na aldeia. Esse momento

aqui fortalece muito nossa convivência,

nosso trabalho e valoriza o nosso povo”,

ressalta a professora.

Em decorrência da escuta dos diversos

líderes indígenas, representantes dos

povos Pankararu, Xucuru, Atikum, Fulni-

ô e Truká, a Universidade Católica de

Pernambuco se propõe a contribuir com

textos, produções e pesquisas para que

os direitos dos povos indígenas sejam

disseminados e, consequentemente,

assegurados. O professor de Direito da

Unicap e coordenador da Cátedra de

Direitos Humanos, Manoel Moraes,

acredita que ouvir é, de fato, uma grande

contribuição para a visibilidade desses

povos. “A Unicap se junta a outras

universidades para dizer que juntos

podemos, na defesa desses direitos,

fortalecer a luta dos povos indígenas.

Ainda mais numa conjuntura tão adversa,

quando você tem a fala de

representantes do Poder Executivo,

incentivando a violência contra esses

povos”, assegura o professor.

O evento contou com a presença de

estudantes e professores universitários,

alunos do Colégio Liceu Nóbrega,

membros do Ministério Público Federal

e Defensoria Pública da União. A

procuradora Maria Beatriz Ribeiro

refletiu sobre a distância física que

separa grande parte dos órgãos

estatais da maioria dos territórios

indígenas e os benefícios que

encontros como o da última terça

proporcionam. “A gente sabe que,

justamente pela especificidade do tipo

de vida e morada dos indígenas, eles

tendem a não estar nos centros

urbanos, onde estão os órgãos,

geralmente os estatais. Então, esse

tipo de evento é muito importante pela

aproximação com os povos. Mais do

que nunca, vai ser necessário que

órgãos como o Ministério Público, como

a Defensoria Pública e o próprio Poder

Judiciário, intervenham nas políticas do

Executivo, na medida do possível, em

prol dos direitos indígenas e de todas

as minorias”, pontua Maria Beatriz

Ribeiro.

O mapa da situação fundiária das Terras Indígenas (TIs) em Pernambuco foi

produzido a partir de síntese dos debates realizados na 1º Escuta dos Povos Indígenas,

no dia 30 de abril de 2019, Auditório Dom Hélder Câmara (UNICAP), promovido pela

REMDIPE – Rede de Monitoramento dos Direitos Indígenas em Pernambuco. Como um

dos resultados de tal escuta, o mapa deve ser considerado como uma ferramenta de

acompanhamento da efetivação dos direitos indígenas, construído em processo

conjunto. Há, dessa forma, o apontamento de nele irem sendo agregadas mais

temáticas e conflitos no transcorrer das escutas.

A partir das informações da 1º Escuta dos Povos Indígenas, somada ao banco

de dados cartoriais da Fundação Nacional do Índio (FUNAI), do Instituto Chico Mendes

de Conservação da Biodiversidade (ICMBio) e do Instituto Socioambiental (ISA),

apresentamos: (1) o estágio jurídico da regularização das Tis; situações diversas de

conflitos como (2) sobreposição de Unidades de Conservação sobre TIs; (3) conflitos

com posseiras da Tis; (4) e, por fim, a ameaça da criação de uma Usina Nuclear no

município de Itacuruba. Ainda e forma incipiente também apontamos alguns casos de

territórios indígenas que ainda não tem medidas administrativas tomadas para sua

regularização.

AUDIÊNCIA PÚBLICA – Comissão de

Direitos Humanos da ALEPE

O enfraquecimento da Comissão de Anistia

Federal foi tema de audiência pública

realizada, na Assembleia Legislativa de

Pernamnuco, nesta segunda, 27 de maio do

corrente. Promovido pela Comissão de

Cidadania, o encontro foi comandado pela

presidente do colegiado, deputada Jô

Cavalcanti, do mandato coletivo

Juntas(PSOL), e teve a participação de

representantes de órgãos públicos e da

sociedade civil, além do deputado Isaltino

Nascimento (PSB).

A palavra anistia quer dizer esquecimento

ou perdão. Anistiados políticos são pessoas

perseguidas pela Ditadura Militar por

supostos crimes políticos, que foram

perdoadas e, pelo Ato das Disposições

Constitucionais Transitórias de 1988,

têm direito a reparação. Nesse sentido, a

Comissão de Anistia foi instituída por

uma lei federal em 2002 para reparar os

danos causados às vítimas da violência

cometida pelo Estado Brasileiro entre 1946

e 1988.

Entretanto, desde o início deste ano a

Comissão de Anistia tem sofrido uma série

de modificações. O presidente Jair

Bolsonaro transferiu o colegiado do

Ministério da Justiça para o Ministério da

Mulher, da Família e dos Direitos Humanos.

A partir da mudança, a Comissão passou a

ser presidida por militares de carreira e por

pessoas com atuação contrária às

reparações asseguradas pelo órgão.

Além disso, segundo o professor

Manoel Moraes, da Cátedra Dom

Hélder Câmara de Direitos Humanos

da Universidade Católica de

Pernambuco, a Proposta de Emenda

à Constituição (PEC) nº 6/2019, que

trata da Reforma da Previdência, propõe

alterações que prejudicam os

anistiados. “O regime de anistiado

político está ameaçado porque o atual

Governo propõe uma revisão que altera

o artigo 8, fazendo com que a pessoa

que hoje recebe indenização tenha que

escolher entre o Benefício de Prestação

Continuada (BPC) ou previdenciário”.

O defensor público da União André

Carneiro Leão defendeu a necessidade de

garantir o direito à verdade e à memória.

Ele afirmou que a Defensoria vai monitorar

as propostas que constam nos relatórios

das Comissões Nacional e Estadual da

Verdade, os quais apuraram as violações

de direitos nos períodos autoritários. “A

Defensoria Pública se propõe a fazer uma

planilha, ir acompanhando e encaminhando

ofícios, para que a gente possa observar

como isso vai ser implementado e tirar do

papel aquilo que foi discutido pela

Comissão”, afirmou.

As Juntas anunciaram que pretendem levar

o tema ao Congresso Nacional. “Vamos

mandar a relatoria da audiência de hoje

para que seja realizada uma audiência

pública federal. A gente vai entrar em

contato com a Comissão de Direitos

Humanos da Câmara dos Deputados para

fazer também uma audiência pública lá em

Brasília”, anunciou a mandatária Jô

Cavalcanti. A deputada também ressaltou a

importância de iniciativas como o projeto de

lei proposto pelas Juntas que proíbe o

nomes de torturadores em prédios público.

Realizada na quinta-feira 30 de maio

do corrente, no anfiteatro do Bloco G4,

com o objetivo de abordar a atual

situação da educação indígena em

Pernambuco. O evento, promovido

pela Cátedra Dom Helder Camara de

Direitos Humanos UNESCO/UNICAP,

em parceria com a Rede de

Monitoramento de Direitos Indígenas

em Pernambuco (REMDIPE), reuniu

lideranças, estudiosos e

representantes de entidades que lutam

pelo direito indígena no estado. Os

presentes no encontro escutaram,

sobretudo, quais eram as perspectivas

educacionais indígenas dispostas

diante da atual conjuntura política.

A abordagem geral dos representantes

indígenas que estavam presentes foi

voltada para as dificuldades enfrentadas

pela falta de uma política de educação

escolar indígena no estado de

Pernambuco. A maioria ressaltou que o

fato de não ter uma implantação efetiva

de uma política escolar específica, gera

grandes constrangimentos e transtornos

para os estudantes. Entre os presentes

estava Edla de Araújo, do Conselho de

Educação, que ressaltou a importância

de ampliar a compreensão e o respeito

da diversidade, assegurando a

universalidade dos direitos humanos. “

Hoje o desafio da educação está para o

país como um todo. Se você fizer a

leitura dos anúncios que estão sendo

feitos nacionalmente a respeito da

educação no país, fica claro que está

sendo reduzida a perspectiva da

educação como direito humano”.

2ª ESCUTA DOS POVOS INDÍGENAS

Da 1ª Escuta, realizado no dia 30 de

abril, foi tirada uma metodologia para

ser reproduzida nos encontros

seguintes. Desta forma, a 2ª Escuta

foi desenvolvida alicerçada nos

princípios do protagonismo das

comunidades indígenas, que

trouxeram suas demandas e os

relatos de suas experiências. A

segunda, como resultado da

primeira, veio para contribuir na

tentativa de aprofundar quais são os

desafios da educação indígena, visto

que existem muitos questionamentos

acerca da efetivação de direitos

nessas comunidades. Nessa

perspectiva, Manoel Moraes,

professor do curso de Direito na

Unicap e coordenador da Cátedra

Dom Helder Camara de Direitos

Humanos UNESCO/UNICAP,

acredita que a construção da escuta

é coletiva e a partir dela é que

surgem os encaminhamentos para

as seguintes. “O importante é que

eles sejam protagonistas, essa é a

ideia da escuta. Não somos nós que

definimos qual vai ser a pauta, é a

partir do que eles acharem que deve

ser. Assim a gente segue com esse

processo de construção que eu acho

que é coletivo, amplo e ao mesmo

tempo aprofunda essa experiência

de aproximação da universidade dos

grupos de pesquisa com os povos

indígenas”, ressalta o professor.

O maior desafio do estado brasileiro é

entender que somos um país diverso

e é necessário incorporar essas

diferenças nas pautas de políticas

públicas. É isso que acredita Eliene

Amorim, assessora da Comissão dos

Professores Indígenas de

Pernambuco, que ressalta a

importância de dar visibilidade maior

às reivindicações que os professores

e as lideranças indígenas do estado

têm. “Eu acredito que no cenário atual

de retrocessos com relação aos

direitos da população, em geral, os

indígenas são um dos mais

prejudicados nessa história.

Recentemente o governo estacionou a

Funai mas agora com a luta dos povos

indígenas esses direitos voltarão pra

Funai, como o movimento indígena

diz, ‘Funai inteira e não pela metade’.

Mas isso não garante que os direitos

indígenas estejam garantidos, por que

vivemos um período em que o

governo não respeita as diferenças e

que tem constantemente feito

emendas constitucionais para mudar

os avanços que nós conseguimos com

a Constituição de 88”.

A compra de terras por estrangeiros

tem se tornado um fenômeno

saliente não apenas nos meios de

comunicação, mas também nos

debates acadêmicos. Embora, em

outros tempos, também fosse

possível identificar situações em que

empresas ou indivíduos estrangeiros

tivessem a posse ou a propriedade

da terra, uma crescente literatura

indica que desde o início do século

XXI a apropriação de grandes

extensões de terra aumentou

significativamente. Por

consequência, os impactos desse

fenômeno na Segurança Alimentar e

Nutricional são expressivos. O livro

analisa, em especial, o papel do

Brasil e da China neste processo.

O livro é resultado dos debates do I

Seminário sobre Estrangeirização de

Terras e Segurança Alimentar e

Nutricional, organizado pelo Instituto

de Estudos da Ásia com o apoio do

Grupo de Pesquisa sobre Fome e

Relações Internacionais

(Fomeri/UFPB) e o Programa de

De acordo com a coordenadora do Programa Direito à Cidade, Vera Orange, a

discussão é peça fundamental para refletir o desmonte de políticas urbanas já

consolidadas, bem como avaliar o que significou a extinção do Ministério das Cidades e

o que representa a Proposta de Emenda Constitucional 80/2019, que procura modificar

os artigos 182 e 186 da Constituição Federal, alterando os caminhos para a aplicação

da função social da propriedade. "O seminário será um momento de se pensar

estratégias possíveis na luta por uma gestão democrática das cidades".

Entre os temas que nortearam as discussões das mesas, estão: "A função social da

propriedade em perspectiva" e "Caminhos para uma construção popular das cidades".

Os debates contaram com a presença de nomes como Betânia Alfonsin (Instituto

Brasileiro de Direito Urbanístico- IBDU), Francisco Albuquerque (Ministério Público de

Pernambuco - MPPE), Vitória Genuíno (Movimento dos Trabalhadores Sem Teto -

MTST/PE), Múcio Jucá (Departamento de Arquitetura e Urbanismo - Unicap), Mércia

Alves (SOS Corpo - Instituto Feminista para a Democracia), Ivan Moraes (Câmara

Municipal do Recife) e Sarah Marques (Comunidade Caranguejo Tabaiares).

O evento teve a proposta de celebrar

os 18 anos de promulgação do

Estatuto da Cidade, a partir de um

O filme Fukushima 5 Dias Decisivos,que retrata o desastre ambientalcausado pela explosão de reatores deuma usina nuclear em Fukushima, noJapão, estreou no Brasil com exibiçãona Universidade Católica dePernambuco, no Auditório Dom HelderCamara, no dia 30 de setembro.

O longa-metragem, lançado em 2016 e exibido em cerca de 60 locais no Japão eem outros países, traz cenas baseadas em fatos reais de uma catástrofe, edenuncia o perigo ameaçador da radiação letal que se expande rapidamente,vitimando pessoas, contaminado a natureza, causando doenças graves.

Em Pernambuco, diversas organizações representativas da sociedade vêm semobilizando contra a possível instalação de um centro nuclear, com seis usinas,em Itacuruba, no Sertão do São Francisco.

A articulação Sertão Anti-Nuclear é formada pelo Conselho Indigenista Missionário(CIMI), Comissão Pastoral da Terra, (CPT), Conselho Pastoral dos Pescadores,(CPP), Conferência Nacional dos Bispos do Brasil (CNBB), o Grupo de Estudos ePesquisa Transdisciplinares (GEPT) do Campus UPE de Floresta, CartografiaSocial, LEPEC UFPE, Federação dos Trabalhadores Rurais (FETEP), AssociaçãoProvida e Arquidiocese de Floresta com o apoio Cátedra Dom Helder Camara deDireitos Humanos – UNESCO/UNICAP.

De acordo com a professora do curso de Direito da Universidade de Pernambuco,Clarissa Marques, integrante da articulação, os povos indígenas de Itacuruba e osquilombolas do município de Mirandiba, além de pescadores e agricultores,também fazem parte do grupo. “No início de 2019, os índios Pankararu realizaramum evento para discutir o assunto, com a participação de outros povos indígenas,como por exemplo os Xucuru de Pesqueira”.

Ainda segundo a professora, a Assembleia Legislativa de Pernambuco (ALEPE)protocolou recentemente um projeto de emenda, propondo mudanças nalegislação, que é desfavorável à implantação de usinas nucleares no estado.Clarissa disse terem sido enviados informes convidando os deputados estaduaispara assistirem ao filme. “ O que nós desejamos é que a sociedade civil sejainformada. Então, a exibição desse filme e esse debate são formas de levarinformações à sociedade”.

O japonês Tamiyoshi Tachibana, produtor executivo do filme, veioacompanhado da tradutora Helena Myuki Makiyama. Para Tamiyoshi,estar no Brasil é uma grande alegria. Ele disse que o ponto principal deseu filme é despertar a consciência nas pessoas do perigo que é umausina nuclear.

O produtor disse já saber da existência das usinas de Angra dos Reis, noRio de Janeiro e, ao tomar conhecimento da possibilidade de se construiruma usina aqui em Pernambuco, se disse totalmente contra. No Japão,segundo ele, mais de 100 filmes foram produzidos após o acidente deFukushima, e o seu é o único que retrata a relação do governo japonêscom o a companhia elétrica nos momentos do acidente radioativo.

Tachibana explicou que umdos grandes objetivos da suaprodução cinematográfica é,além de retratar o queaconteceu, tambémdemostrar as inúmerasdesvantagens das usinasnucleares. “A usina nuclearnão somente é perigosa, masé extremamente cara. NosEstados Unidos, eles já estãocomeçando a diminuir aquantidade de usinasnucleares”. Tachibana é afavor da geração de energiasolar.

Ainda segundo o produtor, a construção de usinas nucleares é umaameaça à vida humana na Terra, “No dia do acidente em Fukushima,morreram duas pessoas, mas, ao longo do caminho até hoje, 1,6 milpessoas foram a óbito”. Duzentas e trinta crianças tiveram câncer detireóide em decorrência da explosão nuclear, afirma. Para finalizar,perguntei se seria importante exibir o filme para os povos indígenas deItacuruba. Ele respondeu, “com certeza, por favor”.

A sociedade indígena esteve presente na roda de diálogo, e preocupadacom os seus povos e com o Rio São Francisco, fez um apelo para exibiro filme na sua região. Também estiveram presentes lideranças demovimentos sociais e representantes de religiões de matrizes africanas.

De acordo com a advogada da Comissão Pastoral da Terra, Gabriela

Rodrigues, a ampla articulação para a exibição do filme aqui no Brasil teve

início em meados de 2009, quando a Comissão Pastoral da Terra e o

Conselho Indigenista Missionário já acompanhavam a preocupação das

comunidades sertanejas de Itacuruba com a possibilidade da construção de

usinas nucleares na região.

Ainda de acordo com advogada, as articulações contra a construção de

usinas radioativas cresceram em Pernambuco em 2010, com a Caravana

Anti-Nuclear. Logo após o desastre de Fukushima, a discussão sobre a

implantação de usina nuclear no estado foi adormecida.

Gabriela ainda ressaltou a vulnerabilidade dos povos indígenas e quilombolas

do Sertão. “Nenhuma dessas comunidades tem o território titulado, embora,

sejam comunidades que tenham esse pleito de titulação do território há muito

tempo, inclusive, a gente acredita que existe uma relação entre a não

titulação e o projeto de construção da usina no local”.

Para finalizar, Gabriela Rodrigues explicou que o Brasil, por ser a 6ª maior

reserva de urânio no mundo, é alvo de interesses para exploração. Então, a

gente vê o interesse do capital. É um empreendimento lucrativo para quem

constrói, mas é um empreendimento péssimo para quem sedia”.

Aconteceu no 17/10, às 19h noAnfiteatro G.4 – UNICAP, o lançamentodo Projeto de Lei de iniciativa popular“Recife Sem Mordomias”, idealizadopelo movimento Seja a Mudança, grupoque tem por objetivo desenvolver umacultura cidadã participativa, propondoações e projetos que buscam garantiruma cidade mais justa.

Nesta campanha, o Seja aMudança em parceria com aCátedra Dom Hélder Câmara deDireitos Humanos UNESCO /UNICAP, Comissão de Justiça ePaz da Igreja Católica, VisãoMundial, Instituto Plano B,Instituto Solidare, Projeto Sinal,Samaritanos, Igreja Batista emCoqueiral, Igreja A Ponte e IgrejaMangue lançarão o projeto“Recife Sem Mordomias”, projetode lei de iniciativa popular queobjetiva revogar as regalias dosvereadores da cidade, são eles:auxílio-paletó, auxílio correios,auxílio gasolina, redução de 50%na verba indenizatória e degabinete.

O projeto é resultado da nossaluta em favor da população emsituação de rua, quando oorçamento da Prefeitura daCidade do Recife foi analisadopara sabermos de onde poderiasair recursos para a execução dapolítica pública da PSR. Nestaanálise ficou constatado os altosgastos com publicidade,propaganda, eventos efestividades culturais; nosrevelando quais são asprioridades da atual gestão.

Para isso, foi iniciada a coleta deassinaturas para arrecadar em torno de55.000 assinaturas de eleitores recifenses,ou seja, 5% do eleitorado municipal, paraque Projeto de Lei entre na Câmara deVereadores, afirma o Prof. Igor Sacha umdos coordenadores da campanha.

Neste processo, tomamos conhecimento do alto custo da Câmara de Vereadores,nos levando a analisar as razões. Desta forma, as garantias de direitos sociais e oinvestimento de áreas prioritárias ficam sucateadas ou sem o aporte necessáriopara serem garantidos com qualidade.

Legislativa Estadual no dia 13/11,

para que estudantes do curso de

Direito desenvolvam um estágio

prático no parlamento.

De acordo com o coordenador da Cátedra e articulador do convênio,

professor Manoel Moraes, a ideia é que os alunos vivenciem o

quotidiano da Alepe frequentando comissões, entrevistando deputados e

assistindo às sessões plenárias e audiências públicas. “Um dos objetivos

é o de promover a integração entre o Poder Legislativo e a Sociedade,

construindo espaços de Direitos Humanos e fortalecendo a democracia”,

disse Manoel Moraes.

O projeto inédito no Brasil tem apoio da

Unesco e vai envolver sete turmas da

disciplina de Teoria Política e do

Estado, que faz parte do 1º período do

curso de Direito da Unicap. Atualmente

336 alunos estão matriculados nesta

disciplina. Eles serão organizados em

grupos para desenvolver as atividades

do estágio que terá carga horária de 20

horas. Ainda segundo Manoel Moraes,

os estudantes irão produzir vídeos,

podcasts, além de textos sobre a

vivência no legislativo.

“Eles estudam na disciplina temas como democracia, participação, constituição.

Então, ao final do curso, eles irão receber da Alepe uma Constituição do Estado de

Pernambuco e uma da União. A gente espera que eles aprendam o valor do espaço

legislativo como sendo constituinte dos Direitos Humanos”, disse Manoel Moraes.

O superintendente da Escola do

Legislativo, José Humberto Cavalcanti,

destacou o pioneirismo da iniciativa.

“Uma experiência inédita de integração

entre a universidade e o Poder

Legislativo”. “É muito importante que

haja essa transferência de

conhecimento do processo legislativo

de forma mais profunda. Os alunos irão

aprender, na prática, como funciona a

Casa, bem como o que é a política e de

que forma ela deve ser conduzida ”, ao

falar pra a reportagem da ALEPE.

A deputada Teresa Leitão (PT) saudou os alunos, que assistiram à Reunião

Plenária. A parlamentar explicou que o convênio nasceu da iniciativa do

professor Manoel Moraes que, de vez em quando, trazia alunos à ALEPE.

“Por meio da Escola do Legislativo, daremos suporte à ação, que deverá

trazer bons resultados para os participantes”, observou. “Os universitários

terão oportunidade de constatar que a política é a alma da sociedade,

apesar de muitos acharem que ela é desnecessária”, ressaltou.

alunos do curso de Especialização

sobre Justiça Restaurativa e Direitos

Humanos da Fundação Joaquim

Nabuco / FUNDAJ e alunos do curso

de Direto da UNICAP, matriculados na

disciplina de História do Direito,

realizaram visitas em pontos que

remetem a memória do Recife. “ Para

que nunca mais aconteça, para que

não se repita”. Na oportunidade,

conheceram o Monumento pela

passagem dos 50 anos do Golpe de

1964. Visitaram também a Faculdade

de Direito do Recife, onde conheceram

o prédio do Destacamento de

Operações de Informação - Centro de

Operações de Defesa Interna (DOI-

CODI) órgão subordinado ao Exército,

de inteligência e repressão do governo

brasileiro durante o regime inaugurado

com o golpe civil-militar de 1964 e o

Edifício Paulo Cavalcanti - Ministério

Público de Pernambuco, com

participação da Dra Aline Arroxelas -

Promotora de Direito de Olinda e os

professores Luís Emanuel e Manoel

Severino Moraes.

Defensoras dos Direitos Humanos

29/11, o Coletivo de Mulheres

Defensoras dos Direitos Humanos de

Pernambuco (CMDDH- PE) realizou no

dia 27 de novembro, no Auditório G1 da

Universidade Católica de Pernambuco

o seminário "Somos todas Defensoras

dos Direitos Humanos: As Nossas

Vidas Importam!". A atividade objetiva

fortalecer a Política de Proteção às

pessoas defensoras dos direitos

humanos, além de reconhecer e

empoderar mulheres que exercem este

papel.

O Seminário foi dividido em quatro

rodas de diálogo seguidas de debates.

Entre os temas: "Histórias de Lutas:

As nossas vidas importam", com

relatos de Defensoras de cinco

Estados brasileiros; "Experiências

Internacionais", com participação da

ONU Mulheres e da Organização de

Mulheres de Angola (OMA); "Políticas

Públicas para as Defensoras de

A sessão de fotografia foi o primeiro

registro oficial dos Índios Warao. O

servição vai viabilizar que os Direitos

Humanos sejam efetivados fazendo

como que haja mais dignidade e

acolhida a essas pessoas.

As fotos permitem que cada um dos

refugiados possam emitir seus

documentos oficiais e regularizar a

solicitação de refúgio aqui no Brasil.

Além disso, eles estarão aptos a

participar de processos seletivos

educacionais e oportunidades de

INTRODUCTION

The UNESCO Brasilia Office has a long and fruitful partnership and cooperation with

the Catholic University of Pernambuco (UNICAP). Over the years, this professional

relationship evolved to joint activities and events in favor of vulnerable people under

the lenses of a human rights based approach.

Named after the key figure of Archbishop Dom Helder Camara (deceased in 1999),

undoubtedly a restless fighter against human rights violations and social injustice, the

Chair continued to preserve not only his memory and important archives, but also the

spirit of fighting social inequity. Dom Helder Camara campaigned for the government

to respond to the recurrent droughts in the Northeast region of Brazil and spoke out

against the serious human rights abuses by Brazil’s military dictatorship, which ran

from 1964 to 1985. It is a fact that many law students and human right defenders

were inspired by Dom Helder Camara´s example of social assistance in line with

human values and a deep respect for Law and Democracy.

Originally rooted in the law department of the university, and now under the

responsibility of the community department of UNICAP, the Chair has explored other

university synergies to its social programmes, involving communication students and

journalists. The UNESCO Chair has been an example of innovative approaches in the

human rights agenda in the country and offers a multidisciplinary human rights clinic

gathering the expertise and collaboration from all university departments of UNICAP.

Its high quality TV programmes (TV Direitos Humanos), the podcast Free Expression

(Expressão Livre) and its daily clipping on human rights news have proven to

be relevant and updated references to journalists and human rights practitioners in

the country.

not intend to make a comprehensive presentation of the activities that could be

this report is due to the fulfillment of one of the agreements signed between the

Catholic University of Pernambuco and UNESCO. It is also a form of "accountability"

to UNESCO, the University and the community in general, in an effort to justify the

DESIGN OF A UNITWIN PROGRAM CHAIR

The UNITWIN Program was launched

in 1992, according to a resolution

adopted by the UNESCO General

Conference at its 26th session (1991).

UNITWIN is an abbreviation for

networks and partnerships between

universities (University Education

Twinning and Networking Scheme).

The Program works through the

creation of UNESCO Chairs, which

are also called UNITWIN Projects.

This UNESCO Program is a

privileged instrument for capacity

building and for the exchange of

knowledge within a spirit of solidarity.

Thus, it promotes North-South and

South-South cooperation as a

strategy to enrich institutions. The

main participants are universities and

research institutions, in partnership

with numerous higher education

NGOs, foundations and organizations

from the public and private sector.

The UNITWIN Program offers the

higher education community the

possibility to join UNESCO's action to

achieve the objectives of the Global

Agenda.

The UNITWIN Program comprises

treatment, research and academic

exchange activities, offering a

platform for sharing information in

UNESCO's main areas of

competence. Its main beneficiaries

are institutions of higher education in

developing countries and countries in

transition. Most of the projects are

interdisciplinary and inter-sector,

involving all sectors of the UNESCO

Headquarters Program in Paris, and

in its regional offices, institutes and

centers. The national commissions

play an important role in assisting the

Program in promoting quality and

impact assessment.

THE CHAIR

The UNESCO / UNICAP Chair on

Human Rights Dom Helder Camara

was created through Resolution

001/2018, with retroactive effects to

October 8, 2009, when its effective

institution and start of activities took

place, under the coordination of

Professor Jayme Benvenuto. The

document ratifies all the acts performed

by it, until then.

In its justification for the creation of the

Chair, the Catholic University of

Pernambuco considers that it felt the

need to have a space to promote

academic research, training,

information and education in the field of

Human, Economic, Social, Cultural and

Environmental Rights.

The same Resolution defined the Chair

as an internal Human Rights

mechanism, which integrates several

initiatives in the defense of human

dignity. Finally, the Resolution gives the

Chair the task of promoting academic

research, training, information and

education in the field of Human,

Economic, Social, Cultural and

Environmental Rights, disseminating

the Culture of Peace through the legacy

of Dom Helder Camara.

Currently, Professor Manoel Moraes is

its Chairholder. Named through

Ordinance 026/2018, his name was

approved by Unesco for fulfilling the

criteria established by the body:

academic reputation, capacity and

experience to promote cooperation at

national, regional and international

levels and to be able to mobilize

resources from the public and private

sectors.

The Chair may involve several actors,

among them: the chairholder,

professors, students and researchers

interested in graduate studies or high-

level training and research in the Chair.

At Unicap, the UNESCO / UNICAP

Chair on Human Rights Dom Helder

Camara has been building

partnerships and expanding its area of

action in order to fulfill its educational

role in Human Rights training in

Higher Education.

10 YEARS OF THE DOM HELDER CHAIR

The Catholic University of

Pernambuco celebrated its 76 years

on a memorable night at the Santa

Isabel Theater. The event opened with

the strength of the poetry of Antônio

Extension Course: Topics on

Human Rights

The inaugural class held on August

7, of the Extension Course on

Human Rights, was marked by a

debate and presentation by the

class. The good number of students

drew attention: 31 in all. A very

varied public formed by several

professional profiles, among them

parliamentary advisers, members of

social movements, advertising,

lawyers, psychologists, members of

religious institutions and

undergraduate students interested

in knowing more about the subject.

The class was welcomed by the

representative of the Humanitas

Unicap Institute (IHU), Carlos Vieira,

and by professors Manoel Moraes

(Chairholder of the UNESCO /

UNICAP Chair on Human Rights

Dom Helder Camara) and Kátia

Pintor, who share the first Human

Rights and Citizenship module . The

initial explanation revolved around

concepts related to the Nation-State

and Fundamental Rights. “With the

Constitution, this Nation-State now

has responsibilities to society. But

where do Human Rights arise? With

the failure of this post-World War II

state model due to the Nazi

holocaust”, Manoel Moraes

explained.

Then, the students introduced

themselves and participated in a

debate based on a group dynamic

in which each expressed what they

know about the topic. The debate

moved the class, which was until 10

pm. Each person's experiences also

contributed to this interactive

moment.

Jacqueline Martins is a lawyer and

anti-racist activist. She is currently

participating in the

Movimento Justiça por Mário

Andrade, a young black man who

was executed at the age of 14 by

military police in the Ibura de Baixo

neighborhood in Recife in 2016.

“My political agenda, which is

activism due to the genocide of

black people are within this Human

Rights agenda. This course brings a

reflection beyond the theoretical

framework, it stimulates the

construction of a network of

defenders, which makes the course

more practical”.

guided by Human Rights practices

is the student of Psychology Bruno

Moreira da Silva, co-pastor at the I

Igreja Batista nos Bultrins, in

Olinda. "We do work with teenagers

and families and I want to share this

knowledge of Human Rights, that is

COVENANT: UFPE GRADUATE PROGRAM AND UNICAP RIGHTS CLINIC

• Cooperation agreement signed on

December 10, 2018, between the

Dom Helder Camara Chair for Human

Rights, within the scope of the Catholic

University of Pernambuco - UNICAP

and the Human Rights Graduate

program at the Federal University of

Pernambuco - UFPE.

The objective of this agreement is to

enable the institutional participation of

professors and students of the Post-

Graduate Program in Human Rights

PPGDH, UFPE, in the TVDH program,

Catholic University of Pernambuco, in

related topics, especially the result of

research carried out in the

interdisciplinary field of knowledge.

• University presented a proposal to

create a Human Rights Clinic linked

to UNICAP's graduate programs. The

clinic's proposal will allow the follow-up

and monitoring of the effectiveness of

Human Rights in the State of

Pernambuco and in the Northeast

Region, contributing to teaching,

research and extension activities in the

various academic centers of UNICAP.

The TVDH program is a TV

program for the Web carried out by

students from the 4th period of the

Journalism course, in the discipline

of Journalism and Human Rights,

taught by Professor Andrea

Trigueiro. The Human Rights

Education experience aims to

stimulate the production of

journalistic content in the light of

Human Rights in order to further

qualify the training of Journalism

students as they have access to the

themes and, at the same time,

exercise journalistic techniques in

their production routines.

In the first half of 2019, 04 editions

of TVDH were produced, with

reports, fixed frames and studio

interviews. The content is

produced by students supervised

by the teacher. The presentation is

by Professor Manoel Moraes and

directed by Andrea Trigueiro. The

first four programs included the

following themes: racism, sexual

harassment, child labor, Amazon

Synod, LGBTFobia, Safety in

public transport, Rights to the City

and Amnesty, LGBT health, non-

compliance with human rights and

fatophobia.

were produced by students based on

produced through a partnership

with the Journalism course for

publication on internet platforms

on social networks. Ten episodes

were produced, lasting about an

hour. It is presented by professors

Andrea Trigueiro and Manoel

Journalism and the general public.

A mass was held on 01/24/2019, at Igreja

das Fronteiras, Boa Vista neighborhood,

in Recife, to mark the 10th anniversary of

the death of lawyer Manoel Mattos.

Several civil society entities supported the

initiative in memory of the Human Rights

activist murdered by a militia member in

Pitimbu, a coastal city in Paraibano that

borders Pernambuco, after making a

series of denunciations against militiamen

working in the region.

The Mass was celebrated by Father Fábio

Potiguar, from the Justice and Peace

Commission of the Archdiocese of Olinda

and Recife.

According to Prof. Manoel Moraes,

Coordinator of the Dom Helder Camara

Chair for Human Rights UNESCO /

UNICAP, Mattos' allegations pointing to

the work of death squads reached the

international level, at the Inter-American

Commission on Human Rights, and in the

creation of the Narcotrafficking CPI and

the Pistolagem CPI .

In the period from 9 to 11 April, discussions

were held at Unicap about the local

integration policy for refugees and migrants.

With a symposium and 10 workshops open

to the public, the Training and Refugee and

Migrant Network offered training to the

actors involved in welcoming, integrating

and interning refugees and migrants in

Pernambuco.

With the participation of members of refugee

and migrant committees, reception

committees, working groups on

employability, managers and shelter teams,

public servants, civil society organizations

involved with the theme, students and

journalists.Simposium - The Symposium

“Refugees and Migrants in Pernambuco:

How to Welcome and Integrate?” Took

place on April 10, with two discussion

tables. The first approached the context of

the National Migration and Refuge Policy,

discussing historical aspects of Labor Law

and migration management at the local

level. Afterwards, local experiences of

attention to migrants and refugees were

presented, with emphasis on information

on migratory flows in the State and the

experiences of the Municipality of Recife

(PE), the Casa de Direito of the Pana

Program of the Catholic University in

Pernambuco (UNICAP) and the SOS

Children's Villages.

In order to reaffirm and highlight the

rights of indigenous peoples, the Dom

Helder Camara Chair for Human Rights

UNESCO / UNICAP and the Humanitas

Unicap Institute, in partnership with the

Federal University of Pernambuco

(UFPE) and the University of

Pernambuco (UPE), on April 30, 2019,

they promoted the first Escuta

Indígenas (Indigenous Peoples

Listening) in the Dom Helder Camara

auditorium. At the time, the current

political, economic and social situations

related to this population were

addressed and debated.

Fleeing the traditional molds of

academic events, in which specialists

and researchers speak for certain social

classes, the priority of this event was to

respect the place of speech of the

indigenous people and to listen to their

wishes in the face of the current political

situation that makes them invisible.

Vânia Fialho, professor of Anthropology

at UPE, believes that the great

contribution of the meeting was

precisely to change the roles, giving

protagonism to the Indians themselves.

“The event is reversing the logic of the

meetings that take place related to

indigenous peoples. The big question is

that the space is theirs and so that we

can hear them, and not the other way

around ”, says Vânia.

Over the course of the two-hour meeting,

various aspects were addressed regarding

how indigenous peoples struggle for the

issue of recognition and how they organize

themselves, internally and externally, to

fight for the objectives and rights related to

territorial demarcation, education and

health. Ana Maria Sobrinho, professor and

representative of the Atikum People, says

that disseminating her story to institutions,

such as the Catholic University of

Pernambuco, is a matter of strengthening.

“In the end, we only have one goal: to

maintain recognition, to leave the village

and tell our story outside. We are very

strengthened when we have an institution,

like this one, interested in hearing and

understanding us. It is a matter of living

and reliving what was, in a way, only in the

village. This moment here strengthens our

coexistence, our work and values our

people ”, emphasizes the teacher.

As a result of listening to the various

indigenous leaders, representatives of

the Pankararu, Xucuru, Atikum, Fulni-ô

and Truká peoples, the Catholic

University of Pernambuco proposes to

contribute with texts, productions and

research so that the rights of indigenous

peoples are disseminated and,

consequently, insured. The professor of

law at Unicap and coordinator of the

Human Rights Chair, Manoel Moraes,

believes that listening is, in fact, a great

contribution to the visibility of these

peoples. “Unicap joins other universities

to say that together, in the defense of

these rights, we can strengthen the

struggle of indigenous peoples. Even

more so in such an adverse situation,

when you have the speech of

representatives of the Executive Branch,

encouraging violence against these

peoples ”, assures the professor.

The event was attended by students

and university professors, students at

Colégio Liceu Nóbrega, members of the

Federal Public Ministry and the Federal

Public Defender's Office. Attorney

Maria Beatriz Ribeiro reflected on the

physical distance that separates a large

part of the state organs from most of

the indigenous territories and the

benefits that meetings such as last

Tuesday provide. “We know that,

precisely because of the specificity of

the type of life and address of the

indigenous people, they tend not to be

in urban centers, where the organs are

located, usually the state ones. So, this

type of event is very important due to

the proximity with the people. More than

ever, it will be necessary for bodies

such as the Public Ministry, such as the

Public Defender's Office and the

Judiciary itself, to intervene in the

Executive's policies, as far as possible,

in favor of indigenous rights and of all

minorities ”, points out Maria Beatriz

Ribeiro.

The map of the land situation of the Indigenous Lands (TIs) in Pernambuco was

produced from a synthesis of the debates held at the 1st Hearing of Indigenous Peoples,

on April 30, 2019, Dom Hélder Câmara Auditorium (UNICAP), promoted by REMDIPE -

Rede Monitoring of Indigenous Rights in Pernambuco. As one of the results of such

listening, the map must be considered as a tool for monitoring the realization of

indigenous rights, built in a joint process. Thus, there is an indication that more themes

and conflicts will be added in the course of hearings.

Based on information from the 1st Listening to Indigenous Peoples, added to the

registry database of the National Indian Foundation (FUNAI), the Chico Mendes Institute

for Biodiversity Conservation (ICMBio) and the Socioenvironmental Institute (ISA), we

present : (1) the legal stage of the settlement of the TIs; different situations of conflicts

such as (2) overlapping of Conservation Units over TIs; (3) conflicts with Tis squatters;

(4) and, finally, the threat of creating a Nuclear Plant in the municipality of Itacuruba. Still

and incipiently, we also point out some cases of indigenous territories that still do not

have administrative measures taken to regularize them.

PUBLIC HEARING - ALEPE Human Rights

Commission

The weakening of the Federal Amnesty

Commission was the subject of a public

hearing held at the Legislative Assembly of

Pernamnuco, this Monday, May 27, this year.

Promoted by the Citizenship Commission,

the meeting was chaired by the president of

the collegiate, deputy Jô Cavalcanti, of the

collective mandate Juntas (PSOL), and had

the participation of representatives of public

bodies and civil society, in addition to deputy

Isaltino Nascimento (PSB).The word amnesty means forgetfulness or

forgiveness. Political amnesties are people

persecuted by the Military Dictatorship for

alleged political crimes, which have been

pardoned and, under the Transitional

Constitutional Provisions Act of 1988,

are entitled to redress. In this sense, the

Amnesty Commission was instituted by a

federal law in 2002 to repair the damage

caused to the victims of violence committed

by the Brazilian State between 1946 and

1988.

However, since the beginning of this year

the Amnesty Commission has undergone a

series of changes. President Jair Bolsonaro

transferred the collegiate body from the

Ministry of Justice to the Ministry of

Women, Family and Human Rights. After

the change, the Commission started to be

chaired by career military personnel and by

people acting contrary to the reparations

provided by the agency.

In addition, according to Professor

Manoel Moraes, from the Dom Hélder

Cátedra Human Rights Chamber at

the Catholic University of

Pernambuco, the Proposed

Amendment to the Constitution (PEC)

No. 6/2019, which deals with Pension

Reform, proposes changes that harm

the amnesty . "The political amnesty

regime is threatened because the

current Government proposes a revision

that alters Article 8, making it necessary

for the person who today receives

compensation to choose between the

Continuing Benefit Benefit (BPC) or

social security".

Union public defender André Carneiro Leão

defended the need to guarantee the right to

truth and memory. He said the Ombudsman

will monitor the proposals contained in the

reports of the National and State Truth

Commissions, which investigated rights

violations during authoritarian periods. "The

Public Defender's Office proposes to make

a spreadsheet, to accompany and forward

letters, so that we can observe how this is

going to be implemented and remove from

the paper what was discussed by the

Commission," he said.

The Boards announced that they intend to

take the issue to the National Congress.

“We are going to send the rapporteur for

today's hearing to have a federal public

hearing. We are going to contact the

Human Rights Commission of the Chamber

of Deputies to also hold a public hearing

there in Brasilia ”, announced the

representative Jô Cavalcanti. The deputy

also stressed the importance of initiatives

such as the bill proposed by the Boards that

prohibits the names of torturers in public

buildings.

Held on Thursday, May 30th, in the

amphitheater of Bloco G4, with the

objective of addressing the current

situation of indigenous education in

Pernambuco. The event, promoted by

the Dom Helder Camara Chair for

Human Rights UNESCO / UNICAP, in

partnership with the Network for the

Monitoring of Indigenous Rights in

Pernambuco (REMDIPE), brought

together leaders, scholars and

representatives of entities that fight for

indigenous law in the state. Those

present at the meeting heard, above

all, what were the indigenous

educational perspectives available in

the face of the current political

situation.

The general approach of the indigenous

representatives who were present was

focused on the difficulties faced by the

lack of an indigenous school education

policy in the state of Pernambuco. Most

stressed that the fact of not having an

effective implementation of a specific

school policy, generates major

constraints and inconveniences for

students. Among those present was Edla

de Araújo, from the Education Council,

who stressed the importance of

expanding understanding and respect for

diversity, ensuring the universality of

human rights. “Today the challenge of

education is for the country as a whole. If

you read the announcements that are

being made nationally about education in

the country, it is clear that the

perspective of education as a human

right is being reduced ”.

From the 1st Listening, held on April

30, a methodology was taken to be

reproduced in the following meetings.

In this way, the 2nd Listening was

developed based on the principles of

the protagonism of the indigenous

communities, which brought their

demands and the reports of their

experiences. The second, as a result

of the first, came to contribute in an

attempt to deepen what are the

challenges of indigenous education,

since there are many questions

about the realization of rights in these

communities. In this perspective,

Manoel Moraes, professor of the Law

course at Unicap and coordinator of

the Dom Helder Camara Chair for

Human Rights UNESCO / UNICAP,

believes that the construction of

listening is collective and from that

point forward the next steps. “The

important thing is that they are

protagonists, that is the idea of

listening. We do not define what the

agenda will be, it is based on what

they think it should be. So we

continue with this construction

process, which I think is collective,

broad and at the same time deepens

this experience of bringing

universities closer to research groups

with indigenous peoples ”, says the

professor.

The biggest challenge for the Brazilian

state is to understand that we are a

diverse country and it is necessary to

incorporate these differences into the

public policy agendas. This is what

Eliene Amorim, an advisor to the

Commission for Indigenous Teachers

of Pernambuco, believes, who

stresses the importance of giving

greater visibility to the demands that

teachers and indigenous leaders in the

state have. “I believe that in the current

scenario of setbacks in relation to the

rights of the population, in general,

indigenous people are one of the most

affected in this history. Recently the

government stopped Funai, but now

with the struggle of indigenous

peoples, these rights will return to

Funai, as the indigenous movement

says, 'Funai whole and not half.' But

that does not guarantee that

indigenous rights are guaranteed,

because we live in a period in which

the government does not respect

differences and that has been

constantly making constitutional

amendments to change the advances

that we have achieved with the

Constitution of 88 ”.

The purchase of land by foreigners

has become a prominent

phenomenon not only in the media,

but also in academic debates.

Although, in other times, it was also

possible to identify situations in

which foreign companies or

individuals owned or owned the land,

a growing literature indicates that

since the beginning of the 21st

century the appropriation of large

tracts of land has increased

significantly. As a result, the impacts

of this phenomenon on Food and

Nutrition Security are significant. The

book analyzes, in particular, the role

of Brazil and China in this process.

According to the coordinator of the Right to the City Program, Vera Orange, the

discussion is fundamental to reflect the dismantling of already consolidated urban

policies, as well as to evaluate what the extinction of the Ministry of Cities meant and

what the Constitutional Amendment Proposal represents. 80/2019, which seeks to

modify articles 182 and 186 of the Federal Constitution, changing the paths for the

application of the social function of property. "The seminar will be a time to think about

possible strategies in the struggle for a democratic management of cities".

Among the themes that guided the discussions at the tables, are: "The social function of

property in perspective" and "Paths to a popular construction of cities". The debates

were attended by names such as Betânia Alfonsin (Brazilian Institute of Urban Law -

IBDU), Francisco Albuquerque (Public Ministry of Pernambuco - MPPE), Vitória

Genuíno (Homeless Workers Movement - MTST / PE), Múcio Jucá (Department of

Architecture and Urbanism - Unicap), Mércia Alves (SOS Corpo - Feminist Institute for

The film Fukushima 5 Dias Decisivos,which portrays the environmentaldisaster caused by the explosion ofreactors at a nuclear power plant inFukushima, Japan, premiered in Brazilwith an exhibition at the CatholicUniversity of Pernambuco, at the DomHelder Camara Auditorium, onSeptember 30.

The feature film, released in 2016 and shown in about 60 locations in Japan andother countries, features scenes based on real events of a catastrophe, anddenounces the threatening danger of lethal radiation that expands rapidly,victimizing people, contaminated by causing serious illness.

In Pernambuco, several organizations representing society have been mobilizingagainst the possible installation of a nuclear center, with six plants, in Itacuruba, inthe Sertão do São Francisco.

The articulation Sertão Anti-Nuclear is formed by the Indigenist Missionary Council(CIMI), Pastoral Land Commission, (CPT), Pastoral Fishermen Council, (CPP),National Conference of Bishops of Brazil (CNBB), the Study and Research GroupTransdisciplinary (GEPT) of the UPE Forest Campus, Social Cartography, LEPECUFPE, Federation of Rural Workers (FETEP), Provided Association andArchdiocese of Forest with the support of the Helder Camara Chair for HumanRights - UNESCO / UNICAP.

According to the professor of law at the University of Pernambuco, ClarissaMarques, a member of the group, the indigenous peoples of Itacuruba and thequilombolas in the municipality of Mirandiba, in addition to fishermen and farmers,are also part of the group. "In early 2019, the Pankararu Indians held an event todiscuss the issue, with the participation of other indigenous peoples, such as theXucuru de Pesqueira".

Also according to the professor, the Legislative Assembly of Pernambuco (ALEPE)recently filed an amendment project, proposing changes in the legislation, which isunfavorable to the implantation of nuclear plants in the state. Clarissa said reportshad been sent inviting state deputies to watch the film. “What we want is for civilsociety to be informed. So, the exhibition of this film and this debate are ways ofbringing information to society ”.

The Japanese Tamiyoshi Tachibana, executive producer of the film, wasaccompanied by translator Helena Myuki Makiyama. For Tamiyoshi, beingin Brazil is a great joy. He said the main point of his film is to raisepeople's awareness of the danger that a nuclear power plant is.

The producer said he already knew about the existence of the plants inAngra dos Reis, in Rio de Janeiro, and when he heard about thepossibility of building a plant here in Pernambuco, he said he was totallyagainst it. In Japan, he said, more than 100 films were produced after theFukushima accident, and his is the only one that portrays the Japanesegovernment's relationship with the electric company at the time of theradioactive accident.

Tachibana explained that oneof the major goals of his filmproduction is, in addition toportraying what happened,also demonstrating thenumerous disadvantages ofnuclear power plants. “Thenuclear plant is not onlydangerous, but it is extremelyexpensive. In the UnitedStates, they are alreadystarting to decrease thenumber of nuclear plants ”.Tachibana is in favor ofgenerating solar energy.

Also according to the producer, the construction of nuclear power plantsis a threat to human life on Earth, "On the day of the accident inFukushima, two people died, but, along the way to date, 1,600 peoplehave died". Two hundred and thirty children had thyroid cancer as a resultof the nuclear explosion, he says. Finally, I asked if it would be importantto show the film to the indigenous peoples of Itacuruba. He replied, "forsure, please."

The indigenous society was present at the dialogue wheel, andconcerned about its people and about the São Francisco River, made anappeal to show the film in their region. Also present were leaders of socialmovements and representatives of religions of African origin.

According to the lawyer of the Pastoral Land Commission, Gabriela

Rodrigues, the broad articulation for the exhibition of the film here in Brazil

began in mid-2009, when the Pastoral Land Commission and the Indigenous

Missionary Council were already following the concern of the backcountry

communities Itacuruba with the possibility of building nuclear power plants in

the region.

Also according to the lawyer, the articulations against the construction of

radioactive plants grew in Pernambuco in 2010, with the Anti-Nuclear

Caravan. Shortly after the Fukushima disaster, the discussion about the

implantation of a nuclear power plant in the state fell asleep.

Gabriela also highlighted the vulnerability of indigenous and quilombola

peoples in the Sertão. "None of these communities has a titled territory,

although they are communities that have been claiming territory title for a long

time, including, we believe that there is a relationship between non-title and

the plant construction project on site".

Finally, Gabriela Rodrigues explained that Brazil, being the 6th largest

uranium reserve in the world, is the target of interests for exploration. So, we

see the interest of capital. It is a profitable undertaking for those who build, but

it is a terrible undertaking for those who have headquarters”.

It happened on October 17, at 7 pm atAmphitheater G.4 - UNICAP, the launchof the Bill of Law of popular initiative“Recife Without Mordomies”, idealizedby the movement Be a Mudança, agroup that aims to develop aparticipative citizen culture, proposingactions and projects that seek toguarantee a fairer city.

In this campaign, Be a Change inpartnership with the Dom HélderChair of Human Rights UNESCO/ UNICAP, Justice and PeaceCommission of the CatholicChurch, World Vision, InstitutoPlano B, Instituto Solidare,Projeto Sinal, Samaritanos,Baptist Church in Coqueiral ,Igreja A Ponte and Igreja Manguewill launch the project “RecifeWithout Mordomies”, a bill ofpopular initiative that aims torevoke the privileges of the citycouncilors, they are: jacket suit,post office aid, gas aid, 50%reduction in compensation andcabinet funds.

The project is the result of ourstruggle in favor of the homelesspopulation, when the budget ofthe City of Recife was analyzed tofind out where resources couldcome from for the execution ofthe PSR's public policy. In thisanalysis it was verified the highexpenses with publicity,propaganda, events and culturalfestivities; revealing to us whatare the priorities of the currentmanagement.

To this end, the collection of signaturesbegan to collect around 55,000 signaturesfrom Recife voters, that is, 5% of themunicipal electorate, so that the Bill entersthe City Council, says Prof. Igor Sacha, oneof the campaign coordinators.

In this process, we became aware of the high cost of the City Council, leading us toanalyze the reasons. In this way, guarantees of social rights and investment inpriority areas are scrapped or without the necessary contribution to be guaranteedwith quality.

The Catholic University of

Pernambuco, through the UNESCO

Unicap Dom Helder Camara Human

Rights Chair, signed an agreement

with the Legislative School of the

State Legislative Assembly on 11/13,

so that students of the Law course

can develop a practical internship in

the parliament .

According to the Chair coordinator and articulator of the agreement,

Professor Manoel Moraes, the idea is that students experience Alepe's

daily life by attending commissions, interviewing deputies and attending

plenary sessions and public hearings. "One of the objectives is to

promote integration between the Legislative Branch and Society, building

spaces for Human Rights and strengthening democracy," said Manoel

Moraes.

The unprecedented project in Brazil is

supported by Unesco and will involve

seven classes in the discipline of

Political Theory and the State, which is

part of the 1st period of the Unicap Law

course. Currently 336 students are

enrolled in this discipline. They will be

organized in groups to develop the

activities of the internship that will have

a workload of 20 hours. Also according

to Manoel Moraes, students will

produce videos, podcasts, as well as

texts about their experience in the

legislature.“They study subjects such as democracy, participation, constitution in the discipline.

Then, at the end of the course, they will receive from Alepe a Constitution of the State

of Pernambuco and one from the Union. We hope that they learn the value of the

legislative space as being a constituent of Human Rights ”, said Manoel Moraes.The superintendent of the Legislative

School, José Humberto Cavalcanti,

highlighted the initiative's pioneering

spirit. “An unprecedented experience of

integration between the university and

the Legislative Branch”. “It is very

important that there is this transfer of

knowledge from the legislative process

in a deeper way. Students will learn, in

practice, how the House works, as well

as what the policy is and how it should

be conducted ”, when speaking to the

ALEPE report.

Deputy Teresa Leitão (PT) saluted the students, who attended the Plenary

Meeting. The parliamentarian explained that the agreement was born from

the initiative of Professor Manoel Moraes who, from time to time, brought

students to ALEPE. “Through the Legislative School, we will support the

action, which should bring good results for the participants”, he observed.

"University students will have the opportunity to see that politics is the

lifeblood of society, despite the fact that many think it is unnecessary," he

said.

the Specialization course on

Restorative Justice and Human Rights

at the Joaquim Nabuco / FUNDAJ

Foundation and students from the

UNICAP Law course, enrolled in the

subject of History of Law, made visits

to points that refer to memory of

Recife. "So that it never happens

again, so that it doesn't happen again".

On the occasion, they visited the

Monument for the 50th anniversary of

the 1964 Coup. They also visited the

Faculty of Law of Recife, where they

visited the Information Operations

Detachment building - Internal Defense

Operations Center (DOI-CODI), an

agency subordinate to the Army,

intelligence and repression of the

Brazilian government during the

regime inaugurated with the 1964 civil-

military coup and the Paulo Cavalcanti

Building - Public Prosecutor of

Pernambuco, with the participation of

Dr. Aline Arroxelas - Olinda Law

Prosecutor and professors Luís

Emanuel and Manoel Severino

Moraes.

To mark the International Day of Human

Rights Defenders 29/11, the Collective

of Women Defenders of Human Rights

of Pernambuco (CMDDH-PE) held on

November 27, in the G1 Auditorium of

the Catholic University of Pernambuco,

the seminar "We are all Defenders of

Human Rights: Our Lives Matter! " The

activity aims to strengthen the

Protection Policy for human rights

defenders, in addition to recognizing

and empowering women who exercise

this role.

The Seminar was divided into four

rounds of dialogue followed by

debates. Among the themes: "Stories

of Struggles: Our lives matter", with

reports by Defenders from five

Brazilian states; "International

Experiences", with the participation of

UN Women and the Organization of

Women of Angola (OMA); "Public

Policies for Human Rights Defenders",

with representatives from the Public

Ministry of Pernambuco and from the

Secretariats for Women, the State and

Recife, and the Human Rights

Executive; and "Women, Human

Rights and Communication", with

journalists Andrea Trigueiro, Bianka

Carvalho and Marcionila Teixeira.

PHOTOGRAPHS FOR ISSUING DOCUMENTS TO VENEZUELAN INDIANS

The photography task force, held at

the Catholic University of

Pernambuco, should benefit

indigenous families in Venezuela. The

service took place at Unicap's

photography laboratory, on the

ground floor of block G, on December

19th and 20th.

The action is the result of a

partnership between the Hunanitas

Institute of Unicap, the Catholic

House of Law, the UNESCO /

UNICAP Chair for Human Rights and

the Inter-institutional Committee for

the Promotion of Migrants, Refugees

and Stateless Persons from the State

of Pernambuco.

The photography session was the first

official record of the Warao Indians.

The service will make it possible for

Human Rights to be carried out,

making it more dignified and

welcoming to these people.

The photos allow each of the

refugees to issue their official

documents and regularize the asylum

application here in Brazil. In addition,

they will be able to participate in

educational selection processes and

job opportunities.
