We are currently at a turning point given the need to respond
to the challenge of climate change and the need to reduce the
dependence on fossil fuels.
However this challenge creates many opportunities: more in-
vestigation and technological development, more innovative
investment and more jobs.
We may well be at the edge of a new technological revolution
with an equivalent importance to what occurred in Informa-
tion and Communication Technologies.
There are many variables in the equation. The creation of inte-
grated, transparent and competitive markets. A new philoso-
phy for grid management. Achieving an effi cient response to
energy storage. The commitment to renewable energies.
Portugal has, over the last two years, approved a comprehen-
sive series of measures to promote renewable energies. En-
ergy policy development derives from the government’s polit-
ical will, expressed in Resolution 169/2005 of October 2005.
The National Energy Strategy established various objectives,
namely the creation of a stable, transparent organisational
framework for the sector, permitting an unprecedented ex-
pansion of investment in renewable energies. The strategy
implementation is transforming Portugal in a benchmark operator
in terms of wind power development.
Vivemos um momento de mudança devido à necessidade de res-
ponder ao desafi o criado pelas alterações climáticas e pela neces-
sidade de reduzir a dependência de combustíveis fósseis.
Mas este desafi o cria muitas oportunidades: mais investigação e
desenvolvimento tecnológico, mais investimento inovador e mais
empregos.
Poderemos estar à beira de uma revolução tecnológica com uma
importância semelhante à ocorrida nas Tecnologias da Informa-
ção e da Comunicação.
Há muitos aspectos em equação. A criação de mercados integra-
dos, transparentes e concorrenciais. Uma nova fi losofi a da gestão
de redes. Capacidade em criar uma resposta efi ciente ao proble-
ma do armazenamento. A aposta nas energias renováveis.
Portugal aprovou nos últimos dois anos um conjunto ambicioso de
medidas para promoção das energias renováveis. O desenvolvi-
mento da política energética traduz a visão do Governo, expressa
na Resolução de Conselho de Ministros de Outubro de 2005.
A Estratégia Nacional para a Energia, estabeleceu vários objecti-
vos, nomeadamente a criação de um quadro organizativo estável
e transparente para o sector, e permitiu uma expansão sem pre-
cedentes do investimento em Energias Renováveis. O desenvol-
vimento desta estratégia está a tornar Portugal numa referência
a nível da energia eólica. Tal sucede no momento em que Por-

This development happens in the moment when Portugal is
assuming the Presidency of the European Union and when
energy is one of the priorities in the European agenda. We will
not miss the opportunity to impact such an important issue.
Commitment to renewable energies, as a relevant means of lim-
iting the economy’s carbon intensity and as a signifi cant contri-
bution to the diversifi cation and sustainability of the energy sec-
tor, is particularly based on the development of hydro and wind
power, biomass, promotion of biofuels and solar power.
Pursuant to the framework of Directive 2001/77/CE of 27 Sep-
tember 2001, on the promotion of electricity generated from
renewable energy sources, Portugal undertook to achieve a
target of 39% by 2010. At the end of March 2007, Portugal
had 7092 MW of installed capacity for electricity generation
from renewable energy sources.
Electricity generation from renewable energy sources is par-
ticularly concentrated in northern Portugal, in the districts of
Bragança, Viana do Castelo, Viseu, Coimbra, Vila Real and
Braga. Excluding major hydroelectric projects, the principal
districts in terms of installed rated power are: Viseu, Coim-
bra, Lisbon, Vila Real, Castelo Branco, Santarém, Braga and
Guarda, whose installed rated power accounted for 74% of
total renewable energy in March 2007.

questão da energia é uma das prioridades da agenda europeia.
Não vamos falhar a oportunidade de deixar uma marca nesta
questão tão importante para a Europa.
A aposta nas Energias Renováveis visa limitar a intensidade car-
bónica da economia e contribuir para a diversifi cação e sustenta-
bilidade do sector energético. Assenta, em especial, no desenvol-
vimento das energias hídrica e eólica, na biomassa, no incentivo
aos biocombustíveis e na energia solar.
No quadro da Directiva 2001/77/CE, de 27 de Setembro de 2001,
relativa à promoção de electricidade produzida a partir de fontes
de energias renováveis (FER), Portugal assumiu o compromisso
de, até 2010, atingir uma meta de 39 por cento. No fi nal de Março
de 2007, Portugal tinha 7092 MW de capacidade instalada para
produção de energia eléctrica a partir de fontes de energia reno-
váveis. A produção de energia eléctrica de origem renovável está
concentrada no Norte do país, principalmente nos distritos de
Bragança, Viana do Castelo, Viseu, Coimbra, Vila Real e Braga.
Excluindo a grande hídrica, os principais distritos em termos de
potência instalada são Viseu, Coimbra, Lisboa, Vila Real, Castelo
Branco, Santarém, Braga e Guarda, correspondendo a potência
instalada destes oito distritos, em Março de 2007, a 74 por cento
do total renovável. Em 2005, Portugal, foi o país da União Europeia

Portugal was the European Union country with the highest
growth in wind power generating capacity in 2005. A total of
36 new wind farms came into service in 2006, comprising a
60% growth in installed rated power.
Given the strategic importance of the commitment to renew-
able energies, the government, in 2007, defi ned new commit-
ments for 2010:
• 45% of all electricity consumption to be from renewable
energy sources;
• biofuels used in the transport sector to account for 10%
of road fuel consumption;
• 5 - 10% of coal used in power stations to be replaced by
biomass or wastes.
New objectives for various renewable energy sources were,
accordingly, defi ned:
• Wind Power: To increase installed capacity by 1950 MW,
by the year 2012, to total 5100 MW (600 MW of which
comprising equipment upgrades) and investment in a
technological cluster associated with wind power;
• Hydropower: Reinforcement of the rated power of current
hydroelectric infrastructures, to achieve 5575 MW of installed
capacity in 2010 (575 MW more than previously forecast) and
achieving a 70% rate of exploitation of national hydroelectric
generating capacity potential in the medium term;
• Biomass: Attribution of a further 100 MW, totalling 250
MW in electricity generating capacity by 2010, promoting
linkage with forestry resources and fi re-fi ghting policy;
• Solar: Construction of the biggest worldwide photovoltaic
power station – in Moura – and association with micro-
generation and solar hot water policies and goals;
que mais cresceu na capacidade de produção de energia eólica,
e em 2006 entraram em funcionamento 36 novos parques eóli-
cos, o que signifi cou um crescimento de 60 por cento da potência
instalada. Dada a importância estratégica da aposta nas energias
renováveis, o Governo defi niu, em 2007, compromissos mais am-
biciosos para 2010:
• 45 por cento de toda a electricidade consumida será de
base renovável;
• os biocombustíveis utilizados nos transportes deverão
atingir 10% do consumo dos combustíveis rodoviários;
• cinco a dez por cento do carvão utilizado nas centrais
eléctricas será substituído por biomassa ou resíduos.
Neste sentido, foram estabelecidos novos objectivos para as vá-
rias fontes de energia renovável:
• Energia Eólica: Aumentar em 1950 MW a capacidade instala-
da, até 2012, perfazendo um total de 5100 MW (em que 600
MW serão por “upgrade” do equipamento), e investimento
num “cluster” tecnológico associado à energia eólica;
• Energia hídrica: Reforço de potência em infra-estruturas hi-
droeléctricas existentes, de forma a atingir 5575 MW de ca-
pacidade instalada em 2010 (mais 575 MW que o previsto an-
teriormente) e atingir a prazo 70 por cento do aproveitamento
do potencial hídrico nacional;
• Biomassa: Atribuição de mais 100 MW de capacidade para
produção eléctrica até 2010, para um total de 250 MW, pro-
movendo uma articulação com o recurso fl orestal e com a
política de combate ao risco de incêndios;
• Solar: Construção da maior central fotovoltaica do mundo
– central de Moura – e ligação com as políticas e metas de
microgeração e água quente solar;

• Wave Power: Creation of a pilot zone with a total potential
operating capacity of up to 250 MW for the technological
development of new prototypes at their industrial and pre-
commercial stages;
• Biofuels: To achieve a target of 10% of biofuels to be in-
corporated in road fuels by 2010 (bringing the European
Union’s objective forward by 10 years) and promoting na-
tional agricultural strands for biofuels;
• Biogas: A target of 100 MW of installed rated power in
units for anaerobic waste processing;
• Microgeneration: To promote the installation of 50 000
systems, by 2010, encouraging the installation of solar hot
water in buildings.
Renewable energies are a driving force behind economic,
social and technological development and lie at the founda-
tion of the promotion of important investments, job creation
and regional development. Reference should be made to
the development of technological and research clusters; the
promotion of national agricultural strands, creation of water
impounding infrastructures and fl ood control; policies coor-
dination to reduce the risk of fi res; increasing the useful life
of landfi lls.
To provide better information on national policy guidelines for
the renewables sector, aimed at providing information on the
principal policies and measures in the renewable area, we
considered that it would be useful to publish a compilation of
some of the most emblematic projects already implemented
or in progress, contributing to the development of electricity
generation from renewable energy sources, in Portugal.
• Ondas: Criação de uma zona piloto com potencial de explo-
ração total até 250 MW para desenvolvimento tecnológico de
novos protótipos em fase industrial e pré-comercial;
• Biocombustíveis: Atingir em 2010 a meta de 10 por cento de
biocombustíveis a incorporar nos combustíveis (antecipando
em dez anos o objectivo da União Europeia) e promover fi lei-
ras agrícolas nacionais para biocombustíveis;
• Biogás: Meta de 100 MW de potência instalada em unidades
de tratamento anaeróbico de resíduos;
• Microgeração: Promover a instalação de 50 000 sistemas até
2010, com incentivo à instalação de água quente solar nos
edifícios.
As energias renováveis constituem um motor de desenvolvi-
mento económico, social e tecnológico. Estão na base da pro-
moção de importantes investimentos, da criação de emprego
e de desenvolvimento regional, sendo de realçar o desenvol-
vimento de clusters tecnológicos e de investigação; a promo-
ção de fi leiras agrícolas nacionais; a criação de infra-estruturas
para reservas de água e controlo de cheias; a introdução de
políticas concertadas para a redução de risco de incêndios; o
aumento da vida útil dos aterros.
Para melhor ilustrar as linhas estratégicas da política nacional
para o sector das renováveis e com o objectivo de promover
a divulgação das principais políticas e medidas na área, con-
siderou-se útil reunir nesta edição um conjunto de projectos,
eventualmente os mais emblemáticos, uns já realizados e ou-
tros a realizar, que irão contribuir para o desenvolvimento da
produção de energia eléctrica a partir de fontes de energia re-
nováveis no nosso país.

Portugal is one of the European Union countries with the
highest exploitable hydropower potential. It is also one of the
countries with the lowest hydro capacity growth over the last
30 years, still having around 54% of exploitable potential.
Hydropower is clearly a priority and one of national energy
policy’s principal commitments, with the objective of exceeding
an installed rated power of 7000 MW by 2020.
To achieve this objective and close the gap with such bench-
mark operators as Austria and Sweden, a framework of objec-
tives providing for the following measures, was established:
• by 2010, preparation of a National Strategic Plan for invest-
ments in hydro projects, committed to optimising the poten-
tial of currently existing infrastructures, exceeding 5000 MW
of installed rated power by doubling the Alqueva dam’s
generating capacity im Guadiana river and bringing forward
rated power increases in Picote and Bemposta in Douro river;
• by 2015, to achieve 6250 MW in hydro capacity, comprising
new structuring projects for the sector and country, with a
strong commitment to hydroelectric reversible infrastruc-
tures with pumping capacity, to complement wind power
resources;
• by 2020, to fi nalise the implementation of the National
Strategic Plan and achieve 7000 MW of installed capacity,
achieving the objective of exploiting around 70% of na-
tional hydro potential.
Portugal é um dos países da União Europeia com maior poten-
cial hídrico por explorar. É também um dos países que menos
cresceu em capacidade hídrica nos últimos 30 anos, tendo
hoje ainda cerca de 54 por cento do potencial por aproveitar.
A energia hídrica é claramente uma prioridade e uma das prin-
cipais apostas da política energética nacional, com o objecti-
vo de superar os 7000 MW de potência instalada em 2020.
Para isso, tendo em vista uma aproximação a países de refe-
rência como a Áustria e a Suécia, foi estabelecido um quadro
de objectivos que prevê as seguintes medidas:
• até 2010, elaborar um Plano Estratégico Nacional para
investimentos em aproveitamentos hídricos e apostar na
optimização do potencial das infra-estruturas já existen-
tes, superar os 5000 MW de potência instalada através da
duplicação do Alqueva e da antecipação dos reforços de
potência de Picote e Bemposta;
• até 2015, atingir 6250 MW de capacidade hídrica, con-
cretizando novos projectos estruturantes para o sector
e para o país, com uma aposta forte em infra-estruturas
hidroeléctricas com bombagem, para assegurar a com-
plementaridade com os recursos eólicos;
• até 2020, concluir a implementação do Plano Estratégico
Nacional e alcançar os 7000 MW de capacidade instalada,
atingindo o objectivo de exploração de cerca de 70 por
cento do potencial hídrico nacional.

A Central Hidroeléctrica da EDP – Energias de Portugal, de-
signada por Empreendimento de Venda Nova II, situa-se na
região noroeste do território continental português, no conce-
lho de Vieira do Minho, distrito de Braga, e é parte integrante
do Centro de Produção do Cávado-Lima.
Esta Central permite um maior aproveitamento, em bomba-
gem, dos exceden-
tes de produção de

The adjacent cavern houses the two three phase transformers.
The principal access to the power station zone comprises a
tunnel with an 8 metre high transversal section, a total length
of around 1.5 kilometres and an incline of 11%.

Em Portugal, devido à sua situação geográfi ca e geomorfolo-
gia, apenas nas montanhas a velocidade e a regularidade do
vento é susceptível de aproveitamento energético.
A maior parte dos locais com essas características situa-se
a norte do rio Tejo e, a sul, junto à Costa Vicentina e Ponta
de Sagres. Presentemente está em curso o levantamento do
potencial de energia eólica offshore ao longo da costa portu-
guesa.
A base de dados do potencial eólico do vento em Portugal
– EOLOS2.0 – apresenta as características físicas e energéti-
cas do escoamento atmosférico num conjunto de 57 locais.
Em Portugal Continental, foi desenvolvida pelo INETI-DER. O
“software” VENTOS utilizado para simulação computacional
do comportamento do escoamento do vento sobre solos
complexos com ou sem arborização foi desenvolvido pela
FEUP, em colaboração com o Instituto de Engenharia Mecâ-
nica e Gestão Industrial, o INESC (Porto) e o Research Centre
for Wind Energy and Atmospheric Flows (RCWEAF). Ambas
são ferramentas importantes para a avaliação do potencial
energético da energia do vento em Portugal.
Com o objectivo de intensifi car e diversifi car o aproveitamento
das FER para a produção de electricidade, com especial enfo-
que na energia eólica, em 2005, Portugal reviu os objectivos
estabelecidos em 2003 e decidiu aumentar em 1950 MW a
meta da capacidade instalada, para 5100 MW, em 2012 (com
Owing to Portugal’s geographical and geomorphologic loca-
tion, it is only in the mountains that the speed and regularity
of the wind enables it to be exploited for energy purposes.
Most of the locations with the above characteristics are to
be found north of the River Tagus (Tejo) and south along the
Costa Vicentina and Ponta de Sagres. A survey on offshore
wind power potential along the Portuguese coast is currently
being prepared.
The database on wind power potential in Portugal – EOLOS2.0
provides information on the physical and energy characteris-
tics of the atmospheric fl ow in 57 locations, on mainland Por-
tugal. The database was developed by INETI-DER. The “VEN-
TOS” software used for computational simulation purposes
of the behaviour of wind fl ow on complex terrains, whether or
not arborised, was developed by FEUP, in collaboration with
the Institute of Mechanical Engineering and Industrial Manage-
ment, INESC (Porto) and the Research Centre for Wind Energy
and Atmospheric Flows (RCWEAF). Both are important tools
for the assessment of wind power potential in Portugal.With
the objective of intensifying and diversifying the exploitation
of renewable energy sources for electricity generation pur-
poses, particularly focusing on wind power, in 2005, Portu-
gal reviewed the objectives established in 2003 and decided
to increase its installed capacity target by 1950 MW to 5100
MW, in 2012 (with an increase of 600 MW in equipment up-

grades), while, at the same time, creating a technological and
industrial cluster associated with wind power.
This objective will represent a contribution of 20% to con-
sumption requirements at the end of the decade.
Generation in 2006, was more than 2120 equivalent hours per
MW. The installed rated power at the end of March 2007 was
1808 MW, divided up over 143 “farms”, with a total number
of 1019 wind turbines over the whole of mainland territory,
with 52% of the installed rated power in “farms” with a rated
power of 25 MW or less. Average investment was EUR 1.18
million / MW.
A tender was issued for attributing up to 1800 MVA in rated
power and the creation of an industrial cluster associated with
the wind sector, with an investment of around EUR 1700 mil-
lion, the creation of around 1500 jobs and formation of a EUR
35 million fund for innovation in the renewable energies area.
The districts of Viseu, Coimbra, Lisbon, Castelo Branco, Vila
Real, Santarém, Leiria and Braga have the highest installed
rated power (March 2007) and districts with the greatest re-
sources, in 2006, were Bragança, Coimbra, Porto, Vila Real,
Viana do Castelo, Guarda, Castelo Branco and Aveiro.
At the current rate of coming into service of new wind farms,
2000 MW of rated wind power, shall be in service on the na-
tional electricity system in 1st half 2007.

situa em parques com potência igual ou inferior a 25 MW. O
investimento médio foi 1,18 milhões de euros/MW.
Foi lançado um concurso para atribuição até 1800 MVA de
potência e a criação de um “cluster” industrial ligado ao sec-
tor eólico, com um investimento de cerca de 1700 milhões
de euros, a criação de cerca de 1500 postos de trabalho e
a constituição de um fundo de 35 milhões de euros para a
inovação na área das energias renováveis.
Os distritos de Viseu, Coimbra, Lisboa, Castelo Branco, Vila
Real, Santarém, Leiria e Braga são os de maior potência ins-
talada (Março de 2007) e os distritos com maior recurso, em
2006, foram Bragança, Coimbra, Porto, Vila Real, Viana do
Castelo, Guarda, Castelo Branco e Aveiro.
Com o ritmo actual de entrada em funcionamento de novos par-
ques eólicos, deverão atingir-se os 2000 MW de potência eóli-
ca no sistema eléctrico nacional durante o primeiro semestre de
2007.

PINHAL INTERIOR WIND FARM
This wind farm is located in central Portugal in the region
known as “Pinhal Interior”. The project encompasses the dis-
tricts of Oleiros – parishes of Álvaro, Oleiros, Sobral, Mostei-
ro, Isna, Estreito and Sarnadas de S. Simão; Proença-a-Nova
PARQUE EÓLICO DO PINHAL INTERIOR
O Parque Eólico localiza-se na zona centro do país na região
denominada “Pinhal Interior”. O projecto abrange os conce-
lhos de Oleiros (freguesias de Álvaro, Oleiros, Sobral, Mos-
teiro, Isna, Estreito e Sarnadas de S. Simão), Proença-a-Nova

Este projecto eólico é um dos maiores do país, com forte im-
pacte económico nos quatro concelhos abrangidos.

This continues to be one of the fundamental pillars of the Bei-

as a whole, will involve 12 municipal districts and comprise an
investment of EUR 450 million.
This wind project is one of the biggest in Portugal, with a ma-
jor economic impact on the four municipal districts involved.

WIND INDUSTRIAL CLUSTER
Pursuant to the policy of wind power
capacity expansion (allocation of
rights up to 1800 MVA), Portugal, in
2006, issued a tender with a twofold
objective: to use wind power to lever-
age the creation of an industrial sec-
tor and improve the effi ciency of wind
power exploitation.
The creation of this wind cluster is an
instrument of a sustainable regional
development policy instrument, owing to
its importance in terms of the creation
of new sources of economic growth
and environmental conservation and
improvement.
The “Agrupamento Eólicas de Portu-
gal”, responsible for implementing
this project, comprises a technological complex, leading the
development of wind turbines and four wind generation pro-
moters having experience in the management of the wind
business.
Considered as being the most structuring project on the Por-

No quadro da expansão da capacidade eólica (atri-
buição de direitos até 1800 MVA), Portugal lançou,
em 2006, um concurso com um duplo objectivo:
utilizar a energia eólica para alavancar a criação de
um sector industrial e explorar de forma mais efi -
ciente o recurso eólico.
A criação deste “cluster” eólico constitui um ins-
trumento de política de desenvolvimento regional
sustentável, dada a sua importância na criação de
novas fontes de crescimento económico e na pre-
servação e melhoria do ambiente.

A aposta nas energias renováveis para a produção de electri-
cidade visa satisfazer, em 2010, 45 por cento do consumo de
electricidade do país, sendo cinco por cento o contributo da
biomassa fl orestal.
A energia, um importante factor de crescimento da econo-
mia portuguesa, constitui um desafi o para o desenvolvimento
sustentável do país. O desenvolvimento dos recursos ener-
géticos endógenos representa um elevado potencial para a
inovação e um contributo importante para a concretização da
Estratégia Nacional para a Energia e do Plano Tecnológico.
A Biomassa fl orestal constitui uma das prioridades, dado
o seu impacto na revitalização e dinamização da actividade
económica da fi leira fl orestal, bem como na minimização dos
riscos de incêndio.
O lançamento do concurso para 15 novas centrais a biomassa
fl orestal representa um adicional de 100 MW e um investi-
mento total estimado em 225 milhões de euros.
Foram privilegiadas duas tipologias de centrais:
• Até 12 MW, permitindo economias de escala na produção
de energia eléctrica e garantindo um maior raio de recolha
de Biomassa Florestal;
• Até 6 MW, permitindo o desenvolvimento de unidades
locais de pequena dimensão numa óptica de desenvolvi-
mento local.
The commitment to renewable energies for electricity
generation aims to meet 45% of the country’s electric-
ity requirements by 2010, 5% of which from forestry bio-
mass.
Energy, as an important growth factor for the Portuguese
economy, represents a challenge for the country’s sus-
tainable development. The development of endogenous
energy resources represents major potential for innova-
tion and an important contribution to achieving the Na-
tional Energy Strategy and Technological Plan.
Forestry biomass is one of the priorities, given its impact
on revitalising and boosting economic activity in the forestry
strand, in addition to minimising fire risks.
The issue of a tender for 15 new forestry biomass power
stations represents an additional 100 MW and a total esti-
mated investment of EUR 225 million.
Preference has been given to two types of power station:
• Up to 12 MW, permitting economies of scale in elec-
tricity generation and ensuring a larger forestry bio-
mass collection area;
• Up to 6 MW, permitting the development of small local
development units.

A localização das futuras centrais foi pré-seleccionada tendo
em conta a disponibilidade de Biomassa Florestal e o risco
estrutural de incêndio. As novas Centrais a Biomassa possibi-
litarão a retirada de 1 milhão de toneladas de resíduos das fl o-
restas nacionais e a criação de novas dinâmicas de inovação
na gestão e exploração fl orestal.
O aproveitamento da Biomassa Florestal para fi ns energéti-
cos é encarado não só como uma oportunidade de negócio e
de criação de emprego em zonas rurais, como é um dos ins-
trumentos de luta contra os incêndios, através da limpeza das
fl orestas. Actualmente, existem em Portugal três centrais ter-
moeléctricas ligadas à rede eléctrica que utilizam a Biomassa
Florestal como principal combustível - a central da EDP, em
The location of the future power stations was pre-selected
taking into account the availability of forestry biomass and
structural fi re risk. The new biomass power stations will make
it possible to extract 1 million tonnes of wastes from national
forests and create new dynamics of innovation in terms of
forestry management and exploitation.
The exploitation of forestry biomass for energy purposes is
considered not only as a business opportunity and for its cre-
ation of employment in rural zones, but also as a fi re-fi ghting
instrument in the form of forest clearing operations.
Portugal currently has two thermoelectric power stations
connected to the national grid, using forestry biomass as
their principal fuel - the EDP power station, in Mortágua

trais de cogeração instaladas nas indústrias do sector fl ores-
tal, que fazem aproveitamento de biomassa para produção de

The objective is to achieve a target of 250 MW of electricity

Em termos ambientais, a redução da emissão de dióxido de
carbono (C02) em 700 mil toneladas possibilitará a convergên-
cia para as metas defi nidas no Protocolo de Kyoto.
Os biocombustíveis constituem um vector de diversifi cação
no abastecimento de combustíveis aos transportes, sector
em se registam as mais elevadas taxas de crescimento de
consumo energético.
Em Portugal, a dependência energética do sector transportador
relativamente ao petróleo é acentuada, sendo responsável por
42 por cento do consumo da totalidade do petróleo importado.
A substituição de mais de 300 milhões de litros de combus-
tíveis até 2010 que corresponde a uma incorporação de dez
por cento nos combustíveis rodoviários, antecipando em dez
anos o objectivo da UE, potencia a criação de unidades indus-
triais e o desenvolvimento da agricultura energética.
O Governo fi xou em 205 mil toneladas a quantidade de bio-
combustíveis a isentar de ISP (Imposto sobre os Produtos
Petrolíferos) em 2007. Destas, 4 973 toneladas têm origem
em produção agrícola nacional. No entanto, esse valor deve
subir para 405 mil toneladas até 2010 atendendo ao aumento
previsto para a percentagem de incorporação. As medidas de
isenção fi scal (ISP) visam fomentar a utilização dos biocom-
bustíveis nos transportes para reduzir a dependência ener-
gética portuguesa e dar cumprimento à directiva comunitária
que estabelece, até 2020, a substituição de 10 por cento dos
combustíveis convencionais usados nos transportes por com-
bustíveis alternativos. Os pequenos produtores dedicados be-
nefi ciarão de isenção total de ISP até ao limite máximo global de
40 mil toneladas/ano.
In environmental terms, the reduction in the emission of
carbon dioxide (C02) by 700 thousand tonnes will make it
possible to converge with the targets defi ned in the Kyoto
protocol.
Biofuels represent an area of diversifi cation in the supply of
fuel to the transport sector which has recorded the highest
growth rates in terms of energy consumption.
In Portugal, the transport sector’s energy dependency on oil,
which is responsible for 42% of total imported oil consump-
tion, is very high.
The replacement of more than 300 million litres of fuel by
2010, comprising the incorporation of 10% in road fuels,
bringing the EU’s objective forward by 10 years, promotes
the creation of industrial plants and development of energy-
based agriculture.
The government set the quantity of biofuels to be exempt-
ed from ISP (tax on oil products) at 205 thousand tonnes in
2007. Of this amount, 4 973 tonnes derive from national ag-
ricultural production. However, this fi gure should rise to 405
thousand tonnes by 2010 in light of the forecast increase of
the incorporation percentage. The fi scal exemptions (ISP)
have been designed to promote the use of biofuels in the
transport sector, to reduce Portuguese energy dependency
and comply with the Community directive establishing the
replacement of 10 per cent of conventional fuels used in
the transport sector, by alternative fuels by 2020. Small
dedicated producers are entitled to total exemption from
ISP up to a maximum global amount of 40 thousand tonnes
per year.

BIOMASSA FLORESTALCentral termoeléctrica do Ródão
A central termoeléctrica a biomassa fl orestal residual, pro-
priedade da EDP Produção – Bioeléctrica, S.A., fi ca situada
em Vila Velha do Ródão e permite levar electricidade a 70 mil
pessoas.
A biomassa a consumir pela central é fornecida pelas empre-
sas silvícolas e fl orestais da região e representa um volume
de negócio avaliado em cerca de quatro milhões de euros,
contribuindo para a limpeza da fl oresta.
As 160 mil toneladas de biomassa consumidas por ano re-
presentarão cerca de 4 milhões de euros, canalizados para as
empresas do sector silvícola e fl orestal da região.
A conversão da biomassa fl orestal em electricidade é reali-
zada através da combustão em leito fl uidizado borbulhante,
sendo a energia eléctrica gerada por um turbo-grupo a vapor
constituído por turbina de condensação e alternador trifási-
co.
FOREST BIOMASSRódão thermoelectric power station
The forestry waste biomass thermoelectric power station
owned by EDP Produção – Bioeléctrica, S.A., is located in
Vila Velha do Ródão and supplies energy to 70 thousand per-
sons.
The biomass to be used by the power station is supplied by
regional silviculture companies and represents a turnover of
around EUR 4 million, while also contributing towards forest
clearing operations.
The 160 000 tonnes of biomass consumed per year will rep-
resent around EUR 4 million, channelled to silviculture and
forestry companies in the region.
Forestry biomass is converted to electricity through the (bub-
bling) bubble fl uidised bed combustion process in which the
electricity is generated by a steam turbine unit comprising a
condensation turbine and a three phase alternator.

Central termoeléctrica a biomassa fl orestal
residual de Mortágua
A funcionar desde 1999, este centro electroprodutor da EDP
Produção – Bioeléctrica, S. A. correspondeu a um investimen-
to inicial de 25 milhões de euros.
A compra de biomassa para alimentar a central representa
para o sector silvícola da região uma oportunidade de negócio
e simultaneamente promove a limpeza fl orestal contribuindo
para minimização do risco de incêndio. Como combustível de
regulação e arranque é utilizado o gás natural. Com uma dis-
ponibilidade superior a 89 por cento, vendeu 57,6 GWh de
electricidade à rede, em 2006. O consumo de biomassa nesse
ano ascendeu a 109 mil toneladas, sendo 96,4 por cento bio-
massa fl orestal residual (casca de pinheiro e de eucalipto).
A compra de biomassa representou cerca de 2,7 milhões de
euros, canalizados para o sector silvícola da região.

In operation since 1999, this EDP Produção – Bioeléctrica, S.
A. power station represented an initial investment of EUR 25
million.
The purchase of biomass to fuel the power station represents
a business opportunity for the silviculture sector in the region
while also promoting forest clearing operations, helping to
minimise fi re risks. Natural gas is used as a regulating and
start-up fuel. With an availability of more than 89%, it sold
57,6 GWh of electricity to the grid, in 2006.
The amount of biomass consumption in the said year was
109 000 tonnes, of which 96.4% was waste forestry biomass
(pine and eucalyptus bark).
Biomass purchases represented around EUR 2.7 million,
channelled to the silviculture sector in the region.

BIODIESELFábrica de biodiesel da Iberol
A Iberol-Sociedade Ibérica de Oleaginosas S.A., situada em
Alhandra, no concelho de Vila Franca de Xira, possui duas uni-
dades de produção de biodiesel. Uma construída pela empre-
sa CIMBRIA-SKET GmbH; a outra desenvolvida pela própria
empresa.
A matéria-prima utilizada provém principalmente de óleos ve-
getais virgens extraídos do girassol, palma, soja e colza.
Também os óleos alimentares usados (OAU) resultantes da
fritura dos alimentos podem ser valorizados como matéria-pri-
ma para a produção de biodiesel evitando-se o seu lançamen-
to na rede de saneamento básico. A promoção da actividade

Iberol-Sociedade Ibérica de Oleaginosas S.A., located in Al-
handra, in the municipal district of Vila Franca de Xira, has
two biodiesel generating units.
One was built by the company CIMBRIA-SKET GmbH and
the other was developed by the company itself.
The raw material used mainly derives from virgin vegetable
oils extracted from sunfl owers, palm, soya and colza oil.
Used cooking oils deriving from food frying may be valor-
ised as raw material for the production of biodiesel avoid-
ing their discharge into the basic sanitation network. The
promotion of the commercial activity for collecting and sell-

comercial de recolha e venda deste resíduo (OAU) constitui
uma oportunidade de negócio, com receitas interessantes
para as autarquias ou agentes económicos.
O laboratório da fábrica de biodiesel realiza o controle de qua-
lidade da matéria-prima e dos produtos fabricados de modo
a garantir o cumprimento das normas EN14224 e da British
Standard, BS 2621.
A produção é contínua, e a fábrica labora 24 horas por dia,
entregando o total da produção à industria refi nadora para in-
corporação nos combustíveis rodoviários.

na Gafanha da Nazaré.
Dedicada a transformação de oleaginosas, utiliza como maté-
rias-primas principais a colza e o girassol.

BIOGÁS - APROVEITAMENTO POR COMBUSTÃO E SISTEMAS HÍBRIDOS COM CÉLULAS DE COMBUSTÍVEL DE HIDROGÉNIO
A AGNI/EGF, propõe-se realizar em Portugal, até 2009, um in-
vestimento numa fábrica e Centro de Investigação e Desen-
volvimento em tecnologias de hidrogénio.
A EGF S.A. – empresa nacional responsável pela implementa-
ção deste projecto, irá converter e implementar os sistemas
híbridos, integrando as pilhas de combustível de hidrogénio
em todos os aterros sanitários onde se encontram instalados
os sistemas tradicionais para o aproveitamento energético do
biogás, bem como nas novas centrais de valorização orgânica
em construção e exploração, tendo em vista a melhoria da
efi ciência energética associada ao biogás.
É possível maximizar o aproveitamento do biogás captado,
através da utilização de pilhas de combustível de hidrogénio.
Estas constituem um sistema alternativo à utilização do bio-
gás nos motores de combustão interna, ou, em
conjunto com estes, numa solução designada
por sistema híbrido.
O investimento, a realizar de forma faseada, en-
volverá, na totalidade, cerca de 60 milhões de
euros e a criação de 220 postos de trabalho, até
2013.
BIOGAS - COMBUSTION AND HYBRID SYSTEMS USING HYDROGEN FUEL CELLS
AGNI/EGF, has undertaken to invest in a plant and research
and development centre for hydrogen technologies in Portu-
gal, by 2009.
EGF S.A. – a national company responsible for the implemen-
tation of this project will convert and implement the hybrid
systems, integrating the hydrogen fuel cells in all landfi lls
containing traditional systems for the energy exploitation of
biogas, in addition to the new organic enhancement power
stations being built and operated with the aim of improving
the energy effi ciency associated with biogas.
It is possible to maximise the exploitation of biogas capture,
through the use of hydrogen fuel cells. These comprise an
alternative system to the use of biogas in internal combus-
tion engines in conjunction with them in a solution known as
“Hybrid Systems”.
The investment, which will be staged, will total
around EUR 60 million and create 220 jobs by
2013.

a redução das emissões de Gases com Efeito de Estufa (GEE).
Outros benefícios referem-se à criação de postos de trabalho
associados à dinamização e evolução do mercado.
O país, devido às suas condições climáticas, possui também
excelentes condições para a conversão fotovoltaica, com ín-
dices de produção entre os 1000 e os 1500 kWh por ano por
kWp instalado.

CENTRAL SOLAR TÉRMICA DE TAVIRA
A central solar térmica em fase de construção na Capelinha,
perto da cidade de Tavira, destina-se à produção de electrici-
dade a partir da produção de vapor turbinado.
A empresa T-ESTP, S.A., especialmente constituída para a
condução deste projecto conta com a participação da EDP,
da ROLEAR Lda. e da Câmara Municipal de Tavira e com a
colaboração do INETI (Ministério da Economia e Inovação) e
da Universidade do Algarve.
Os colectores do tipo CLFR (Compact Linear Fresnel Refl ec-
tor) serão produzidos em Portugal, numa unidade industrial
criada para o efeito, tendo em vista a expansão da produção
para outros projectos dentro e fora de Portugal.
A central ocupará uma área de dez hectares para a instalação de
83 mil metros quadrados de espelhos.
A produção de electricidade a partir da energia solar pode
realizar-se com diversos tipos de tecnologia, sendo comum a
todos eles o aquecimento de um fl uido (água, vapor, ar, etc.)
com o qual se pode gerar movimento capaz de accionar um
gerador eléctrico. A tecnologia CFLR desenvolvida pela em-
presa australiana “Solar Heat and Power, Pty (SHP)” é uma
combinação, em alguns aspectos, da tecnologia das “centrais
de torre” e das “centrais do tipo cilindro parabólico”.
TAVIRA THERMAL SOLAR POWER STATION
This thermal solar power station, under construction in
Capelinha, near the city of Tavira, will generate electricity
through the use of steam turbines.
The company T-ESTP, S.A., which was especially formed to
manage this project enjoys the participation of EDP, ROLEAR
Lda. and the Municipality of Tavira and the collaboration of
INETI (Ministry of the Economy and Innovation) and University
of the Algarve.
Panels of the CLFR - Compact Linear Fresnel Refl ector type,
will be manufactured in Portugal, in an industrial unit created
for the purpose in question, with a view to expanding produc-
tion to other projects inside and outside Portugal.
The power station will cover an area of 10 hectares, with the
installation of 83 000 m2 of mirrors.
Electricity generation from solar power can use diverse types
of technology, with a common factor being the heating of a
working fl uid (water, steam, air, etc.) capable of activating an
electric generator.
CFLR technology developed by the Australian company “Solar
Heat and Power, Pty (SHP)” is, in several aspects, a combi-
nation of the technology used in “solar power towers” and
“parabolic cylinder type power plants”.

CENTRAL FOTOVOLTAICA DE SERPA
Situada na freguesia de Brinches, concelho de Serpa (distrito
de Beja), a central fotovoltaica de Serpa ocupa uma área de
60 hectares numa das zonas de Portugal onde se verifi cam
os valores mais elevados da radiação solar e onde, também,
existe capacidade na rede eléctrica para um projecto desta
dimensão. A electricidade produzida anualmente pela central
é sufi ciente para alimentar oito mil habitações e quintas na
região.
São parceiros neste projecto a GE Energy Financial Services
(investidor), a Power Light Corporation (projecto e construção)
e a Catavento, S.A. (promotor e gestor de activos).

SERPA PHOTOVOLTAIC POWER STATION
Located in the district of Beja, in the municipal district of Ser-
pa, parish of Brinches, the Serpa photovoltaic power station
occupies an area of 60 hectares in one of the zones in Portu-
gal with the highest levels of solar radiation and in which the
electricity grid has the capacity to accommodate a project of
this size.
The power station’s annual electricity generation is suffi cient
to supply 8 000 homes and farms in the region.
GE Energy Financial Services (Investor), Power Light Corpora-
tion (Project and Construction) and Catavento, S.A. (Promoter
and Asset Manager) are parties to this project.

MOURA PHOTOVOLTAIC POWER STATION
The Moura Photovoltaic Solar Power station, to be installed
in the parish of Amareleja, in the municipal district of Moura,
will be the world’s biggest. The construction and operation of
a solar panel manufacturing plant by the company BP Solar,
to be installed on the Tecnopolo de Moura industrial estate,
which will be producing the photovoltaic panels necessary for
the power station, is also planned. Its future production will
be targeted at the international market.

A nova legislação sobre edifícios que decorre da transposição
da Directiva 2002/91/CE compreende o Regulamento dos Sis-
temas Energéticos e de Climatização dos Edifícios (RSECE) e
o Regulamento das Características de Comportamento Tér-
mico dos Edifícios (RCCTE) e é cerca de 40 por cento mais
exigente em termos de efi ciência energética que os regula-
mentos anteriores. Esta legislação obriga à instalação de pai-
néis solares nos novos edifícios, tornando assim possível a
diminuição efectiva do consumo de energia neste sector.
O Edifício Solar XXI, situado no Campus do INETI, é um exem-
plo de integração de sistemas solares passivos (solar térmico
e fotovoltaico) e activos (arquitectura bioclimática).
INTEGRATION OF SOLAR POWER SYSTEMS IN BUILDINGS
New legislation on buildings deriving from the transposition
of Directive 2002/91/CE, encompasses RSECE (Regulation
on Energy and Acclimatisation Systems in Buildings) and RC-
CTE (Regulation on the Thermal Performance of Buildings) is
around 40% more demanding in terms of energy effi ciency
than the former regulations. This legislation make it manda-
tory to install solar panels on new buildings, therefore making
it possible to effectively reduce energy consumption in this
sector.
The “Edifício Solar XXI”, located on INETI’s campus is an ex-
ample of the integration of passive (thermal solar and photo-
voltaic) and active (bioclimatic architecture) solar systems.

Um edifício energeticamente efi ciente em Portugal
O Edifício Solar XXI é um projecto do INETI (Departamento de
Energias Renováveis) com apoio do PRIME. Tem como objec-
tivo principal a criação de um edifício que possa constituir um
“ex-libris” da efi ciência energética em edifícios e da utilização
das energias renováveis.
Este projecto associa uma estratégia de optimização da en-
volvente à utilização de sistemas solares,
activos e passivos, destacando-se a integra-
ção de sistemas fotovoltaicos nas fachadas
com aproveitamento térmico e um siste-
ma de arrefecimento passivo pelo solo, de
modo a garantir que condições de conforto
térmico no edifício sejam asseguradas, re-
duzindo ou anulando quaisquer consumos
energéticos para esse efeito.
EDIFÍCIO SOLAR XXI
An Energy Effi cient Building in Portugal
The “Edifício Solar XXI”, is a INETI (Renewable Energies De-
partment) project with the support of PRIME. Its principal ob-
jective is to design and build a prime example of an energy
effi cient building and use of renewable energies.
This project associates an environmental optimisation strat-
egy with the use of active and passive solar systems particu-
larly including the integration
of photovoltaic systems on
the facades to exploit thermal
benefi ts and a passive cooling
system using the ground to
ensure thermal comfort inside
the building, reducing or elimi-
nating any energy consump-
tion for the said purpose.

O tipo de utilização da energia contida nos fl uidos geotérmi-
cos depende do caudal disponível, da temperatura e da qua-
lidade da água. O caudal disponível e a temperatura determi-
nam as dimensões da “central” geotérmica, sendo o tipo de
aplicação geotérmica condicionada pela temperatura.
Os recursos geotérmicos de baixa entalpia, presentes em
Portugal, no território continental, prestam-se geralmente à
utilização directa do calor, por meio de permutadores ou de
bombas de calor, para aquecimentos domésticos, industriais
e agrícolas (como estufas). Os recursos de alta entalpia dos
Açores devem-se à sua localização geo-estrutural, junto da
Crista Médio Atlântica, na confl uência de três placas tectóni-
cas (americana, africana e euroasiática), que proporciona uma
intensa actividade vulcânica, com mais de três dezenas de
erupções vulcânicas históricas registadas, bem como outras
manifestações superfi ciais evidenciáveis da enorme quanti-
dade de energia endógena existente no subsolo em muitos
locais do arquipélago.
Em termos sócio-económicos o aproveitamento desta fonte
de energia renovável fomenta a criação de emprego local e
promove o fortalecimento da economia regional, potenciando
simultâneamente o desenvolvimento de competências técni-
cas. O decisivo empenho da Região Autónoma dos Açores
relativamente à questão das energias renováveis, em particu-
lar da geotermia, no “mix” energético, veio a provar-se como
certo, podendo considerar-se hoje uma aposta ganha, face ao
aprovisionamento energético endógeno da ilha de S. Miguel.
The type of use of energy contained in geothermal fl uids de-
pends upon the available fl ow, water temperature and qual-
ity.
Available fl ow and temperature determine the size of the geo-
thermal “power station” whose type of geothermal applica-
tion is conditioned by the temperature.
Low enthalpy geothermal resources, present in mainland Por-
tugal, are generally suitable for the direct use of heat, using
heat exchangers or heat pumps, for domestic, industrial and
agricultural (such as greenhouses) heating. High enthalpy re-
sources existing in the Azores derive from their geostructural
location, next to the Mid Atlantic Ridge, at the confl uence of
three tectonic plates – American, African and Eurasian, gener-
ating intense volcanic activity, with more than thirty recorded
volcanic eruptions, in addition to other surface manifestations
evidenced by the enormous amount of endogenous subterra-
nean energy existing in many locations on the archipelago.
In socioeconomic terms, the exploitation of this source of
renewable energy helps to create local employment and
strengthens the regional economy, while also promoting the
development of technical expertise.
The decisive commitment of the Autonomous Region of the
Azores’ contribution to renewable, particularly geothermal en-
ergies, in terms of the energy mix, has been shown to be cor-
rect and successful in light of the energy supply on the island
of S. Miguel.

cos do Campo Geotérmico da Ribeira Grande, localizado na
vertente norte do vulcão do Fogo, próximo da cidade da Ribei-
ra Grande, na ilha de S. Miguel (Açores).
O recurso geotérmico existente no Campo Geotérmico da

SOGEO - Sociedade Geotérmica dos Azores, S.A. is the con-
cessionaire for the exploitation of geothermal resources in the

of the Fogo volcano, close to the city of Ribeira Grande, on the
island of S. Miguel (Azores). The geothermal resources exist-
ing in the Ribeira Grande Geothermal Field are currently be-

Ribeira Grande é actualmente explorado em duas centrais
geotérmicas de produção de energia eléctrica: a Central
Geotérmica da Ribeira Grande e a nova Central Geotérmica do
Pico Vermelho que conjuntamente asseguram 44 por cento
do total da energia produzida em São Miguel.
Ambas as centrais geotérmicas possuem tecnologia binária,
funcionando segundo o ciclo de Rankine, aproveitando o ca-
lor contido na fase líquida e de vapor do fl uido geotérmico
para vaporização de um fl uido de trabalho.
No sector do Pico Vermelho do Campo Geotérmico da Ribei-
ra Grande, no ano de 2005, iniciou-se a construção da nova
central do Pico Vermelho, com o objectivo de reforçar a capa-
cidade de geração a partir da fonte geotérmica na ilha de S.

Grande Geothermal Power Station and the new Pico Vermelho
Geothermal Power Station which together account for 44% of
total power generation in S. Miguel.
Both geothermal power stations use Rankine cycle binary
technology, exploiting the heat contained in the liquid and
vapour phase of the geothermal fl uid to vaporise a working
fl uid.
Work started in the Pico Vermelho sector of the Ribeira Grande
Geothermal Field in 2005 on the construction of the new Pico
Vermelho power station with the objective of reinforcing the
generating capacity from geothermal sources on the island
of S. Miguel.

Portugal tem uma posição de liderança mundial e de prestígio
no que se refere a conhecimentos técnico-científi cos sobre
a energia das ondas, após mais de 20 anos de investigação
desenvolvida pelo IST (Instituto Superior Técnico) e INETI (Ins-
tituto Nacional de Engenharia, Tecnologia e Inovação).
Com a preparação de uma zona marítima para a instalação de
projectos-piloto visa-se o desenvolvimento de novas tecno-
logias, que possibilitem, simultaneamente, o aproveitamento
deste potencial energético e a criação de um “cluster” indus-
trial ligado à energia das ondas.
Portugal tem uma costa extensa, uma ondulação de excelen-
tes características com densidade de energia bastante eleva-
da e uma batimetria adequada.
O recurso é bastante estável e previsível, com relativa imuni-

a extensão da nossa costa e as condições que possibilitam a
viabilidade de instalação de futuros parques “offshore” resulta
um potencial de utilização estimado em mais de 250 km.
Portugal enjoys a leading, prestigious worldwide position in
matters associated with its technical-scientifi c knowledge of
wave power, following more than 20 years research by IST
(Higher Technical Institute) and INETI (National Engineering,
Technology and Innovation Institute).
With the preparation of a maritime zone for the installation of
pilot projects, the aim is to develop new technologies, permit-
ting, at the same time, the exploitation of this energy potential
and the creation of an industrial cluster associated with wave
power.
Portugal has a long coastline, undulation with excellent char-
acteristics and a reasonably high energy density and a suit-
able bathymetry..
This resource is reasonably stable and predictable and is rel-
atively immune from local climate effects and small hourly
changes.
There are calibrated wind/wave models and highly developed
services for predicting sea conditions, particularly in support
of shipping.
The length of our coastline and the conditions permitting the
feasibility of the installation of future offshore installations

O potencial de produção de energia eléctrica a partir da ener-
gia das ondas na costa atlântica portuguesa foi estimado ad-
mitindo um recurso de 30 kW por km de costa e que uma per-
centagem média de 15 por cento da energia incidente pode
ser convertida em energia eléctrica.
Ondas com amplitudes grandes (> 2 m) e longos períodos (7
a 10 s) têm energias superiores a 40~50 kW/m.
Estima-se em 10 TWh por ano o potencial de produção de
energia eléctrica associado àquela extensão, sobre os 50 m
de profundidade. Para os mesmos 250 km, utilizando o valor
de 20 MW de potência instalada por quilómetro, a potência
instalada poderá ascender a 5 GW.
A rede eléctrica na faixa litoral de Portugal, onde a densidade
populacional é mais elevada e onde se verifi cam os maiores
consumos de energia eléctrica, oferece as condições neces-
sárias à interligação.
O desenvolvimento da energia das ondas encerra uma opor-
tunidade de desenvolvimento para vários sectores da activi-
dade económica e científi ca, permitindo antever a criação de
sete mil novos postos de trabalho directos e um mercado na-
cional no valor 5 mil milhões de euros.

Electricity generating potential from wave power on Portu-
gal’s Atlantic coast has been estimated, on the basis of a re-
source of 30 MW per kilometre of coastline and an average
percentage of 15% of the incident energy being converted to
electricity.
Waves with large amplitudes (> 2 m) and long periods (7 - 10
s) have energy of more than 40-50 kW/m.
Electricity generating potential associated with the said extent
at a depth of 50 m has been estimated at 10 TWh per year.
For the same 250 km, using a value of 20 MW of installed
rated power per km, the installed rated power could total 5
GW.
The electricity grid along the Portuguese coast in which the
population density is the highest, and which has the highest
consumption of electricity, provides the necessary connec-
tion points.
The development of wave power represents a development
opportunity for various sectors of economic and scientifi c ac-
tivity, permitting the likely creation of 7000 new direct jobs
and a national market worth around EUR 5 billion.

O Projecto CEODOURO/BREAKWAVE consiste no estudo,
projecto, implementação e exploração de uma unidade que
fará a conversão da energia das ondas em energia eléctrica
(a injectar na Rede de Distribuição), a localizar na cabeça do
novo molhe norte da Foz do Douro.
A ideia de aproveitar o molhe norte do estuário do Douro para
instalar uma central de aproveitamento da energia das ondas
nasceu no ano de 1999, na altura da preparação da proposta do
consórcio vencedor ao concurso de “Concepção/projecto das
obras necessárias à melhoria das acessibilidades e das condi-
ções de segurança da barra do Douro”, formado pela Somague
e pelos Irmãos Cavaco, com o apoio da Consulmar, principal
responsável pelo projecto dos novos molhes do Douro.
DOURO WAVE POWERSTATION PROJECT WHARFS
The CEODOURO/BREAKWAVE project consists of the study,
design, implementation and exploitation of a unit to convert
wave power into electricity (for injection into the national grid),
located at the top of the new northern wharf at Foz do Douro.
The idea of exploiting the northern wharf of the estuary of the
River Douro to install a wave power station was conceived in
1999, at the time of the preparation of the winning consorti-
um’s bid for the tender for the “Design and planning of the
works necessary for improving accessibilities and safety con-
ditions on the entry to the port of the River Douro”, formed by
Somague and Irmãos Cavaco, with the support of Consulmar,
the main company in charge of the new wharfs project on the
River Douro.

A tecnologia seleccionada para este projecto foi a “coluna de
água oscilante”, CAO, que é, entre as tecnologias disponíveis,
a mais estudada, e sobre a qual existe mais experiência, ha-
vendo em Portugal “know-how” signifi cativo e reconhecido
no domínio da investigação e a nível empresarial (Central de
Ondas da Ilha do Pico).
A Central do tipo CAO (coluna de água oscilante) será equipada
com dois grupos de 500 kW e o ponto de recepção da energia
eléctrica foi atribuído pela DGGE em fi nais de Fevereiro de 2007.
A integração numa estrutura de protecção costeira, como é o
caso da central na Foz do Douro, é a solução mais adequada
para o aproveitamento “onshore” da energia das ondas.
The technology chosen for this project was the “oscillating
water column”, CAO, which is the most studied of the avail-
able technologies, and upon which more experience exists.
There is signifi cant know how, in Portugal, in the domain of
research and in business terms (wave power station on the
island of Pico).
The CAO (oscillating water column) type power station will be
fi tted with two 500 kW generators. An interconnection point
was allocated by DGGE at end February 2007.
Integration in a coastal protection structure such as the case
of the Foz do Douro power station is the most adequate solu-
tion for the onshore exploitation of wave power.

PROJECTO OKEANÓ
O projecto Okeanó resulta de uma parceria entre a empresa
portuguesa Enersis e a escocesa Ocean Power Delivery.
O Okeanós está dividido em duas fases - Aguçadoura 1
e 2. Numa fase experimental vão ser instaladas três estruturas
de produção de energia, denominadas “Pelamis” (estruturas
semi-submersas na água em forma de tubos de 37,5 metros
de comprimento e 3,5 metros de diâmetro).
A ENERSIS SGPS S.A. encomendou um estudo geológico da
plataforma continental, frente à costa da Aguçadoura, cobrin-
do uma área de 875x350m.
O parque será constituído por três máquinas Pelamis, cada
uma com uma potência de 750 KW, que permitem uma pro-
dução média anual de 7 GWh e fi cará instalado a cinco quiló-
metros da costa, da Póvoa de Varzim. O parque de 2,25 MW
constitui a primeira fase de um projecto de 24 MW.

Aguçadoura 1 Wave Power Installation
OKEANÓ PROJECT
The Okeanó Project is the result of a partnership between
the Portuguese company Enersis and the Scottish company
Ocean Power Delivery.
Okeanós is split up into two stages - Aguçadoura 1 and 2. At
an experimental stage three electricity generating structures
referred to as “pelamis” will be installed (structures semi-sub-
merged in the water in the form of pipes with a length of 37.5
metres and a diameter of 3.5 metres).
ENERSIS SGPS S.A. commissioned a geological survey of the
continental shelf, facing the Aguçadora coast, covering an
area of 875x350m.
The installation will comprise three Pelamis machines, each
with a rated power of 750 KW, permitting an average annual
generation of 7 GWh and will be installed at a distance of fi ve
kilometres off the coast of Póvoa de Varzim. The installation

of 2.25 MW will be the fi rst stage of a 24 MW project. Each
Pelamis is similar to a train having 5 carriages with a length of
150 m and a diameter of 3.5 m. It has 4 fl oaters and 3 power
modules.
The passage of the waves forces the “articulation” of the Pela-
mis. The power module resists the relative movement of the
fl oaters imposed by the wave power, extracting energy. The
umbilical cable houses an electricity cable interconnecting
the machine with its neighbours.
The initial investment, by Enersis and a Scottish technological
partner Ocean Power Delivery, will be around EUR 8.5 million
of which EUR 1.25 million will be paid out of the PRIME Pro-
gramme (to promote economic modernisation).
Cada Pelamis é similar a um comboio de cinco carruagens
com 150 metros de comprimento e 3,5 metros de diâmetro.
Possui quatro fl utuadores e três módulos de potência.
A passagem das ondas obriga à “articulação” da Pelamis.
O módulo de potência resiste ao movimento relativo dos
flutuadores imposto pelas ondas, retirando dessa forma
energia. Pelo cabo umbilical sai também o cabo eléctrico
que interliga a máquina com as vizinhas. O investimento
inicial, da responsabilidade da Enersis e de um parceiro
tecnológico escocês - Ocean Power Delivery, ronda os 8,5
milhões de euros tendo um apoio de 1,25 milhões de eu-
ros do Programa de Incentivo à Modernização da Econo-
mia (PRIME).
