FINANCIAL EDUCATION PROGRAM FOR ADULTS WITH A FOCUS ON RETIREES WITH INCOMES BETWEEN 1 TO 2
MINIMUM WAGES
NATIONAL FINANCIAL EDUCATION STRATEGY (ENEF) AND INSS
is a state policy that aims to contribute to the strengthening of citizenship by providing and supporting actions that
help the population make more autono-mous and conscious financial deci-
sions.
Based on the verification of results, AEF-Brazil delivers the Program for the Ministry of Social Development to operate it as an integral part of the INSS actions and social assis-
tance policy.
Dissemination
The retirees who partici-pated in the program raised the ability to pay their debts. The verified impact of the program was a 10% REDUC-TION in the percentage of participants with arrears of more than 2 months
There was a reduction in the proportion of over-in-debted retirees. The impact due to the attend-ance to the program was a 5% reduction in the amount of the low-in-come retirees who attended the workshops, which means a FALL OF 55% IN THE TOTAL SUPER-INDEBTED of the sample.
Retirees have increased their knowledge of finan-cial planning. The verified impact of the program was a 7% INCREASE in the index of correct answers to the questions that measure knowledge about the financial plan-ning topics addressed by the program among participants.

Its projects are run by a non-profit association named
Instituted and coordinated by the National Council of Financial Education formed by
The workshops take place in the CRASs or in the Cores/Centers for the Coexistence of the Elderly and are conducted by social workers who have
gone through the training course for instructors
EL PROGRAMA “FUTURO EN LAS MANOS”
THE “MY RETIREMENT AND I” PROGRAM
The elderly go to the community center to get distracted and entertained, so the language and activities of the program need to be light and playful
Stories are the main way to get attention and to pass the message and content on
Drawings and large letters
Be very careful not to "demonize" the types of debt
Tips to help the person decide if they need to really get into debt
Again, use of stories to reinforce the consequences of not evaluating these various factors when making a financial commitment
If debt is the only way out, focus on practical guidelines of the elements to be considered when deciding what kind of debt to make.
WHAT ARE THE MAIN FINDINGS THAT GUIDED THE CONCEPTION OF THE "MY RETIREMENT
AND I" PROGRAM?
Action by reflection
Impulse action
Less limit in relation to the
other
More limit in relation to the
other
Over 10 municipali-ties in 3 regions of Brazil almost 100
low-income retirees
Profiles based on patterns of behavior related to the use of
money

Academic knowl-edge about science
and behavioral design
Solution portfolio to be tested in the
field with the elder-ly

PILOT AND IMPACT ASSESSMENT
SO, WHAT HAS BEEN DONE TO DEVELOP THE FINANCIAL EDUCATION PROGRAM FOR WOMEN THAT ARE PART OF THE
BOLSA FAMÍLIA PROGRAM?
Based on international research, identify the standard financial education solutions
and propose their adaptation from an office in São Paulo
Going to the field, and, along with the retirees of this income range, developing and
testing solutions capable of helping them in their challenges related to money
MORE TRADI-TIONAL PATH:
MORE INNO-VATIVE PATH:
WHAT ARE THE POSSIBLE PATHS?
Our choice!
How to support the retired low-income person in reducing excessive debt so as not to jeopardize their own basic conditions and their family's?
What are the main reasons for excessivedebt at this point in life?
What works and makes sense to the elderly, in their reality?
What kind of solution would be capable of handling the Brazilian diversity?
How to deal with the issue of financial education in contexts of scarcity of resources, a very low level of schooling and several challenges to the elderly?

Strong concern in recent years:
Use of payroll deductible loans High indebtedness of retirees Life quality for the elderly at this stage of life
Training of dozens of instructors for pilot
training in 7 municipali-ties, with a control group and training
involving more than 1,300 elderly people
An impact assessment made on this pilot, based on treatment group and control
group, showed that the proposed solutions generate significant
results in the financial life of the retirees pertaining to this
income range
