1 IntroduçãoIntroduction
A valorização dos recursos do mar depende daimplementação de projetos que, de uma forma integrada,desenvolvam as diversas indústrias do mar, criememprego, promovam o crescimento económico e protejamo meio ambiente.
O desenvolvimento da economia do mar depende daformação e da capacitação de capital humano qualificado.Uma nação que verdadeiramente aposte no crescimentoazul, tem que estar preparada para um aumentosignificativo de pessoas a interagirem diretamente com omar. Neste contexto, a Náutica de Recreio tem elevadaimportância para o desenvolvimento económico e para odesenvolvimento de uma forte cultura marítima.
Dentro do seu projeto de responsabilidade social dedicadoao desenvolvimento sustentável da economia do mar, aPwC efetuou um questionário sobre Náutica de Recreio a20 gestores e personalidades ligadas a este setor deatividade em Portugal. O resultado deste questionáriorevelou que a perceção da maioria dos gestores epersonalidades inquiridas é que existe uma elevadamargem de progressão nesta atividade. Ou seja, existetrabalho a fazer nesta indústria para que se maximize oseu retorno económico e o seu contributo para odesenvolvimento do país.
Para além do inquérito realizado, foi compiladainformação relevante sobre o desempenho económico e omovimento de nautas em marinas portuguesas.
The valorisation of maritime resources depends on theimplementation of projects that holistically develop sea-related industries, create jobs, promote economic growthand respect the environment.
The development of the economy of the sea depends on thetraining of qualified human capital.A nation that gives priority to blue growth must beprepared for an increasing number of people interactingdirectly with the sea. In this context, Recreational Boatinghas a great importance for economic development and forthe development of a strong maritime culture.
In this social responsibility project about the developmentof the economy of the sea, PwC carried out a RecreationalBoating survey of 20 representatives from this sector of inPortugal. The results showed that those interviewed thinkthat there is considerable room for progress in thisactivity. This means that there is work to be done in thisindustry in order to maximise its economic return and itscontribution to the development of the country.
In addition to the survey performed, importantinformation has been compiled about the economicdevelopment and the movement of boats in Portuguesemarinas.

Este documento denominado “Náutica de Recreio emPortugal - Uma Perspetiva da Procura” tem por objetivopartilhar informação de forma estruturada sobre o fluxoanual de check-in em marinas e portos de recreioportugueses (dados nacionais e por região), sobreinformação financeira média de marinas e sobre osresultados de um inquérito relacionado com a margem deprogressão que as marinas e portos de recreio, emPortugal, têm para atingir os melhores resultados, de nívelinternacional. Assim, este documento pretende dar umcontributo relacionado com a disponibilização deinformação sobre as escolhas dos nautas e sobre osimpactos dessas escolhas nas marinas e portos de recreioportugueses.
Salvaguardando algumas exceções, os números revelamque, em geral, num contexto do total nacional, o fluxoanual de check-in e de receitas médias das marinas eportos de recreio portugueses não é elevado. Sendo oponto de partida relativamente baixo existe aoportunidade de fazer crescer a indústria de formasignificativa.
Com cerca de 12,9 milhares de lugares para amarraçãodisponíveis, em todo o território nacional, quando seanalisa a distribuição regional desses lugares percebe-seque existem regiões com um número muito baixo delugares para amarração. A título de exemplo, a costamarítima do Alentejo, representa apenas 3% do totalnacional. As regiões de Lisboa e do Algarve, concentrammais de metade (54%) dos lugares para amarração. Numpaís com uma linha de costa voltada para mar aberto, umadistribuição não equilibrada ao longo da costa aumenta oreceio dos nautas de se aventurarem em navegarem maradentro.
Ao longo do ano, com particular incidência, no período demaio a setembro, que representa 79% dos check-in novos,acontecem cerca de 15 a 17 milhares de check-in novos.Entre 2011 e 2015 verifica-se uma tendência sinusoidaldentro do referido intervalo. Ou seja, num ano sobe e nooutro desce.
This document, "Recreational Boating in Portugal - ADemand Perspective", aims to give structured informationabout the annual flow of check-ins in Portuguese marinasand harbours (national and regional data), averagefinancial information and the results of a survey on howmuch progress marinas and harbours in Portugal have tomake in order to achieve the best results at aninternational level. This paper sets out to make acontribution related to the provision of information on thechoices by sailors and the impacts of those choices onPortuguese marinas and harbours.
With some exceptions, the results shows that overall, in anational context, the annual flow of check-ins and meanincomes of Portuguese harbours is low. As the startingpoint is fairly low, there is the opportunity for the industryto grow significantly.
With about 12.9 thousand places for mooring availablenationally, an analysis of the regional distribution of theseplaces shows that there are areas with a very low number ofplaces for mooring. For example, the coastline of Alentejorepresents only 3%. The regions of Lisbon and Algarveconcentrate more than half (54%) of all places for mooring.In a country with a coastline facing the open sea, anunbalanced distribution along the coast increases thereluctance of sailors to sail offshore.
Throughout the year, there are about 15-17 thousand newcheck-ins, with particular emphasis in the period from Mayto September that represents 79% of all new check-ins.Between 2011 and 2015, there has been fluctuation withinthat range (one year it goes up and in another it goesdown).

A coluna vertebral do contingente de nautas que utilizamas marinas e portos de recreio de Portugal é constituídapor franceses (21%), portugueses (21%) e nautas do ReinoUnido (16%), representando mais de metade dos check-innovos de visitantes. Curiosamente, a pesar daproximidade geográfica, os nautas espanhóis representamapenas 6% dos check-in novos de visitantes. O seucontributo seria ainda mais baixo, não fosse o razoávelnúmero de check-in novos de visitantes espanhóisrealizados no Algarve, que representa cerca de 13% dototal de check-in novos desta região do país.Aparentemente, viagens de nautas espanhóis do Algarvepara norte ou para os arquipélagos dos Açores e daMadeira não abundam. Assim como não abundamdeslocações de nautas das regiões do norte de Espanha emdireção a Portugal. Se tivermos também em consideraçãoque na região de Lisboa são os portugueses que maischeck-in novos fazem, representando 27% dos check-innovos realizados nesta região, aparentemente, atravessaras costa portuguesa em algumas zonas não tem sido umaopção escolhida por muitos nautas internacionais.Experiência em navegar em mar aberto é umacaracterística importante de quem escolhe visitar Portugalpelo mar.
As duas regiões com mais registos de check-in novos são oAlgarve e os Açores, registando mais de 8 mil check in,num total nacional de cerca de 17 mil check in novosrealizados no ano de 2015.
Em média, nos últimos 5 anos, cerca de 50 mil nautas, porano, fizeram check-in novo de visitantes, sendo que, emcada embarcação chegaram, em média, 3 tripulantes.
A informação financeira recolhida numa amostra demarinas, que representam cerca de 25% do total delugares de amarração disponíveis em Portugal, apurou,em média, um número de lugares de amarração, pormarina, próximo dos 550, com receitas anuais na ordemdos 3 milhões de euros, resultados líquidos positivos arondar os 150 mil euros e um número médio detrabalhadores de cerca de 40. De notar que as receitas nãoincluem apenas o serviço prestado de amarração daembarcação, existem outros proveitos recebidos para alémda amarração. Tudo indica que, para além deconhecimentos em náutica de recreio e inter-relação comserviços de manutenção e apoio às embarcações, a gestãode uma marina exige experiência em saber receber eacolher os nautas, assim como em gerir espaçoscomerciais.
The greater part of sailors using marinas and recreationalports of Portugal are French (21%), Portuguese (21%) andsailors from the United Kingdom (16%), togetheraccounting for more than half of the check-ins of newvisitors. Interestingly, despite their geographical proximity,Spanish sailors represent only 6% of the check-ins of newvisitors. Their contribution would be even lower if it werenot for the greater number of new check-ins by Spanishvisitors made in Algarve, which represents about 13% of allnew check-ins in this region. There appears not to be manySpanish sailors traveling from the Algarve to the north orto the Azores and Madeira, nor many that travel fromnorthern Spain to Portugal. If one takes into considerationthat, in the Lisbon area, the Portuguese check-ins accountfor 27% of new check-ins made in this region, apparentlycrossing the Portuguese coast in some areas hasn’t been anoption chosen by many international sailors. Experience innavigating the open sea is important for those who chooseto visit Portugal by sea.
The two regions with more new check-ins are the Algarveand the Azores with more than 8 thousand check-ins of anational total of 17 thousand in 2015.
On average, over the past five years, about 50 thousandsailors per year have made check-ins as new visitors and,for each vessel, an average of 3 crew members arrived.
The financial information collected on a sample of marinasrepresenting about 25% of the total of moorings availablein Portugal found, on average, that there was close to 550moorings per marina, with annual revenues of 3 millioneuros, net profit of around 150 thousand euros and anaverage number of employees close to 40. It should benoted that the revenues not only include the service ofmooring the vessel, but also other income received inaddition to the mooring. Everything indicates that, inaddition to knowledge of recreational boating and theinterrelation with maintenance services and supportvessels, the management of a marina requires experiencein knowing how to receive and welcome sailors, as well asmanage commercial areas.

A grande maioria dos gestores de topo e personalidadesinquiridas consideram que existe uma elevada margem deprogressão nas marinas e portos de recreio, em Portugal,para atingirem os melhores resultados, de nívelinternacional. As respostas ao inquérito revelaramtambém que aumentar a diversidade de serviçosdisponíveis, melhorar infraestruturas, disponibilizar maisinformação turística aos nautas e mais serviços demanutenção às embarcações, assim como reforçar aligação das marinas e portos de recreio à cidade onde seinserem são as áreas com maior margem de progressão.
The vast majority of top managers and individualsinterviewed were of the opinion that there is considerableroom for progress for the marinas in Portugal to achievethe best results at an international level. The survey resultsalso revealed that increasing the diversity of availableservices, improving infrastructure, providing more tourisminformation to sailors, more maintenance services tovessels and strengthening the connection of marinas to thecity where they are located are areas that will mostcontribute to progress.

• More competitive pricing packages for "wintering" inPortuguese marinas (combined stay marina + yard);
• Reduce bureaucratic processes;
• Offering that is organised and structured at regional ornational level (routes, agreements, etc.);
• Integrated marketing strategy (within the region andnational) from emitting markets;
• Effective linkage with complementary tourist offer(restaurants, cultural, sports, etc.);
• Equip strategic infrastructure instruments that qualifywith quality certificates, making them as Ports "friendly",harmonized with cities or other strategic locations;
• Structuring an offer of Coastal Cruises, articulated withthe in-land tourism;
• Tax measures which do not penalise the detention ofboats;
• Solutions for choosing spaces which take advantage ofnatural conditions that allow low cost spaces for stop-over boats. In other words, a more diversified supply andother segments than the luxury market;
• Strategic thinking on the development of port areas, inorder to include all tourism services, including maritimetourism, similar to that which is done in a EuropeanNautic Station;

• Criação de acessos ao plano de água públicos (rampas ecais de embarque e desembarque), de forma a liberalizaro acesso ao plano de água, sendo que este tipo deacessos ao plano de água são fundamentais para odesenvolvimento de toda a náutica;
• Maior coordenação, colaboração e apoio aos Clubesnáuticos locais;
• Maior "customer satisfaction focus", procurandoentender e satisfazer as necessidades dos seus clientes(que vão para além da necessidade de encontrarem um"lugar de parqueamento" para o seu barco);
• Aumentar muito o número de praticantes de desportosnáuticos, caso contrário o mercado nacional continuaráa ser pequeno;
• Forte divulgação em termos de marketing digitalpermintindo e promovendo a partilha por parte dosclientes/utilizadores das boas experiências que tiveram;

O Número Total de Amarrações em Marinas, Portos eDocas de Recreio por Região em Portugal resultou depesquisa de informação pública diversa, nomeadamente aque consta nos sites das Marinas, Portos e Docas deRecreio.
O Latitude 32 é um sistema de informação onde sãoregistados os check-in novos de embarcações e o númerode tripulantes (visitantes). Este sistema é gerido pelo SIS -Serviços de Informações de Segurança e é alimentado pelasMarinas, Portos e Docas de Recreio. É um sistemarelativamente novo, que depende da inserção de dados porparte de operadores das Marinas, Portos e Docas deRecreio. Pontualmente, existem falhas de informação porMarina, Porto e Doca de Recreio, sendo necessário estimara evolução com base no comportamento histórico. A leituradestes dados deve ter em consideração esta realidade.
A designação “check-in novo de visitantes “utilizada nestedocumento é equiparável, à luz da nomenclatura utilizadano setor, a check-in de visitantes não residentes nasMarinas, Portos e Docas de Recreio.
Os dados financeiros médios apresentados foramcalculados com base nas demonstrações financeiras de umaamostra de seis Marinas, Portos e Docas de Recreio cujasobservações se encontravam dentros dos seguintesintervalos:
-Número total de amarrações: ]250 ; 900[
-Volume de negócios em milhares de euros: ]700 ; 7.000[
-Resultado Líquido em milhares de euros: ]-1.000 ; 2.000[
-Número de colaboradores: ]5 ; 80[
The total number of moorings in Marinas, Ports andRecreational Harbours in Portugal resulted from acontinuous and wide search of public information, inparticular on the websites of Marinas, Ports andRecreational Harbours.
The Latitude 32 is an information system where check-innew boats are registered, as well as the number of crew(visitors). This system is managed by the SIS - SecurityIntelligence Services and is powered by Marinas, Portsand Recreational Harbours. It is a relatively new system,which relies on data entry by operators Marinas, Portsand Recreational Harbours. Occasionally, there areinformation gaps by Marinas, Ports and RecreationHarbours, making it necessary to estimate the evolutionbased on historical behaviour. Reading these data shouldtake into account this reality.
The expression "newly checked-in visiting" used in thisdocument is comparable, in the light of the nomenclatureused in the industry, to check-in of non-resident visitorsin Marinas, Ports and Recreational Harbours.
The averages of financial data presented were calculatedbased on the financial statements of a sample of sixMarinas, Ports and Recreational Harbours whoseobservations are within the following ranges:
-Total number of moorings: ]250 ; 900[
-Turnover in thousand euros: ]700 ; 7,000[
-Net income in thousand euros: ]-1,000 ; 2,000[
