Quando me questionam sobre o ambiente de negócios no país, designadamente para os empresários portugueses, a resposta natural é, venham, este é provavelmente, o momento mais propicio na história do pais e das relações bilaterais, para investir e internacionalizar negócios no Senegal.Os critérios que defini para eleger Dacar como destino de negócios resultam da conjugação de alguns fatores que considerei essenciais para o efeito : o sentimento de segurança que se vive, a estabilidade das Instituições, a centralidade geográfica e logística acessível a par de um “carinho” especial que este povo nutre por Portugal, constituíram-se como condição para nomear o Senegal como foco e aposta.O império português foi o primeiro que por estas terras passou, e talvez por isso marcámos o território de forma inesquecível. O Senegal, fora os países da lusofonia, é à sua proporção, e em todo o mundo, aquele onde mais se aprende a língua de Camões, são mais de 40 mil estudantes que aprendem o português, um ativo futuro que nos inspira assim a cooperar cada vez mais.Nesta edição terão oportunidade de tomar conhecimento da criação recente da CCIPS - Câmara de Comércio e Indústria e Promoção Cultural Portugal – Senegal e Africa Ocidental, bem como, de alguns testemunhos de algumas empresas que já identificaram no Senegal uma plataforma de negócios e oportunidades importante.A terminar uma palavra de agradecimento e reconhecimento para quem contribuiu para mais uma edição plena de conteúdos de interesse, designadamente a SE Embaixador de Portugal no Senegal, Dr. Paulo Nascimento, à Direção da CCIPS, ao Município da Ilha de Gorée ( Senegal), à UJE – União de Jovens Empresários da CE CPLP, à criadora e designer de joalharia artesanal Sophie Tamarin Schaal, entre outros. Por último um agradecimento especial à Câmara Municipal de Sintra, na pessoa do seu Presidente, Dr. Basílio Horta que amavelmente se associou à iniciativa cedendo o magnifico Palácio Valenças em Sintra, para o lançamento de mais um numero Diplomatic Magazine.Bem Hajam.
When I am asked about the business environment in the country, namely for Portuguese businessmen, the natural answer is, come, this is probably the most propitious moment in the country’s history and bilateral relations, to invest and internationalize business in Senegal.The criteria that I have defined for choosing Dakar as a business destination result from the combination of some factors that I considered essential for this purpose: the feeling of security that is lived, the stability of the Institutions, geographical centrality and accessible logistics along with a “caring” special that these people nourish for Portugal, were constituted as a condition to appoint Senegal as focus and bet.The Portuguese empire was the first that passed through these lands, and perhaps for that reason we marked the territory in an unforgettable way. Senegal, outside the countries of Lusophonie, is in its proportion, and in the whole world, where the language of Camões is most learned, there are more than 40.000 students who learn Portuguese, an active future that inspires us to cooperate increasingly.In this edition you will have the opportunity to take note of the recent creation of CCIPS - Chamber of Commerce and Industry and Cultural Promotion Portugal - Senegal and West Africa, as well as some testimonies of some companies that have already identified in Senegal an important business platform and opportunities.To conclude a word of thanks and gratitude for those who contributed to a further edition of contents of interest, namely the Ambassador of Portugal in Senegal, Dr. Paulo Nascimento, the Directorate of CCIPS, the Municipality of Ilha de Gorée, Senegal, to UJE - Union of Young Entrepreneurs of CE CPLP, the creator and designer of handmade jewelery Sophie Tamarin Schaal, among others.Finally a special thanks to Sintra’s City Council, in the person of its President, Dr. Basilio Horta who kindly joined the initiative giving up the magnificent Valenças Palace in Sintra, for the launch of another Diplomatic Magazine.Best Regards.
SalvéA edição da Diplomatic Magazine que se segue assume um carinho especial dado que se trata do destino africano onde há mais de seis anos resido e centralizo as minhas principais atividades, o Senegal.Perdoem-me por isso um pendor “menos imparcial”, do que já vos habituámos nas leituras e perspetivas de cada país explorado nesta publicação.O Senegal é comumente identificado como o país da “Teranga”, expressão que significa Hospitalidade, um sentimento de bem acolher e receber que caracteriza o povo senegalês, um país de diversidade religiosa e cultural muito particular.Dacar é a capital de um país com pouco mais de 13 Milhões de habitantes onde mais de 50% da população é menor de idade, pelo que facilmente percebemos que o futuro é exigente, mas igualmente de oportunidades.Nesta cidade onde se vive de forma tranquila (relativizando o facto de estarmos numa metrópole africana) e onde as instituições funcionam bem , para os padrões africanos, encontramos uma presença internacional muito expressiva a qual é sentida no nosso dia a dia, são dezenas de nacionalidades que gravitam na sociedade civil e que interagem nos sectores económico, comercial, financeiro e cultural.Apesar de mais de 90% da população ser muçulmana, este será provavelmente um dos países onde a tolerância mais se faz sentir, a convivência saudável multirreligiosa e multicultural fazem do Senegal um caso único no panorama de africa oeste.Apesar da globalidade crescente ainda me vou deparando com quem me questione em que parte longínqua de africa fica o Senegal! Espantam-se pois quando se apercebem que Lisboa é a capital europeia mais próxima de Dacar e que podemos fazer a ligação aérea (TAP) em menos de 4 horas todos os dias, sem sequer necessitarmos de visto para visitar este destino.O Senegal é um país estável com uma democracia jovem mas sólida, onde uma união económica e monetária (UEMOA) permite aos empresários planearem investimentos e projetar negócios com uma segurança cambial e financeira fundamentais nos processos de internacionalização.O conjunto de reformas que o atual governo tem vindo a realizar, desde o novo ecosistema digital de nível ocidental, da construção de infraestruturas importantes (onde se destacam um novo e moderno aeroporto de grande capacidade, auto-estradas e caminhos de ferro de ultima geração ou ainda a nova zona económica especial de Diamniadio) até à reforma administrativa de um conjunto de sectores do estado, são factores que contribuem para a credibilização do país, nomeadamente junto das grandes instituições financeiras mundiais e dos organismos corporativos de apoio e cooperação internacional.

The following edition of Diplomatic Magazine takes on special
care given that it is the African destination where I have resided
for more than six years and center my main activities, Senegal.
I am therefore forgiven of a “less impartial” inclination, than I
have accustomed you in the readings and perspectives of each
country explored in this publication.
Senegal is commonly referred to as the “Teranga” country, meaning
Hospitality, a sense of welcome that characterizes the Senegalese
people, a country of very particular religious and cultural
diversity.
Dakar is the capital of a country with a little more than 13 million
inhabitants where more than 50% of the population is under age,
so we easily perceive that the future is demanding, but also of
opportunities.
In this city where we live peacefully (in terms of the fact that we
are in an African metropolis) and in which the institutions work,
by African standards, we find a very expressive international
presence that is felt every day, dozens of nationalities which
gravitate in civil society and interact in the economic, commercial,
financial and cultural sectors.
Although more than 90% of the population is Muslim, this will
probably be one of the countries where tolerance is most felt,
healthy multireligious and multicultural coexistence makes
Senegal a unique case in the West African landscape.
Despite the growing globality, I still find myself wondering where
in the far corner of Africa is Senegal! They are amazed when they
realize that Lisbon is the closest European capital of Dakar and
that we can make the air connection (TAP) in less than 4 hours
every day, without even needing a visa to visit this destination.
Senegal is a stable country with a young but solid democracy,
where an economic and monetary union (UEMOA) allows
entrepreneurs to plan investments and design businesses with a
fundamental exchange and financial security in the processes of
internationalization.
The set of reforms that the current government has been
carrying out, from the new Western-level digital ecosystem, to
the construction of important infrastructure (highlighting a new
and modern high-capacity airport, state-of-the-art motorways
and railways or the new special economic zone of Diamniadio)
to the administrative reform of a set of state bodies are factors
that contribute to the credibility of the country, in particular with
the world’s major financial institutions and corporate aid and
international cooperation agencies.

Desde que aqui chegou em 2014, tem notado um grande desenvolvimento económico no Senegal? O desenvolvimento económico do Senegal é visível e o resultado
da estabilidade politica de que tem beneficiado o país,
praticamente, desde a sua independência. A estabilidade
política e social tem-se refletido, naturalmente, na capacidade
de atração e captação de investimento externo que conduzem
ao crescimento económico.

COOPERATION ISSUES FOR DEVELOPMENT, PARTICULARLY
THE SO-CALLED “DEVELOPMENT ASSISTANCE COMMITTEE” (DAC)
AND THE “DEVELOPMENT CENTER “AND FOLLOWED
ALSO THE FOLLOWING WORK OF DIFFERENT COMMITTEES
OF THE INTERNATIONAL ENERGY AGENCY.
RETURNED TO LISBON IN 2005, HAVING BEEN NAMED,
SUCCESSFULLY CHIEF OF DIVISION AND DIRECTOR OF
MULTILATERAL ECONOMIC SERVICES IN THEN GENERAL
DIRECTION OF TECHNICAL AND ECONOMIC ISSUES. IN
THESE FUNCTIONS IT WAS RESPONSIBLE DURING THE
PORTUGUESE PRESIDENCY OF THE EUROPEAN UNION IN

WORKING GROUPS ON INTERNATIONAL ENVIRONMENTAL
ISSUES.

Since you arrived here in 2014, have you noticed a great economic development in Senegal?The economic development of Senegal is visible and
the result of the political stability that has benefited
the country practically since its independence. Political
and social stability has naturally been reflected in the
attractiveness of external investment that lead to
economic growth.

Uma das coisas importantes de notar em relação ao Senegal
é que será dos poucos países em África onde as transições
políticas foram sempre pacíficas. O país não tem uma
história de conflitos internos – podemos abrir uma exceção
para o chamado conflito de Casamansa, mas importa
reter que o impacto deste, não sendo de menosprezar, está
claramente delimitado. O Senegal não tem na sua história
qualquer “golpe de Estado”. Existe uma clara subordinação
das forças de segurança e das Forças Armadas ao poder
político (como é típico dos regimes democráticos) e isto
tem garantido um longo período de paz e estabilidade que
tem favorecido e facilitado passos concretos em termos de
desenvolvimento.
Em 2012, a eleição do Presidente Macky Sall, deu continuidade
a este paradigma de desenvolvimento.
Verificou-se a adoção de linhas estruturais de desenvolvimento
do país, através do chamado Plano Senegal Emergente.
No quadro deste tem se vindo a verificar um forte investimento
público num conjunto de setores determinantes para o
desenvolvimento, nomeadamente em infraestruturas de
transportes, vejam-se a recuperação de diversas estradas
no país, a finalização da construção do novo aeroporto e da
autoestrada entre este e a cídade de Dakar, o crescimento e
infraestruturação da nova zona de implantação económica
e industrial em Diamniadio (na proximidade de Dakar e do
novo Aeroporto Blaise Diagne), a criação de zonas francas
especiais.
One of the important things to note about Senegal is that it will
be one of the few countries in Africa where political transitions
have always been peaceful. The country does not have a history
of internal conflicts - we can make an exception to the so-called
Casamansa conflict, but we must keep in mind that the impact
of this, not to be underestimated, is clearly delimited. Senegal
has no “coup d’état” in its history. There is a clear subordination
of the security forces and the armed forces to political power
(as is typical of democratic regimes) and this has ensured a long
period of peace and stability that has favored and facilitated
concrete developmental steps.
In 2012, the election of President Macky Sall continued this
development paradigm.
The adoption of the country’s structural development lines
through the Senegal Emerging Plan was verified. Within this
framework, there has been a strong public investment in a
number of sectors that are decisive for the development, in
particular in transport infrastructures, the recovery of several
roads in the country, the completion of the construction of the
new airport and the highway between this one and Dakar, the
growth and infrastructure of the new economic and industrial
zone in Diamniadio (near Dakar and the new Blaise Diagne
Airport), the creation of special free trade zones.
Todas estas realizações criaram uma dinâmica de investimento,
também privado, e melhoraram a atratividade internacional do
país como destino de investimento.
Mas o Senegal tem, como vários outros países, desafios
relacionados com a sustentabilidade do desenvolvimento,
quer a nível ambiental - as alterações climáticas e os desafios
que coloca a todos os países são reais e o Senegal não é uma
exceção - quer ao nível da sustentabilidade económico-social,
ao nível da educação, criação de emprego, habitação entre
muitos outros aspetos aos quais as autoridades senegalesas,
por si mesmas e com o apoio da Comunidade Internacional,
têm procurado dar resposta.
O que podem as empresas portuguesas esperar do Senegal se
quiserem investir?
O Senegal é, atualmente, entre os países africanos, um dos
que tem uma taxa de crescimento da economia mais elevada,
comparável à que se verificava, há alguns anos atras, nos países
produtores e exportadores de hidrocarbonetos (petróleo, gás
natural). A perspetiva de que o Senegal venha a tornar-se, no
curto prazo, num país produtor e exportador de petróleo e gás,
reforça este olhar otimista sobre o futuro da sua economia.
Além do mais, a estabilidade macroeconómica do país é,
certamente, um indicador importante para investidores externos
e para quem procura mercados emergentes e outros que
possam ser crescentemente relevantes. Neste contexto, não
temos duvidas que o Senegal pode ser um destino importante
para as empresas portuguesas, como destino de exportação ou
de investimento. Para tanto as empresas portuguesas – que
tradicionalmente não estão muito presentes no Senegal – de-
verão ousar ir além dos PALOP onde, por razões históricas, pela
proximidade cultural e pela língua se sentem, naturalmente
mais confortáveis e confiantes. Este caminho está a ser percorrido
e nota-se que começa a haver um interesse crescente das
empresas portuguesas pelo mercado senegalês, muito justificado,
a meu ver. Importa ainda ter em atenção que em termos
sociológicos existe no Senegal uma de classe média em
crescimento, que tende a aumentar e qualificar o consumo o
que pode também abrir o mercado a novos exportadores.
Para além da sua importância por si mesmo é ainda de ter em
conta que o Senegal pode ser uma plataforma de acesso a
outros países da região. Recorda-se que o Senegal está inserido
em dois espaços: a CEDEAO e a UEMOA – o que garante às
empresas aqui sedeadas um acesso facilitado a um mercado
de cerca de 320 milhões de consumidores, estando ainda
assegurado, através dos mecanismos da União Económica e
Monetária, a estabilidade da taxa de câmbio da moeda (Franco
CFA) e a sua convertibilidade, aspetos que não são de somenos
para os investidores estrangeiros.
All these achievements have created an investment dynamic, also
private, and have improved the country’s international attractiveness
as an investment destination.
But Senegal has, like many other countries, challenges related to
the sustainability of development, both at the environmental level
- climate change and the challenges it poses for all countries, and
Senegal is no exception - either at the level of sustainability economic,
social, educational, job creation, housing, among many other
aspects to which the Senegalese authorities, by themselves and
with the support of the International Community, have sought to
respond.
What can Portuguese companies expect from Senegal if they
want to invest?
Senegal is currently among the African countries, one of the
countries with the highest growth rate in the world, comparable
to that in oil producing and exporting countries (oil, natural gas)
a few years ago. The prospect that Senegal will soon become a
producer and exporter of oil and gas reinforces this optimistic
view of the future of its economy.
Moreover, the country’s macroeconomic stability is certainly an
important indicator for foreign investors and for those looking
for emerging markets and others that may be increasingly relevant.
In this context, we have no doubt that Senegal can be an
important destination for Portuguese companies as an export
or investment destination. For this reason, Portuguese companies
- which traditionally are not very present in Senegal - should
dare to go beyond the PALOP where, for historical reasons,
cultural proximity and language feel naturally more comfortable
and confident. This path is being followed and it is noticeable
that there is an increasing interest of Portuguese companies in
the Senegalese market, which is, in my opinion, very justified.
It should also be noted that in sociological terms there is a
growing middle class in Senegal, which tends to increase and
qualify consumption which may also open the market to new
exporters.
In addition to its importance in itself, it should also be borne
in mind that Senegal can be a platform for access to other
countries in the region. It should be remembered that Senegal is
situated in two areas: ECOWAS and WAEMU - which guarantees
easy access to a market of some 320 million consumers, and is

Estas alianças são importantes para os investidores claramente.
Sim, naturalmente, e também o facto de o Senegal beneficiar da
situação de estabilidade política e de segurança, a que já nos referimos
e que favorece os investimentos, o que, infelizmente, nem sempre
se verifica – por diversos motivos - noutros países, nomeadamente,
da região.
Qual a importância de um salão como o SENCON?
Quando visitei a SENCON verifiquei que só havia um país com mais
expositores do que Portugal e esse país era… o Senegal. Estiveram
presentes 17 empresas nacionais o que comprova a atenção com
que estas começam a encarar este mercado e as oportunidades de
negócio que se abrem, nomeadamente com a expansão do setor
imobiliário/habitação e das obras públicas.
Sabemos que as empresas portuguesas dispõem de “know-how”,
qualidade e capacidade de entrega de produtos e serviços e que
têm “apenas” de ultrapassar a falta de conhecimento que têm sobre
o mercado senegalês e da região da África Ocidental. Ultrapassado esse
desconhecimento, importa afrontar os desafios, persistir perante
as dificuldades iniciais e eventuais falhanços que possam ocorrer
num espaço geográfico ao qual não estarão, porventura, tão
habituadas, mas que tem um potencial indesmentível.
Que outras áreas, para além da construção, seriam interessantes
para outras empresas nacionais investirem na África Oeste?
Tendo em conta a capacidade das empresas portuguesas, e as
condições prevalecentes no Senegal, julgo que os setores do turismo
e serviços conexos, transportes, educação e agroindústria são
particularmente promissores a curto e médio prazo.
Como está a diáspora portuguesa no Senegal?
A diáspora portuguesa no Senegal vive bem e é bem-recebida.
Tem uma história que lhe é própria, muito ligada, na sua origem, a
Cabo Verde e à Guiné-Bissau. Temos cerca de 700 cidadãos nacionais
inscritos na Secção Consular da Embaixada, uma grande maioria
residente no Senegal há longos anos, mas nem por isso menos ligados
afetivamente a Portugal e às nossas tradições e cultura.
Não sendo o Senegal um país “lusófono”, Portugal é ainda assim
reconhecido e admirado. Em termos históricos não podemos
esquecer que os primeiros europeus a chegar às costas do atual
território senegalês foram portugueses, no século XV. A Ilha de
Goré (ao largo de Dakar) antes de se chamar assim, foi designada
como Ilha da Palma, nome dado pelos navegadores portugueses
que ali aportaram em 1444.

situation of political stability and security, which we have
already mentioned and which favors investment, which
unfortunately is not always the case - for various reasons
- in other countries, of region.
How important is a Fair like SENCON?
When I visited SENCON I noticed that there was only one country
with more exhibitors than Portugal and that country was...
Senegal. A total of 17 national companies were present, which
demonstrates how they are beginning to face this market and
the business opportunities that open up, especially with the
expansion of the real estate /housing and public works sectors.
We know that Portuguese companies have the know-how, quality
and capacity to deliver products and services and those they
only have to overcome the lack of knowledge they have about
the Senegalese market and the West African region. Once this
ignorance has been overcome, it is important to confront the
challenges, to persist in the face of the initial difficulties and
eventual failures that may occur in a geographical area to which
they may not be so accustomed but with undeniable potential.
What other areas, beyond construction, would be interesting
for other domestic companies to invest in West Africa?
Given the capacity of Portuguese companies and the prevailing
conditions in Senegal, I believe that the tourism and related
services sectors, transport, education and agribusiness are
particularly promising in the short and medium term.
How is the Portuguese Diaspora in Senegal?
The Portuguese Diaspora in Senegal lives well and is well received.
It has a history of its own, closely linked in its origin to Cape
Verde and Guinea-Bissau. We have about 700 national citizens
enrolled in the Consular Section of the Embassy, a large majority
residing in Senegal for many years, but none the less affectively
linked to Portugal and our traditions and culture.
Since Senegal is not a “lusophone” country, Portugal is still
recognized and admired. In historical terms we cannot forget
that the first Europeans to arrive at the coasts of the present
Senegalese territory were Portuguese, in the XV Century. Goré
Island (on the coast of Dakar) before it was named, was
designated as the Island of Palma, a name given by the
Portuguese navigators who came there in 1444.
Ainda hoje no Senegal a toponímia nos surpreende, não pouco
frequentemente, com nomes de origem portuguesa, ou outros
onde esta origem está ainda presente (“Diass”, “Rufisque”, “Saly
Portudal”).
O próprio Presidente Leopold Sedar Senghor referia que o seu
nome era uma derivação da palavra “Senhor”. E num dos seus
brilhantes poemas dizia “Mon sang portugais s’est perdu dans la
mer de ma Négritude.”
Importa ainda referir a este propósito que no Senegal, a língua por-
tuguesa foi inserida como língua de opção no Ensino Oficial se-
negalês na década de 60 e, desde essa altura, o português é uma
opção no currículo escolar do Senegal. Neste momento cerca de
46.800 alunos estudam português no Senegal sendo acompanhados
por cerca de 430 professores senegaleses de língua portuguesa.
Na Universidade Chiekh Anta Diop de Dakar – uma das mais antigas e
prestigiadas Universidades em África – o “Curso de Estudos Portugueses” É
frequentado por cerca de 1.600 alunos. E uma das maiores festas
dos estudantes da Universidade é mesmo o dia da CPLP e da Língua
Portuguesa que movimenta, todos os anos, milhares de alunos,
num animado convívio.
Even today in Senegal, toponymia surprises us, not infrequently,
with names of Portuguese origin, or others where this origin is
still present (“Diass”, “Rufisque”, “Saly Portudal”).
President Leopold Sedar Senghor himself said that his name was
a derivation of the word “Senhor ” (Lord). And in one of his
brilliant poems he said “Mon sang portugais s’ est perdu dans
la mer de ma Négritude.”
It is also worth mentioning that in Senegal, the Portuguese
language was introduced as a language of choice in the
Senegalese Official Education in the 60s and since then,
Portuguese is an option in Senegal’s school curriculum. At the
moment, about 46.800 students study the Portuguese language in
Senegal and are accompanied by about 430 Portuguese-speaking
Senegalese teachers.
At the Chiekh Anta Diop University in Dakar - one of the oldest
and most prestigious Universities in Africa - the “Portuguese
Studies Course” is attended by about 1.600 students. And one
of the biggest parties of the students of the University is really
the day of the CPLP and the Portuguese Language that moves,
every year, thousands of students, in a lively conviviality.

Economic Situation and OutlookDespite being a young nation, independent since 1960, Senegal
has become one of the most stable democracies in the African
continent, with a long history of participating in peace missions
and in regional mediation processes.
The agricultural sector, which is the engine of the Senegalese
economy, contributes 14.9% to the Gross Domestic Product
(GDP) and absorbs more than 75% of the population.
The secondary sector, which accounts for 22.7% of GDP, is
based on the extraction and transformation of phosphates, the
agro-food industry, construction and public works and cement
production. The tertiary sector accounts for 62.4% of GDP and
is mainly based on tourism, an important source of foreign
exchange for the country.

Após mais de uma década (1996-2007) de resultados macroeconómicos positivos e relativamente estáveis, com uma taxa de crescimento do PIB da ordem de 4,5% (média anual), a economia senegalesa não ficou imune aos efeitos da crise económica e financeira global, visíveis em 2008, e que se prolongaram por 2009, fixando-se o crescimento do PIB em 2,2%. As consequências da crise manifestaram-se em diferentes segmentos da economia, em especial na contração do investimento privado, na diminuição dos fluxos turísticos e na estagnação das remessas dos emigrantes. Entre 2010 e 2013, a economia voltou a terreno francamente positivo (os dados disponíveis apontam para uma taxa de crescimento médio anual do PIB de 3,4%). De acordo com as projeções do Economist Intelligence Unit (EIU), entre 2014 e 2018 o crescimento económico deverá acelerar, impulsionado em parte pelo investimento público no sector agrícola e em infraestruturas e financiado pelos Eurobonds emitidos em 2011. O sector dos serviços deverá igualmente registar um desempenho positivo, graças aos bons resultados do subsector bancário e das telecomunicações e ao aumento da capacidade logística, aérea e marítima de Dakar, que contribuirá para o crescimento das exportações. A retoma do consumo privado será fundamental para a aceleração do PIB, que deverá crescer a uma taxa média anual de 5,1% entre 2016 e 2018.

After more than a decade (1996-2007) of positive and relatively
stable macroeconomic results, with a GDP growth rate of 4.5%
(annual average), the Senegalese economy was not immune to
the effects of the economic and financial crisis globally, visible in
2008, and continued through 2009, with GDP growth at 2.2%.
The consequences of the crisis were manifested in different
segments of the economy, in particular the contraction of
private investment, the decline in tourist flows and the
stagnation of emigrant remittances.
Between 2010 and 2013, the economy has returned to a frankly
positive ground (available data point to an average annual GDP
growth rate of 3.4%).
According to projections from the Economist Intelligence Unit
(EIU), between 2014 and 2018 economic growth is expected to
accelerate, driven in part by public investment in the
agricultural sector and infrastructure and financed by
Eurobonds issued in 2011.
The services sector should also perform well, thanks to the good
performance of the banking and telecommunications subsector
and the increase in the logistical capacity, air and sea of Dakar,
which will contribute to the growth of exports. The resumption
of private consumption will be crucial for the acceleration of
GDP, which is expected to grow at an average annual rate of
5.1% between 2016 and 2018.
Economic Relations with Portugal
In 2010, the country had the best position in the ranking of target
markets for Portuguese exports of products and the highest share
in the period from 2009 to 2013.
Senegal’s position remained unchanged from 56th position in
2009 to 55th place in 2013, with respective quotas being 0.10%
and 0.11%, respectively. There were fluctuations in Senegal’s
position as supplier to Portugal. In 2013, it was in the 77th place,
as a source of Portuguese imports, with a share of 0.03%, in
both cases, less than occurred with exports in that year. From
January to March 2014, Senegal was the 67th customer in
Portugal, with a share of 0.06% and the 71st supplier, with a
percentage value of 0.04%.
In terms of Portugal’s importance in Senegal’s trade flows, our
country ranked 28th as a customer, with a share of 0.7%, and
ranked 23rd as supplier, with a Senegalese imports. The behavior
of Portuguese exports to Senegal in the last 5 years has been
driven by fluctuations.
In the period under review, the average annual growth rate
stood at 23.2%, with the value of Portuguese sales to that coun-
try from around 31 million euros in 2009 to 54 million euros in
the previous year.

Essa evolução repercutiu-se, igualmente, no coef i c iente de cobertura das importações pe las exportações que registou valores percentuais que oscilaram entre 212,4% em 2011 e 460,8% em 2010. No 1º trimestre de 2014, enquanto as exportações portuguesas para o Senegal d iminuíram -4,4%, as importações aumentaram 62,0%, face ao período homólogo do ano anterior.Nas exportações portuguesas de produtos para o Senegal , em 2013, os combustíveis minerais ocuparam a primeira posição, representando 49,6% do respectivo total. Seguiram-se os metais comuns (16,5%) e as máquinas e aparelhos com 7,8% do total. Os quatro primeiros agrupamentos representaram, em conjunto, aproximadamente 82% do valor global das nossas vendas para o mercado nesse ano.À exceção dos metais comuns, com um decréscimo de 57,6%, os restantes grupos de produtos mencionados tiveram acréscimos nos respetivos valores face ao registado no ano anterior. Numa análise mais detalhada, há a referir que o subgrupo relativo a óleos de petróleo ou metais betuminosos representou cerca de 43% do valor global das exportações totais em 2013 e aproximadamente 9% respeitou ao subgrupo relativo a barras de ferro/aço não ligado. Os produtos classificados como de média-baixa intensidade tecnológica representaram 82,0% das exportações portuguesas para o Senegal em 2012 (último ano disponível) de produtos industriais transformados (87,5% das exportações totais). Seguiram-se os produtos com graus de intensidade tecnológica média-alta (10,7%), baixa (6,8%) e alta (0,5%). Com base nos dados do INE, 164 empresas portuguesas efectuaram exportações de produtos para o Senegal em 2012 (último ano disponível), uma subida de 9,3% face ao anterior.
In terms of the values of Portuguese imports of products from
Senegal, there were decreases in 2010 and 2012, with the year
of 2013 registering the highest value in the period under review,
surpassing 19.3 million euros. The average annual growth over
the last five years was 11.3%.
The balance of the bilateral trade balance was systematically
favorable to Portugal, reaching its highest value in 2010 (42.8
million euros). This evolution was also reflected in the coefficient
of coverage of imports by exports, which registered percentage
values ranging from 212.4% in 2011 to 460.8% in 2010. In the
first quarter of 2014, while Portuguese exports to Senegal
decreased by -4.4%, imports increased by 62.0% year-on-year.
In Portuguese exports of products to Senegal, in 2013, mineral
fuels ranked first, accounting for 49.6% of the total. Common
metals (16.5%) and machinery and equipment followed 7.8%
of the total. The first four groupings together accounted for
approximately 82% of the overall value of our sales to the market
that year.
With the exception of base metals, with a decrease of 57.6%,
the remaining groups of products mentioned had increases in
their values compared to the previous year. On closer scrutiny,
it should be noted that the subgroup on petroleum oils or
bituminous metals accounted for about 43% of the total value
of total exports in 2013 and approximately 9% concerned the
subgroup on iron / non-alloy steel bars. The products classified
as medium-low technological intensity accounted for 82.0% of
Portuguese exports to Senegal in 2012 (last year available) of
processed industrial products (87.5% of total exports). Products
with medium-high (10.7%), low (6.8%) and high (0.5%) degrees
of intensity were followed. Based on INE data, 164 Portuguese
companies made exports of products to Senegal in 2012 (last
year available), a rise of 9.3% over the previous year.

Turismo O sector do turismo assume uma importância assinalável nas actividades económicas do Senegal, contribuindo com 3,6% para o PIB nacional e projectando o país como um dos principais destinos da África Ocidental. A actividade turística é suportada fundamentalmente pelo Turismo de Negócios (reuniões internacionais, colóquios e seminários), pelo Turismo de Sol e Praia e pelo Turismo Cultural (Ilha de Gorée, classificada como Património Mundial da Humanidade; Parque Natural de Nioko-Koba e birdwatching). Segundo os dados mais recentes publicados pela OMT, verifica-se um aumento quase contínuo do número de turistas que visitaram o país até 2011 (último ano disponível), tendo ultrapassado 1 milhão. Em consequência da crise económica internacional em 2008 e 2009 verificou-se uma queda na captação de turistas.A Europa é o continente responsável pela emissão do maior número de turistas para o Senegal (65,3% do total em 2011), seguida do continente africano (25,1%). Ao nível de países, destaca-se a França (46,9% do total), a Itália (5,3%), a Espanha (4,4%) e a Bélgica (3,3%). A estada média de turistas no Senegal foi, em 2011, de 3,4 dias. Dados relativos a 2011 indicam que a capacidade hoteleira do país comporta 815 unidades hoteleiras, num total de 20.000 quartos com mais de 40.000 camas. Nos últimos anos foram construídos vários hotéis de cinco estrelas, com o objectivo de dar resposta à procura internacional e promover o país como um centro de congressos e negócios.
TourismThe tourism sector is of major importance in economic activities in Senegal, contributing 3.6% to the national GDP and projecting the country as one of the main destinations in West Africa.Tourism activity is supported mainly by Business Tourism (international meetings, colloquia and seminars), Sun and Beach Tourism and Cultural Tourism (Island of Gorée, classified as World Heritage of Humanity, Nioko-Koba Natural Park and birdwatching) . According to the most recent data published by OMT, there is an almost continuous increase in the number of tourists who visited the country by 2011 (last year available), having surpassed 1 million. As a consequence of the international economic crisis in 2008 and 2009, there was a drop in the number of tourists.Europe is the continent responsible for issuing the largest number of tourists to Senegal (65.3% of the total in 2011), followed by the African continent (25.1%). At the country level, France stands out (46.9% of the total), Italy (5.3%), Spain (4.4%) and Belgium (3.3%). The average tourist stay in Senegal was, in 2011, 3.4 days. Data for 2011 indicate that the hotel capacity of the country comprises 815 hotel units, with a total of 20,000 rooms with more than 40,000 beds. In recent years, several five-star hotels have been built in order to meet international demand and promote the country as a congress and business center.

Estabelecemos, no quadro das prioridades políticas,
a necessidade de construir um ambiente institucional
favorável ao investimento. Um investidor é um amigo do
concelho. Não há sobre essa matéria nenhuma hesitação
desde que o investimento assegure responsabilidade social
e carácter inclusivo.
Fomos, somos, seremos, parceiros activos e empenhados
dos promotores de investimento e, de modo particular, no
Turismo, Inovação e desenvolvimento tecnológico industrial,
na área da logística.
No turismo e face às condições extraordinárias de Sintra,
acolhemos favoravelmente (também) o turismo residencial.

É possível dar nota do número e nacionalidades dos turistas que visitam Sintra e das tendências de investimento em turismo residencial?Observamos indicadores e tendências do turismo em Sintra. Em pontos focais, identificamos origens e grau de satisfação. Em crescendo, os territórios de origem são a China, itália, Espanha, França, Reino Unido e Alemanha. Observa-se reforço da presença de turistas com origem nos EUA. Notamos ainda taxas de crescimento de dois dígitos, crescimento ocorrido por razões conjunturais (a designada primavera Arabe, a conflitualidade no Oriente Médio, a preocupação crescente na Turquia) e que hoje verifica tendência de consolidação. Portugal, a Região de Lisboa e Sintra são, hoje, territórios melhor conhecidos pelos europeus. A qualidade observada consagra a tendência de permanência e, sobretudo, alavanca o factor de turismo residencial. O investimento, neste domínio, do turismo residencial, observa atractividade. A reabilitação de património edificado, a reabilitação urbana, são hoje eixos estratégicos de política municipal favorecendo o acolhimento de turismo residencial. Há dinâmica, há acontecimento.
Is it possible to note the number and nationalities of the
tourists who visit Sintra and the trends in investment in
residential tourism?
We observed indicators and tourism trends in Sintra. At focal
points, we identify origins and degree of satisfaction.
Growing up, the territories of origin are China, Italy, Spain, France,
United Kingdom and Germany.
It is observed a reinforcement of the presence of tourists
originating in the USA.
We also note double-digit growth rates, growth for cyclical
reasons (the so-called Arab spring, conflict in the Middle East,
growing concern in Turkey) and which is now consolidating.
Portugal, the Lisbon Region and Sintra are now better known
to Europeans.
The observed quality consecrates the tendency of permanence
and, above all, it leverages the factor of residential tourism.
Investment in residential tourism in this area is attractive.
The rehabilitation of built heritage, urban rehabilitation, are
now strategic axes of municipal policy favoring the reception of
residential tourism. There is dynamics, there is an event.

Existe no quadro do município alguma estrutura dedicada
à atracção e acompanhamento de in ic iat ivas de
invest imento?
Sim, promovemos e estruturámos o Gabinete de Apoio
Empresarial, directamente dependente e integrado na
Presidência da Câmara Municipal, estrutura que visa o
acompanhamento criterioso das iniciativas de investimento
e focada no auxílio da resolução de custos de contexto no
domínio do licenciamento.
Definimos o quadro de critérios dos designados Projectos
de Relevante Interesse Municipal, projectos que merecem
um Contrato de Investimento especifico e onde se inscrevem
diversas matérias de natureza fiscal, favorecendo e
promovendo o acolhimento do investimento.
Temos sobre essa decisiva matéria, uma prioridade política
irrenunciável.
O emprego sucede ao investimento. O investimento depende
do licenciamento.
Seguimos este quadro de questões em modo de proximidade.
Investir é relevante. Em rigor e critério.
Que releva como tendência na economia do município?
Sublinharia um conjunto de investimentos muito relevantes
no domínio do turismo, investimentos que vão garantir
num futuro próximo o aumento do número médio de
estadias em Sintra e o reforço do quadro de qualidade no
acolhimento, uma tendência de modernização excepcional
do nosso perfil de actividades no domínio da indústria,
particularmente na farmacêutica, agro-alimentar, material
e equipamento de transporte.
Observa-se uma tendência de modernização de oferta na
área da logística e uma crescente dotação do território em
matéria de comércio e serviços (na área da saúde, a
tendência de crescimento da oferta atingirá números muito
significativos).
Finalmente, é verificável o quadro de modernização na
estrutura interna das empresas em matéria de gestão e
tecnologia.
Nesta matéria, terminaria dizendo que hoje Sintra é dos
municípios de maior valor exportado em termos nacionais,
crescemos 21%, nos últimos 3 anos, em valor exportado
(sem contar com os números do Turismo) e a tendência é
claramente de afirmação positiva.

Yes, we have promoted and structured the Business
Support Off ice, which is direct ly dependent on and
integrated into the Presidency of the City Counci l ,
a st ructure that a ims at the care fu l moni tor ing o f
investment init iat ives and focused on the help of
context cost ing in the f ie ld of l icensing.
We def ine the cr iter ia framework of the so-cal led
Projects of Relevant Municipal Interest, projects that
deserve a spec i f ic Investment Contract and which
inc lude several tax matters, favoring and promoting
the reception of the investment.
We have a decis ive pol it ical pr ior ity on this decis ive
matter. Employment succeeds investment.
The investment depends on the l icensing.
We fol low this set of quest ions in proximity mode.

Which is relevant as a trend in the municipality ’s
economy?
I w o u l d e m p h a s i z e a n u m b e r o f v e r y i m p o r t a n t
i n v e s t m e n t s in the f ie ld of tourism, investments
which wil l guarantee in the near future an increase
in the average number of stays in S intra and the
reinforcement of the qual ity of reception, a trend
towards an exceptional modernization of our profile
of act i v i t ies in the f ie ld indust r y, par t i cu lar ly in
pharmaceut ica l s , agro-food, transport equipment
and equipment. There is a trend of modernization o f
s u p p l y i n t h e a r e a o f l o g i s t i c s a n d a g r o w i n g
a l l o c a t i o n of trade and services ( in the area of
health, of supply growth wi l l reach very s ignif icant
f igures) .
A n d f i n a l l y, t h e f r a m e w o r k fo r m o d e r n i z i n g t h e
i n te r n a l s t r u c t u r e o f c o m p a n i e s i n t e r m s o f

In th is regard, I would end by say ing that today
S intra is one of the municipal it ies with the greatest
value exported national ly, we have grown 21% in the
last 3 years in exported value (not counting Tourism
numbers) and the trend is c learly posit ive.

The 1st EurAfrican Forum, organized by the World
Portuguese Network (Conselho da Diáspora Portuguesa),
was held last 10 July at the Estoril Congress Center, with
the aim of creating trust and building bridges between
the two continents.
The forum was chaired by the former Portuguese Prime
Minister, former President of the European Commission
and current non-executive chairman of the Goldman
Sachs bank, José Manuel Durão Barroso and held under
the High Sponsorship of the Government and the
Pres ident of the Republic, Marcelo Rebelo de Sousa,
who gave the opening speech.
The event , attended by two dozen European and
Afr ican business, political and civil society leaders,
aims to contribute to a “prosperous and sustainable”
future in Afr ica and Europe, tak ing advantage of
synergies and promoting business opportunities with
mutual benefits, mostly to the new generations.

According to a statement from the Portuguese Ministry
of Foreign Affairs, this meeting in Cascais highlighted
and reinforced the role of Portugal as a privileged bridge
between Europe and Africa. Adding the best of both
worlds could have been the motto of this meeting.
Filipe de Bottom, chairman of the board of the World
Portuguese Network, told Diplomatic Magazine of his
satisfaction with the f irst EurAfr ican Forum and
reaff irmed the expectations generated by an event
of this magnitude to promote synergies and business
creation, with mutual benefits for both continents.

Para José Manuel Durao Barroso, o acontecimento deste
primeiro Fórum em Portugal tem como forte característica,
o facto de proporcionar a que decisores e representantes
de países dos dois continentes possam travar, acima de
tudo, o contacto humano para concretizar relações
bilaterais e geração de negócios comuns. Durão Barroso
afirma ainda que a plataforma dos conselheiros da
diáspora portuguesa tem o papel de protagonista no
desenvolvimento destas relações.
No seu discurso de abertura, Marcelo Rebelo de Sousa
começou por salientar a importância deste tipo de
iniciativa, que tem como grande objectivo manter um
diálogo permanente entre os dois continentes.
Na opinião do Presidente o EurAfrican Fórum representa
um esforço vital para Portugal e para a Presidência, pela
forma como os portugueses veem o mundo. Portugal
é e sempre foi uma plataforma entre as nações.
Marcelo Rebelo de Sousa apelou ainda à urgência do
debate de ideias entre a Europa e África que, na sua
opinião, não podem f icar alheios ao combate pela
supremacia económica mundial.
O Presidente terminou a sua intervenção congratulando-se
pelo sucesso deste fórum, desejando que muitos
outros se sigam e deixando ainda a sugestão para que
se avance também para um fórum da juventude, de
modo a envolver no diálogo as futuras gerações.
For Jose Manuel Durão Barroso, the event of this first
Forum in Portugal has as a strong characteristic, the
fact that the decision makers and representatives of
countries of the two continents can, above all, use the
human contact to concretize bilateral relations and
generation of common businesses. Durão Barroso also
affirms that the platform of the advisors of the World
Portuguese Network plays the protagonist role in the
development of these relations.
In his opening speech, Marcelo Rebelo de Sousa began
by stressing the importance of this type of initiative,
whose main objective is to maintain a permanent dialogue
between the two continents.
In the opinion of the President, the EurAfrican Forum
represents a vital effort for Portugal and for the Presidency,
for the way the Portuguese see the world. Portugal is
and always was a platform between nations.
Marcelo Rebelo de Sousa also called for the urgency of
the debate of ideas between Europe and Africa that, in
his opinion, cannot remain unrelated to the fight for
world economic supremacy.
The President concluded by congratulating himself on
the success of this forum, hoping that many others
would follow and still leave the suggestion for a forum
for youth to be taken forward in order to involve future
generations in the dialogue.

Forum and spoke with Filipe de Bottom and José Manuel
Durão Barroso.
What is the balance of the forum so far?The mere fact that the Forum happened, that we had
been able to invite this speakers, that eight African
governments had come to the Forum, that for example,
the Angolan Foreign Minister accepted for the first time
an invitation from a Portuguese organization to come to
Portugal, especially after these years of difficult relationships,
the fact that the issues that are being discussed, the
quality and the number of people we have in the room,
I would say that for a f irst meeting It was a great
success.
What expectations do you have now for the future?
My biggest hope is that this Forum will lead to the
creation of a network of contacts, a network among the
people that are present, leading to concrete actions and
projects.
We have already had an opportunity to see a project
s i g n e d b e t w e e n a c o m p a ny f r o m N i g e r i a a n d a
Po r t u g u e s e company this morning, and it is with
pleasure that we see something concrete happening.
This will only be a success if it continues to create a
network of contacts between Europe and Africa.

Podem fazer já o que estão a fazer. Ainda hoje aqui
foram assinados contratos entre empresas africanas e
europeias.
Muitos destes nossos conselheiros da Diáspora têm
posições importantes nos seus pa í ses . E por i s so
depende das iniciativas que tomarem. Mas o conselho
da Diáspora Portuguesa é uma plataforma a partir da
qual os próprios conselheiros depois podem desenvolver
as suas próprias iniciativas.
What is the relevance of a Forum with this profile to
bring the nations of both continents closer together?
It ’s a contribution. It is based on the establishment of
contact networks between influential people in Africa
and Europe. This is not intended to be a magic solution.
But it is a contribution made, as we have seen, not only
of abstract categories but of concrete human contacts.
What is the role that World Portuguese Network
Counc i lors can p lay in the success of economic
re lat ions between countries?
They can do what they are doing already. Even today,
contracts have been s igned between Afr ican and
European companies.
Many of our Councilors have important positions in
their countries. And so it depends on the initiatives they
take. But the World Portuguese Network is a platform
from which the councilors themselves can develop their

Qual a sua visão sobre as relações bilaterais entre Portugal e Senegal?As re lações são mui to boas , recordo a v i s i ta do Pres idente de Portugal ao Senegal há dois anos e nessa altura foi lançado um desafio fantástico para a criação de uma fábrica automóvel. Dois anos depois está a acontecer.Podemos verificar que esta relação tem uma visão política que pode ser acompanhada com ações no terreno e é, portanto, muito importante.A partir de agora é importante aumentarmos o nível de t rocas , e este fórum é um exemplo importante e devemos ter mais ações como esta para que as empresas dos dois países, Portugal e Senegal, se encontrem, bem como as da Europa e África em geral, para criação de parcerias no sector privado.Temos também que utilizar a zona de comércio livre da Áfr ica Oeste como plataforma para chegar a um mercado de 1,2 biliões de pessoas. Há que aproveitar para exportar para lá, e constituir parcerias entre as empresas portuguesas e senegalesas para avançar para estes mercados regionais e continentais.Penso que se os dois paises se encontrarem regularmente, com o suporte da visão politica, existirão resultados importantes nas trocas económicas e comerciais.
Qual o papel de uma política concertada em torno do movimento da Diáspora dos dois paises?Sei que tanto Portugal como o Senegal tem grandes Diásporas. A Diáspora Portuguesa está espalhada pela América Latina, Estados Unidos, África e Europa e fazem um trabalho importante. Penso que se podem fazer experiências importantes com o objectivo de orientar os investimentos da Diáspora na economia nacional e este é um exemplo que se pode utilizar, porque temos que perceber que a Diáspora tem que ser um motor do investimento e do comércio e não só para o aumento do consumo, tem que ser orientada para o investimento, para a transformação, sobretudo da economia. E isto é o que eu penso que pode ser um motivo para trocar ideias com a Diáspora portuguesa de forma a aumentar o investimento e o comércio da Diáspora senegalesa no Senegal.

W h a t i s y o u r v i e w o n t h e b i l a t e r a l r e l a t i o n s b e t w e e n Portugal and Senegal?The relations are very good, I recall the visit of the President of Portugal to Senegal two years ago and at that time a fantastic challenge was launched for the creation of an automobile factory. Two years later it ’s happening.We can verify that this relation has a polit ical vision that can be accompanied with actions in the field and is, therefore, very important.From now on it is important to increase the level of exchanges, and this forum is an important example and we must have more actions l ike this so that the companies of the two countries, Portugal and Senegal, m e e t , a s w e l l a s t h o s e o f E u r o p e a n d A f r i c a i n g e n e r a l , fo r t h e c r e a t i o n o f p a r t n e r s h i p s i n t h e p r i v a te sector.We must also use the West Africa Free Trade Zone as a platform to reach a market of 1.2 bil l ion people. It is necessary to take advantage of the opportunity to export there, and to establish partnerships between Portuguese and Senegalese companies to advance to these regional and continental markets.I believe that if the two countries meet regularly, with the support o f the po l i t i ca l v i s ion , there wi l l be important results in economic and trade exchanges.
What is the role of a concerted policy around the Diaspora movement of the two countries?I know that both Portugal and Senegal have large Diasporas. The Portuguese Diaspora is spread throughout Latin America, the United States, Africa and Europe and does an important job.I think that important experiments can be done with the aim of guiding Diaspora investments in the national economy and this is an example that can be used, because we have to realize that the Diaspora has to be an engine of investment and commerce and not only for the increase in consumption, must be geared towards investment, for transformation, especially the economy. And this is what I think may be a reason to exchange ideas with the Portuguese Diaspora in order to increase the investment and trade of the Senegalese Diaspora in Senegal.

E como se sabe o actual governo tem o objectivo de desenvolver a economia, fazer uma boa gestão dos trabalhos a desenvolver mantendo o controlo da inflação. Este governo também está a apostar bastante na construção de infraestruturas, autoestradas, pontes, etc.E isto é com o governo, mas depois de tudo construído, aí entra o sector privado e eles é que têm de continuar com o desenvolvimento. O sector privado tem que criar parcerias. Nós estamos num mundo global, e no Senegal e em África no geral temos que apostar em parcerias sólidas, que nos tragam a inovação do capital, para que o capital africano, a mão-de-obra africana, faça parte da economia mundial.A europa tem mudado a forma de ver África, tem que ser como parceiro, quando se entra numa relação de parceria, leva-se qualquer coisa, mas também se traz qualquer coisa,Se tivermos esta mentalidade, os jovens europeus e africanos podem gerar campeões. Campeões num mercado africano de 1,2 biliões de pessoas e uma classe média com 400 milhões de pessoas. Isto é uma oportunidade imensa na indústria, no turismo, no vestuário e nas tecnologias de comunicação e informação.África é agora o lider mundial em tudo o que é nova banca e isso é também uma oportunidade. África tem que ser vista como uma terra de oportunidades, não esquecendo as dificuldades, tal como em Portugal e Espanha. Em África também há dificuldades, mas se formos lá juntos e nos sectores que estão identificados como motores para o desenvolvimento, de certeza que se vão fazer negócios.
What is your opinion about this Forum? Would you be available to host a Forum like this in Dakar?Certainly, it sure sounds l ike a great idea to do the next forum in Dakar.It is a way for the private sector of the two countries to meet. And as we know the current government has the objective of developing the economy, make a good management of the work to be developed while maintaining control of inflation. This government is a l s o i n v e s t i n g h e a v i l y i n t h e c o n s t r u c t i o n o f i n f r a s t r u c t u r e s , motorways, bridges, etc.And this is with the government, but after al l , the pr ivate sector comes in and they have to continue development.The private sector has to create partnerships. We are in a global world, and in Senegal and Africa in general we have to rely on solid partnerships that bring us the innovation of capital so that African capital, the African labor force, is part of the world economy.Europe has changed the way we see Africa, it has to be as a partner, when you enter into a partnership, you takes anything, but you also bring anything,If we have this mentality, young Europeans and Africans can generate champions. Champions in an African market of 1.2 bil l ion people and a middle class with 400 mil l ion people. This is an immense opportunity in industry, tourism, clothing and communication and information technologies.Africa is now the world leader in all that is new banking and this is also an opportunity. Africa has to be seen a s a l a n d o f o p p o r t u n i t i e s , n o t f o r g e t t i n g t h e d i f f i c u l t i e s , as in Portugal and Spain. In Africa there are also diff iculties, but if we go there together and in the sectors that are ident i f i ed as eng ines for deve lopment , we are sure to do business.

The Fair
The 3rd edition of the SENCON - International Exhibition
of Infrastructure and Construction of Senegal, which
took place in Dakar from 22 to 25 February, recorded
another case of success in the internationalization of
Portuguese companies in Senegal.
M i s s i o n A c c o m p l i s h e d , t h i s w a s t h e g e n e r a l i ze d
fe e l i n g of the Organization of SENCON 2018, namely
with regard to the Portugal Pav i l ion and Senegal
Bus iness Cluster Auditorium dedicated to thematic
Seminars. The participation of the national companies
was once again remarkable, having doubled the number
of booths exhibitors compared to the previous edition,
a result to which the strategic partnership with AEP
- Chamber of Commerce and Portuguese Industry
contr ibutes to a great extent.
This 3rd edition of SENCON definitively marked the
panorama of events of the specialty in this African
region, the results and the affluence of international
exhibitors have shown an important maturity that the
construction and infrastructure sector currently assumes
in Senegal and bordering countries.
Portuguese participation was once again prominent
among European countries, with the largest number
of exhibitors from the European Community countries,
a s i g n o f t h e g r o w i n g p r e s e n c e o f Po r t u g u e s e
c o m p a n i e s in the Francophone markets, the most
numerous and expressive, with the presence of Portuguese
companies of excellence in their different segments.
The general ized test imony of the press and of the
exhibitors was very positive and leaves foreseeing an
edit ion of 2019 even stronger and with a level of
companies of diverse sectors although related with
the main theme of the Fair.

Auditorium Senegal Business Cluster
In the space Auditorium Senegal Business Cluster,
the seminar dedicated to the Municipal it ies and
Decentral izat ion as a model of economic and social
development deserved special mention. A panel
of excel lence highlighting the AMS - Association of
Municipalit ies of Senegal and the Emerging Senegal
Club, held a conference dedicated to relations with
Portugal and the future of the exchange with the
Portuguese municipalities, an important axis for training
and enhancement of the sector.
It is also worth mentioning the interest of the specialty press
and the presence of the main media in the country,
thus ensuring international coverage for the ECOWAS
countries.
This initiative, which was part of the cooperation
plan between the Senegal Business Cluster and AEP
- Chamber of Commerce and Industry of Portugal,
was highlighted by the Portuguese Embassy in Dakar,
which was associated with the mission of the national
companies present, having the same had been kindly
received at the residence of the Portuguese Ambassador
in Senegal.

4th EDITION SENCON 2019
D i p l o m a t i c Ta l ks , i n i t s e d i t i o n d e d i c a te d to t h e
S e n a g a l market, was presented during the Diplomatic
Talks, which was the 4th SENCON edition to be held in
Dakar from 23 to 26 April 2019 at the CICES international
trade fair.
For the next year, Portugal wil l seek to renew the first
place on the podium of the European countries with
the largest number of companies represented. An
addit ional space will also be allocated by the organization,
which will be dedicated to Renewable Energies, a sector

Cunha & Barroso - Construction and Public Works was
one of the Portuguese companies present at SENCON
2018 in Dakar.
The company was founded in 1982 and is engaged
in Civ i l Construct ion and Publ ic Works and has a
very expressive national portfolio with achievements
throughout the terr itory, from housing, municipal
infrastructures, hospitals , industr ial structures,
housing, school parks among others
Accompanying the development of the nat ional
economy, the company has reached a very interesting
volume of business and, with a focus on markets with
strong economic expansion, expects to develop and
expand its activity in a competitive way, supported
by the knowledge acquired in these 36 years in the
market.
A Cunha & Barroso Aimed at Internationalization as a
diversif ication strategy and search for new markets.
With a sustained growth, it has gone from a small
company in its creation to a medium-sized company
that today begins its internationalization process for
the Senegal market.
The quality of the projects and the accumulated experience
are su i table for some of the Afr ican markets , in
part icu lar the Senegalese market where Dakar-based
Cunha & Barroso Senegal SARL was founded in 2016.
Participation in SENCON 2018 results from a strategy
of internationalization of the brand in this destination
and resulted in the presence of the largest International
Exhibition of Infrastructures in Senegal.

Senegal is sti l l responding to tenders in markets in

Quantos alunos têm aqui na Universidade de Dakar a estudar português?Na Faculdade de Letras e Ciências Humanas, há mais de 1.600
alunos no curso de Estudos Portugueses. Mas o português é
também aprendido, como opção, por estudantes de outros
departamentos da Faculdade. Portanto, o número total será
de cerca de 1.900 alunos.
E quando chegou ao Senegal quantos alunos tinha?
Em 2000 haveria cerca de 300 alunos de português na
universidade. No primeiro ano, eu tinha 196 alunos. Há
três anos atrás, só no 1º ano, havia mais de 1.000 alunos.
Com a redução das quotas, temos agora no 1º ano à volta
de 600.

How many students have you here at the University of Dakar to study Portuguese?At the Faculty of Arts and Humanities, there are over 1.600
students in the Portuguese Studies course. But Portuguese is
also learned, as an option, by students from other departments
of the Faculty. Therefore, the total number will be about
1.900 students.
And when you get to Senegal how many students did you have?In 2.000 there would be perhaps 300 students in total. The
first year I had 196 students. And three years ago, in the
first year alone there were more than 1.000 students. But
with the reduction of quotas they reduced the students. And
now in the first year should be around 600.

O que leva os alunos a quererem aprender a l íngua?É essa a questão que nos costumam colocar. Principalmente porque o presidente Senghor compreendeu que as l ínguas são importantes para as Humanidades, mas também para a economia e para tudo.No ensino médio e secundário, os alunos têm, para além do francês, l íngua oficial, o inglês, que começa no nosso segundo ciclo do ensino básico e vai até ao final do l iceu. Quando chegam ao nosso 8º ano, devem escolher uma de entre seis l ínguas opcionais: português, espanhol (maioritário), ital iano, alemão, russo e árabe.O português é a segunda l íngua mais escolh ida, a seguir ao espanhol que foi instituído muito antes. Mas o espanhol, tem beneficiado de um efeito de bola de neve a nível da oferta nas escolas, que não corresponde exatamente à procura por parte dos alunos. Há l iceus que podem professores de português, mas o ministério nem sempre abre lugares para docentes de português em estabelecimentos que os solicitam. Uma outra explicação para o sucesso do português poderá estar relacionada com a capacidade de os professores captarem e motivarem os alunos para o português, em detrimento das outras cinco l ínguas. O nosso trabalho é também o de fazer com que os professores cativem os alunos, levando-os a decidirem fazer português. E é aí que temos de batalhar. Há ainda outros fatores que nos favorecem, como a proximidade com a Guiné-Bissau e Cabo Verde. Os alunos também escolhem a língua por razões afetivas. Para além do facto de os senegaleses terem de Portugal
uma boa imagem.
What makes students want to learn the language?
This i s the quest ion we are often asked. Why is
Portugal a special country? The main reason is that
Senghor has had the intell igence to understand that
languages matter, to the economy and to everything.
They have, besides the French, which is the official
language, the English that begins in the preparatory
and goes unti l the end of the lyceum. In the 8th year
they can choose six languages: Portuguese, Spanish
(the majority), Ital ian, German, Russian and Arabic.
Portuguese is the second most chosen language, following
the Spanish that was instituted much earl ier. And I
think there has been a snowball effect because they
draw the demand of Spanish as being much larger
than it really is. I know there are high schools that
want Portuguese teachers and the ministry does not
f i l l those places. There is also the reason that there
a r e t e a c h e r s w h o r e c r u i t s t u d e n t s t o c h o o s e
P o r t u g u e s e over the other f ive languages. And our
job is for high school teachers to get students to decide
to do Portuguese. And that ’s where we have to battle.
But there are other factors that favor us, such as the
prox imity to Guinea-Bissau and Cape Verde. And
students choose the language for affective reasons,
because Portugal has a good image here.

Os alunos do Senegal entendem bem o português?Em geral, sim, embora o português do Brasil seja mais fácil de compreender do que o português europeu, porque tem um sistema vocálico mais aberto. Palestras e conferências, por exemplo, é mais fácil seguirem-nas quando o conferencista é brasileiro. O ensino do Português existe em outros sítios que não Dakar?Hoje em dia todas as regiões do Senegal (catorze regiões) têm português. Em Ziguinchor, a principal cidade de Casamansa, existem mais de 100 professores de português e cerca de um terço dos alunos do Senegal é daí. A longa presença portuguesa nessa região, vizinha da Guiné-Bissau, ajudará a explicar esse fenómeno. Nas regiões mais islamizadas, o número de alunos foi, durante muito tempo, mais reduzido mas, hoje em dia, também aí há muitos alunos.
E quantos alunos no total de Português há?Nos liceus são, pelo menos, 46.200. Vejam este artigo que saiu num jornal em 2013: havia, então, 38.000. No ano em que foi instituído o português no Senegal, havia, no único liceu onde era lecionado (em Dakar), oito alunos. 52 anos depois, em 2013, eram 38.000.
Do students in Senegal understand Portuguese well?The Portuguese of Brazil is much easier to understand than that of Portugal . Because it is more open and so students can follow much more easily the lectures and conferences.
Does Portuguese language teaching exist in places other than Dakar?Nowadays all regions have Portuguese language teaching. In Ziguinchor, the main city of Casamansa, there are more than 100 teachers and about a third of the students of Portuguese in Senegal. It has been ruled by Portugal, so it is natural. But even the region’s most Islamized for a long time were regions with few people to study and nowadays they also have many students.
And how many Portuguese-speaking students are there in total?In high schools they are at least 46,200. According to an article that came out in a newspaper in 2013, there were 38,000. In 50 years, when the Portuguese language was first instituted in a high school in Dakar, there were only eight students. 52 years later, in 2013, there were 38,000.
E quantos professores?São cerca de 440 professores de Português, no Senegal, entre
liceus e universidades, talvez um pouco mais.
O professor coordena esse ensino do português em todo o Senegal?Eu não coordeno porque não tenho essa missão em particular.
Mas há um protocolo assinado entre o Instituto Camões
e o Ministério da Educação que me dá a responsabilidade
de fazer a formação contínua. Porque aqui não há recursos
humanos nem financeiros para que a escola de formação
de professores possa fazer essa formação contínua.
And how many teachers?There are about 440 Portuguese teachers in Senegal,
between high schools and universities, maybe a little more.
Do you coordinate this teaching of Portuguese throughout Senegal?I do not coordinate because I do not have that particular
mission. But there is a protocol signed between the Camões
Institute and the Ministry of Education that gives me the
responsibility for continuing education. Because there are
neither human nor financial resources here so that the
teacher training school can do this continuous training.

Há facilidade em aprender a l íngua?
Sim, há muita facilidade. Os senegaleses são multilingues
e i s s o é u m a g ra n d e v a n t a g e m . É f r e q u e n t e o s
s e n e ga l e s e s dominarem três, quatro l ínguas.
Têm o uólofe que é a l íngua veicular, o francês, l íngua
oficial e, na escola, aprendem o inglês e uma segunda
l íngua estrangeira . Podem ainda ter, como l íngua
materna, uma língua nacional que não o uólofe, entre
várias outras l ínguas locais.
Portanto comunicam, às vezes, em quatro ou cinco
i d i o m a s . E q u e m j á s a b e v á r i a s l í n g u a s , m a i s
f a c i l m e n t e aprende novas l ínguas.
A dificuldade que se coloca com a aprendizagem do
português está mais no facto de os nossos alunos
serem muitas vezes originários de zonas rurais, onde
os recursos económicos são precários.
Se aqui vierem em altura de exames, verão muitos
a lunos a estudar à luz dos candee i ros das ruas ,
porque nos locais onde estão alojados nem sempre
há condições para o fazerem.
A Sala de Portugal é , também por i sso, um local
pr iv i leg iado para estudar.
Há algum protocolo de intercâmbio estudantil?
O Camões tem bolsas que, durante muitos anos, até
2013/2015, eram atribuídas tanto a professores como
a estudantes.
Mas constatou-se que raramente os estudantes
vo l tavam ao Senegal. Ficavam na Europa e, portanto,
o Senegal perdia alguns dos seus melhores estudantes.
Por isso, a partir de certa altura, as bolsas do Camões
passaram a ser atribuídas, preferencialmente, a professores,
que oferecem garantias de regressar, por terem um
bom estatuto social, uma vida estável, famíl ia e um
salário razoável (para a média do Senegal).
Is it easy to learn the language?
Yes, there is a lot of ease. Senegalese are multilingual
and that is a great advantage. The Senegalese often
dominate three, four languages.
They have the uólofe that is the vehicular language,
the French, official language and, in the school, they
learn English and a second foreign language. They may
also have, as their mother tongue, a national langua-
ge other than the uofafe, among several other local
languages.
So they sometimes communicate in four or five languages.
And who already knows several languages, more easily
learns new languages.
The difficulty with learning Portuguese is more because
our students are often from rural areas, where economic
resources are precarious.
If you come here at the time of examinations, you will
see many students studying in the light of the street
lamps, because in the places where they are housed
there is not always the conditions to do it.
The Portuguese class room is also, therefore, a privileged
place to study.
Are there any student exchange protocols?
Camões has scholarships that, for many years unti l
2013/2015, were awarded to both teachers and stu-
dents.
But it turned out that the students rarely returned to
Senegal. They stayed in Europe, and therefore Sene-
gal lost some of its best students.
Therefore, from a certain point of view, Camões scho-
larships were awarded, preferably, to teachers, who
offer guarantees of return, having a good social sta-
tus, a stable l ife, family and a reasonable salary (for
the average of the Senegal).
Há boas relações entre a faculdade e o Instituto Camões?
Sim, claro. O Instituto Camões não tem todos os recursos
que gostaríamos que tivesse. A sala do Português já é muito
pequena em relação ao que seria o nosso desejo e que são
as nossas necessidades. Mas não há nenhuma língua dentro
da universidade que dê o apoio que nós damos. Nós temos
três bolsas, actualmente são 20 bolseiros que recebem
uma bolsa que lhes permite juntar dinheiro para, por exemplo,
um dia comprarem um computador.
Temos esta sala do Português, um centro em Ziguinchor,
aulas de reforço e temos um financiamento razoável para
fazer actividades, como o dia da CPLP, onde, o ano passado
havia pelo menos 2.000 pessoas a assistir e um almoço
para 1.000 pessoas.
E é tudo feito pelos nossos alunos que integram grupos de
dança e de canto e que cantam coisas de Moçambique, Guiné,
Angola, Cabo Verde... E mostram coisas desses países como
danças, cantos, poemas... E essa é a nossa grande festa. E
temos o 10 de Junho, o 25 de Abril, o dia do Livro...
E o Instituto Camões permite-nos isso, renovando as coisas
que se deterioram e manter a sala aberta e, ao mesmo
tempo fazendo estas actividades. E a embaixada é também
muito importante nestas acções.
Are there good relations between the faculty and the Camões Intitute?Yes of course. The Camões Institute does not have all the
resources that we would like it to have. The room of the
Portuguese language is already very small in relation to
what would be our desire and that are our needs. But there
is no language within the university that gives the support
we give. We have three scholarships, currently there are
20 fellows who receive a scholarship that allows them to
collect money, for example, to buy a computer one day.
We have this Portuguese room, a center in Ziguinchor,
reinforcement classes and we have a reasonable funding
to do activities such as the CPLP day, where last year there
were at least 2.000 people attending and a lunch for 1.000
people.
And it’s all done by our students who are part of dance and
singing groups and sing things from Mozambique, Guinea,
Angola, Cape Verde... And they show things from these
countries like dances, songs, poems... And that’s ours big
party. And we have the 10 of June, the 25 of April, the Book
Day...
And the Camões Institute allows us this by renewing things
that deteriorate and keeping the room open, and at the
same time doing these activities. And the embassy is also
very important in these actions.

E ajudam também na formação de professores?Sim, sim. Isso é o mais dispendioso, porque são mais de 400 professores, dispersos pelo país e temos de ir ter até todos, dar a formação, pagar o almoço a esses mesmos professores, levar material para eles terem condições... E é a formação de professores que nos pode trazer mais alunos. Porque se houver bons professores, eles vão certamente cativar os miúdos e os alunos.
E como se faz essa cativação?E como se faz essa cativação?Para além da formação dos professores, fazemos, por exemplo, concursos, só em português, dirigidos a miúdos que nunca aprenderam português, mas que, com recurso à intercompreensão linguística, se apercebem d e q u e , m e s m o n u n ca te n d o o u v i d o a l í n g u a , a p o d e rã o aprender com facil idade e, por conseguinte, podem ser levados a escolher o português quando se matricularem no ano em que é possível fazer essa opção.
O Presidente Marcelo visitou a universidade quando veio ao Senegal?Sim, recebeu o doutoramento honoris causa e, como é m u i to co nv i v i a l , fa l o u co m to d a a ge nte , t i ro u fo to g ra f i a s , organizou um almoço com muitos alunos e professores de português... Fui o último a conseguir falar com o nosso Presidente porque toda a gente o solicitava. Um colega de Espanhol tem mesmo, no seu gabinete, uma fotografia abraçado ao professor Marcelo. É fundamental essa capacidade de cativar os outros, que leva, por exemplo, os jovens senegaleses a exibir com orgulho t-shirts de clubes de português com o s l o g a n “ E u f a l o p o r t u g u ê s ” o u “ E u a p r e n d o p o r t u g u ê s ”.
And do they also help in teacher training?Yes. This is the most expensive, because there are
more than 400 teachers, dispersed throughout the
country and we have to go to al l , give the training,
pay the lunch to these same teachers, take material
for them so that they have conditions... And is the
formation of teachers who can bring us more students.
Because if there are good teachers, they will definitely
captivate the kids and the students.
And how is this captivation done?In addition to the training of teachers, we do, for
example, competitions, in Portuguese only, directed
to kids who have never learned Portuguese, but who,
using linguistic intercomprehension, realize that even
though they have never heard the language, they will
be able to learn with ease and, therefore, can be led
to choose Portuguese when they enroll in the year in
which it is possible to make this option.
Did President Marcelo visit the university when he came to Senegal?Yes, he received the doctorate honoris causa and,
as he i s very conviv ia l , he ta lked to everyone, took
photographs, a n d o r g a n i ze d a l u n c h w i t h m a ny
s t u d e nt s and teachers of Portuguese... I was the last
to be able to speak with our President because everybody
asked for him. A Spanish colleague has, in his office, a
photograph embraced by Professor Marcelo,
This ability to captivate others, which leads Senegalese
youth to proudly display t-shirts from Portuguese
clubs with the slogan “I speak Portuguese” or “I am
learning Portuguese,” is essential.

Como decidiram investir com uma delegação de 11 empresas na SENCON deste ano?A AEP monta o seu plano através das conversas com os nossos clientes, para percebermos onde os planos de internacionalização estão apontados. E as empresas, dada essa disponibi l idade, também fornecem essa informação à AEP.
E como é feita essa planificação para apresentar às empresas?Por norma surgem a partir das reuniões que fazemos com as empresas. Recebemos indicações de onde as empresas pretendem investir e a partir daí, olhamos para o nosso planeamento e vemos de que forma poderemos ajudar, através de missões e presenças nestes certames. E é por isso que disponibil izamos as nossas instalações para recebermos clientes nas nossas instalações ou deslocarmo-nos até à sua sede de forma a conhecermos as suas instalações e fábricas e facilitar o apoio ao cl iente.
E quais são as vantagens de recorrer à AEP para estas iniciativas?Beneficia todo o grupo, já que conseguimos, dessa forma, comprar mais e melhores espaços nas feiras o q u e s e t ra d u z e m m a i s á r e a s . U m a e m p r e s a i n d i v i d u a l m e n t e seria posicionada numa área de menos destaque. Na SENCON é um bom exemplo de bola localização da área nacional onde somos a maior participação estrangeira e usufruímos de condições que não seriam possíveis para empresas que optassem por vir de forma individual. Mostramos e chamamos a atenção para que as empresas estejam atentas a determinado mercado que possa vir a ser

How did you decide to invest with a delegation of 11
companies at SENCON this year?
The AEP sets up its plan through the conversations
with our clients, to realize where the internationalization
plans are pointed out. And companies, given this
availabil ity, also provide this information to AEP.
A n d h o w i s t h i s p l a n n i n g t o p r e s e n t t o t h e
c o m p a n i e s ?
Normally they arise from the meetings that we make
with the companies. We receive indications of where
companies intend to invest and from there; we look
at our planning and see how we can help, through
missions and presence in these events. And that ’s why
we provide our facil it ies to receive customers in our
facil it ies or move to your headquarters so we know
your facil it ies and factories and facil itate customer
support.
And what are the advantages of using AEP for these

that may be interesting. We show and call attention
to companies that are aware of a particular market
that can be beneficial.

Há quanto tempo está no Senegal?
Cheguei cá há quatro anos. Antes estive na República
Dominicana, mas sou de Viana do Castelo.
O que motivou a vinda para o Senegal?
Foi uma continuação do meu crescimento profissional.
Faço parte do grupo Accor, um grupo hoteleiro europeu e
já estou neste grupo há quase 20 anos e foi um grupo que
foi crescendo e depois de sete anos na República Dominicana
como director financeiro, propuseram-me vir para Dakar
ser o director geral da Accor em África Subsariana e Oceano
Índico e acumular funções de director financeiro.
A transição para o Senegal foi fácil?
Sim, já que sendo de Viana estou habituado ao mar. Da
República Dominicana tinha também o sol. E aqui encontrei
o mar, o sol e alguma cultura um pouco africana nas pessoas,
o que facilitou a transição. O que é diferente é a visão das
coisas. Nas Caraíbas há uma visão muito americana e aqui
em África há uma visão muito mais europeia.
Sentiu-se bem recebido no país?
Sim, uma pessoa sente-se bem recebida e acolhida no país.
Não há um sentimento de distância e desconfiança com as
pessoas e por isso, fui bem recebido.
O grupo estabeleceu-se no Senegal em que ano?
Esta unidade foi em 1973, há mais de 44 anos. E o grupo em
África está cá há ainda mais tempo. E mesmo em períodos mais
difíceis, situações de guerra, o grupo manteve-se, mais nos
países francófonos.
Essa história ajuda, certamente, o grupo a conseguir
estabelecer-se noutros mercados do país.
Sim, claro, é mais fácil porque já ouviram sempre uma
referência de países vizinhos. E sendo um grupo bastante
grande e forte, acaba sempre por ser mais fácil entrar em
alguns países, mesmo com alguns dos países geopolíticos.
E conhece outros portugueses a viver em Dakar?
Sim, conheço de actividades feitas na embaixada portuguesa
e de contactos que fui criando desde que aqui cheguei.
How long have you been in Senegal?
I came here four years ago. Before I was in the Dominican
Republic, but I’m from Viana do Castelo.
What motivated the coming to Senegal?
It was a continuation of my professional growth. I am part
of the Accor Group, a European hotel group and I have
been in this group for almost 20 years and it was a growing
group and after seven years in the Dominican Republic as
finance director, I was proposed to come to Dakar to be
the general manager of Accor in Sub-Saharan Africa and
the Indian Ocean and to accumulate functions of financial
director.
Was the transition to Senegal easy?
Yes, since being from Viana I am used to the sea. At the
Dominican Republic I also had the sun. And here I found
the sea, the sun and some rather African culture in the people,
which facilitated the transition. What is different is the view
of things. In the Caribbean there is a very American vision
and here in Africa there is a much more European vision.
Did you feel welcomed in the country?
Yes, a person feels welcomed in the country. There is no
feeling of distance and distrust with people and for this, I
was well received.
In which year was the group settled in Senegal?
This unit was in 1973, for over 44 years. And the group has
been in Africa even longer. And even in more difficult times,
like war situations, the group remained, more in Francophone
countries.
This story certainly helps the group to establish itself in
other markets of the country.
Yes, of course, it is easier because they have always heard
a reference from neighboring countries. And being a very
large and strong group, it always ends up being easier to
enter some countries, even with some of the geopolitical
countries.
And do you know other Portuguese people living in
Dakar?
Yes, I know several from activities done at the Portuguese
embassy and from contacts I’ve been creating since I arrived

Sente que a Embaixada dá o apoio necessár io à comunidade portuguesa?Sim, sim. Eu sou muito apologista de haver encontros que a
embaixada deve promover, como as comemorações e também
sou apologista de que seja a própria comunidade a promover
os encontros.
Não podemos ficar só à espera que a Embaixada, ou o
Embaixador, nos convoque, que organize reuniões, que
organize diferentes actividades para nos encontrarmos.
Tirando este facto, e como a minha experiência pessoal
com a Embaixada de Portugal, tem sido positiva. Tem sido
bastante receptiva, quer seja pelo Senhor Embaixador, quer
seja com as outras pessoas que trabalham na Embaixada.
E há essa vontade de congregação dos Portugueses, que estão no Senegal?Além da embaixada nem por isso. Eu tenho contacto com
algumas pessoas, como o Gonçalo Terenas. Há outras pessoas
portuguesas que estão cá e com quem tento manter algum
contacto, mas não há um encontro de portugueses
sistemático.
E considera que há boas relações entre empresas privadas de Dakar e empresas Portuguesas, ou mesmo estatais? Eu não estou aqui necessariamente como empresa portuguesa,
mas daquilo que percebo e que consigo entender do mercado
eu acho que sim, acho que há bom contacto, um bom
relacionamento. E daquilo que eu tenho entendido, as
empresas portuguesas têm sido bastante bem recebidas.
Tem sido bastante fácil a relação com as empresas
nacionais.
Do you feel that the Embassy provides the necessary support to the Portuguese community?Yes. I am very apologist of having meetings that the
embassy should promote, like the celebrations, and I am
also an apologist for the community itself to promote the
meetings.
We cannot just wait for the Embassy, or the Ambassador,
to convene us, organize meetings, and organize different
activities to meet us. Apart from this, and as my personal
experience with the Portuguese Embassy, it has been positive.
It has been very receptive, either by the Ambassador, or the
other people who work at the embassy.
And is there such a desire for congregation of the Portuguese, who are in Senegal?In addition to the activity of the embassy not so much. I
have contact with some people, like Gonçalo Terenas. There
are other Portuguese people that are here and with whom
I try to keep some contact, but there is no systematic
Portuguese meetings.
And do you consider that there are good relations between private companies in Dakar and Portuguese companies, or even state companies?I’m not necessarily here as a Portuguese company, but from
what I see and understand about the market I think so; I
think there are good contact and good relationships. And
from what I understand, Portuguese companies have been
very well received. The relationship with national companies
has been quite easy.
Gostava de continuar no Senegal?Na empresa onde eu estou não é suposto ficarmos muitos
anos no mesmo país, mas depende de vários factores. Mas
por norma são entre quatro e sete anos e depois um salto
para outro país ou para outra região dentro do mesmo país.
O que o atrai mais na vida no Senegal?Primeiro que tudo, as pessoas. É bastante fácil trabalhar
com os senegaleses e com os africanos em geral. Depois
há o clima, obviamente. Temos 365 dias de sol, o mar à
porta... E é a qualidade de vida que ainda se consegue ter,
apesar de Dakar ser uma cidade cara para viver, ainda
conseguimos ter acesso a certos serviços que facilitam
muito a vida. Como, por exemplo, ter uma pessoa em casa
a ocupar-se da casa, das crianças. Aqui não é um luxo e em
Portugal seria um verdadeiro luxo.
E há diferenciação entre o Senegal e restantes países africanos?Dentro dos países do continente, ou da África subsariana,
se quisermos l imitar mais um bocado, o Senegal é
relat ivamente seguro. Não temos problemas de segurança
e terrorismo, não há mais assaltos em Dakar do que em outras
cidades europeias, por isso é bastante agradável viver aqui.
Mas claro que não existem ainda todos os serviços e
infraestruturas para estar bem aqui. Não há parques, nem
jardins, mas não é que nos sintamos numa prisão ou que
queiramos ir embora ao fim de um ano. Além disso,
estamos a quatro horas de Lisboa e é bastante fácil lá chegar.
Uma pessoa sai daqui às duas da manhã e às 9h estou a
tomar café no Porto.
Would you like to continue in Senegal?
In the company where I am is not supposed to stay many
years in the same country, but depends on several factors.
But normally they are between four and seven years and
then a jump to another country or to another region within
the same country.
What attracts you the most in Senegal’s life?
First of all, the people. It is easy enough to work with
Senegalese and with Africans in general. Then there is the
weather, obviously. We have 365 days of sun, the sea at the
door... And the quality of life that you can still have, even
though Dakar is an expensive city to live in, we still have
access to certain services that make our lives much easier.
Like, for example, having a person at home to take care of
the house and the children. Here is not a luxury and in
Portugal would be a real luxury.
And is there a difference between Senegal and other
African countries?
Within the countries of the continent, or sub-Saharan Africa,
if we want to limit it a little more, Senegal is relatively safe.
We have no problems with security and terrorism, there are
no more assaults in Dakar than in other European cities, so
it is quite pleasant to live here. But of course there are not
yet all the services and infrastructures to live perfectly well
here. There are no parks or gardens, but it is not that we
feel in a prison or that we want to leave at the end of a year.
Besides, we are four hours from Lisbon and it is quite easy
to get there. I can leave here at two in the morning and at
9 am I’m having coffee in Porto.

O que faz a Paviana?A Pav iana é uma empresa de const rução c iv i l e
t raba lhamos quer no negócio da construção quer da
reabil itação e já temos mais de 1.000 obras, com um
alto nível de satisfação que garantimos aos nossos
clientes.
Qual é o mercado da Paviana?Traba lhamos pr inc ipa lmente em Portuga l , mas
procuramos encontrar negócios também fora do
país, daí este interesse em vir explorar o Senegal,
sendo este certame uma forma de alargarmos os
nossos laços.
Porque decidiram participar no SENCON?Gostamos de aproveitar estas feiras para procurar
cl ientes para os nossos serviços e parceiros locais
que nos ajudem a angariar mais negócio. Por norma
estas feiras dão bom resultado e estamos com boas
expectativas para o que daqui vai sair. Durante estes
dias falámos com muita gente, falta agora saber se
vai acabar por dar em alguma coisa.
Porquê o Senegal?O Senegal é um mercado em expansão e no qual temos
algum interesse em investir, bem como noutros mercados
africanos que possam mostrar-se interessantes para
investir. Existe um grande potencial de desenvolvimento
no continente o que o torna muito atractivo.

What does Paviana do?Paviana is a construction company and we work both in
the building and rehabilitation business and we already
have more than 1.000 works , with a h igh leve l of
sat is fact ion that we guarantee to our clients.
What is Paviana’s market?We work mainly in Portugal, but we try to find business
also outside the country, hence this interest in coming
to explore Senegal, this being a way of extending our
ties.
Why did you decide to participate in SENCON?We like to take advantage of these fairs to look for
customers for our services, and local partners to help
us raise more business. Normally these fairs give a
good result and we have good expectations for what
will come out of here. During these days we spoke with
many people, now it is necessary to know if it will end
up giving something.
Why Senegal?Senegal is a booming market in which we have some
interest in investing, as well as in other African markets
that may be interesting to invest in. There is great
development potential on the continent which makes it
very attractive.

Da parceria estabelecida entre a AEP – Câmara de

Cluster em 2015 nasce assim um evento de referencia

organismos e governos africanos, uma oportunidade
para internacionalizar negócio e para gerar valor para

The concept
The project of the Portugal – Africa Business Forum is
essentially aimed at companies and business man, the
focus is on bilateral international relations between
Portugal and the Countries invited to each edition.
The Forum seeks to boost business and establ ish
strategic and corporate bridges between participants
and the different panels present, a symbiosis that has
borne fruit since its first edition.
From the partnership established between AEP - Chamber
of Commerce and Industry and the Senegal Business
Cluster in 2015, a benchmark event is born that annually
brings to Portugal mixed business missions which are
made up of business man and African organizations and
governments, an opportunity for internationalize business
and generate value for companies.
The emerging and developing markets of the African
continent, especially those in West Africa, are business
platforms of high potential. The opportunities in these
markets are a reference for Portuguese companies and
the proof of this is the success achieved by the Portugal
– Africa Business Forum.
For the 2018 edition, to be held as usual in the main
auditorium of the AEP in Leça da Palmeira (Exponor) the
Senegalese market is named and the main themes are:
Infrastructure and Energy / Agro-Food Sector.
Encontros B2B e B2GPara além do Programa de Conferencias, previsto
para a primeira metade do Fórum, estão planeados
para o período da tarde, diversos encontros B2B e
B2G com o intuito de promover as oportunidades de

Câmara de Comércio e Industria e Promoção Cultural
Portugal – Senegal e Africa Ocidental e está programada
para 18 e 19 de Outubro em Leça da Palmeira.
B2B and B2G meetings
In addition to the Conference Program, scheduled for
the f irst half of the Forum, several B2B and B2G
meetings a r e p l a n n e d f o r t h e a f t e r n o o n t o
p r o m o t e b u s i n e s s opportunities and to establish
contacts between the inter locutors of the various
part ic ipating parties.
Entrepreneurs and entities from Senegal come to Portugal
with very practical assumptions in the search for solutions,
serv ices and equipment. I t i s expected that the
meet ings in question may result in agreements, orders
and even joint ventures for projects and dossiers that
will be presented.
The Portugal - Africa Business Forum is currently a
reference in Portugal in relations with the West African
market and annually enhances the economic growth of
the business fabric of the two regions.
The 2018 edition of the AEP will be moderated by CCIPS
- Chamber of Commerce and Industry and Cultural
Promotion Portugal - Senegal and West Africa and is
scheduled for 18 and 19 October in Leça da Palmeira.

No âmbito das relações bilaterais entre Portugal –
Senegal foi constituida, no passao dia 4 de Maio, a
Câmara de Comérico e Industria Portugal – Senegal
e Africa Ocidental (CCIPS), um projeto criado por um
conjunto de empresários e personalidades de relevo
no panorama nacional e da diáspora portuguesa a
operar no Senegal.
A experiencia internacional e as valências multidisciplinares
dos corpos diretivos deste novo projeto e instrumento
institucional, agora ao serviço das relações entre
o s d o i s p a i s e s e a r e g i a ã o d e A f r i c a O c i d e n t a l ,
c o n s t i t u i - s e como um ativo importante para o apoio
à s e m p re s a s e e m p re s á r i o s d e a m b o s o s l a d o s ,
d e s i g n a d a m e nte à internac ional ização das suas
at iv idades e a o a c o m p a n h a m e n t o t é c n i c o d o s
r e s p e t i v o s tecidos empresariais .

CCIPS - Chamber of Commerce and Industry and Cultural
Promotion Portugal - Senegal and West Africa
In the context of bilateral relations between Portugal
and Senegal, the Chamber of Commerce and Industry
Portugal - Senegal and West Africa (CCIPS) was created
on May 4, a project created by a group of entrepreneurs
and prominent personalities in the national panorama
and the Portuguese Diaspora to operate in Senegal.
The international experience and the multidisciplinary
capacities of the governing bodies of this new project
and institutional instrument, now at the service of the
relations between the two countries and the West African
region, constitutes an important asset to support the
companies and entrepreneurs of both the internationalization
of its activit ies and the technical monitoring of its
corporate fabrics.
Portugal and Senegal have a dynamic platform in the
CCIPS and an economic and corporate bridge between
the two markets, a continuous and coordinated structure
in the sense that in Dakar a Permanent Delegation of
the CCIPS was constituted, a homologous body of Senegalese
law composed by a direction of Portuguese and Senegalese
members that wil l al low the exploration of positive
synerg ies and simultaneously the implementation of
cooperat ion , commerc ia l , f inanc ia l and cu l tura l
po l i c ies .
Um Programa de At iv idades b ianual animará as
re lações entre empresas e organismos ( públicos e
privados) na expetativa de que o envolvimento dos
diversos operadores dos diferentes segmentos da
sociedade comercial e civi l possa aproximar ainda
mais, estes dois destinos. A CCIPS assume-se desta
forma como uma l igação Europa – África capaz de
acompanhar a evolução contemporânea onde ambos
desempenham um papel relevante e histórico nos
dois continentes.
A b iannua l Program of Act i v i t ies w i l l encourage
re lat ions b e t w e e n c o m p a n i e s a n d o r g a n i za t i o n s
( p u b l i c and private) on the expectation that the
involvement of the various operators of the different
segments of the commercial and civil society can bring
these two dest inations even closer. CCIPS assumes
itself as a Europe-Africa link capable of accompanying
contemporary developments where both play a relevant
and historical role on both continents.
Numa descontraida conversa nas instalações do escritórios
de Lisboa da CCIPS procuramos saber um pouco mais
sobre a origem da CCIPS tendo como convidados,
Jorge Sousa ( JS ) , Pres idente da CC IPS Portuga l e
Ernesto Nobre (EN), respetivo Secretário Geral.
Considerando a sua experiencia no associativismo
e e m c o n c re to n o â m b i to d e o u t ra s e st r u t u ra s
s e m e l h a nte s , porquê o Senegal para mais este
pro jeto pessoa l?
JS - Temos que considerar 3 razões fundamentais:
a p r i m e i r a d e c a r i z h i s t o r i c o , t e m o s r e l a ç õ e s
c e n t e n á r i a s e de boa vizinhança com este pais na
nossa fronteira sul alargada; em segundo trata-se de
uma economia em franco crescimento com vontade
de c o o p e r a r e c o m b o a r e c e t i v i d a d e h i s t o r i c a
a o i n v e s t i m e n t o português , e com cond ições de
segurança francamente boas face ao contexto africano,
por útl imo, a paridade cambial f ixa face ao Euro, o
regime de circulação de capitais e a possibil idade e
recetividade das autoridades locais em rececionar
projetos portugueses.
In a relaxed conversation on the premises of the CCIPS
Lisbon offices, we sought to know a little more about
the origin of CCIPS, with Jorge Sousa (JS), President of
CCIPS Portugal and Ernesto Nobre (EN), the Secretary
General, as guests.
JS - Considering your experience in associativism and
in other similar structures, why Senegal for this personal
project?
We have to consider three fundamental reasons: the
first of a historical nature, we have centennial and good
neighborly relations with this country on our enlarged
southern border; secondly, it is a fast-growing economy
with a wi l l ingness to cooperate and with a good
h istor ica l record of Portuguese investment, and with
very good security condit ions v is-à-vis the Afr ican
context, lastly, the fixed exchange rate against the
Euro, the circulation and the possibility and receptivity
of local authorities in receiving Portuguese projects.

Qual tem sido a recetividade dos mercados onde
opera a CCIPS e quais são as expetativas de médio
prazo?
JS - Para uma camara recém-criada, tem sido francamente
boas, de tudo, nada como não criar falsas expectativas,
mas antes cumprir pequenos passos mas sustentáveis.
Neste momento, temos encetado dil igências junto da
autoridades dos dois países de forma a constituirmo-nos
como uma plataforma credível de troca de experiências
e contactos nas vertentes tradicionais do comércio,
mas também da cultura e da cidadania.
A CCIPS constitui-se em ambos os países, Portugal e
Senegal, em que medida pode esse factor contribuir
para uma melhor cooperação entre ambos?
JS - Começo, por refer i r, o ponto f ina l da questão
pr imeira , a capacidade de por as duas partes a dialogar.
Como bem sabemos a capacidade de projetar capital
português, face a outros p layers é re lat ivamente
d iminuta, contudo se estivermos articulados nos dois
locais, a capacidade de potenciar os investimentos
aumenta, como tal o networking cá e lá, torna-se
imprescindível. Portugal, não tem a massa crit ica de
outras potencias , mas tem a arte e engenho que
outros não tem, por conseguinte, a circularidade e a
capacidade de dialogo dos diversos players no terreno,
dá-nos uma vantagem competitiva substantiva, e isso,
é o nosso trunfo ao ter as camara a funcionar em
Portugal e no Senegal em unissono. E isso, torna-nos
mais fortes, em vez de agirmos isoladamente, cada
u m p e r s i , co m o s c u sto s d e co ntex to, a s e re m
s u p o r ta d o s só por um dos players.
What has been the receptiveness of the markets where
CCIPS operates and what are the medium-term
expectat ions?
JS - For a newly created camera, it has been downright
good, of all, nothing like not creating false expectations,
but rather accomplishing small but sustainable steps.
At the moment, we have begun negotiations with the
authorities of the two countries in order to establish
ourse lves as a credib le p latform for exchanging
exper iences and contacts in the traditional aspects of
trade, but also in culture and citizenship.
CCIPS is constituted in both Portugal and Senegal, to
what extent can this contribute to a better cooperation
between the two?
JS - I begin by noting the final point of the first question,
the capacity for dialogue between the two parties. As
we well know the ability to project Portuguese capital,
compared to other players is relatively small, however if
we are articulated in both locations, the ability to boost
investment increases, so networking here and there,
becomes essential. Portugal, does not have the critical
mass of other powers, but has the art and ingenuity
that others do not have, therefore, the circularity and
the capacity of dialogue of the various players in the
field, gives us a substantive competitive advantage, and
that is our trump card by having the cameras operate
in Portugal and Senegal in unison. And this makes us
stronger, instead of acting alone, each per se, with the
costs of context, to be borne only by one of the players.
Considerando as suas relações empresariais como c lass i f i car ia a pert inênc ia deste novo pro jeto corporat ivo entre estes dois mercados?EN - Tendo em conta a necessidade das empresas
portuguesas se internacionalizarem e de encontrarem
mercados alternativos aos tradicionais Países de Língua
Oficial Portuguesa, vulgo PALOP, e ao mercado da
Comunidade Europeia, o mercado de África Francófona,
e em particular o mercado do Senegal apresenta-se
como um destino preferencial, uma prioridade e uma
“rara” oportunidade.
Que visão tem sobre as iniciativas de promoção e cooperação interna da CCIPS, dando como exemplo as Tertúlias de Reflexão Estratégica que trimestralmente têm lugar em Santarém?EN - A proximidade, cumplicidade e a qualidade dos
seus membros, permitem que se apresentem caminhos,
temas e estratégias que acredito revelar-se-ão fundamentais
para o sucesso da CCIPS e que trarão oportunidades
para o tecido empresarial português.
A experiencia que possui no sector das relações com municípios é vasta, nesta medida que perfil de relações com as autarquias preconiza para uma organização como a CCIPS?E N - É m i n h a c o nv i c ç ã o q u e o s m u n i c í p i o s q u e
e s t i v e r e m disponíveis, atentos e que se disponham
a abraçar iniciativas da CCIPS, acrescentarão valor às
suas polit icas municipais , nomeadamente aos seus
gabinetes de apoio ao empreendedorismo, munindo-os
e acrescentando-lhes mais uma ferramenta, que
a c r e d i t o , s e t o r n a r á d e g r a n d e u t i l i d a d e n a
p o s s i b i l i d a d e de internacionalização ou de simples
reforço, das empresas que gravitam na esfera de cada
um dos concelhos.
Considering your business relations, how would you
classify the relevance of this new corporate project
between these two markets?
EN - In view of the need for Portuguese companies to
internationalize and find alternative markets to the
traditional Portuguese-speaking countries, PALOP, and
to the European Community market, the market for
Francophone Africa, and in particular the Senegalese
market, is presented as a preferred dest ination, a
pr ior ity and a “rare” opportunity.
What vision do you have about CCIP’s internal promotion
and cooperation initiatives, taking as an example the
Strategic Ref lect ion Meetings held quarter ly in
Santarém?
EN - The proximity, complicity and the quality of its
members, allow the presentation of paths, themes and
strategies that I believe will prove fundamental to the
success of CCIPS and that will bring opportunities for
the Portuguese business community.
The experience that has in the sector of the relations
with municipalities is vast, to this extent that profile
of relations with the local councils advocates for an
organization like CCIPS?
EN - It is my conviction that municipalities that are available,
attentive and willing to embrace CCIPS initiatives, will
add value to their municipal policies, in particular to
their business support offices, by providing them with
an additional tool, which I believe , will become very
useful in the possibility of internationalization or simple
reinforcement of the companies that gravitate in the
sphere of each one of the counties.

O índice de transparência nos invest imentos é equiva lente ao dos USA.Independente desde 1960, o Senegal goza de uma forte estabi l idade pol í t ica e tem part ic ipado em inúmeras m i s s õ e s d e p a z e e m p r o c e s s o s d e m e d i a ç ã o diplomática na região em que se insere. F igura entre os dez pa í ses mais compet i t i vos da reg ião, dispondo de vasta e moderna rede de transporte e de te lecomunicações, o que faz do Senegal um verdadeiro “sucess-case” da África subsaariana. O Senegal é um país que, não sendo lusófono, possui o estatuto de membro observador da Comunidade dos Países de L íngua Portuguesa (CPLP) . É também membro da Comunidade Económica dos Estados da África Ocidental (CEDEAO) e está inserido na Organização Mundial do Comércio (OMC) e as suas relações com a União Europeia desenvolvem-se ao abrigo do Acordo Cotonu.Fruto desta evo lução, a presença de empresas portuguesas no Senegal tem vindo a aumentar, como referiu, a l iás , o Pres idente da Repúbl ica Marcelo Rebelo de Sousa, durante a sua recente v is i ta de Estado ao Senegal.
It is a country in deep change with several economic projects in development, namely in the sectors of the new technologies, of the infrastructures, the civi l construction and the services, many of them under the regime of Publ ic -Pr ivate Partnership . Indeed, Senegal has been developing a very strong state policy of attracting foreign investment in the energy sector, const ruct ion and pub l i c works , in format ion and communicat ion technologies, services and tourism. Senegal’s economic growth rate is around 7% of GDP in 2017 and is expected to be consolidated during 2018. The investment transparency index is equivalent to that of the USA.Independent since 1960, Senegal enjoys strong political stabi l i ty and has part ic ipated in numerous peace missions and diplomatic mediation processes in the region in which it operates. It is one of the ten most competitive countries in the region, with a vast and modern transport and telecommunications network, making Senegal a true success-case for sub-Saharan Africa. Senegal enjoys a privi leged and strategic location in re lat ion to the main internat ional markets , be ing located four hours by plane from Lisbon, six hours from the center of Europe and seven hours from the United States. It has a secure business environment a n d a f a v o r a b l e l e g a l f r a m e w o r k f o r f o r e i g n i n v e s t m e n t .Trade relations between Portugal and Senegal are certainly more than 500 years old. Although very old, they were only official ized in 1974 and have become increasingly important.Senegal is a non-Lusophone country, which has the status of observer member of the Community of Portuguese Speaking Countries (CPLP). It is also a member of the Economic Community of West African S tates (ECOWAS) and i s par t o f the Wor ld Trade Organ izat ion ( W TO ) a n d i t s r e l a t i o n s w i t h t h e E u r o p e a n Un ion are be ing deve loped under the Cotonou Agreement.As a resul t of th is development, the presence of Portuguese companies in Senegal has been increasing, as the President of the Republic, Marcelo Rebelo de Sousa, ment ioned dur ing h is recent State v is i t to Senegal .

The Portugal-Senegal Business Council , created by the AEP, aims to facilitate the realization of Portuguese i nv e st m e nt s i n a c o u nt r y t h a t i s a g a te w a y fo r Po r t u g u e s e companies in the markets of West Africa, an objective common to the recently created Chamber of Commerce and Industry Portugal-Senegal and West Africa.The Senegalese government has been implementing a process of administrative modernization (Emerging Social Plan) to attract foreign investment: simplifying administrative procedures and renewing the administrative and fiscal legal framework. For example, the process of setting up a company is now less costly and more s i m p l i f i e d c e nt r a l i ze d i n a “o n e s to p s h o p ”, t h e B u r e a u d’Appui à la Créat ion de l ’Entrepr ise , and wi th in 24 hours . I t i s a l so worth ment ion ing the e l iminat ion or reduction of the mandatory minimum capital requirement in certain corporate types. Also noteworthy are the favorable conditions for bank financing for SMEs and the existence of Arbitration Centers in economic matters. On the other hand, Senegal is a party to the 1958 New York Convention on the Recognition and Enforcement of Foreign Arbitral Aw a r d s , t h e r e b y p r o v i d i n g g r e a te r s e c u r i t y to c o nt r a c t u a l part ies who choose Arbi trat ion as an a l ternat ive means of settling disputes, an increasingly common means in international contracts.The recently set up Zone Franche Industriel le in Dakar prov ides tax and customs benef i t s to companies based i n D a k a r a n d h a s q u a l i t y f a c i l i t i e s a n d c o n d i t i o n s t o p l a y a n i m p o r t a n t r o l e i n t h e m o d e r n i z a t i o n of Senegal’s business environment.

A Zona Económica Especial de Dakar é já considerada um hub logístico e industrial com grande potencial de desenvolvimento. Ao abrigo do seu regime jurídico são concedidas vantagens fiscais às empresas que aí se instalem, por um período de 50 anos, tais como isenção sobre direitos aduaneiros em equipamentos e matérias primas e isenções sobre o pagamento de impostos sobre os rendimentos, dependendo do preenchimento de determinados requis itos. Sem prejuízo, importa ainda referir a este propósito que, P o r t u g a l e S e n e g a l a s s i n a r a m , e m 2 0 1 4 , u m a C o n v e n ç ã o para evitar a dupla tributação ao nível dos impostos sobre o rendimento.As recentes alterações à Lei do B.O.T. (Built Operate and Transfer), aplicável aos contratos de construção, exploração e transferência de infraestruturas vieram reforçar a segurança dos investidores estrangeiros que operem nestes setores. Não obstante, importa salientar que, conforme previsto na Lei das PPP, as p r o p o s t a s p r i v a d a s e s p o n t â n e a s , d e v e r ã o s e r f i n a n c i a d a s em 70% pela parte privada, ou seja, pe lo proponente do projeto, que deverá também demonstrar a viabil idade financeira do projeto ao longo da sua vida. Por sua vez, o Código dos Contratos Públicos, a l vo d e a l te ra çõ e s e m 2 0 1 4 , re fo rço u e d e n s i f i co u procedimentos com vista assegurar a concorrênc ia e a t ransparênc ia no momento da esco lha do parceiro privado. Sem prejuízo, o investidor estrangeiro não deverá deixar de efetuar uma avaliação prévia do mercado e m f u n çã o d a s u a at i v i d a d e e d i m e n s ã o e , b e m assim, analisar criteriosamente os aspetos relacionados com a constituição e operação das empresas, designadamente em matér ia f i sca l , a l fandegár ia e aduaneira , reg istos comerciais, marcas, etc. Para esse efeito, a contratação de espec ia l i stas lega i s e f inance i ros que permitam o esc larec imento prévio da lei aplicável e eventuais l i m i t a ç õ e s q u e p o s s a m a f e t a r o i n v e s t i m e n t o a f i g u r a - s e recomendável.A PLMJ International Legal Network tem marcado presença em vários países da África Oeste, não só nos países de l íngua oficial portuguesa, como em países de outros idiomas, incluindo no Senegal, assistindo quer empresas portuguesas, quer empresas locais, nomeadamente na área das PPP e da Arbitragem envolvendo p r o f i s s i o n a i s e s p e c i a l i z a d o s e c o m e x p e r i ê n c i a reconhecida nestas matérias. Dito isto, considerando a existência de um quadro legal g a r a n t í s t i c o e a a d e s ã o a i m p o r t a n t e s c o n v e n ç õ e s internacionais, circunstâncias que aliadas à e s t a b i l i d a d e d e m o c rá t i c a d o p a í s , p ro p i c i a m c o n d i ç õ e s favoráveis ao investimento no Senegal.
The Dakar Special Economic Zone is already considered a logistics and industrial hub with great potential for development. Under its legal regime, tax concessions are granted to companies settl ing there for a period of 50 years, such as exemption from customs duties on equipment and raw materials and exemptions from the payment of income taxes, depending on the certain requirements. Without prejudice, i t should also be noted in this connection that, in 2014, Portugal and Senegal signed a Convention on the avoidance of double taxation in respect of income taxes.Recent changes to the B.O.T. (“Built Operate and Transfer ”), applicable to the construction, operation and transfer of infrastructure contracts, reinforced the security of foreign investors operating in these sectors. Nevertheless, it should be pointed out that, according to the PPP Law, private spontaneous proposals should be financed by 70% by the private party, that is, by the project proponent, who should also demonstrate the financial viabil ity of the project throughout its l ife. A “Ilha de Gorée” ou simplesmente “Gorée” é uma ilha
no Oceano Atlântico Norte, localizada na baía de Dakar
(Senegal). A sua descoberta deve-se a um português, chamado
Denis Dias, que aí terá chegado no século XV.
Os portugueses batizaram-na com o nome de “Ilha de Palma”
e ocuparam-na até 1580.
Em 1627, os holandeses tomaram a ilha e a história
deve-lhes o nome de “Goree” que deriva do holandês
“Goede Reede” que significa “Bom Porto”.
É um lugar simbólico para a memória do tráfico de escravos
na África tendo sido entre os séculos XV e XIX, um dos
maiores centros de comércio de escravos do continente,
a partir de uma feitoria fundada pelos Portugueses. Esse
entreposto foi, ao longo dos séculos, conquistado e
administrado por Holandeses, Ingleses e Franceses.
Foi um dos primeiros lugares a ser colocado na lista da
herança mundial gerida pela Organização das Nações Unidas
para a educação, a ciência e a cultura. (UNESCO).
Gorée é um dos 5 locais que integram o Projeto City 2020.
The “Island of Gorée” or simply “Gorée” is an island in
the North Atlantic Ocean, located in the bay of Dakar
(Senegal). Its discovery is due to a Portuguese, called
Denis Dias, that arrived there in the XV century.
The Portuguese baptized it with the name of “Island of
Palma” and occupied it until 1580.
In 1627, the Dutch took the island and the history owes
them the name “Goree” that derives from the Dutch
“Goede Reede” which means “Good Harbor ”.
It is a symbolic place for the memory of the slave trade
in Africa, having been one of the continent ’s largest
slave trade centers between the fifteenth and nineteenth
centuries, from a factory founded by the Portuguese.
This warehouse was, over the centuries, conquered
and administered by Dutch, English and French.
It was one of the first places to be placed on the list
of the world heritage managed by the United Nations
Educational, Scientific and Cultural Organization.
(UNESCO).
Gorée is one of 5 sites that make up the City 2020 Project.

aumento da qualidade dos produtos e serviços locais, por
exemplo.
O objetivo final consiste em alcançar maior desenvolvimento
empresarial, reativação económica das Cidades Património
da Humanidade participantes neste Projeto, o aumento
da competitividade no âmbito territorial e a consolidação
da zona comercial aberta.
O Projeto CITY 2020 parte da premissa de que o
desenvolv imento económico sustentável e a competitividade
empresarial das cidades Património da Humanidade devem
realizar-se mediante um trabalho conjunto realizado a nível
local, com o objetivo de alcançar um ponto de equilíbrio
entre a conservação, tradição e o progresso.

Program, whose partners are the Cities declared World
Heritage Sites in the Atlantic, namely Angra do Heroísmo
(Azores), La Laguna (Canary Is lands), Saint Louis
(Senegal) , Isle de Gorée (Senegal) and Ribeira Grande
de Santiago (Cape Verde). This territorial cooperation
project aims to highl ight and enrich business and
commercial competitiveness in networks, particularly
in the tourism sector, through inclusive, intelligent and
sustainable initiatives.
With the signing of the Cooperation Protocol between
these five cities, a period of continuous exchange and
joint work for the pursuit of the objectives set forth
in th is Project begins - promot ion of susta inable ,
innovat ive and quality tourism products and services,
promotion of local commerce in World Heritage Cities,
support to SMEs in the tour ism sector and hote l
companies through training actions or support to
entrepreneurs for a more competitive development of
the tourism sector in terms of efficiency and increase
the quality of local products and services, for example.
The f inal object ive i s to achieve greater bus iness
development, economic reactivation of the World
Heritage C i t i e s p a r t i c i p a t i n g i n t h i s Pr o j e c t , t h e
i n c r e a s e of competitiveness in the territorial scope
and the consolidation of the open commercial zone.
The CITY 2020 Project builds on the premise that the
sustainable economic development and entrepreneurial
competitiveness of World Heritage cities must be achieved
through joint work at the local level, with a view to
achieving a balance between conservation, tradition
and the progress.

A China foi o mercado eleito para a edição de Junho de
mais uma Conferência Diplomatic Talks, cuja realização
teve lugar num “palco” carismático e em tudo coerente
com o país em causa, o Museu do Oriente, na Fundação
Oriente em Lisboa.
Mais de meia centena de participantes tiveram opor-
tunidade de assistir às intervenções de um painel de
oradores de excelência cujo prestígio e curriculum as-
seguraram o sucesso de mais uma iniciativa do Best
Com Group.
Como vem sendo habitual neste ciclo de conferencias,
a abertura dos trabalhos é assinalada pelo lançamen-
to da publicação Diplomatic Magazine, alusiva ao país
de destaque, a qual contou com matérias de colunistas
de relevo, onde se destacou o Presidente da AEP, Dr.
Paulo Nunes de Almeida, bem como, com entrevistas
de fundo a alguns dos principais “atores” das relações
Portugal - China, como são o caso do Prof. Dr. António
Queirós, da CCDPCh - Câmara de Cooperação Portugal e
Desenvolvimento Portugal-China ou do Sr. Y Ping Chow
da Liga dos Chineses em Portugal.
A conferência mereceu ainda a confiança do corpo di-
plomático da China, ao qual se veio a juntar o da Ar-
gentina, factores que contribuíram para a valorização e
consolidação do cariz diplomático desta, que já é, uma
característica desta iniciativa.
Dividida em dois momentos distintos a Conferencia per-
mitiu dar a conhecer aspetos económicos, sociais e po-
líticos do mercado da China, tendo na sua segunda me-
tade destacado alguns casos práticos de empresários
que interagem com aquele destino.
A terminar a conferência e imediatamente a seguir à
intervenção de André Jorge, do Gabinete da Interna-
cionalização da AIP - Associação Industrial Portuguesa,
os moderadores aproveitaram a ocasião para confirmar
para o mês de Julho, dia 19 em Sintra, no Palácio Va-
lenças a realização da próxima conferencia Diplomatic
Talks, a qual terá como mercado de destino o Senegal.

China was the chosen market for the June edition of Diplomatic Talks Conference, which took place on a charismatic and coherent stage concerning the cho-sen destination, the Museu do Oriente at the Oriente Foundation in Lisbon.More than 70 participants had the opportunity to attend the interventions of a speaker ’s panel of ex-cellence whose prestige and curriculum ensured the success of yet another initiative of the Best Com Group.As is usual in this cycle of conferences, the opening of the works is marked by the launch of the publi-cation Diplomatic Magazine, allusive to the country of prominence, which featured articles by promi-nent columnists, highlighting the President of AEP, Dr. Paulo Nunes of Almeida, as well as with in-dep-th interviews with some of the main “actors” of the Portugal - China relations, as are the case of Prof. Dr. António Queirós, from CCDPCh - Portugal-China Cooperation Chamber of Portugal and China Deve-lopment, or from Mr. Y Ping Chow from the Chinese League in Portugal.The conference also received the confidence of the diplomatic corps of China, which was joined by that of Argentina, factors that contributed to the valori-zation and consolidation of the diplomatic aspect of this, which is already a characteristic of this initia-tive.Divided into two distinct moments, the Conference allowed the economic, social and political aspects of the Chinese market to be known, and in its second half highlighted some practical cases of entrepre-neurs interacting with that destination.To conclude the conference and immediately after the intervention of André Jorge, from the Internatio-nalization Office of AIP - Associação Industrial Portu-guesa, the moderators took the occasion to confirm for the month of July, in Sintra, next Diplomatic Talks conference, which wil l target Senegal.

Pangeia, hoje!Pangeia, today!
Segundo os especial istas da geologia, nos tempos
idos da Pangeia, os continentes estavam totalmente
integrados, em termos de território e, por isso, eram
apenas um só continente. Ou melhor, uma só i lha.
Pois acontece que se estavam juntos, numa só massa
territorial, à volta havia um imenso oceano e, por
i s so, tão grande sendo o ter r i tór io desse ún ico
cont inente…era, afinal, uma i lha.
Não deixa de ser curioso pensar que seria possível
chegar a todos os lugares caminhando sem precisar
de naus, nem de travessias complexas sujeitas a
tempestades inclementes. Nessa altura, se foi mesmo
altura, não seria muito fácil escrever-se uma História
Trágico-Marítima. Mas poder-se-ia escrever uma História
Trágico-Terrestre. Não ser ia por não haver mar a
navegar em busca de terras desconhecidas que deixaria
de haver histórias trágicas a contar aos vindouros.
Mas… e há sempre um mas, se Pangeia existiu não
seria por isso que não haveria embarcações. O mar
estaria sempre à volta e, claro, o engenho da humanidade então
existente acabaria por criar modos de se aproximar
de outras costas mais acima ou mais abaixo (toda a
pangeia seria uma costa aparentemente infinita…). A
humanidade de então haveria de pensar que muito mais
acima ou muito mais abaixo algo haveria de diferente,
quer na aparência dos lugares, quer na aparência e
nos costumes das gentes. E lá voltaríamos à Historia
Trágico-Marítima.
According to experts in geology, in the ancient times of Pangeia, the continents were fully integrated in terms of ter r i tor y and therefore were on ly one cont inent . Or rather, one island. For it turns out that if they were together, in a single territorial mass, there was an immense ocean around and, therefore, being so great the territory of that single continent... was, after all , an island.It is curious to think that it would be possible to reach all places on foot without needing ships or complex crossings subject to inclement storms. At that time, if it was time, it would not be very easy to write a Tragic-Maritime History. But one could write a Tragic-Terrestrial History. It would not be because there was no sea to sail in search of unknown lands that would cease to have tragic stories to tell the next ones.But .. . and there is always one, but if Pangeia existed it would not be why there would be no boats. The sea would always be around and, of course, the ingenuity of the then existing humanity would eventually create ways of approaching other shores higher or lower (the whole land would be a seemingly inf inite coast . . . ) . The humanity of that time would have thought that much h i g h e r o r f a r t h e r d o w n t h e r e w o u l d b e s o m e t h i n g d i f f e r e n t in the appearance of the places, in the appearance and in the customs of the people. And there we go back to the Tragic-Maritime History.
E enquanto as mulheres e os homens de então não
percebessem que a Terra era mesmo redonda julgariam
que, seguindo em frente pelas águas mar í t imas,
conseguir iam encontrar sempre mais terra. Enfim,
talvez assim acontecessem as viagens de circum-navegação
na Pangeia. Viagens que comprovassem que a Terra
era mesmo redonda. E que partindo duma dada praia
seria possível chegar à mesma praia continuando a
navegar. Neste caso seria à volta do território constituído
p e l a Pa n ge i a . At rave s s a n d o a p é ( d e cava l o, d e
e l e fa nte ou de camelo) também se poderia concluir
q u e n u m d a d o p o n t o d e i xa r i a d e h av e r t e r ra e
c o m e ç a r i a o m a r. C o m u m p o u c o d e e n g e n h o
a c a b a r i a por se perceber que entrando pelo mar
dentro nesse ponto, acabaria por se chegar ao ponto
terrestre de onde se tinha partido… a pé (de cavalo,
de elefante… ou de camelo).
Toda esta minha d ivagação cre io que conf i rma
(perdoem-me a ousadia!) que a relatividade é um
conceito genial lançado por Albert Einstein. Eu estou
aqui a comprovar a teoria da relatividade! Em cada
tempo do tempo, em cada era, os mesmos conceitos
adaptam-se aos sonhos recorrentes de mulheres e
homens, enquanto indivíduos em si (no mais pequeno,
o mais absoluto e portanto o maior) e enquanto
s imples parte de uma comunidade imensa (no maior,
a mais ínfima parte).
And as long as the women and men of that time
did not realize that the Earth was even round, they
would think that by going forward through the sea,
they could find more land. Anyway, maybe this is how
the circumnavigation trips in Pangeia happened. Travel
that proved that the Earth was even round. And that
starting from a given beach it would be possible to
get to the same beach while continuing to sail . In this
case it would be around the territory constituted by
Pangeia. Going on foot (horse, elephant or camel)
could also be concluded that at a given point there
would be no land and the sea would begin. With a little
ingenuity one would eventually realize that entering the sea
at this point would eventually reach the land point
from which it had left . . . on foot (horse, elephant .. .
or camel).
All this my rambling I believe confirms (excuse me
the boldness!) That relativity is a genius concept launched
by Albert Einstein. I am here to prove the theory
of relativity! At each time of time, in each age, the
same concepts adapt to the recurring dreams of women
and men, as individuals in themselves (the smallest,
the most absolute, and therefore the largest) and as
a simple part of an immense community (in the largest,
the smallest part).

Todavia poderá perguntar o caro leitor: que sentido
faz esta crónica se sabemos que a Humanidade se
distr ibui por cinco continentes e que há oceanos
(pelo menos cinco!) à volta desses continentes. Vivemos
numa era em que construir cenários é importante.
E eu posso afirmar, como afirmam os defensores da
existência da Pangeia, que se exist iu mesmo esse
monocontinente o que hoje é o território de África
estaria colado ao da América do Sul. E o território d a
E u r o p a e s t a r i a c o l a d o à A m é r i c a d o N o r t e .
E talvez nem África se chamasse África, nem a Europa se
chamasse Europa, nem a América tivesse o nome de
América. Talvez não.
Mas estou certo de que haveria potentados. Impérios.
Calamidades. Escravaturas. Atrocidades. Injustiças. E
as mulheres e os homens procurariam olhar os céus,
invocando deuses na busca de um bá l samo que
atenuasse as suas dúvidas e , sobretudo, os seus
sofr imentos.
Falaria a poesia de navegações? Haveria descobrimentos
e epopeias? O conceito de l iberdade i luminar ia os
corações? Haveria esperança e religiões? Sim, eu
creio que tudo isso haveria. Porque os constituintes da
Humanidade, isto é, os homens e as mulheres, nunca
perderiam a sua essência, mesmo se o seu mundo na
Terra não estivesse dividido em cinco continentes e
cinco oceanos.
Alguém me diz ao ouvido que na era de Pangeia a
Humanidade ainda não existia. E que, portanto, não
havia nem mulheres nem homens. Pois não. Mas aqui,
nesta crónica, uti l izo Pangeia como metáfora. Talvez
para concluir que hoje os seres de espírito e coração
i luminados sabem que só existe uma única raça: a
raça humana! Essa é a Pangeia que existe. Diversos
continentes mas uma só Humanidade!
However, the reader may ask: what is the meaning
of this chronicle if we know that humanity is spread
over five continents and that there are oceans (at
least f ive!) around these continents. We l ive in an
age when building scenarios is important. And I
can affirm, as the defenders of Pangeia’s existence
affirm, that if there was even this monocontinent
what today is the territory of Africa would be stuck
to that of South America. And the territory of Europe
would be glued to North America. And perhaps Africa
was not called Africa, or Europe was called Europe,
or America was called America. Maybe not.
But I ’m sure there would be potentates. Empires.
Calamities. Slavery. Atrocities. Injustice. And women
and men would seek to look at the heavens, invoking
gods in search of a balm that would attenuate their
doubts and, above all , their sufferings.
Would you say the poetry of navigations? Would there
be d i scover ies and ep ics? Would the concept o f
f reedom illuminate hearts? Is there hope and religions?
Yes, I believe all that would be. Because the constituents
of Humanity, that is, men and women, would never
lose their essence, even if their world on Earth was
not divided into five continents and five oceans.
Someone te l l s me in the ear that in the age of
Pange ia Humanity did not yet exist. And that, therefore,
there were neither women nor men. Of course note.
But here, in this chronicle, I use Pangeia as a metaphor.
Perhaps to conclude that today beings of enlightened
spirit and heart know that there is only one race: the
human race! This is the Pangeia that exists. Several
continents but one Humanity!

Lourenço, Presidente da recém constituida UJE - União
de Jovens Empresários da CE CPLP (Confederação
Empresarial da CPLP).
Qual o sentido de uma União de Jovens Empresários da CE CPLP neste preciso momento?A UJE vai preencher uma lacuna que existe desde que
a Confederação Empresarial foi cr iada em 2004, na
medida em que uma franja empresarial que abrange um
conjunto de empresários com cariz jovem e empreendedor
estava por ser abrangida e dai a necessidade de criar esta
nova estrutura. Vem colmatar um vazio e uma orientação
estratégica da própria confederação que queria criar
um organismo desta dimensão há já algum tempo.
Quais são os desafios que esperam encontrar?Os desaf ios são grandes. Há o desaf io de l igar os
empresários, ligar culturas, ligar os países e de fazer
história. O desafio maior que nos colocamos é o de
fazer o que ainda não foi feito. Porque há muito ainda
por fazer.
Diplomatic Magazine spoke with Fil ipe Lourenço, President of the recently constituted UJE - Union of Young Entrepreneurs of CE CPLP (CPLP Bus iness Confederat ion) .
Why create a Union of Young Entrepreneurs of the CE CPLP right now?The UJE wi l l f i l l a gap that has ex isted s ince the Confederat ion was created in 2004, as a business f r i n g e t h a t e n co m p a s s e s a g r o u p o f y o u n g a n d e nt r e p r e n e u r i a l business man was to be covered and hence the need to create this new structure. It comes to fi l l a void and a strategic orientation of the confederation itself that wanted to create an organism of this dimension for some time.
What challenges do you expect to encounter?The challenges are great. There is the challenge of connect ing entrepreneurs , connect ing cultures , connect ing c o u n t r i e s a n d m a k i n g h i s t o r y. T h e b i g g e s t challenge we face is to do what has not yet been done. And there is much more to do.
Quais os factores de diferenciação entre a UJE e outras estruturas existentes ligadas à CE CPLP?Há um universo empresarial que pode ser abrangido pelas três entidades (CE CPLP, UE CPLP e FME) que são generalistasA UJE é diferente. Uma empresa que tenha nos seus administradores pessoas com uma certa idade não se irá rever na UJE que é mais vocacionada para os jovens empresários.Mas a d i ferenc iação que queremos v incar é que se jamos um organismo que marque pelo dinamismo e pe la forma de estar e contex tua l i zar os negóc ios pr inc ipa lmente n o s n o v o s m e r c a d o s q u e s ã o o b s e r v a d o r e s d a C P L P.
O que podem os países observadores da CPLP, tomando como exemplo o Senegal, esperar da UJE na sua relação directa com os mercados fora da lusofonia?Na minha qualidade de Presidente e porque tenho alguma relação histórica com a francofonia, diria que os empresários do Senegal podem contar com a UJE para apoiar na promoção das empresas nos mercados d a C P L P e e sta s n o S e n e ga l e o u t ro s m e rca d o s f ra n có fo n o s .Acredito que quanto mais relações conseguirmos alcançar num futuro próximo, mais global a CPLP se poderá tornar e mais amplitude poderá ter no futuro. Nesse sentido há um compromisso nosso para que estas relações se solidifiquem e se reforcem.
Em que medida o estabelecimento de protocolos internacionais de cooperação com mercados fora da comunidade lusófona podem contr ibuir para a af i rmação e a consolidação da UJE?Sou apologista de alargar os horizontes. A CPLP é composta por 9 pa í ses . Depo is ex i stem os pa í ses obser vadores e, neste momento, existem aqueles países que pretendem ser observadores mas ainda não são.Considero que, criando obviamente regras para qua a m a n h a n ã o h a j a co n f u s ã o, te m d e h ave r u m a a b e r t u ra a outros mercados, até porque historicamente a língua portuguesa esteve na origem do mundo em que hoje vivemos e é muito importante que haja novamente uma abertura da língua portuguesa (e da CPLP) para todo o mundo.Para nós, na UJE é fundamental que as ligações que existam não sejam cingidas apenas às estruturas e culturas existentes na CPLP.Temos desenvolvido trabalhos dentro da esfera da CPLP mas também com outros mercados e outras assoc iações e países fora da CPLP.
What are the differentiating factors between the UJE and other existing structures linked to the CE CPLP?There is a business universe that can be covered by the three entities (CE CPLP, EU CPLP and EMF) that are generalists.UJE is different. A company managed by people with a certain age will not be reviewed in the UJE that is more aimed at young entrepreneurs.But the differentiation that we want to emphasize is that we are an organization that strives for the dynamism and the way of being and contextualize the business, especially in the new markets that are observers of the CPLP.
What can CPLP observer countries, taking Senegal a s a n e x a m p l e , e x p e c t f r o m U J E i n i t s d i r e c t r e l a t i o n s h i p with markets outside Lusophonie?In my capacity as President and because I have some historical relationship with Francophone countries, I would say that entrepreneurs in Senegal can count on UJE to support the promotion of companies in C P L P m a r ke t s a n d t h e s e i n S e n e g a l a n d o t h e r Fr a n co p h o n e markets.I believe that the more relationships we can achieve in the near future, the more g lobal the CPLP can become and the more breadth it may have in the future. In this sense, there is our commitment to sol idify and reinforce these relations.
To what extent can the establishment of international cooperat ion protocols with markets outs ide the Lusophone community contribute to the affirmation and consolidation of UJE?I am an apologist for widening horizons. The CPLP is composed of 9 countries. Then there are the observer countries and, at the moment, there are those countries that pretend to be observers but sti l l are not.I believe that, obviously creating rules so that tomorrow there is no confusion, there must be an opening to other markets, because historically the Portuguese language was the origin of the world in which we l ive today and it is very important that there is again an opening of the Portuguese language (and CPLP) for the whole world.For us , in the UJE i s essent ia l that the ex i st ing connect ions are not l imited to the structures and cultures existing in the CPLP.We have developed work within the sphere of the CPLP but also with other markets and other associations and countries outside the CPLP.

Extreme Sailing Series: os Fórmula 1 da Vela Extreme Sailing Series: The Sailing Formula 1
Se gosta, de uma forma geral de desporto, de aventura,
da incerteza de quem vai ganhar, não pode deixar de
acompanhar as regatas dos Extreme Sailing Series um
pouco por todo o mundo e também em águas portuguesas
– Funchal, Porto e Cascais.
Cada embarcação leva a bordo uma equipa de cinco
velejadores, altamente treinados e especializados a
que se pode juntar um operador de câmera, fotógrafo
ou simplesmente um convidado com nervos de aço.
A competição Extreme Sailing Series surgiu em 2007,
já tocou cidades como Amesterdão, Munique, Marselha,
Istambul, Sydney, Singapura, Funchal e Porto, em 2012.
Este ano os velejadores competiram em Omã, China,
País de Gales, Alemanha e Portugal, o único país que
recebeu duas provas em 2016, daquelas que são
consideradas pelos especialistas como as regatas mais
desafiantes do mundo.
Em Lisboa estiveram presentes nove embarcações e
contou pela primeira vez com uma equipa portuguesa. A
organização desta competição tem muitas semelhanças
com a da Formula 1, ao longo de quatro dias, sempre
numa cidade diferente do planeta são cumpridas regatas
e cada ato (nome técnico para “etapa”) desde que haja
vento, pode cumprir um elevado número de desafios.
Nesta competição tudo é muito ponderado e há que
utilizar os ventos e as correntes da melhor forma, com
as técnicas de aerodinâmica que fazem o barco ter mais
velocidade.

Po d e m o s dar como exemplo as 18 regatas realizadas
em Qingdao e as 29 em Cardiff, sempre nos mesmos
quatro dias. Na prova da Madeira a falta de vento ditou
que apenas se cumprissem 14 regatas.

competed in Oman, Ch ina , Wales , Germany and
Por tuga l , the only country that has rece ived two
races in 2016, f rom those cons idered by experts as
the most chal lenging races in the wor ld .
N i n e b o a t s w e r e p r e s e n t i n L i s b o n a n d h a d a
P o r t u g u e s e team for the first t ime. The organization
of th is compet i t ion has many s imi lar i t ies to that of
Formula 1, over four days , a lways in a d i f ferent c i ty
o f t h e p l a n e t r e g a t t a s a r e d o n e a n d e a c h a c t
( t e c h n i c a l name for “stage”) s ince there i s wind,
can fu l f i l l a h igh number of chal lenges.
In th is compet i t ion everyth ing is very thoughtfu l
and is necessary to use the winds and the chains
of the best form, with the aerodynamic techniques
that make the boat achieve more speed.
T h e n u m b e r o f r a c e s e a c h d a y d e p e n d s o n t h e
c o n d i t i o n s of each water p lane and the winds.
We can g ive as an example the 18 regattas he ld in
Qingdao and the 29 in Cardi f f, a lways in the same
four days . In the race in Madeira the lack of wind
dictated that only 14 races were completed.
Entre as seis equipas que este ano competiram em
Cascais, numa organização do Clube Naval, incluía-se
uma formação portuguesa com wild-card.
Liderada pelo velejador profissional Luís Brito que conhece
as clássicas condições de Cascais, com fortes brisas,
mas com súbitas mudanças de direção, o Team Portugal
sabia que tinha um forte desafio pela frente. “O vento
Norte é irregular e altera a pressão constantemente. Mesmo
conhecendo bem a área, o conhecimento local não fará
a diferença neste tipo de competição; as outras equipas
têm um nível muito elevado”, admitiu Brito.
Contudo, bem preparado, Brito – que que já navegou
com a equipa Spanish Impulse no Act 3, em Barcelona,
e conta com uma boa experiência nos GC32 – afirmou
que “Não somos tão forte fisicamente como as outras
equipas e também somos um pouco mais leves. Tivemos
os mesmos problemas no Spanish Impulse, mas velejámos de
forma inte l igente e s imples , o que nos permit iu
a lcançar um bom resultado. Não há segredos: vamos
implementar a mesma estratégia no Team Portugal.”
Brito conta na sua equipa com velejadores de Lisboa
e do Algarve: Bernardo Loureiro, João Assoreira e o
bicampeão nacional na classe laser, Henrique Brites.
A tripulação portuguesa foi reforçada também com o
velejador britânico Adam Piggott, que trouxe consigo
o conhecimento dos desafios colocados pelas Series,
devido a participações anteriores no circuito.
Muito satisfeito por velejar novamente sob bandeira
portuguesa, o skipper queria deixar o seu país orgulhoso:
“É uma grande sensação velejar novamente em casa. Há
já algum tempo que não navegava em Portugal e, ainda
há mais, pelo meu país. Estou muito ansioso.”

in an organizat ion of the C lube Naval , inc luded a
Portuguese training with wild-card.
Led by the professional sailor Luís Brito who knows the
classic conditions of Cascais, with strong breezes, but
with sudden changes of direction, Team Portugal knew
that he had a strong challenge ahead. “The North wind
is irregular and changes the pressure constantly. Even
knowing the area well, local knowledge will not make a
difference in this type of competition; the other teams
have a very high level, “admitted Brito.
However, Brito - who has already sailed with Spanish
Impulse team in Act 3 in Barcelona and has a good
experience in the GC32 - said: “We are not as physically
strong as the other teams and we are also a bit more
mild We had the same problems in Spanish Impulse, but
we sailed in a smart and simple way, which allowed us
to achieve a good result. There are no secrets: we will
implement the same strategy in Team Portugal. “
Brito counts on his team with sailors from Lisbon and
the Algarve: Bernardo Loureiro, João Assoreira and the
two-time national champion in the laser class, Henrique
Brites. The Portuguese crew was also reinforced with
the British sailor Adam Piggott, who brought with him
the knowledge of the challenges posed by the Series,
due to previous appearances in the circuit.
Very pleased to sail again under Portuguese flag, the
skipper wanted to leave his country proud: “It ’s a great
feeling to sail again at home. I have not been sailing in
Portugal for some time now, and there is more for my
country. I’m very anxious.”
