ESTADOS, ECONOMIA, ORDEM INTERNACIONAL E

DEMOCRACIA NO CAPITALISMO CONTEMPORÂNEO.

Procurando responder ao desafio posto pelos acontecimentos mundiais

recentes (retirada da Grã-Bretanha da União Europeia e a ascensão de

movimentos de direita nesse continente; eleição presidencial nos Estados

Unidos e a inflexão em curso na política internacional desse país com Donald

Trump) o objetivo central do presente curso é ensaiar uma reflexão de

conjunto sobre os temas referidos em seu título, a partir de um balanço dos

debates travados em torno deles no pós-Guerra Fria. Nesse sentido, o curso

pretende ser, ao mesmo tempo, uma revisão de parte da literatura relevante

sobre as questões mencionadas e um exercício de autorreflexão.

Sendo assim, o curso estará desdobrado em quatro unidades: a primeira

será dedicada a um rápido apanhado de textos que marcaram, de formas

distintas, aquele debate; incluo nesta parte trabalhos de minha autoria que

expressam o meu pensamento, em diferentes fases, sobre as questões em

discussão. A segunda estará voltada ao tema da natureza dos vínculos entre

Estado e capitalismo, focalizando-o numa perspectiva histórico-estrutural.

Nesta parte, serão salientados, entre outros, dois aspectos fundamentais: as

limitações à autonomia do Estado estabelecidas pelo processo de acumulação

e a coexistência permanente de uma economia mundialmente integrada e

uma estrutura de poder descentralizada, sob a forma de um sistema de

Estados, sob o capitalismo. Complementarmente, será abordado nesta

unidade o debate em torno da internacionalização do capital e da formação

eventual de uma burguesia transnacional.

A terceira unidade, a mais longa, focalizará a questão das relações de poder

no sistema interestatal e as diferentes configurações assumidas pela economia

internacional capitalista, desde seus primórdios, no início do século XIX.

Nesta parte serão discutidas, em perspectiva histórica, as guerras

hegemônicas que marcaram o século XX, a reconstrução do capitalismo

internacional no pós-guerra e a reestruturação neoliberal do capitalismo.

A quarta unidade focalizará a questão das relações de poder implicadas

no capitalismo neoliberal, alguns processos emergentes nessa ordem e as

tensões geopolíticas por eles suscitadas. Nesta última parte, o problema da

democracia -- que perpassa toda a temática do curso -- reaparecerá por

inteiro, em toda sua centralidade.

A avaliação será feita com base na participação do estudante ao longo

do curso e em trabalho (s) sobre a temática nele versada.
