The!ACFID!University!Network! (formerly!known!as! the!ACFID!University! Linkages!Network)! is! a!

collaboration! of! academics! from! Australian! Universities! and! practitioners! from! ACFID! member!

Development*Futures*is!the!fourth!in!a!series!of!ACFID!University!Network!conferences.!First!held!in! 2009,! ACFID! University! Network! Conferences! have! convened! over! 1,000! delegates! from! the!

Australian!international!development!sector.!These!conferences!have!become!anticipated!events!

in!the!Australian!aid!and!development!sector.!

This!year,!the!conference!will!focus!on!the!future!of!development,!exploring!alternative!pathways!

to!end!poverty.! Increasingly,!questions!of!the!future!of! foreign!aid,! international!cooperation!or!

development! assistance! linger! in! relevant! policy! forums! and! ongoing! debates! in! Australia! and!

internationally.! These! questions! are! not! new! –! rather,! discussions! around! these! ideas! are!

increasing! in! momentum! and! in! response! to! a! rapidly! changing! global! environment! that! will!

undoubtedly!radically!change!the!way!in!which!international!aid!and!development!has!previously!

been!conceived!and!delivered.!

This!conference!sets!out!to!bring!international!debates!of!the!future!of!foreign!aid,!development!

assistance!and!international!cooperation!to!the!context!of!Australian!actors!and!partners.!This!is!

particularly!important!at!a!time!when!global!financial!constraints!may!impact!upon!development!

budgets,!increasing!the!imperative!to!be!creative,!innovative!and!responsive.!

Globally,! income! poverty! has! decreased!when!measured! by! national! averages! –!mostly! due! to!

rapid!development!in!India,!China!and!parts!of!Asia.!However,!some!1.3!billion!people!still!live!in!

extreme! poverty! earning! less! than! US! $1.25! a! day,! and! large! disparities! exist! with! regards! to!

access!to!education,!food,!health,!water!and!sanitation,!particularly!in!middleOincome!countries.!

With! an! overwhelming! concentration! (around! threeOquarters)! of! the!world’s! poorest! people! in!

middleOincome!countries,! some!of! these! countries — Brazil,! Russia,! India,! China,! South!Africa —

are!now!both!recipients!and!donors.!

Whilst!the!chronically!poor!still! live!in!rural!areas,!major!ruralOurban!transition!is!underway!with!

growing!numbers!of!the!poor!found!living!in!cities.!Concurrently,!various!forms!of!crises!are!facing!

us! including! rising! food! prices,! excessive! use! of! natural! resources! and! the! growing! impacts! of!

climate!change.!And!as!shifts!occur!in!global!powers!and!donors,!a!new!context!for!development!

aid!is!currently!being!set.!

The! postO2015!Millennium! Development! Goal! process! and! related! development! of! Sustainable!

Development!Goals!provides!a!current!backdrop,!supporting!renewed!reflection!and!questioning!

of!the!issues!at!hand!and!how!we!should!respond,!both!in!terms!of!the!next!global!framework!and!

also!in!terms!of!organisational!responses!to!this!wider!context.!

This!conference!provides!a!space!for!debate!and!engagement!on!these!matters.!

Futures! thinking!and!what! is! termed! ‘applied! foresight’! is!an!emerging!discourse!and! field! in! its!

own!right.!H.G!Wells!was!the!father!of!futures!thinking,!foreshadowing!likely!developments!in!the!

20th!century.!

Key!concepts!in!futures!thinking!are:!

1. That!the!future!is!not!fixed,!and!many!futures!are!possible;!and!

2. That! there! is! value! in! considering! probable! futures,! possible! or! alternate! futures,!

preferred!futures!and!prospective!futures.!Such!thinking!can!guide!social!change,!support!

critical!reflection!and!open!up!space!for!creativity!and!empowerment.!

UMA!KOTHARI!Imagining+Development+Futures*International!development!policy!and!aid!is!founded!upon!an!understanding!that!some!societies!

are!less!developed!than!others.!These!differences!are!based!on!various!criteria!including!levels!of!

poverty,! political! democracy,! conflict,! equality,! human! rights! and! economic! growth.! It! is! often!

assumed!–!given!that!the!idea!of!progress!is!foundational!to!development!discourse!and!practice!O

–! that! certain! people! and! places! have! been! left! behind! and!must! be! brought! into! the! present!

through! development! interventions.! In! this! context,! this! presentation! is! concerned! with! three!

issues.!First,!it!highlights!how!the!idea!that!certain!societies!are!left!behind!or!are!less!developed!

is! based! on! particular! notions! of! the! past,! present! and! future! that! are! ascribed! to! different!

societies! in! ways! that! reproduce! global! inequalities.! Second,! it! challenges! how,! given! that!

development! offers! a! framework! to! guide! change,! the! future! has! become! predetermined! and!

foreclosed! such! that! some!places!are! represented!as!being!of! the! traditional!past!while!others,!

developed!societies,!are!seen!to!represent!their!modern!future.!Third,!it!argues!that!policyOdriven!

crisis!discourses!and!the!imperative!for!continuous!revision!of!development!policies!detracts!from!

a!poverty!that!endures.!The!presentation!concludes!that!it!is!only!when!all!people!are!empowered!

with!the!capacity!to!aspire!and!their!different!visions!for!the!future!are!acknowledged!that!we!can!

begin!to!imagine!multiple!development!futures!and!alternative!pathways!to!poverty!alleviation.!!

ENRIQUE!MENDIZIBAL+Let's+call+it+policy,+not+'development+policy'+*Donor!countries!should!not! limit! themselves!to!work!through!the! 'development!sector'!(and!the!

industry's!interests!and!jargon!that!goes!along!with!it)!and!realise!that!researchers,!practitioners!

and!policymakers!in!the!developing!world,!like!their!peers!in!more!developed!countries,!work!on!

policy!–!economic,!health,!education,!agriculture,!industrial,!trade,!transport,!and!security!policy,!

for!instance!–!and!not!on!'development!policy'.!!

One! of! the! explanations! for! the! control! that! development! experts! exert! on! aid! budgets! and!

efforts!is!emphasis!upon!the!concept!that!the!realities!that!developing!countries!face!are!not!the!

same!as!those!encountered!in!developed!ones.!What!may!work!when!delivering!health!services!in!

Australia,! for! instance,! cannot! be! expected! to!work! in!Malawi.! This! approach! assumes! a! public!

health!professional!in!Australia!will!be!incapable!of!understanding!Malawi!–!and,!vice!versa,!that!a!

Malawian!public!health!worker!may!fail!to!understand!the!differences!between!the!Australia!and!

his!or!her!country.!Aid!should!help!broker!direct,!sustainable!and!unmediated!links!between!peers!

across! the! world,! and! then! step! away.!NonOaid! think! tanks! can! help! make! these! connections!

possible.! More! often! than! not! they! focus! on! common! concerns;! they! are! staffed! by! policy!

entrepreneurs! and! researchers! belonging! to! both! global! and! local! policy! and! epistemic!

communities;!they!are!wellOconnected!to!other!political!actors,!to!the!media,!the!private!sector,!

academia,!and!civil!society;!and!the!political!nature!of!their!work!make!them!particularly!adept!to!

understanding!the!differences!and!nuances!of!other!contexts.!

SOHAIL!INAYATULLAH!Futures+thinking+and+Strategy+transformation+Futures!thinking!and!foresight!works!by!challenging!current!assumptions!of!reality!and!imagining!

alternative! futures.! From! these! alternatives,! preferred! futures! are! created! and! strategies! to!

realise! them! employed.! The! future! is! thus! used! to! change! today.! Simply! mapping! trends! and!

developing!scenarios!to!reduce!uncertainty!and!risk!so!governments!and!business!can!make!more!

effective!decisions!is!not!enough!to!open!up!new!possibilities.!The!future!O!probable,!possible!and!

preferred! O! is!not!neutral,!but! informed!by!ways!of!knowing,!by!worldviews!and! the!metaphors!

carried!by!varied!actors.!In!addition,!actively!creating!the!future!can!work!to!enhance!agency.!For!

example,!recent!foresight!work!has!focused!on!the!bottom!billion,!or!what!has!been!called!proO

poor!foresight.!This!and!other!case!studies!illustrate!transformational!foresight!which!can!open!up!

our!thinking!to!new!ideas!about!‘development!futures’.!

DAVE!GRIGGS!Governments! agreed! at! the! Rio+20! conference! to! develop! a! set! of! Sustainable! Development!

Goals! (SDGs)! by! 2016.! This! presentation! will! highlight! the! commonality! and! the! differences!

between! the!Millennium!Development!Goals! (MDGs)!and! the!proposed!SDGs.!The!presentation!

will!then!show!how!a!range!of!stresses!on!the!Earth!System!is!being!reflected!in!the!response!of!

the!system!to!those!stresses!to!the!point!where!we!have!already!exceeded!a!safe!operating!space!

in! a! number! of! areas.! The! implication! is! that! we! need! to! find! an! alternative! to! the! current!

development! paradigm! whereby! development! gains! come! at! the! expense! of! the! natural!

environment,!but!can!development!and!environmental!goals!really!be!dealt!with!in!an!integrated!

way.! The! presentation! will! illustrate! one! such! approach! put! forward! by! Griggs! et! al! in! Nature!

earlier!in!2013!where!development!objectives!are!integrated!with!global!sustainability!objectives!

to!propose!a!set!of!SDGs!with!examples!of! integrated!targets! that!meet!both!development!and!

environmental!objectives.!The!presentation!will! compare!and!contrast! this!approach!with!other!

proposals! for! SDGs! that! have! been! put! forward! and! describe! the! process! and! timetable! for!

agreement!of!the!SDGs!by!the!UN.!

JIM!WOODHILL!Partnering+ with+ the+ Private+ Sector:+ The+ Opportunities+ and+ Challenges+ of+ Scaling+ Inclusive+Business+

Aid!flows!are!becoming!increasingly!small,!relative!to!both!the!scale!of!the!development!challenge!

and! other! sources! of! finance.!This! means! we! need! to! think! hard! about! how! aid! can! catalyse!

change!and!mobilise!other!resources.!Consequently,!donors!and!NGOs!are!increasingly!looking!to!

partner!with!the!private!sector!and!are!exploring!ways!to!take!inclusive!business!models!to!scale.!

Is! this! just! the! latest! donor! fad,! providing! easy! PR! for! the! private! sector,! or! is! a! fundamental!

rethink!afoot!about!the!relationship!between!poverty!and!business?!Based!on!his!experiences!in!

the! agriOfood! sector,! Jim! will! explore! some! key! lessons,! opportunities! and! challenges! for!

partnering!with!the!private!sector.!Using!practical!examples,!he!will! look!at!what!is!‘in!it’!for!the!

private!sector,!funding!mechanisms,!partnership!development,!and!the!programming!implications!

for! donors! and! NGOs.! The! presentation! will! explore! ideas! such! as! inclusive! business,! social!

entrepreneurship,! enterprise! challenge! funds,! patient! capital! and! pull!mechanisms.!! Looking! to!

the! future,! Jim! will! outline! some! key! enablers! for! scaling! inclusive! business! models! including!

effective! brokering,! overcoming! preOcommercial! barriers,! assessing! impact,! and! value! chain!

SARAH!COOK!Rethinking+social+development+for+the+21st+century:+From+selectivity+to+inclusion?+Around!the!world,!social!policies!are!evolving!or!transforming!in!response!to!a!changing!context!

and!a!new!set!of! risks!and!challenges! that!were!not! faced!by!European!welfare! states,!or!even!

later! industrialisers,! in! their! developmental! phase.!While! the!MDGs! placed! social! issues! firmly!

back! on! the! development! agenda,! they! have! also! fostered! a! cautious! approach! to! social!

development.! Far! from! creating! social! contracts! and! enabling! the! collective! and! private!

investments! necessary! for! shared! and! inclusive! development,! new! donorOdriven! social! policy!

interventions! are! primarily! highly! selective! or! targeted! forms! of! protection! (generally! through!

cash!transfers)!to!address!severe!deprivations!among!the!poor.!Recent!innovations!in!social!policy!

and!practice!arising! in! the!global! South!may,!however,!point! to!possibilities! for!more!universal,!

participatory! and,! potentially,! transformative! approaches! that! engage! with! new! risks! and!

challenges.! Efforts! to! expand! coverage! and! service! provision,! enhance! redistribution! and!

inclusion,! increase! mobilization! of! domestic! resources,! address! structural! inequalities! and!

strengthen! social! rights! can! be! found! to! varying! degrees! in! initiatives! being! undertaken! across!

emerging!economies!and!the!developing!world.! !What!can!we!learn!from!these!approaches!and!

interventions?!Are!we!seeing!the!basis!of!new!solidarityObased!social!contracts!that!can!generate!

poverty!reduction!remains!an!underexplored!area!in!development!lexicon.!How!business!interacts!

with!poverty!and!how!the!process!of!doing!business!is!humanised!by!placing!people!before!profit!

remains!a!challenging!area.!The!gluttonous!behaviour!of!the!business!sector!not!only!diminishes!

the!gains!made!in!notOforOprofit!and!developmentOoriented!nonOgovernmental!organisations,!but!

also! calls! for! a! reconfiguration! and! reOthinking! of! how! the! private! sector! can! contribute! to!

development!and!poverty!reduction.!This!paper!aims!to!contribute!to!the!ongoing!debate!about!

the! future! of! business! in! development! by! critically! examining! the! current! business! practices! in!

contributing!to!poverty!reduction!initiatives.!Using!the!case!of!a!mining!company!in!Malawi,!the!

tradition!or!its!disruption!is!often!ignored.!

• Food!as!Commodity!–!often!the!dominant!discourse!on!food,!is!studied!by!economists.!

Food!is!traded!internationally,!playing!a!major!part! in!global!economic!exchanges,!creating!jobs,!

livelihoods,! foreign!exchange!but!also! speculation,!exploitation!and! fraud.!The!presentation!will!

look!at!ways!of!integrating!these!aspects!to!produce!more!holistic!approaches!to!food!security.!

Integrating! knowledge! in!development:! socialXbiologicalXeconomic,! and! localXnationalXglobal!Dr+Kate+Barclay+(University+of+Technology+Sydney)!Since!the!1987!Brundtland!Report,! it!has!been!widely!accepted!that!sustainable!development! is!

made!up!of!three!equally!important!areas!of!economic,!biological!and!social!sustainability.!Most!

states! have! enshrined! the! idea! of! sustainable! development! in! their! national! economic! and!

resource!management!planning!and! regulating! frameworks.! In!practice,!however,! it! has!proven!

difficult! to! integrate! social,! biological! and! economic! knowledge,! and! usually! the! priorities! are!

either!economic!priorities!or!biological,!with!social!priorities!still!largely!unexamined,!or!examined!

and! then!not! integrated!with! the!knowledge! informing!decisionOmaking.! In!part,! this! is!because!

integrating! the! three! areas! of! knowledge! meaningfully! is! very! complex.! It! requires! teamwork!

across! disciplines,! which!may! be! fraught! with!methodological! chauvinism! and! incompatibilities!

between!conceptual!frameworks.!The!nature!of!the!knowledge!required!for!sustainability!is!also!

incredibly! complex.!Understanding!of! local! communities! cultural! and!economic! conditions! is,!of!

course,!necessary,!but!so!is!understanding!of!national!contexts,!and!also!global!opportunities!and!

demonstrates!the!power!of!protest,!the!ability!for!an!issue!to!spread!quickly!across!borders!and!

the!discontent!that!exists!related!to!social!and!economic! inequality.!Primarily,! the!phenomenon!

of!the!Occupy!Movement!shows!the!power!and!potential!of!social!movements.!This!presentation!

examines! the! relevance! of! social! movements! for! Australian! and! other! international! NGOs.! It!

draws!on!the!work!of!Brazilian!educator!Paulo!Freire!and!civilOrights!leader!Saul!Alinsky,!as!well!as!

personal!reflections!based!on!development!experience!in!Africa,!Asia!and!Australia.!It!will!provide!

agenda.!One!of!the!discursive!frameworks!under!which!much!migration!policy!is!discussed!is!the!

situation!that!is,!benefiting!countries!of!origin,!destination!and!the!migrants!themselves!is!circular!

paradigm!which!is!based!on!very!little!concern!for!the!rights!of!migrant!workers!and!their!families.!

The! migrant! rights! networks,! spearheaded! by! Asian! activists,! focus! their! resistance! on! the!

discursive! level! by! challenging! the! dominant! paradigms! of! migration! and! development,! the!

Does!the!G20!offer!a!pathway!to!end!poverty?!!Susan+Harris+Rimmer+(Australian+National+University)*At!the!St!Petersburg!summit,! leaders!noted!that!narrowing!the!development!gap!was!critical! to!

the! overall! objective! of! jobs! and! growth.! In! the! St! Petersburg! Development! Outlook,! leaders!

committed!to!improve!working!practices!on!development!by:!concentrating!on!fewer!key!areas;!

enhancing! policy! coordination! across! different! work! streams;! implementing! a! forward!

accountability! process;! continuing! to! expanded! engagement! with! stakeholders,! especially! lowO

income!countries;!and!being!flexible!to!respond!to!new!priorities.!!

This! is! not! enough.!! I! argue! that! inclusive! development! needs! to! be! at! the! heart! of! the! G20!

agenda! and! part! of! the! ‘growth’! message! for! the! G20! if! it! wants! to! survive! and! thrive! as! the!

‘premier! forum!of! international!economic! cooperation’.!!Development!as! it! is! considered! in! the!

Framework!for!Strong,!Sustainable!and!Balanced!Growth!should!be!reconceptualised!as!freedom,!

including!opportunities!for!the!poorest!–!not!just!macroOeconomic!growth,!which!emphasises!the!

G20’s! comparative! advantage! as! a! forum! for! political! leadership! coping! with! the! human!

People!with!disabilities!as!citizens,!rights!and!accountability!!Prof+Gwynnyth+Llewellyn,+Alexandra+Gargett+and+Rebecca+Barton+(The+University+of+Sydney)*Poverty! and! disability! are! interOlinked.! The! UN! Convention! on! the! Rights! of! Persons! with!

Disabilities!(CRPD)!has!accountability!mechanisms,!an!Optional!Protocol!and,!in!Article!32,!speaks!

to!international!cooperation!and!the!development!sector.!In!the!Asia!Pacific!region,!the!Incheon!

Strategy!(2012)!Make!the!Right!Real!provides!disability! inclusive!goals,!targets!and!indicators.! In!

early!2013,!AusAID!funded!22!ALA!Fellows!including!government!(social!welfare!departments!and!

national! statistics! offices),! DPOs! and! NGOs! from! 8! Southeast! Asian! countries! on! a! program! to!

increase!their!capacity!in!developing!rights!based!disability!policy.!A!primary!focus!was!applying!a!

rights! based! approach! to! interOsectoral! legislation! and! policy! in! the! context! of! CRPD! and! the!

Incheon! Strategy! through! inOcountry! case! studies.! Positive! outcomes! included! enhanced! crossO

sectoral!collaboration,!the!development!of!regional!relationships!and!Fellows!implementation!of!

case!study!initiatives!on!their!return!home.!In!2014!we!will!build!on!learnings!from!this!program!

and!broaden!the!range!of!development!actors!to!promote!further!achievements!for!citizens!with!

disabilities,! their! rights! and! accountability.!We!will! focus! on! Cambodia!which! presents! an! ideal!

opportunity,!given!reporting!timelines!against!CRPD,!crossOsectoral!disability!rights!commitment,!

Giving!voice!to!development!beneficiaries:!the!role!of!downward!accountability!!Susan+O’Leary+(Monash+University)*In! recent! years,! the! concept! of! participatory! development! has! gained! significant! traction! in!

development! discourse.! Prior! research! has! focused! on! the! participatory! mechanisms!

development! actors! (for! example,! NGOs! and! governments)! use! to! create! the! space! and!

opportunity! for! the! poor! and! marginalised! to! engage! and! participate! in! processes! of!

development.!Other! research,! however,! has!highlighted! the! inadequate! attention! these! studies!

give! to! the!predisposition!of! the!poor! towards!participation,!particularly! in! the! context!of! their!

extreme!dependency!on!development!actors!and!their!unequal!standing!in!relation!to!them.!This!

study,! therefore,! moves! beyond! investigations! of! participatory! development! mechanisms!

themselves,!to!examine!their!reciprocal!nature,!notably!the!heightened!(yet!potentially!rewarding!

and! empowering)! obligations! they! place! upon! the! poor.! It! considers! in! detail! the! desire,!

inclination!and!capability!of!the!poor!to!fully!embrace!these!obligations.!The!study!draws!on!two!

case!studies!of!NGO!development!projects! in! India,!and!highlights!the!need!for!such!projects!to!

not! only! incorporate! opportunities! for! participation,! but! also! to! consider! mechanisms! that!

actively! encourage! and! capacitate! the! poor! to! engage! in! them.! It! demonstrates! how! these!

mechanisms!can!be!designed!and!implemented!and!ultimately!suggests!a!focus!and!structure!for!

future!participatory!development!projects.!

Citizen,!Rights!and!Accountability:!a!case!for!children!(Pakistan)!Tahira+Jabeen!(University+of+the+Punjab)*While!recognizing!Marshall’s!contribution!to!the!current!understanding!of!citizenship,!child!rights!

activists! have! contested! his! notion! of! citizenship! as! excluding! children.! The! United! Nations!

Convention! on! the! Rights! of! the! Child! (UNCRC),! encompassing! social,! civil! and! political! rights,!

provides! a! vision! of! citizenship! for! children.! However,! while! the! UNCRC! serves! as! a! policy!

guideline!for!member!states,!the!notion!of!children!as!citizens!is!still!rhetoric.!Based!on!data!from!

interviews! with! Pakistani! policymakers,! this! presentation! demonstrates! that! Pakistani!

policymakers! view! children! as! not! fully! rational,! being! incompetent,! thus,! nonOcitizens.!

Policymakers! hold! this! view! despite! recognizing! that! many! Pakistani! children! take! on! serious!

responsibilities,! for! example,! as! reflected! in! the! national! child! labour! statistics.! That! children’s!

citizenship! is! not! a! policy! consideration,! is! evident! from!not! only! policymakers! views,! but,! also!

from! children’s! low! visibility! in! national! and! international! development! agendas! such! as! the!

Poverty! Reduction! Strategy! Papers.! To! make! these! agendas! more! inclusive! and! sustainable,!

decisionOmakers! need! to! see! children!not! as! potential! citizens,! but! as! (differently)! equal,! rights!

built.! Moreover! these! histor[ies]! of! singularity! (Grosz! 1999,! 2000),! show! us! how! the! alwaysO

unfolding!future!was!negotiated!in!difficult!circumstances!of!the!past.!In!this!first!step!in!futures!

thinking,! we! learn! about! both! loss! and! resilience,! and! hence! to! see! the! past! as! remarkable!

(Inayatullah!2008).!Using!examples!of!life!stories!based!on!fieldwork!in!Aceh,!Indonesia,!this!paper!

proposes!that!placing!a!life!at!the!centre!of!inquiry!enables!us!to!discover!at!a!deeper!level!what!

might!be!involved!in!the!shared!work!of!making!a!povertyOfree!future.!

Measuring!Active!Citizenship!Noor+Farida+Fleming+(RMIT)*NGO!poverty!strategies!have!shifted!from!approaches!based!on!needs,!to!participation,!and!now!

to! rights.! Each! shift! requires! intense! learning! by! NGOs! as! they! navigate! shifts! in! objectives,!

implementation,!and!measurement.!The!author!is!studying,!by!observation!of!learning!processes,!

expanded! the! conceptualisation! of! CBR! into! health,! education,! livelihood,! social! and!

empowerment!dimensions!by!shifting!the!focus!from!physical!and!practical!aspects!of! individual!

impairment,! to! strategies! to! achieve! inclusion! of! the! impaired.! However,! 'communityObased'! is!

accountability!through!a!reconceptualization!of!the!concept!of!disability.!!It!is!advocating!the!term!

empowers!Self!Help!Groups!(SHGs)!to!enhance!the!capacity!of!diffabled!people!in!selfO!and!policy!

advocacy.!DATS!and!SHGs!have!been!assisted!by!CBRDTC!to!explore!and!analyse!issues!related!to!

diffability,! and! voice! their! aspirations! to! local! governments.! This! paper! argues! that! the! CBR!

Cambodia!experience!much!higher! levels!of!violence!perpetrated!by!family!members,!compared!

to!women!without! disabilities.! They! also! reported! higher! levels! of! psychological! distress,! lower!

financial! autonomy,! and! spoke! of! significant! isolation! and! discrimination! from! communities.!

While! there! are! various! services! for! women! experiencing! genderObased! violence! in! Cambodia,!

public!services,!particularly!their!education!services.!A!socialisation!policy!is!being!implemented!as!

a!way! to! increase! responsibility! and!mobilise! resources! from! the! entire! society! to! increase! the!

number!of!quality!services!and!overall!supply.!Socialisation!means!that!all!sectors!of!society!would!

be!expected!to!contribute!to!financing!and!delivery!of!social!services,!and!responsibility!for!paying!

for! social! services! is! shifted! on! to! households.! This! presentation!will! assess! the! impacts! of! the!

socialisation! process! on! the! rural! poor’s! ability! to! access! education! service! in! Vietnam.!

Households!bear!a!disproportionate!proportion!of! the!cost!of!education! services,!with!negative!

impacts!on!poor!and!disadvantaged!households!that!cannot!afford!these!costs.!Education!cost!is!

rising!and!represent!a!significant!proportion!of!household!expenditure.!While!intended!to!ensure!

sustainability!of!social!service!funding,!the!socialisation!policy!has!potentially!led!to!the!increasing!

commercialisation!of!public!social!services.!The!poor!are!facing!greater!difficulties!with!education!

services!during!the!implementation!of!socialisation.!

Social!Exclusion!and!Development:!The!Case!of!Ethnic!Minority!Children!in!Vietnam!Nguyen+Tran+Lam+(ChildFund+in+Vietnam)*Social!exclusion!is!a!complex!and!multiOdimensional!process,!mainly!concerned!with!the!inability!

to!participate!equally!and!effectively! in!a! society.!While!exclusion! is!an! important!parameter!of!

development,!few!researches!have!been!found!in!Asia.!Using!ethnographic!methods!we!analyse!

the!contexts!of!exclusion!among!ethnic!minority!children!(EMC)!in!Vietnam.!The!study!shows!that!

exclusion! is! a! dynamic! process! that! is! embedded! in! social! and! political! relations! and! access! to!

services!and!institutional!sites!of!power.!For!many!EMC,!exclusion!begins!prenatally!and!extends!

Building!Partnerships!for!Peer!Health!Education!in!Vietnam!Mr.+Nguyen+Anh+Thinh+(ADRA+in+Vietnam)*This! presentation! describes! the! partnership! approach! used! in! a! highly! effective! and! replicable!

peer! education! project! that! has! been! implemented! in! 53! schools! with! 40,000! students! and!

parents! in!Cao!Bang!Province,!Vietnam.!As!with!other!peer!education!projects!a! life!skillsObased!

approach!lead!by!adult!mentors!(teachers)!and!peer!educators!(students)!was!employed.!The!key!

to!success,!however,!was!the!highly!integrated!partnership!approach!taken!by!ADRA!Vietnam.!A!

range! of! stakeholders! including! government! officials! from! health! and! education! departments,!

school!teachers!and!administrators,!students!and!parents,!and!Women’s!and!Youths!Unions!were!

involved! throughout! the! lifetime! of! the! project! and! brought! their! unique! perspectives! and!

strengths.! The!presentation! focuses!on!how! the!partnership! approach! led! to! integration!of! the!

project!model! for! peer! education! into! the! local! education! system!with! ongoing! operation! fully!

supported!by!departmental!funding!within!the! life!of!the!project.! It! is!argued!that!the!approach!

Ideas! emerging! from! a!metaXevaluation!of!Australian!Government!funded!NGOs!working!in!Cambodia!Katherine+West+(DFAT)+and+Deborah+Hartley+(DFAT+Consultant)+Development!today!makes!extensive!demands!on!the!quality!and!capacity!of!NGOs.!Increasingly,!

organisations!are!acknowledging!that!they!cannot!be!all!things!to!all!stakeholders.!Evidence!from!

NGO!practice!in!Cambodia!shows!a!nuanced!understanding!of!this!on!the!ground.!Responses!are!

varied!but!include!an!apparent!trend!toward!targeted!and!genuine!partnering!between!NGOs!in!

country,! particularly! for! niche! technical! areas! (e.g.! microfinance).! Other! strategies! include!

ensuring! policy! coherence! and! synergy! with! indigenous! institutions,! both! formal! and! informal.!

The! resulting! relationships! have! undoubtedly! led! to! greater! efficiencies! and! program!

effectiveness.! These! and! other! findings! are! indicative! of! evidence! emerging! from! a! metaO

evaluation!of!ANCP!evaluations!undertaken! in!mid!2013.!MetaOevaluations!can!provide!a!robust!

methodology! for! reviewing! the!quality!of! evaluations.! They!are!also!useful! for!detecting! trends!

and! innovations! in! practice.! Additional! processes! will! however! be! required! to! more!

comprehensively! capture,! verify! and! subject! these! ideas! to! robust! dialogue! and! ensure!

Uganda.! ! The! research! focused! on! investigating! gender! perceptions,! norms! and! socialisation!

practices! in!Plan!Uganda’s!ECCD!program!in!recognition!that!the!foundations!of!gender!equality!

or! inequality! are! laid! in! early! childhood! and! that! home,! preschool! and! primary! school!

environments!are!key!sites!for!exploring,!challenging!and!ultimately!transforming!gender!norms.!!

The! research! approach!was! qualitative! and! designed! to! stimulate! dialogue,! explore! beliefs! and!

understandings!around!gender,!as!well!as!provide!opportunities! for!women!and!men,!boys!and!

girls!to!see!their!own!lives!and!experiences!in!another!light!and!that!different!outcomes!might!be!

possible.!!The!research!findings!highlighted!that!without!concentrated,!evidenceObased!strategies!

to! systematically! address! gender! inequality,! ECCD! programs! will! inevitably! reinforce! and!

reproduce! harmful! gender! norms! and! gender! inequality.! ! These! findings! have! implications! for!

future! development! practice! because! they! highlight! that! ECCD! programs! require! a! consciously!

genderOtransformative! approach,! and! that! wellOintentioned! but! genderOblind! or! genderOneutral!

programs!are! likely! to! reinforce!prevailing!gender!norms!and!power! relations,! and! therefore! to!

Women!and!Leadership!in!Myanmar!Nang+Phyu+Phyu+Lin+(CARE+International+in+Myanmar)*In!2012/2013!Oxfam,!CARE,!Trocaire,!and!ActionAid!undertook!a!study!on!Women!and!Leadership!

in!Myanmar.!!!The!aim!of!which!was!to!explore!factors!that!have!brought!women!to!positions!of!

leadership!at!community!and!national!level!in!various!fields;!women’s!experiences!of!holding!such!

positions;!different!approaches!to!leadership;!as!well!as!the!impact!of!different!leadership!styles!

as!perceived!by!community!members.!Myanmar!is!undergoing!vast!and!rapid!change,!but!there!is!

a! risk! that!women!will! be! sideOlined! in! the! scramble! for! reform.! ! The! research! undertaken! has!

revealed!that!women!in!Myanmar!face!multiple!barriers!to!leadership!including!restrictive!social!

norms;! economic! inequality;! the! double! or! triple! burden! of! their! domestic! roles! and! incomeO

generation!or!leadership!activities;!violence!against!women;!and!a!tendency!to!deOvalue!their!role!

as!potential!leaders.!!Previously!in!Myanmar!there!have!been!few!opportunities!to!openly!critique!

gender! inequality! in! leadership,!but!with! increased!possibilities! for!open!discussion!and!debate,!

efforts!to!advance!women’s!human!rights!are!growing!and!civil!society!networks!are!providing!a!

contempt! the! world! over.! ! The! derision,! however,! is! borne! out! of! their! perceived! pervasive!

influence!over!their!children.!!This!influence!is!thought!to!extend!to!deeply!personal!matters!that!

are! relevant! to!public!health!and!development! such!as!breastfeeding,! family!planning!and!child!

rearing.!Despite!this!influence,!the!motherOinOlaw!has!not!been!a!specific!area!of!study!in!the!field!

of!global!development.!!Most!programs!attempt!to!target!the!actors!most!directly!involved!in!the!

behaviour!sought!without!a!commensurate!understanding!of!who!influences!those!decisions.!We!

ignore!mothersOinOlaw!because!of!a!pervasive!ageist!stigma!and!the!emphasis!on!the!centrality!of!

primary!actors!in!our!development!thinking.!!But!understanding!who!influences!whom!and!how!is!

critical! to! improving!development!practice!and!also! improving! the! lives!of! the!older! generation!

How!can!development!transform!conflict!in!Indigenous!communities?!Sophia+Close+(ANU)*Many!Indigenous!peoples!experience!high!levels!of!community!conflict!and!human!insecurity,!and!

are!governed!by!weak!or!unsustainable!nonOIndigenous!systems!and!institutions.!They!are!often!

unable!to!access!service!delivery!and!are!dislocated!from!customary!structures!of!law,!leadership!

and! decisionOmaking.! There! is! much! conflict,! violent! and! structural,! taking! place! in! Indigenous!

communities!some!of!which!is!exacerbated!or!triggered!by!development.!In!line!with!the!2007!UN!

Declaration!for!the!Rights!of!Indigenous!Peoples,!indigenous!communities!worldwide!are!seeking!

to!engaging!with!development!actors!to!assist!them!to!attain!these!rights.!I!argue!that!the!current!

development!system!may!create!further!conflict!in!these!communities!because!it!often!overlooks!

or!does!not!value!or!empower!Indigenous!worldviews!or!governance!processes.!This!fundamental!

flaw! in! the! current! development! system! indicates! that! using! development! as! a! tool! to! achieve!

change! in! Indigenous! communities! is! risky.! My! research! specifically! examines! developmentO

related! conflict! in! TimorOLeste! and! investigates! how,! in! the! future,! the! current! development!

system,! both! through! the! integration! of! IndigenousOled! development! policies! and! reconfigured!

practices,!can!build!a!different!relationship!between!Indigenous!peoples!and!development!actors!

to!create!conflict!transformation!and!selfOdetermination!in!Indigenous!communities.!

Poverty! and!Human!Development! Initiative! (OPHI)! states! that! 8!

east! and! central! Indian! states! have!more! poor! than! the! 26! poorest! African! nations! combined,!

together! India’s! officially! classified!poor!would!be! the!3rd! largest! country! in! the!world.! ! India’s!

poor! and! food! insecure! are! concentrated! in! the! central! and! eastern! states.! Incidentally! these!

states! have! a! higher! percentage! of! Tribal! and! Dalit! communities! than! the! rest! of! India.! The!

University! of! Western! Sydney! (UWS)! and! the! Indian! NGO,! Professional! Assistance! for!

Development!Action!(PRADAN),!have!developed!a!community!engagement!process!that!combines!

PRADAN’s! focus! on! improving! livelihoods,! with! an! emphasis! on! women;! UWS’s! focus! on!

participatory!onOfarm!research.!!The!outcomes!of!this!process!include;!

• More! intensive! and! diverse! cropping! systems! that! better! utilise! available! waterO!

resources,!

• Household!income!from!onOfarm!production!has!increased,!sometimes!dramatically,!

• Food!security!has! increased!from!an!average!of!6!months!to!12!months,! lessening!the!

need!for!forced!migration,!

• SelfOperception!and!esteem!of!women!improved.!

These! and! other! benefits! (nutrition,! health,! local! economy! opportunities)! have! their! basis! in! a!

deep!engagement!process!that!prioritizes!the!aspirations!and!develops!the!agency!of!local!village!

and!medical! research! lists! global! health! research! as! a! key! priority! area! that! requires! a! special!

focus! by! Australia! over! the! next! decade.! Australia’s! research! community! is! well! positioned! to!

deliver!exceptional! returns!on!a! coordinated!and! increased!aid! investment! in! translational!R&D!

and! programmatic! research.! We! already! outperform! almost! every! other! geographic! region! in!

terms! of! projects! from! the! Bill! and! Melinda! Gates! Foundation’s! Grand! Challenges! in! Global!

Health,! and!make!meaningful! contributions! to! a! host! of! other! international! programs.! It’s! time!

that!Australia’s!greatest!research!strengths!are!built!into!our!aid!program!through!a!coordinated!

mechanism! that! leverages! the! impact! of! Australian! aid! efforts! and! investment! in! global! health!

with!international!efforts.!

Getting! to! impact!–! funding!product!development! in!an!Australian!global!health!R&D!strategy!Mary+Moran+and+Nick+Chapman+(Policy+Cures)*

Australia! currently! spends! more! than! $50m! per! year! on! global! health! R&D.! But! the!

absence!of!an!overarching!global!health!R&D!strategy!means!that!much!of!this!is!wasted!

through!misallocation,!inefficiency!and!duplication,!and!there!is!an!extremely!poor!return!

on! investment! in! terms! of! health! impact! in! the! developing! world.! Chief! amongst! the!

problems! is! that! the! funding! cycle! has! major! gaps,! the! funding! streams! of! the! main!

Australian! global! health! R&D! agencies! are! confused! and! duplicative,! and! science! and!

innovation! agencies! have! no! strategic! driver! to! deliver! global! health! products! as! the!

into!new!medicines!that!can!transform!the!lives!of!the!poor!and!cut!back!on!wasteful!aid!

spending,!Australia!now!has!the!lowest!ratio!of!appliedOtoObasic!research!funding!in!global!

health!of!any!OECD!country.!This!is!reducing!impact;!and!wasting!aid!dollars,!lives!and!our!

Influencing!policy!through!partnership:!Scaling!up!bilingual!education!in!Cambodia!Jan+Noorlander,+CARE+Cambodia+

Ethnic!minority!communities!are!the!most!marginalised!in!Cambodia.!In!2003!CARE!began!piloting!

a!bilingual!education!model!in!six!schools!in!the!remote!northOeast!of!Cambodia,!working!closely!

with! the! Cambodian! Government! and! ethnic! minority! communities.! The!model,! adapted! from!

Australian!indigenous!bilingual!education!model,!covered!training!and!support!to!locally!recruited!

teachers,! curriculum! development! in! four! languages! and! community! management! of! schools.!

After! demonstrating! that! indigenous! children! can!be! educated! the!Cambodian! government!has!

committed! to! expanding! the! model! in! more! indigenous! languages! and! provinces.! Bilingual!

education!is!a!stated!priority!of!the!Ministry!of!Education!in!the!national!education!strategic!plan.!

The! Cambodian! Government! has! recently! adopted! a! prakas,! or! high! level! policy! decree! on!

bilingual! education,! firmly! anchoring! bilingual! education! in! the! Ministry! of! Educations! policy!

framework.!In!this!paper!CARE!aims!to!share!its!experience!in!building!critical!partnerships,!with!

anecdotal,!evidence! indicates! that!aid!and!development!personnel!are!at! risk!and!suffer! from!a!

range!of!physical!and!mental!health!issues.!However,!traditional!HR!systems!in!sending!agencies!

are! not! designed! to! support! personnel! in! isolated! environments.! In!many! cases,! these! systems!

simply!do!not!exist.!In!November!2012,!WhyDev!launched!a!pilot!program!to!match!and!support!

aid!workers!around!the!world!in!a!peer!coaching!partnership.!Over!300!development!practitioners!

participated! in! the! program.! This! program! was! designed! to! utilise! various! communication!

technologies!and!a!proprietary!matching!algorithm!to!fill!the!gap!in!supporting!the!peer!learning!

and! well! being! of! development! practitioners.! A! survey! at! the! end! of! the! pilot! was! sent! to! all!

participants,!with!a! return! rate!of!23.4%! (n=73).!The! results!of! the!pilot! suggest!a! rethinking!of!

how!we!can!not!only!prepare!the!next!generation!of!practitioners,!but!also!provide!ongoing!and!

open!opportunities!for!peer!learning!and!support,!and!the!creation!of!new!partnerships!that!will!

improve!the!professional!competence!of!development!practitioners.!

Is! Training! Adequate! to! Provide! the! Capacity! to! Implement! the! Human! Rights! Based!Approach!now!and!in!the!future?!Suzanne+Arnold+(University+of+Sydney)*Australian! nonOgovernment! organisations! (NGOs)! working! in! the! international! aid! and!

development! sector! are! altering! the! delivery! of! aid! and! development! from! a! needs! based!

approach!to!a!human!rights!based!approach!(HRBA).!!Anecdotal!evidence!suggests!many!of!these!

NGOs! are! finding! the! transition! challenging,! particularly! in! operationalising! the! HRBA.! ! At! the!

same!time,!the!international!community!is!promoting!HRBA!education!and!training!to!transform!

organisations,! enabling! them! to! achieve! equality! and! sustainable! development.! ! To!understand!

whether!HRBA!training!is!achieving!its!objectives!a!pilot!study!was!undertaken!on!the!quality!and!

impact! of! training! on! the! ability! of! NGO! personnel! to! work! within! the! HRBA.! ! The! findings!

indicated! that! training! is! not! comprehensive! or! varied! enough! to! ensure! a! commonly! held!

understanding!of!the!HRBA!and!fully! implement!the!HRBA!in! international!aid!and!development!

programs.!!!Participants!reported!a!lack!of!appropriate!training!to!allow!the!change!to!the!HRBA.!

The!findings!identified!that!appropriate!training!is!required!to!build!the!capacity!of!those!working!

in!the!sector!now!and!in!the!future!to!realise!the!full!potential!of!the!HRBA!to!facilitate!gains!in!

achieving!rights!and!overcome!the!multidimensional!challenges!of!poverty!and!disadvantage.!
