1. หลกการและเหตผล ปจจบนทวโลกมเครองบนกวา 27,000 ลา และคาดการณวาจะมจานวนเพมขนปละ 950 ลา โดยใน
ป พ.ศ. 2565 จานวน เครองบนจะมมากถง 35,600 ลา ภมภาคเอเชยแปซฟกจะเปนตลาดใหญทสดของโลกทมการเดนทางดวยเครองบน การเดนทางทองเทยวและธรกจของผโดยสารจากทวโลกจะเดนทางเขามาในประเทศตางๆ ของทวปเอเชยและประเทศในกลมอาเซยน ซงจะสงผลใหอตสาหกรรมทเกยวของกบอากาศยานจะเตบโตอยางมาก อตสาหกรรมอากาศยานเปนหนงในอตสาหกรรมอนาคตของประเทศไทยทมอตราการเตบโตมลคาทางเศรษฐกจสง แอรบสไดประเมนตวเลขตลาดโลกดานงานบรการซอมบารงอากาศยานพบวาอาจจะมมลคาสงถง 1.8 ลานลานดอลลารสหรฐ ในอก 20 ปขางหนา และคาดวาอตสาหกรรมซอมบารงอากาศยาน หรอ Maintenance, repair and operations (MRO) จะเกดการเตบโตเพมสงขนเฉลยรอยละ 4.6 ตอป ในชวงเวลาดงกลาว สงผลใหเฉพาะตลาดเอเชยแปซฟกนนจะมมลคาดานการบรการซอมบารงอากาศยานกวา 646,000 ลานดอลลารสหรฐ ภายใน 20 ป
นโยบายประเทศไทย 4.0 ซงเปนโมเดลของเศรษฐกจทเนนคณคา (value-based economy) และเนนการขบเคลอนดวยนวตกรรม (innovation-driven economy) รวมถงการผลกดนอตสาหกรรมการบน โดยไดอนมตแผนพฒนาอตสาหกรรมอากาศยานระยะเวลา 15 ป (2560-2575) เพอผลกดนใหไทยเปนศนยกลางการซอมและผลตชนสวนอากาศยานในอาเซยนและมหานครการบน (Aeropolis) บนพนทเขตเศรษฐกจพเศษภาคตะวนออก หรอ EEC เพอปอนเขากลมอตสาหกรรมใหม New S-Curve ทเปนแนวโนมการเตบโตและเปนเปาหมายการพฒนาทยงยนสอดคลองกบแผนพฒนาเศรษฐกจและสงคมแหงชาต ฉบบท 12 (พ.ศ.2560-2564) ซงรฐบาลไทยมแผนงานทจะสรางศนยกลางดานอตสาหกรรมการบนและอากาศยานของไทยในพนทสนามบนอตะเภา ประเทศไทยสามารถผลตบคลากรในการซอมแซมอากาศยานไดเพยง 300-400 คนตอปเทานน ขณะทความตองการในอนาคตคาดวาจะปรบตวสงขนราว 6 เทาตว และในอก 3 ปขางหนาทจะเกดศนยกลางการซอมบารงดานอากาศยาน ทสนามบนอตะเภา ความตองการแรงงานทมความรและทกษะในการซอมบารงอากาศยานตามมาตรฐาน สานกงานความปลอดภยดานการบนยโรป (European Aviation Safety Agency : EASA) และองคการบรหารการบนแหงสหรฐอเมรกา (Federal Aviation Administration : FAA) เพมมากขน และจากนโยบายของรฐบาล ในการกาหนดยทธศาสตรในการผลตบคลากรดานการบน และการซอมบารงอากาศยาน ความพรอมในการพฒนาหลกสตรดานการซอมบารงดาน

อากาศยานเพอพฒนาบคลากร นวตกรรมการผลตชนสวนดานการซอมบารงอากาศยานและการบน กอใหเกดการเสรมสรางความเขมแขงดานการพฒนาประเทศไปสเปาหมาย ซงชางซอมบารงอากาศยานเปนอกหนงอาชพทมความสาคญตอการพฒนาอตสหกรรมการบน ทมอตราการเตบโตของอตสาหกรรมการบนทเพมสงขน ทาใหมความตองการชางซอมบารงอากาศยานเพมสงขนตามมาดวย
2. วตถประสงค 1. เพอสรางกาลงคนทมสมรรถนะและศกยภาพสง ตามมาตรฐาน EASA Part- 66 Category A Line Maintenance Certifying Mechanic ( sub categories: A1: Aeroplane Turbine Engine) โดยสมรรถนะพนฐานของผทผานการอบรมจะสามารถซอมบารงยอยหรอการซอมในลานจอด (light/line maintenance) ได 2. เพอสรางฐานการพฒนาการศกษาระดบอดมศกษาแหงอนาคต โดยปรบเปลยนรปแบบการผลตกาลงคน และสรางตนแบบของหลกสตร การอบรม เนนการปรบเปลยนเนอหาสาระ โครงสรางหลกสตร และกระบวนการจดการเรยนการสอน การอบรม สรางประสบการณการเรยนรดวยการปฏบตงานในสภาพจรงเปนสาคญ พฒนาการศกษาเพอสรางใหผ เรยนมสมรรถนะและศกยภาพสง รวมทงการรวมมอกบสถานประกอบการ ภาคอตสาหกรรมอากาศยานและการบน โดยมงเนนใหเกดทกษะดานการปฏบตงานตามมาตรฐานสานกงานความปลอดภยดานการบนยโรป (European Aviation Safety Agency : EASA) 3. ผรบผดชอบโครงการ

โดยเปนหลกสตรการเรยนการสอนทเนนสมรรถนะตามมาตรฐานสานกงานความปลอดภยดานการบนยโรป (EASA: A1) ตามภาคผนวกหลกสตรแนบทาย ใชระยะเวลาอบรมตลอดหลกสตร 9 เดอน 14 วน (1,200 ชวโมง) ฝกอบรมทงภาษาไทยและภาษาองกฤษ รายละเอยดโครงหลกสตรการอบรมดงน

ตลอดหลกสตร ประกอบไปดวย 1. EASA Part-66 Category A1 Examination
เปนการสอบตามมาตราฐานสานกงานความปลอดภยดานการบนยโรป EASA Part- 66 Category A Line Maintenance Certifying Mechanic ( sub categories: A1: Aeroplane Turbine Engine) โดยผอบรมทสอบผานดวยคะแนนไมตากวา 75 % สาหรบในการสอบแตละโมดลจะไดรบใบประกาศนยบตร Certificate of Recognition Easa part-66 Car A
2. EASA CAT A exam preparation เปนการเตรยมความพรอมในการสอบตามมาตราฐานสานกงานความปลอดภยดานการบนยโรป EASA Part-66 Category A Line Maintenance Certifying Mechanic (sub categories: A1: Aeroplane Turbine Engine) โดยจะเชญวทยากรมาสรปยอเนอหาการสอนจากทอบรมทงหมด เพอเตรยมพรอมในการสอบ EASA Part-66 Category A1 Examination

11. ผลทคาดวาจะไดรบ ผลผลต ไดกาลงคนทมสมรรถนะและศกยภาพสงสาหรบการทางานในอตสาหกรรม การซอมบารงอากาศยานและการบน ตามมาตรฐาน EASA Part- 66 Category A Line Maintenance Certifying Mechanic (sub categories: A1: Aeroplane Turbine Engine) โดยสมรรถนะพนฐานของผทผานการอบรมจะสามารถซอมบารงยอยหรอการซอมในลานจอด (light/line maintenance) ประกอบไปดวย period service daily check เปนการตรวจสอบระบบตางๆ ของอากาศยานกอนและหลงขนบนประจาวน, A-check และ B-check เพอตรวจสอบอปกรณและสวนประกอบอากาศยานตามทผผลตอากาศยานกาหนดทกๆ 7-9 วน และ 3-8 เดอน ตามลาดบ เปนการตอบโจทยภาคอตสาหกรรมและสถานประกอบการตามนโยบายการปฏรปอดมศกษาไทยส New S-Curve และ เปนกลไกในการขบเคลอนเศรษฐกจ (New Growth Engines) ของประเทศในดานการพฒนากาลงคนเขาสอตสาหกรรมการซอมบารงอากาศยานและการบน จานวน ปละ 40 คน ผลลพธ สนบสนนและสงเสรมอตสาหกรรมการบนในประเทศไทย ในการดงดดบรษทตางชาตทเปนเจาของเทคโนโลยเขามาลงทนและถายทอดเทคนคการซอมบารงอากาศยาน เพอขยายการผลตและเพมขดความสามารถในการแขงขนในระดบสากล
