The penitentiary system of Georgia holds a lead-ing position in regards to respect of human rights and dignity in the country, which is the result of unprecedented reforms carried out in the system during the last 3 years. The law is Supreme and a human being is of utmost value to the team of the ministry, I lead. That is exactly why I consider it my personal responsibility and accept to face all the challenges in order to bring the process of de-velopment of the Georgian State to its successful completion.Apart from the revolutionary changes conducted in the system, our utmost achievement is the trust of the international community and our people as well as the new image, the new face of the institu-tion which complies with every modern standards and requirements. I can state with full confidence that the reforms, we have implemented, are un-precedented in the post-Soviet space, because the state now takes care of its prisoners!Today the prisoners and their families are no lon-ger afraid of torture… They are no longer afraid of inhumane treatment and intolerable conditions which were overwhelmingly present prior to the time when our team came to power…We demolished the vicious system and created a new reality which is fully centered around the protection of the rights of not only every inmate, but of each employee as well…‘Law and Dignity’ – this is our objective that we have to fully materialise…This is a promise, we gave to the society, and fi-nally, this is the issue of my personal dignity – to respect the law and protect the right of each mem-ber of our society - to live in dignity as a citizen of our country!

ადამიანის უფლებებისა და პიროვნების ღირსების დაცვის საქმეში სასჯელ- აღსრულების სისტემას ქვეყანაში ფლაგმანის პოზიცია უკავია, რაც ბოლო სამი წლის განმავლობაში სისტემაში გატარებული უპრეცედენტო რეფორმების დამსახურებაა. უწყებაში, იმ გუნდისთვის, რომელსაც მე ჩავუდექი სათავეში, კანონი უზენაესია, ადამიანი კი - უპირატესი, სწორედ ამიტომ, პირად პასუხისმგებლობად მივიჩნევ და ყველა გამოწვევას ვიღებ, რომელიც ჩემს წინაშე დადგება, რათა ბოლომდე ღირსეულად მივიყვანო ის საქმე, რასაც ქართული სახელმწიფოს აღმშენებლობა ჰქვია. ჩვენი მთავარი მონაპოვარი, გარდა რევოლუციური ცვლილებებისა, რომელიც სისტემაში განვახორციელეთ, არის საერთა- შორისო საზოგადოებისა და ხალხის მხრიდან გამოხატული ნდობა და უწყების ახალი იმიჯი, ახალი სახე, რომელიც დღეს ყველა თანამედროვე სტანდარტსა და მოთხოვნას პასუხობს. რეფორმები, რომელიც გავატარეთ, თამამად შემიძლია ვთქვა, რომ პოსტსაბჭოთა სივრცეში უპრეცედენტოა თავისი არსით, რადგან დღეს პატიმარზე ზრუნავს სახელმწიფო! დღეს პატიმარს და მის ოჯახს აღარ ეშინია წამების... აღარ ეშინია არაადამიანური მოპყრობის და გაუსაძლისი პირობების, რომელიც ჩვენი გუნდის ხელისუფლებაში მოსვლამდე ამ უწყებაში მრავლად იყო... ჩვენ დავანგრიეთ ეს მანკიერი სისტემა და შევქმენით ახალი რეალობა, რომელიც თავიდან ბოლომდე, მსჯავრდებულებსა და ბრალდებულებთან ერთად, უწყების თითოეული თანამშრომლის უფლებების დაცვაზეა ორიენტირებული ... „კანონი და ღირსება“ - ეს არის ჩვენი საქმე, რომელიც ბოლომდე უნდა მივიყვანოთ... ეს არის პირობა, რომელიც საზოგადოებას მივეცით და ბოლოს, ეს არის ჩემი ღირსების საკითხი - პატივი ვცე კანონს და დავიცვა საზოგადოების თითოეული წევრის უფლება - იყოს ქვეყნის ღირსეული მოქალაქე!

After October 1, 2012 the Ministry of Corrections has made a significant progress. The system based on torture and inhumane treatment was eradicated and a rigorous institution based on protection of human rights was established.Many competent international and national observers, including the member of the House of Lords of England, baroness Vivien Stern, UN Special Rapporteur on Torture and Other Cru-el, Inhuman and Degrading Treatment or Punishment Juan Mendez, the EU Special Adviser on Constitutional and Legal Reform and Human Rights in Georgia, Thomas Hammarberg, the Council of Europe Commissioner for Human Rights Nils Muiznieks, Public Defender of Georgia, Ucha Nanuashvili, have openly noted the success of the penitentiary system of Georgia.

Legislative Amendments for Human Rights

Progress achieved in respect to human rights protection has been recognized by all interna-tional organizations, the systemic problem of torture and ill-treatment of inmates has been eradicated;√ For the first time in the penitentiary system of Georgia the program of individual sentence planning has been developed and implement-ed, which is one of the main pre-conditions for successful rehabilitation of inmates and for the prevention of reoffending;√ The problem of overcrowding has been solved; the protection of prisoners' rights has been improved;√ The two new types of establishments - low risk and high risk establishments have been in-troduced along with the existing semi-open and closed type institutions. Sentenced prisoners shall be distributed in all four types of estab-lishments in accordance with the risks that are associated with them;√ The risk assessment methodology and the system of assignment of inmates based on their risk level has been developed and implement-ed;√ Taking into consideration the outstanding recommendation of the European Committee Against Torture from 2007, the living space for each prisoner was increased from 2 square me-ters to 4;√ The number of visits for prisoners placed at semi-open establishments was increased and

the circle of visitors has been expanded;√ Long–term family visits for the socially vul-nerable citizens became free of charge, which helped the families to save those 60 GEL. The fee for the long-term family visit to a juveniles was halved;√ The special establishment for juveniles was transformed into a rehabilitation establishment. The forms of encouragement for juveniles were expanded;√ In February 2015, in cooperation with the Ministry of Education and Science of Georgia, the Ministry of Corrections started to work on legislative amendments with the view to create the mechanism for the enjoyment of the right to higher education for convicted individuals;√ The document regulating the employment of convicts and remuneration of their labor was published;√ The decree regulating the use of special means towards prisoners was published. The circumstances and the grounds for resorting to special means were specified. The ministry abolished the use of electric shock after consul-tations with civil society;√ The regulations for implementing electronic monitoring and control, keeping, erasing and destroying records were defined. On the basis of these new regulations, the aforementioned control does not envisage clandestine surveil-lance and aims at prevention of crime at the

According to the decree, the administration is obliged to place a respective warning sign at the venue of electronic moni-toring.√ In accordance with the planned legislative amendments, the video-conference with in-mates shall be implemented free of charge.√ The draft ministerial order is being developed which will allow sentenced prisoners to work outside the penitentiary system and receive re-spective remuneration.

√ The mechanism is being developed through which remand and sentenced prisoners will be able to sell items they produce and to receive respective remuneration.√ A new Establishment for Restriction of Liberty was opened which is fully focused on rehabili-tation and re-socialization of inmates. Nothing similar exists in the region.

The Ministry of Corrections is undergoing an institutional reform aiming at transforming the system based on the Soviet model into the one focused on the western standards. Up to 40 laws have already been amended within the scope of the reform, one new law has been adopted which serves to increase the degree of security both within and outside of the sys-tem. In-depth re-branding of the system was conducted.

√ the maximum length for placing remand and sentenced prisoners in a solitary confinement was reduced from 20 to 14 days.

√ Recruiting employees of the penitentiary service on the basis of special competition. Candidates will undergo the preliminary com-pulsory preparation course at the expense of the state which includes theoretical and psy-chological preparation as well as practical training.

√ All current employees of the special peniten-tiary service will undergo the compulsory training course at the expense of the state prior to Janu-ary 1, 2017.

√ Modernizing the social service and strength-ening the social and legal security of employ-ees.

√ The status of the special penitentiary staff will be equated with the legal status of police officers (The employment record at the special penitentiary service will equal the employment record at the police, being the basis for receiv-ing state compensation).

√ Creating instructions for all employees and ensuring protection of their security;

√ The new law on the special penitentiary ser-vice has been drafted within the scope of the reform. The law regulates the rules of appoint-ment, service, rights and responsibilities, se-curity measures, legal and social guarantees of the penitentiary personnel with ranks.

√ Modernizing security services in accor-dance with best international practices, imple-menting new work methodologies.

√ A new form of non-custodial sanction – home arrest was developed on the basis of the new Juvenile Justice Code. The arrest can be ap-plied for the duration ranging from 6 months to 1 year for less grave crimes.

√ A strong analytical department was creat-ed which ensures processing and analysis of information collected by the units within the system, maintenance of databases, short and long-term assessment of challenges within the system. The department is the first such unit in the history of Georgian corrections sys-tem. Equipped with the up-to-date technology the department will be able to calculate risks and will contribute to the formation of the in-stitutional memory of the system by collecting, processing and analyzing data. The modern Management Center of corrections system was created within the department. Its pur-pose is to continuously monitor and analyze the situation, while serving as an operational hub during crisis situations.

The Risk Assessment and corresponding System of Placement of Inmates Classification of inmates according to the risks that are associated with them is a qualitative-ly new phenomenon in the Georgian peniten-tiary system. The system of assessment and placement of prisoners considering their risk levels implies classification of prisoners by a risk-assessment team in accordance with the established criteria

√ When assessing the risks associated with the prisoner, factors affecting the security of the establishment, individuals, society, state and of the law-enforcement agencies should be taken into consideration. These factors de-rive from the personality of the prisoner, his/her age, the motive of committed crime, con-sequences of the crime, inmate's behavior in the penitentiary establishment, relations with representatives of the administration and oth-er inmates, his/her compliance with the re-quirements of the regime, drug and alcohol dependency, past criminal record, severity of the committed crime, remaining length of the

sentence, the record of escaping or attempt-ing to escape a prison, past sentence record, relations with the criminal world, or terrorism, record related to rehabilitation and re-social-ization activities, self-harm or attempted harm to him/herself, which might endanger normal functioning of the institution, also records relat-ed to the use of disciplinary sanctions, admin-istrative detention, and/or forms of encourage-ment. Levels of risk are grouped as follows: low risk, medium risk, increased risk and high risk.

√ The inmates are distributed /assigned to various penitentiary establishments based on the assessment of their risk levels by a risk-as-sessment team

√ Classification of prisoners has already been initiated. The classification system also envis-ages re-evaluation of risks which should as a rule be conducted every 12 months.

Individual Sentence Planning

√ The program of individual sentence plan-ning as well as the instrument of tailor-made individual approach towards prisoners has been developed and is being introduced at the Georgian penitentiary system. The mech-anism will support the process of successful rehabilitation, re-socialization, as well as crime prevention. In parallel with execution of a sen-tence the risks and needs of the individual in-mates are being assessed and needs based individual lists of rehabilitation and re-social-ization programs are being developed. The

results of the individual plans are considered when making a decisions related to the early conditional release and when assessing risks associated with prisoners.

√ The mechanism of individual sentence plan-ning was successfully implemented among juvenile convicts. Since December 2014, a special system is also applied to adult convicts placed in penitentiary establishments No 5, No 6 and No17. This process will be implemented throughout all the establishments by 2017.

Penitentiary healthcare

√ The Committee of Ministers in its final res-olution of 12 November 2014 acknowledged reforms implemented in the prison healthcare system of Georgia and considered ECHR judgments in this area executed and decid-ed to close down pending examinations. The above resolution of the Committee of Ministers positively assessed fundamental reforms un-dertaken within the corrections system during 2013 and 2014;

√ The 18-month reform of penitentiary health-care, envisaging the full transformation of the system in 2013-2014, was successfully com-pleted. Its implementation was positively as-sessed and was labeled as "impressive" by the joint EU and Council of Europe indepen-dent expert team;

√ 2014-2017 Strategy and Action Plan for fur-ther development of the penitentiary health-care were designed and approved;

√ In line with international recommendations, the standard of penitentiary healthcare was developed and approved, defining the types of available services for prisoners provided by the state;

√ Taking into consideration the recommenda-tions of the WHO the basic standard of med-icines was developed and approved, defining the list of medicine funded by the state. The updated list of standard medicine will be ap-proved by the end of 2015;

√ The budget of the penitentiary healthcare increased by 100 %;

√ Two modern medical centers have been opened: Central Correctional Hospital (N18) and Tuberculosis Treatment and Rehabilita-tion Center (N19 Correctional facility). Special unit for persons with disabilities (with capacity of up to 57 persons) is available at the CCH;

√ Both medical centers of the penitentiary sys-tem and primary healthcare units are licensed in accordance with the civilian healthcare re-quirements;

√ Medical units at the correctional facilities N3, N5, N6, N15, N16 and N17 were renovat-ed and works in the remaining facilities will be finalized by the end of the year;

√ The medical personnel was renewed by 37% and salaries of doctors and nurses were increased by 60 %. Professional development program for nurses of the penitentiary health-care was launched;

√ The model of primary healthcare was im-plemented in the entire penitentiary system - medical units were renovated, personnel was retrained and equipped;

√ Protection of mental healthcare and devel-opment of psychiatric services was defined as a priority: 1. A new psychiatric department was opened at CCH. 2. Primary healthcare person-nel was trained in the area of mental health-care and the employees were trained on creat-ing and maintaining the healthy environment; 3. Multidisciplinary team was created and their service is available in every establishment. The multidisciplinary team composed of a psy-chiatrist, a psychologist, a neuropathologist and a doctor specialized in the treatment of addicted patients - works jointly to assess dif-ficult cases, elaborates recommendations and develops the intervention plan;

√ The suicide prevention program was devel-oped and launched in 2013. The program has been implemented in 9 establishments and will cover all corrections establishments by the end of the year;

√ Training on Suicide Prevention Activities in Prisons was launched in 2015. Based on new requirements every employee of the peniten-tiary establishment will undergo re-training within the framework of the suicide prevention program;

√ The program of prevention and screening Hepatisis C in the penitentiary establishments was initiated at the end of 2013. The program of treatment of hepatitis C was launched in 2014. In the framework of this program, 8 000 inmates underwent screening in 2014 and 3 158 inmates were screened in 2015. During 2014-2015, 414 patients were involved in an-tivirus treatment course on the basis of the commission decision. From August, 2015 treatment is conducted with a new medica-tion “Sofosbuvir”. Currently 15 convicts are involved in the Hepatitis C Prevention, Diag-nostic and treatment program;

√ New cases of tuberculosis were decreased significantly. Since September 2015 a new scheme of handling “ineffective treatment” has been initiated in compliance with state pro-gram. The penitentiary system offers a unique opportunity to access a new anti-tuberculosis medicine.

• In 2012 – 674 TB cases were registered, among them 457 new cases;• In 2013 – 228 TB cases were registered, among them 99 new cases;• In 2014 – 180 TB cases were registered, among them 83 new cases;• In 2015 – only 94 TB cases were registered, among them 37 new cases.

√ The Central Prison Hospital (N18 Correc-tional facility) and - Tuberculosis Treatment and Rehabilitation Center (N19 Correctional facility) were equipped with the modern drug resistant TB diagnostic technologies. By us-ing this technology the diagnostic of TB and the start of the treatment is possible within 24 hours instead of 2 months; √ Universal availability of HIV/AIDS in terms of consulting, testing and treating is maintained;

√ A new food standard and sanitary-hygiene norms for pre-trail and convicted inmates was approved in 2015 by the joint order of the Min-ister of Corrections and the Minister of Labor, Health and Social Affairs. The new standard includes 12 different menus based on person-al needs, providing 3 meals per day. Further development of the mentioned food standard is planned;

√ 56 hospitals and clinics of the civilian health-care sector were contracted to provide prison-ers with additional healthcare services. Since 2013 the number of referrals was increased significantly: 186 medical referrals were carried out in 2012, 5650 referrals – in 2013 and 4586

referrals – in 2014. By October 2015, 3037 medical referrals were conducted (prisoners have been diagnosed by specialists or under-went surgeries);

√ Since March, 2015 the Ministry of Correc-tions initiated the preventive screening for ev-ery pre-trial/convicted prisoner in collaboration with public health facilities;

√ Information bulletin on basic medical ser-vices was developed for foreign prisoners in 10 different languages;

√ As a result of comprehensive reforms, the mortality rate of prisoners decreased: in ab-solute numbers, from 144 cases (2010) to 27 (2014); the SMR (which is calculated per 10 000 prisoners) decreased from 63 to 27 (2010-2014) inmates. By October 2015, 11 cases of death were registered;

√ Study for the waste management was con-ducted. Consequently, the standards for the waste management were developed and the process of the implementation is ongoing.

The penitentiary healthcare standard has been developed and approved for the first time.

Two of them - N1 and N4 were closed permanently. During 2013-2015 establishments N3, N11, N16, N18 and N19 were fully renovated and opened. Rehabilitation programs

The main purpose of the penitentiary system is not just execution of punishment. The aim of the ministry is to prevent reoffending and, for this purpose, to enhance the component of rehabil-itation and re-socialization of convicted individ-uals.

Psychosocial and other re-socialization pro-grams adjusted to the needs of convicted per-sons reduce risk of criminal recidivism on their behalf and promote re-socialization. In this re-spect, the Ministry of Corrections offers various opportunities to inmates:

Employment of convicted persons is one of the pre-conditions for their successful rehabili-tation and prevention of reoffending.

The small enterprises were launched at the penitentiary establishments and at the half-way house, where convicted persons are employed and, therefore, entitled to respective remuner-ation. They include: a sewing workshop at the Women’s facility No5, which has been estab-lished with the support of the NGO Women in Business with financial support of the European Union; shoe making and pasta production en-terprises at the Half-Way House, a beauty salon at the penitentiary establishments No 5, No 12 and No 15. Convicted persons at penitentiary establish-ments can be involved in the maintenance work for which they receive respective remu-neration.

International Relations√ The Ministry of Corrections of Georgia is

actively involved in the implementation of the

sectoral action plans and strategies, devel-

oped within the frames of the Criminal Justice

System Reform in Georgia.

√ The drafts of the strategy and action plans of

the Ministry have been successfully developed

in cooperation with the consultancy organiza-

tion “Human Dynamics” funded by the EU.

√ Within the frames of the EU call for propos-

als supporting Rehabilitation activities in the

Criminal Justice System several NGOs were

financed and implemented programmes aim-

ing at the re-socialization and rehabilitation of

inmates.

√ Within the scope of the Joint EU and Coun-

cil of Europe Project “Human Rights in Pris-

ons and Other Closed Institutions” 2014-2017

Strategy and Action Plan for the further devel-

opment of the penitentiary healthcare services

were drafted and approved;

√ The Memorandum of Understanding was

signed between the International Narcotics

and Law Enforcement Bureau of United States

and the Ministry of Corrections of Georgia in

2014; in accordance with the memorandum,

one million US dollars have been allocated for

the project. Within the frames of the project,

study visits of the employees of the Ministry as

well as visits of the Penitentiary Department

representatives to the State of Wisconsin have

been conducted. Employees of the penitentia-

ry system of Georgia have been retrained in

the USA.

√ The proposal was developed within the

scope of UNDP project, envisaging technical

assistance for the Training Center of the min-

istry;

√ Regular meetings of various formats are

conducted between the Ministry of Corrections,

UNICEF and UN WOMEN. Draft regulations

concerning the specific needs of juveniles and

women were developed in close collaboration

with them. Representatives of UNICEF are ac-

tively involved in the implementation process

of the individual sentence planning system for

juveniles.

√ In cooperation with the Ministry, Interna-

tional Committee of the Red Cross (ICRC),

facilitated numerous family visits for convicted

inmates, whose relatives reside in the occu-

pied regions of Georgia. The Ministry ensures

unrestricted access for the representatives of

UNHCR to the establishments.

√ The united electronic system was developed

by the Ministry for the registration of visits to

the penitentiary establishments by internation-

al organizations and embassies.

The introduction of a home arrest through Electronic Monitoring system is the novelty of the year of the National Probation Agency

Home Arrest through Electronic Monitoring√ In compliance with the Juvenile Justice Code of Georgia, a new type of non-custodial sentence a home arrest has been introduced. The home arrest with the duration of between 6 months and 1 year may be applied to per-sons convicted of a less grave crime;√ Home arrest is as a rule enforced through the use of electronic monitoring or by means of unexpected visits of the person in charge;√ The center of electronic monitoring is locat-ed at the central office of the National Proba-tion Agency;√ Home arrest will be enforced by the territo-rial services of the National Probation Agen-cy – Probation Bureaus; the probation officer will be a direct enforcer of this sentence with technical support by the person responsible for electronic monitoring;

√ Putting into operation home arrest will con-siderably decrease the placement of a juvenile in a penitentiary establishment and will sup-port the execution of punishment applied to-wards a juvenile without his/her isolation from the society;√ In cases of home a juvenile will spend the entire period of a sentence in his/her family, which will further contribute to the process of his/her re-socialization and rehabilitation;√ In 2014 a half-way house that can accom-modate 100 inmates was opened. The terri-tory of the establishment includes: residential area, rehabilitation center, sport facilities and the gym. The main objective of the establish-ment is to support the rehabilitation and re-so-cialization processes, integrate the convicted persons into the society and prepare them for release.From 2013 to October 1 of 2015 362 proba-tioners found the employment with the assis-tance of the National Probation AgencyIn 2013 – 124 probationers;

In 2014 – 145 probationers;In 2015 (as of 30 September) - 93 proba-tioners;√ In 2015 the new offices of National Proba-tion Agency and the Tbilisi Probation Bureau were opened;√ By the end of 2015, three additional offices of will be opened in Rustavi, Tetritskaro and Khashuri;√ In 2014 five modern offices were put into operation (in Telavi, Tkibuli, Zetaponi, Khulo and Shuakhevi); 5 offices became operational in 2013 (Zugdidi, Gori, Akhaltsikhe, Kareli and Kaspi);√ The service of video conference was ex-panded. This service allows any individual to have a direct visual and audio contact with the convicted person. Currently, service of video conference is provided at the probation offic-es of Tbilisi, Kutaisi, Batumi, Telavi, Zugdidi, Akhaltsikhe and Gori. √ In 2014 a new structural unit – “Division of Rehabilitation Programs” was set up at the National Probation Agency for the purposes of rehabilitation of persons serving a conditional sentence. The division employees 49 social workers and psychologists that provide reha-bilitation services to probationers throughout

the territory of Georgia along with the proba-tion officers. √ In order to promote education among those serving a conditional sentence 3 probationers selected through competition were granted full financing of studies at the institutions of higher education in 2014. In order to promote devel-opment of small enterprises and employment of probationers, National Probation Agency funded business proposals of 5 probationers selected through a competition; √ In 2014 the list of compulsory and optional rehabilitation courses were approved by the Ministerial order. Namely: 1. Psycho-social rehabilitation course for ad-dicted individuals (Compulsory component)

2. Course on reduction of violent and aggres-sive behavior (Compulsory component)

3. Personal social skills development course (Compulsory component)

4. Education (Optional component)

5. Employment (Optional component)

√ The ratio of probationers involved in psy-cho-social rehabilitation programs was in-creased from 2012 to 2014. To be more spe-cific, in 2012, 387 out of 33 109 probationers (1.17%) were engaged in the above mentioned program; whereas in 2014, 1665 out of 15 361 (10.8%) probationers underwent psychologi-cal-rehabilitation program .

√ In 2015 55 probationers were engaged in the professional retraining and education pro-grams;√ In 2014 807 (out of 15 361) probationers underwent the professional retraining and ed-ucational program, whereas in 2012 the given indicator stood only at 134 (out of 33 109). √ In 2015, 1030 probationers were involved in socio-cultural activities; in 2014 2315 proba-tioners took part in such programs. √ In 2014, the Agency implemented the fol-lowing projects:

1. With the aim of resocialization of juvenile probationers, National Probation Agency car-ried out the project “Removing tattoos for un-deraged conditional convicts”, which involved up to 50 probationers. 2. With the view of preventing domestic vio-lence, the National Probation Agency conduct-ed trainings concerning issues against domes-tic violence for convicted persons in all regions of Georgia;

√ The following legislative amendments were implemented in 2014: 1. Possibility of early release of a convicted in-dividual held at the half-way house;

2. Procedural issues in respect of individuals with no actual place of residence or legal ad-dress were regulated;

3. The issue of compulsory drug testing of pro-bationers was regulated;

4. In regards to reviewing the issue of resto-ration of the deprived rights, the conditions connected to the terms were improved;

5. The exchange of information between the judiciary and the National Probation Agency was put into the legal framework;6. Based on the draft law, the fee for a video conference for certain category of prisoners will be abolished. The aim of such amendment is to ease access and promote communication with prisoners for their family members and other individuals;

7. The fee imposed for the temporary change of territorial probation bureau will be abolished. The current edition of the law grants this pos-sibility, while the amounts of fees (within the period of 1 month – 20 Gel, within the period of 3 months -50 Gel) are established by the Ministerial Order.

Capacity Building and Training of Staff of the Penitentiary System

√ Since January 6, 2014 the Penitentia-ry and Probation Training Center started functioning with renovated infrastructure. The rehabilitated building provides comfortable en-vironment for learning and recreation;

√ Appropriately equipped open and closed sport facilities have become available for the participants of training programs. In order to efficiently conduct the practical part of the trainings, model cells have been installed at the training centre; guest rooms have become available for the participants from other re-gions.

√ 6 166 persons have been retrained be-tween October 1, 2012 and October 1, 2015.

√ Within the scope of the EU/CoE Joint Project “Human Rights in Prisons and Oth-

er Closed Institutions”, a long term training course (6 months/872 hours) was developed with the assistance of one of the co-authors of the European Prison Rules. Two groups al-ready underwent this long term course. √ The Training Centre cooperates with various international organizations resulting in increased quality and efficiency of its work. The Training Centre has a close partnership with the EU, Council of Europe, the US Em-bassy, German Foundation for International Legal Cooperation (IRZ), UNICEF and with other organizations. Numerous training pro-grams have been developed and updated with their support.

√ With the support of German Foundation for International Legal Cooperation (IRZ) and the federal assistance program of the US state department, the “mentorship program” was es-

tablished within the system. A concept paper, manual and training program for mentors were elaborated.√ Based on the results of the study through in-terviewing the psychologists of penitentiary estab-lishments, special training programs have been developed. √ All current employees of the special pen-itentiary service will undergo the compulsory training course at the expense of the state pri-or to January 1, 2017.

√ Employers of the penitentiary service will be recruited on the basis of special competi-tion. Candidates will undergo the preliminary compulsory preparation course at the expense of the state which includes theoretical and psychological preparation as well as practical training.√ LEPL Training Centre is planning to obtain the status of Academy.

Every employee of the Special Penitentiary Service will undergo the obligatory retraining course before January 1, 2017
