• Option (b) harmonisation of the training standardso only the training standards for all crew memberso barriers to entering the profession (certification) not dealt witho most visible effects on safety of navigation because of the modernised training programmes

• Option (c) harmonisation of the professional qualification and certification rules:o only certification affected and with that barriers to entering the profession, the training aspect left

outside of the scopeo noticeable effects on the labour market, shortages and the SMEs as they could benefit from the

extended supply of boatmen and other crew members on the operational level.

IV. Concept and gouvernance

• I. Legal frameworko Laying down general requirements and provisions, mechanism for adopting technical standards

to be referred to in implementing/delegated acts o The technical standards themselves will be developed outside of the EU legal instrument and

then referred to by an implementing act under the legal framework to make them applicable at EU level.

• II. Mandate o Mandate will be given to an outside body to develop the technical standards

• III. Annexeso The annexes will stipulate the essential requirements regarding various subjects covered by the

respective annexeso The essential requirements will define what is necessary to achieve a desired/effective system for

the subject covered by the relevant annexo The areas to be covered in the annexes will be discussed within the Common Expert Group

V. Organisation and timing

•1 September 2012: start of the service contract under Marco Polo II: input for Commission proposal and impact assessment, supporting running of a Common Expert group on professional qualifications and training standards (CQT)•First meeting of the CQT: 24 September 2012, several meetings until April 2013•Impact Assessment to be ready for December 2012 IAB•Adoption of the proposal for Qualifications and Training Standards in Inland Navigation in April 2013
